Each page of this Urdu newspaper is handwritten by 'katibs'

Chennai: At the office of 'The Musalman', the oldest Urdu daily in the country, and possibly the only handwritten newspaper in the world, no one has ever quit. They work, says Rahman Husseini, the chief katib or copywriter of the paper, till they pass on. Rahman joined the Urdu daily more than 20 years ago as an accountant, learnt calligraphy, and when the then chief katib passed away at the age of 80, he took over the front page of 'The Musalman' and has been working on it since, earning Rs 2,500 a month.

It is the same story with the reporters, the production staff, the distribution staff and everyone else at this newspaper office. "We are all family," says Rahman. "Even bhai worked here till the end of his life."

When he says bhai, Rahman is referring to Janab Syed Fazullah Sahib, the editor of the paper, who died on April 26 this year at the age of 78. Syed Fazullah had taken over the hand-written paper from his father Syed Azmathullah, who was also the founder of the daily.

Nothing much has changed at the newspaper's Triplicane High Road office since its inception in 1927. 'The Musalman', an evening paper, has always been handwritten — all four pages of it — everyday, not a single day missed in all 81 years. The calligraphers still work in a dingy little corner of the 800 square foot one-room office that also houses the printing press, as they have been doing for years. There is no airconditioning in their corner, just two wall fans. In terms of ventilation, it all comes through the narrow front door. Lighting is three bulbs and a tubelight.

Even the editor's room is a still from a bygone era. Papers stacked everywhere, a solitary fax machine in the corner, lots of files and ledgers, not a single computer or typewriter anywhere. For the next 36 days though, the newspaper will have no editor, says Aarif, who is Syed Fazullah's youngest son. "I am looking after the paper while my brothers take care of the funeral arrangements. We are not allowed to decide anything till the 40th day is over, so we have no editor. But the paper has come out every single day," he says.

The katibs, one man and two women, work almost three hours on each page, writing out by hand the headlines and news reports in Urdu, then sticking on the advertisements, sending the pages in for plating and then for printing. When one of them is ill, the others work overtime to bring out the paper. If there is a mistake, sometimes the entire page has to be rewritten.

The front page is always for national and international news, the second and third for local news and the fourth for sports. One square of space is always left blank at the bottom right corner of the front page, says Rahman, in case there is breaking news. "But we only carry it if the breaking news happens by 3 pm as we still have to write it down by hand and then get it printed to reach the houses on time." The paper is also sold on the streets every evening for 75 p a copy.

"We have correspondents all over the country," says Aarif. "In New Delhi, Kolkata, Hyderabad etc. They fax us their stories or call and tell us and we write it."

For the 22,000 subscribers of the paper, 'The Musalman' is the only newspaper as they cannot read any other language but Urdu, says Aarif and though the number of subscribers is reducing in Chennai, it's going up in certain interior parts of Tamil Nadu. Profits are down, he adds with a sigh, but it's not stopping them.

The influence of Korean TV dramas

Of all the TV dramas produced by Korea film-makers every year, the top-ten rated shows constantly include seven or eight play sequences. In 2006 alone, over 100 play-series were produced representing one of the world most creative outputs of this kind. What must be the causes behind the immense popularity of TV dramas among Asian viewers? Certainly, the remarkable exaltation of drama programs in Korea has helped to crypt Korean TV dramas to all-new heights, in terms of quality and variety, which have also captured the attention of fast-growing audiences around the globe. As such, the Korean TV dramas which have been a corner-stone of the Korean wave phenomenon, have swept across Asia, and also have come to exert far-reaching influences on North East India’s cultural and entertainment scene. My niece who studied at Nirmalabus School, while writing her exam paper was asked by her teacher “What TV programs do you guys watch these days mostly?” The answers from the entire students was none other than ARIRANG TV. Nevertheless, people who didn’t get the chance of watching Cable network mostly talked about Manipuri’s film and its actors like Kamala, Devita, Maya, Sadananda, Kaiku, Dinesh and the like. What step should our film makers take in order to spread out dramas and films as it’s greatly influencing the life of the society and the youth in particular? Of the Korean films, Kang Myoung Seok (Cultural critic) said: “Ever since Korea’s first TV drama was aired in 1962, Koreans have displayed an unwavering love for all manner of drama programs. As for the factors behind this fanatic popularity of TV dramas among viewers in Korea, much can be explained by the socio-historical characteristics of Korean society”.

While “Love and Ambition” (Saranggwa Yamang), a very well-liked drama series broadcast by MBC-TV. The use of water would decrease nationwide, and there was no traffic on the streets. Even phone call at this hour was out of question. There was a speculation that this was because curfew was imposed and everyone must be at home after dark. However, the fact is that people could not stand to miss a single episode of these episodes “Love and Ambition” This was one example which a hit drama program could influence the life of people. Nowadays, with the technology advancements and a diversified media environment, people can watch TV dramas wherever and whenever they want. Cable networks are accessible to all district towns in Manipur as well. Film makers are to be well aware of the fact that the type of dramas or films they made is going to influence the society. Here I must say as an oriental, our films should also focus on our culture and tradition.

In Korea, TV dramas have long been dominated by melodramas with family-centered story lines, while history-theme series have also begun to gain growing popularity recently. Programs related to science fiction, suspense and mystery thrillers have been rarely produced. However, this doesn’t mean that the dramas only provide a mirror image of the Korean life style. The producers of Korean dramas strive to offer encouragement to viewers, many of whom prefer to have a brief break from a demanding day’s work.

Consequently, Korean dramas will often feature fanciful plots of a rather ordinary person who encounters a life-changing experience. In large part, the basic formula for successful TV dramas in Korea calls for lead character, a kind of regular person that Korean viewers can commiserate with, and actors who wind up having an out-of-the-ordinary romance or whimsical experience, and in the end, lives happily ever after. Though there are a number of tragic ending dramas such as “Stairs to Heaven, Autumn in my Heart etc”.

Because viewers can strongly identify and sympathise with these ordinary characters, the Korean dramas seem to invariably end with the triumph of good over evil. Although these dramas might be criticised for their tendency to moralies and oversimplify, they have enjoyed wide appeal across all ages and classes in Korea, and more recently have captured the fancy of viewers all over Asia. For viewers in Asia, who share Confucian principles and place a strong emphasis on family values and true love, they can readily embrace the common themes of Korean dramas, such as rewarding the virtuous and punishing the wrongdoers. The Korean dramas have gained popularity among Asian viewers by weaving scenes about traditional Korean cuisine into its main good-versus-evil plot line, and without passing judgment on cultural differences. In this way, Korean TV dramas have enjoyed a unique and universal appeal, which heretofore was hardly imaginable.

Nevertheless, Korean dramas are now venturing into new territory, while moving away from real-life experiences of the ordinary world to fantasy adventures that unfold in mythical or supernatural realms. Korean dramas can broadly be categorised into melodrama and historical drama. Due to the mixed results of various suspense-thrillers, crime-story, and comedy programs, the dominance of the melodrama and historical drama nevertheless appear destined to continue for some time in Korea.

Korean TV dramas have rapidly gained noteworthy popularity among viewers in several countries around the world. Over the past few years, the Korean dramas have been at the forefront to the Korean Wave pop culture phenomenon, along with becoming one of the most far-reaching cultural influences of the Asian region. Through the establishment of the close relations with the film, showbiz, tourism, and publishing industries, Korean dramas have in fact moved well beyond the realm of TV. How can you explain the ability of Korean TV dramas to appeal to viewers in countries with a historical background, political environment, and traditional values which are so different from that of Korea? For this, it would be helpful to reflect upon the insights of local specialists from Chile, Japan, China, and Vietnam, who have been tracking viewer reactions to the broadcast of Korean drama series.

There are many dramas that realistically depict love and personal relationship, but not many that deal with romantic love, as in the Korean melodramas. The most distinctive of Korean dramas is their visually striking depiction of romantic love, while the fashion and accessory items featured on screen add to the aesthetic enjoyment. One of the main reasons that the dramas have been received so passionately by viewers across the universe is that the dramas need not be preoccupied with worldly interests or real-life problems, and therefore viewers can easily become emotionally attached to fanciful experiences.

Family relations is another time-honored theme to which viewers of all age groups can relate. In fact, other countries also produce its own family-centered dramas, of which many are excellent but they do not hesitate to reveal negative aspects of the family and society. In contrast, Korean dramas tend to project a society that is caring and benevolent. The Korean “Men of the Bath House” deals with the mundane life of ordinary people, while at the same time attaining a high level of artistic refinement. This drama does not resort to indecency of exaggeration, nor does it indulge viewers with special effects or picturesque landscapes. It simply tells the story of an ordinary family that operates a public bathhouse. But this quaint charm is what makes the program so appealing to viewers, who invariably enjoy a sense of genuine warmth from the personal interactions. “’Men of the bathhouse’ also reveals the traditional customs of Korea through a family’s life story. It is noteworthy that traditional culture can be so deeply ingrained in the daily life of ordinary people. In particular, this drama made me realise the extent to which traditional culture is steadily disappearing from Chinese daily life” said by Li Sheng Li. Many get to know about Korea and develop favorable impressions of Korea. This awareness encourages viewers to purchase Korean-made product, clothing and hair style. Korean TV dramas are generating not only economic benefits in Asia and North East India but are also promoting positive social and cultural values as well. Our State, Manipur, known as a land of insurgents, but bountifully rich with beautiful cultural and social values should also attract the world through our documentary films and dramas.

ATSUM stir from May 1

IMPHAL, Apr 29: In pursuit of its demands with regard to issues on the Manipur Autonomous District council, reservation in the Manipur University, shortage of teachers in hill district schools and forest matters the All Tribal Students’ Union Manipur has decided to go ahead with the series of agitation programme from May 1 onwards.

At 6 pm of May 1 till 6 am of the next day ‘protest general strike would be imposed while from May 2, 6 am till the same hour on May 7 economic blockade would come into force, said an ATSUM release.

The student’s body had been demanding restoration of administrative machineries in the hill districts through the revival of Autonomous District Councils which the ATSUM had been alleging that State Government is deliberately delaying re-enactment of the Manipur Hill Area District Council Act.

Similarly, the State Government is being blamed for alleged lack of initiative to ensure reservation of tribal candidates in the Manipur University with regard to admission and employment in the varsity which had been upgraded to a Central University.

The ATSUM statement further demanded that Government of Manipur officially introduce a Bill in the next assembly session for either ‘reconversion of MU from Central University to State University’ or creation of a separate University exclusively for the tribals.

On shortage of teachers in the hill district schools, the ATSUM statement conveyed that inspite of 1332 teachers recruited in 2005 on contract basis their services had never been exercised following termination of services ‘with the excuse that regular teachers had already been provided’.

In reality only 306 science and arts graduate teachers were provided for the vacant post of 1332 teachers, it added while questioning Government plan, if any, to address the shortage.

On the Forest matter, ATSUM said, “the issue raised by the Working Groups on Land & Natural Resources and student bodies particularly in Ukhrul district on Joint Forest Management and other related issues are genuine and is in the interest of the tribal people of Manipur”.

Contending that State forest Department, rather than act swiftly to redress the problem is trying to justify the delay through make-belief tales and lame excuses, ATSUM cautioned that any further delay on the issue would compel the student body to chalk out and resort to recourse.

Security tightened after Tipaimukh sabotage

Imphal, Apr 29: Security measures has been beefed up in the aftermath of the April 26 attack launched by armed cadres of the Hmar people’s Convention, Democratic (HPC-D) that caused substantial damage to machineries installed at the construction site of Tipaimukh Multi-Purpose Project even as the Chief Minister O Ibobi Singh has convened a meeting on May 2 to take stock of the situation.

Informing that decision to convene the meeting, to be attended by top officials of NEEPCO including its Director General, was adopted at a meeting held under the chairmanship of the Chief Minister, the source said Chief Secretary, Principal Secretary (Home), DGP and other top ranking security officials were present at the said meeting.

Jolted by the HPC-D attack during which bombs were reportedly used in destroying drilling machine stationed at the Project site on the barak river bank, security measures had been strengthened with para-military force personnel deployed on patrolling duty at the construction site located close to the Manipur-Mizoram border.

The North Eastern Electric Power Corporation (NEEPCO) is the implementing agency of the 163 metre high dam envisioned to generate 1500 megawatt power, which had been dogged by controversy with certain section of the society and NGOs demanding scrapping of the project on environmental and socio-economic concerns.

The Project site lies within Churachandpur district and about 300 kilometres from here with the act of arson actually taking place on the Mizoram side of the inter-State border, according to Superintendent of Police (churachandpur) S Manglemjao Singh.

In the wake of the incident security measures has been tightened on Manipur side where the dam would be constructed, the SP said adding that security have been kept on high alert in the area.

“We are informed that the Assam Rifles posted at Parbung, the nearest security post from Tipaimukh, have intensified patrolling around Tipaimukh areas”.

Meanwhile, a senior NEEPCO official, while officially intimating about the incident report to the state’s principal secretary (Power), has emphasized the need to take appropriate action at the earliest.

The official representation said miscreants blasted the drilling machine kept at the dam site on the left bank of Barak river in Mizoram.

Besides throwing away the drilling accessories to the river, they also fired some rounds in the air. An FIR is being lodged with the Sub Divisional Police Officer, Sakawrdai, Mizoram, the report said adding that the field staff have been shifted to Tuirial HEP. HPC (D), in a statement said the drilling works at Tipaimukh area is against the aspirations of the Hmar people of Tipai-mukh as the matter involves their land, dignity and rig-hts. Destroying the machi- neries was a necessary act in the interest of ‘safeguarding our ancestral land and our people from destructive intervention made by the government of Manipur and Neepco in pursuit of imposing a mega-dam’, the statement said. The outfit also accused the state and NEEPCO of “pushing the proposed project without consulting the people who will be severely affected”. The Hmars’ blood and land will remain intact, it said.

Amid large scale protests by anti-dam lobbyists, Union power minister Sushil Kumar Shinde had laid the foundation stone of the estimated Rs 700 crore dam on December 15, 2006.

Dam opposers particularly environmentalists and representatives of NGOs are of the view that the project once implemented would uproot 150 villages and inundate over 7251 square Kms of forest areas including the orange belt in Tamenglong district in addition to rendering over 40,000 people homeless.

TSA condemns bomb blast
IMPHAL, Apr 29: The Thadou Students’ Association, Sadar Hills has strongly condemned the April 24 bomb blast at near the Babupara quarter of PHE Minister TN Haokip as well as the attempt to abduct Moreh College Principal and pledged its support to any movement launched by the HTC on the latter issue.
On other issue, the TSA decried that official works of the Division Forest Officer, Northern Division HQs Kangpokpi is being carried out from the Imphal office of the Department.
Reminding that TSA had already apprised the Forest Department authorities (PCCF) through a memorandum on April 5 for shifting the Division Forest office to its original location in Kangpokpi, the student’s body cautioned that as the ten day timeframe on the matter had ceased without any positive response from the Government any undesired incident that arises as a consequent of TSA’s movement for justice should be borne by the Government.
It also prevailed upon the Government to ensure completion of renovation/repairing works of NH-39 before the onset of rainy season to prevent the TSA from pursuing its own course of action.

IMPHAL, Apr 29 : Asserting that some break through has been made in the investigation of the murder of PS Snowy alias Julie (27) of Anal Khunou, Chakpika-rong, and Louphu Esther Anala alias Romi (29) of Charangching, Chandel at Khekman under Thoubal district, the SP of Thoubal Clay Khongsai today said that three accused have been rounded up.
In a statement the SP said that one co-accused identified as Md Mabosana alias Abdul Rahman of Keibung Sanabam Leirak, an active member of PULF (MI faction) was arrested from his house on April 6; on April 22 another primary suspect, the brain behind the killings identified as Mrs Majida (25) wife of Md Abdul Majit alias Tomain of Keirao Makha Leikai was arrested from Mantripukhri while another suspect identified as Md Tajuddin alias Abothem (27) of PULF (MI faction) was arrested from his house located at Keibung Wangmataba on April 26.
Two main accused are still at large but they have been identified, said the SP and added that the best efforts are being put in to arrest them.
Meanwhile the All Tribal Women’s Organisation has decided to call off bandh imposed along the Imphal-Moreh route on NH-39 following a meeting with the Works Minister at his office chamber today.
The decision to call off the bandh was arrived after it was agreed that the SP of Thoubal police will issue a statement relating to the progress and arrests made so far, including photographs of the accused in the case, to give better protection to women and children, that the issue of ex-gratia may be discussed with the Chandel Naga Peoples’ Organisation and JAC at a latter date.

Volatile situation throws work process behind schedule

IMPHAL, Apr 29: In the light of the massacre of 15 migrant workers in different parts of the State last month, problems faced in transportation of the required construction material from outside and frequent imposition of bandh and blockade among other hindrances, the deadline set earlier for completion of the construction work on the ambitious Imphal Capitol Project is likely to be extended further.
The work on construction of the project being taken up at an estimated cost Rs 141.42 crores was started in January 2006 with the target of completing the work within 30 months. However, there has been no progress in the construction work of the project which is still at the foundation stage (lying of the piles) even though the project duration is due to expire in June-July this year.
Following the last month’s incident of killing migrant workers at different parts of the State, the workers of the Simplex Infrastructure Limited, which is the implementing work agency of the project are still being apprehensive and not being able to concentrate in their work.
Not long after commencement of the work on the project , it had remained stalled for three complete months following interference from UG elements. During that period, most of the labourers of the construction company have also been shifted and utilised in other work sites, according to an official of the Public Works Department (PWD) of the State Government.
Even at present, there is lack of adequate skilled labourers in taking up the construction work of the project while the local labourers face the problem of communication, the official disclosed.
Apart from the necessity of bringing in all the required construction materials like steel, iron, cement and sand from outside Manipur, the construction company has been facing the problem of illegal taxes imposed along the road, the official said, adding that the incident of frequent bandh and blockade in the State has also resulted in tardy progress of the construction work.
Nonetheless, the construction company has done an excellent job in maintaining the quality of the work. If there is no hindrance, laying of the piles would have been completed long ago, the official said, adding that in all around 2000 piles have to be laid and the work is nearing completion.
Once this work (laying of the piles) is completed, construction of the main structure would not take much time, the official assured.
In view of the slow progress of the work due to various factors, Simplex company has also requested for extension of the deadline of the construction work on the project, the official added.
As to the construction of the High Court complex being taken up as part of the larger capitol project, the work is going on and progressing smoothly as it does not involve much of the complex technical works, the official informed. The official, however, declined from giving any comment on the cons-truction work of the multi- storeyed Nupi Keithel of Khwairamband Bazar. Although most of the con- struction works related to Luxmi Bazar and New Market have been completed, work on Purana Bazar is yet to take off. When the wo-men vendors of the market approached the CM in this regard recently, the latter assured that the three market sheds would be inaugu- rated at the same time.

330 rape, molestation cases in Delhi in 2008

NEW DELHI: The national capital seems to be finding it difficult to shed the image of being the "rape capital" with over 330 rape and molestation cases reported in the first four months of this year.

According to official figures, 121 cases of rape were registered so far this year while about 210 incidents of molestation were reported from various parts of the city.

Eight minors were among the 14 females raped in the city this month, which prompted the Parliamentary Committee on Women and Child Development to summon Delhi Police Commissioner Y S Dadwal and ask him to submit a report on cases of crime against women in the recent past and action taken by police. "We have arrested the alleged rapists in over 90 per cent cases. In majority of the cases, persons well known to the victims were behind the crime," a senior police official said.

A two-and-half year-old girl was the youngest rape victim this month while two minors were sexually assaulted in a moving car, including one in which a traffic police constable was arrested along with his property-dealer friend.

The red-faced Delhi Police immediately dismissed Sanjeev Rana, the constable who also tried to allegedly bribe the victim's family to drop the case, from the service.

In other shocking incidents, a woman, who accused her landlord of raping her, was publicly thrashed by family members and neighbours while a mentally-challenged girl, who is deaf and dumb, was allegedly raped by a bus driver.

A teenaged boy, who was arrested for allegedly raping a minor girl, escaped from police custody in north-west Delhi this month.

In other cases, a 40-year old woman was allegedly gangraped on April 16 by four men, including her husband's friend in a moving car while a day later unidentified men who barged into a house in north Delhi raped a 26-year-old woman before decamping with valuables.

In 98.28 per cent of 581 rape cases registered last year, the accused were known to the victims and had been interacting with the victims in the normal course of life.

While 658 rape cases were reported in 2005, the figure fell to 49 the next year. The number of molestation cases was 762 and 713 for 2005 and 2006 respectively while last year, 835 such incidents were reported.

Delhi Police attributes the incidents of rape to a number of sociological factors, including "mushrooming of JJ clusters and sub-human living conditions" there.

"Poor civic amenities, sub-human living conditions, inadequate housing facilities and mushrooming of JJ clusters are few of the sociological factors contributing to the increased tendencies in general and incidents of rape in particular," the report said.

"In JJ clusters, the entire family lives in a small area devoid of any privacy which affected family taboos and moral barriers," it said.

An analysis of rape cases in 2007 by Delhi Police said 68 per cent of rape accused were illiterate while 24 per cent studied up to Class X. About 80 per cent of the accused belong to the poor strata.

"Of all the cases last year, 64 per cent were committed in houses and five per cent in slums," the Delhi Police Annual Report for 2007 said.

Delhi women rate buses as most unsafe place: Survey

Buses in the capital have received a thumbs-down from women, with 50 per cent finding them as the most unsafe place in the city, a survey has found.

In a study titled "How Secure or Insecure are Women in the City of Delhi" by the National Institute of Criminology and Forensic Science, 50 per cent of respondents said they consider buses as most unsafe for women.

Old Delhi ranked fourth in this regard, with seven per cent perceiving this part of the capital as unsafe.

The survey, conducted to study the perception level of insecurity among women in the capital, also found that market places and colleges are places where women feel most insecure.

About 80.40 per cent of women interviewed at market places said they felt insecure at the place, while the figure for colleges was 72.10 per cent. Shopping malls came third where 60 per cent of respondents said they felt insecure.

The level of insecurity was lowest among slum dwellers (8.70 per cent) followed by respondents from villages (22.8 per cent).

Men apologetic in 74% of cases


NEW DELHI: A five-year study conducted between 2002 and 2007 on 1,805 victims who came to Delhi Police’s Crime Against Women Cell for help has revealed that victim of domestic violence often endure abuse for an average 4.2 years before seeking help.

Women activists feel that with rising consumerism, there’s a big spurt in the middle class’s material expectations from a marriage. "Now, a TV is not enough. The demand is for a plasma TV. Long after the wedding is over, dowry keeps manifesting itself on family occasions. When expectations are not met, arm-twisting is resorted to. The bride becomes a soft target," Ranjana says.

About 22% of the victims said that their husbands seemed to have planned the violence. About 74% said their husband were apologetic the next day, swearing they would never do so again — a promise they never kept. "In an overwhelming number of cases, the violence took place at night — between 10.30 pm and 12.30 am," says consultant psychologist Rajat Mitra of Swanchetan.

Another 36% of the women victims had suicidal thoughts; of which more than half made an unsuccessful attempt to end their lives. Those who felt like committing suicide but did not attempt to do so confessed that the future of their children, especially their daughters, prevented them taking the step.

In nearly 19% cases, husbands tried to prove that the wives were mentally ill, mentally challenged or depressed. In one particular case, the prescription was tampered with. "From NAD (no abnormalities detected), it was changed to MAD by the husband," says the consultant psychologist.

"The study also shows that social laws such as Dowry Prohibition Act and the more recent, Domestic Violence Act, have not helped much in reducing violence against women," says Mitra.

Senior Delhi Police officer Vimla Mehra, who helped initiate the counselling programme back in 2002, says that in several cases of domestic violence, the victims don’t want police action. "Offering them counselling is one way of providing help. It helps them decide what they want. The problem is enormous. But we feel we have made a dent," she says.

MU tribal students boycott UGC team’s visit, smash two wheelers

IMPHAL, Apr 28: Tribal students of the Manipur University boycotted the visit by an expert committee of the University Grants Commission, UGC to the university on Monday and smashed some two wheelers parked inside the university complex for violating the general strike called by them in the campus, a police report said.

Due to the strike, conduct of classes at the university and the working of other offices including the administrative block of the university and State Bank of India were disturbed for the day.
The experts committee from the UGC arrived today on a three-day visit to the university to review its performance during the 10th Plan period and also to assess the requirements of the university during the 11th Plan period.

In the meantime, the six-member expert team led by PK Oommen, convener of UGC have started holding meetings with the officials of the university to review the performance of the institute.

The Manipur University Tribal Students' Union called the general strike within the Manipur University campus today as a part of the boycott of the UGC team over their demand for tribal reservation in Manipur University and other Central institutions even though the university authorities appealed against the strike.

The students staged a sit-in protest at the main gate of the university with placards like ‘Stop stealing our quota’, ‘Respect tribal rights’ etc. During the protest they also barred entry of any person inside the campus.

They also took out a rally inside the university campus shouting slogans like ‘We want justice’, ‘MUTSU stands for justice’, ‘Justice delayed is justice denied’, ‘Go back UGC team’.

Earlier, the striking students reportedly smashed some vehicles entering the university complex for defying their general strike. However, police prevented them from further violent acts inside the campus, a police report said.

The Manipur University was converted into a Central University two years back. According to the norms followed all over the country, the university reserves 7.5 per cent of jobs for Scheduled Tribe candidates.

The tribal students are demanding an increase of the quota in proportion to the tribal population of Manipur. The Scheduled Tribes constitute 33 per cent of the 24-lakh population of the state.

The striking students will hold a meeting with the UGC team tomorrow.

In the meantime, the Manipur University Schedule Caste Welfare Association submitted a representation to the UGC team led by its convener PK Oomen which arrived at the university at around 9.30 am today.

In the memorandum, they have demanded 15 percent reservation for the schedule tribe students of the university.

The expert team will stay till May 5 next to complete their mission, another source said.

IMPHAL, Apr 28: Armed miscreants destroyed drilling machines and other equipments used in the construction works of the Tipaimukh Multipurpose Hydel Project (tmhp) late yesterday afternoon, an official report said Monday.

Due to the threats of dire consequences from the miscreants who destroyed the machines and other equipments, the engineers and labourers have run away from the site and reported the matter to the North Eastern Power Cooperation, NEEPCO at Silchar today, the report added.

A total of 13 engineers and 79 labourers of the NEEPCO are engaged in the soil testing works at the dam site located in the interiors of Churachandpur district bordering Assam and Mizoram.

A 1,500 mw project, one of the largest in the region, it is to generate power from the Barak river, the second largest river in the region. The site of the dam is almost on the border with Mizoram. The proposed 164m-high dam will come up 500 m downstream of the confluence of the Barak and Tuivai rivers. Its reservoir will have a storage capacity of 15,900 million cm with a maximum depth of 1,725.5 m.

The North Eastern Electric Power Corporation (neepco), the government agency entrusted with the building of power projects in the northeast, has been handed the project. In November 2005, it floated a global tender for the project and in July 2006, the pre-bid qualification of the tender for the first phase was opened.

The revised cost of the project is Rs 5,163.86 crore.

Many civil organizations like the Citizens Concern for Dams and Projects with the support of almost all the civil bodies in Manipur are opposing the construction of the dam citing the impact of the dam to the flora and fauna of the region as well as considering the large scale displacement to be caused by the construction of the dam.

Central team suggests comprehensive action plan for Manipur

IMPHAL, Apr 26: After reviewing the law and order situation of the State with officials of the State Government and members of the Combined Headquarters, the central team led by Union Cabinet Secretary KM Chandrasekhar suggested formulating a ‘comprehensive action plan’ to tackle the problem of insurgency and to check the extortion spree. On the other hand, the central team assured to construct 1500 houses in 21 villages located in New Somtal area in the aftermath of the counter insurgency operation launched there some time back.

The law and order situa-tion of the State was studied jointly during a meeting held at the conference hall of Old Secretariat southern block today. Besides the central team which inclu-ded Union Home Secretary Madhukar Gupta and De-fence Secretary Vijay Singh who were on a two day visit to the State, the meeting was also attended by GOC 3 Corps, GOC 57 Mountain Division, top officials of Assam Rifles, CRPF, intel-ligence agencies and the State Police Department.

Briefing media persons after the review meeting, Union Cabinet Secretary KM Chandrasekhar stated that basic purpose of the team’s visit to Manipur is to assess prevailing situation of the State directly.

The meeting discussed on enhancing coordination between State and central agencies based in the State. It was also agreed to pro-vide all possible assistance to the State agencies from the side of the central agencies after identifying the basic problems being encountered by the State agencies, he informed.

On being asked about their assessment of the pre-vailing situation in Mani- pur, the Union Cabinet Secretary said the team was here to discuss all possible measures that could help solve the existing problem.

Saying that they were not here to find out lapses on the part of the State Government, Chandrase-khar, nevertheless, disclos- ed that all the members of the visiting team would present their own reports to their respective Ministries.

On the other hand, a reliable source informed The Sangai Express that the Central team urged upon the State Government to formulate a comprehensive action plan to tackle the problem of insurgency and extortion in the State.

They also maintained that security agencies should be allowed to take up necessary actions against elected representatives ha-ving close links with UG elements. Over ground wor-kers of various UG groups should also be identified at the earliest, the central team insisted.

While asking the State Govt to study feasibility of Heirok people’s demand to provide them guns can be met by constituting village defence committee or village guards, the central team instructed the State officials to speed up border fencing work for a stretch of 10 kms on Moreh side of the Indo-Myanmar border, conveyed the source.

Taking serious note of frequent bandhs and bloc-kades on National high- ways, the team suggested that State Govt utilise ser-vice of the army, if the State feels it necessary, to deter such disruptive activities. The meeting also deliberated on deactivating mobile phone numbers found misused and to take up actions against the concerned service providers.

On the part of the State officials, they urged upon the central team to talk with leaders of Naga militant groups and stop them from robbing goods transported along national highways.

During the meeting, DGP Y Joykumar presented a po-wer point on the counter- measures and methods being taken up and employed by Manipur Police.

From this year, the BRO would be constructing additional 78 kms of NH 39 in addition to the highway stretch already under its care, said Union Defence Secretary Vijay Singh. The BRO would also construct another road from NH 150 till Tipaimukh, he added.

Making a review of the various projects/schemes being implemented in the State, the Central team assured that the Jiribam- Tupul railway line will be completed by 2012 and this would be extended up to Imphal 2014. The meeting studied on the necessity to acquire 40 acres of land in Malom where a station for the Imphal-Jiribam railway line will be constructed. As for the 8.1 kms long tunnel which should be construct-ed as a part of the Jiribam- Imphal railway line, necessary approval has been sou- ght from the Cabinet Committee on Economic Affairs, informed the Central team.

After deliberating on the need to construct an oil depot which can stock petrol required for 60 days at Malom where the railway station should be built, the Union Cabinet secretary assured that construction works for an oil depot which can stock petrol for 30 days’ requirement will be initiated this year. The Central Govt has also agreed to reconstruct 1500 houses at 21 villages in New Somtal area under the Rural Development Ministry at the cost of Rs 27,500 per house which were affected during the counter insurgency operation launched there some time back, said the central team at the meeting. They also expressed their desire to investigate into the mysterious disappearance of bitumen worth Rs 6.80 crores belonging to the State Works Dept by a central agency. Nevertheless, the central team appreciated the State Govt for implementing the NREGS in the State properly. Based on the reports collected by the team, the Union Cabinet Secretary will submit a report to the Prime Minister, added the source.


DONER sanctions 12 projects for State

NEW DELHI, April 26: The Union Ministry of Development of North Eastern Region (DoNER) sanctioned 12 projects with a total cost of Rs 83.85 crore for Manipur during the financial year 2007-08.

Under Health Sector, five projects namely – Construction of 10 Primary Health Centres in valley areas with a cost of Rs 7.86 crore, construction of 32 Primary Health Sub Centres in hill areas (Rs 5.45 crore), construction of 18 Primary Health Sub Centres in valley areas (Rs 2.57 crore), Improvement of Jawaharlal Nehru Hospital (Rs 17.55 crore) and construction of Veterinary hospitals in 9 districts (Rs 749 crore) were sanctioned.

Under Water Supply Sector, four projects namely - Augmentation of Water Supply Scheme at Konthoujam (Rs 8.86 crore), Augmentation of Water Supply Scheme at Purul (Rs 4.29 crore), Augmentation of Water Supply at Tungjoy (Rs 2.16 crore) and Augmentation of Water Supply Scheme at Unopat and surrounding villages in Manipur (Rs 2.97 crore) were sanctioned.

Under Roads and Bridges Sector, three projects namely - Improvement of Jiri-Tipaimukh Road from 8 km to 48 km (Rs 18.56 crore), Improvement of Lamsang-Khonghampat Road from 8 km to 54 km (Rs 2.68 crore) and Modernisation of Kakching Ithei Maru Main Canal (Rs 3.41 crore).

During the year 2006-07, the Ministry of DoNER sanctioned 14 projects with a total cost of Rs 117.17 crore for Manipur.

Under Health Sector, six projects namely- Construction of Dharamsala Building at Regional Institute of Medical Sciences (Rs 2.82 crore), construction and equipping of 50 bedded hospital each at Ukhrul District (Rs 13.97 crore), Tamenglong District (Rs 14.97 crore), Chandel District (Rs 13.16 crore), Jiribam Sub-Division (Rs 15,64 crore) and Senapati District (Rs 14.26 crore) were sanctioned.

Under Roads and Bridges Sector, construction for six bridges over Heirok River at Heirok Chingdongpok (Rs 2.20 crore), over Thoubal River at Haokha (Rs 2.76 crore), over Thoubal River at Leisangthem (Rs 3.42 crore), over Thoubal River at Irong Ichin (Rs 3.34 crore), over Imphal River at Kiyamgei Mang Mapa (Rs 4.71 crore) and over Khuga River at Kumbi (Rs 4.32 crore) were sanctioned.

Under Education sector, a sum of Rs 3.78 crore was sanctioned for Sarva Shiksha Abhiyan and under Sports Sector, a sum of Rs. 18.43 crore was sanctioned for establishment of National Sports Academy at Khuman Lampak Sports Complex.

IMPHAL, Apr 26: In denunciation of the alleged failure of the State Government to track down murderers of two Anal women in a thoubal district area last month, the All Tribal Women’s Organisation (ATWO) sponsored indefinite National Highway 39 bandh has come into force from today.

Bullet riddled bodies of LH Esther Anal (30) and PS Snowy Anal (27), both from Chakpikarong sub-division of Chandel district were found on March 22 with strong suspicion that modesty of the ladies were outraged by the perpetrators.

The ATWO and other social bodies had earlier prevailed upon the State Government to crack the case with even the Chief Minister reportedly setting a time frame to pull up the guilty persons and punish them accordingly for the ghastly crime.

As neither the Government could arrest the culprits nor honour demand for payment of adequate compensation to family members of the slain women, the ATWO, as was already pronounced, went ahead with the agitation programme.

Even though there is no violent incident in connection with bandh call, vehicles, particularly in Chandel district stayed off the road with a exception of a few vehicles engaged in emergency services.

Moreover, ATWO functionaries asserted that Government offices in the district would be shut down from April 28 in case of failure on the part of the State authorities to nab the killers.

KSO shuts Govt offices, warns more agitation

Lamka, Apr 26: Most of the Government offices here ceased the day’s chores at 11am today following the KSO, Chura- chandpur block’s diktat to do so in a bid to mark their protest against the Government decision to drop the Rs 40 crore mini-secretariat project.

The KSO protest comes at a time when many intel-lectuals here were taken aback by the news report on the decision to drop the multi-crore project only in Churachandpur district.

At a press conference later in the day, KSO leaders accused the Government of neglecting the district and questioned on what basis the project had to be drop-ped. They also claimed that the project site is not the ground for their agitation today but the decision thereof to drop the project.

Maintaining that location/site of the project doesn’t matter for them as long as the project is undertaken in the district, the student leaders said it is the Government that should see the ‘right place’ for the project. And, the KSO will accept that decision, irres-pective of the site, they said.

Claiming that the KSO has lodged its reservation on the Government’s deci-sion, the KSO leaders who addressed the media along-side their counter-parts in TKSU said they will wait till Monday for the Govern-ment to take ‘positive steps.’

However, if the Govern-ment still fails to initiate anything concrete by then, they warned of a more intense and severe form of agitation.

“Until that time the Government agrees to re-sume the project and inti- mate a clear cut time frame for initiating the same, we will step no inch back,’ Sonkhomang, president of TKSU general head-quarters, who also addressed the media, said.

IMPHAL, Apr 26: In pursuit of their demands for reservation of tribal candidates in Manipur University and other central institutions, the Manipur University Tribal Students’ Union (MUTSU) has called a general strike within the MU campus on April 28. A press release issued by MUTSU said that all classes and administrative works will remain closed on the day.
It is irritating and unnecessary for the UGC team to visit Manipur University in connection with upgrada-tion and implementation of UGC rules in MU when the tribal community of Manipur is deprived of their rights, it stated. It also decried the failure of both the Central and State Governments to redress the grievances of tribals students/communities in Manipur University.
If any untoward incident happens to any one defying the general strike including the visiting UGC team, MUTSU should not be held responsible, added the release.
