We all know about Christianity and Christmas as they have always been. We heard about the wonders and divine spirits of Christmas all through the age. The irresistible and intoxicating spirit of Christmas has now become a universal festivity like the New Year. Ironically, both the particular dates X-mas, i.e. 25th December, and the New Year i.e, 1st January, have been relatively quite new; both are less than 200 years old, but the spirits of them have been observed over 1000 years ago. Apart from the Holy Bible, millions of books, journals, booklets, documentaries, essays, articles, etc have been printed all over the world in thousands of languages/dialects. However, none has been written about a historically acceptable adulthood life and activities of Jesus Christ in details. Like His uncomfirmable chronological date of birth, about 12 years of Jesus’s mid-life has so far being unknown and unrecorded. Somewhere between the age of 19 to 30 years, or even more, the personal record of Jesus Christ is still being unaccounted for and historically remains mysteriously obscure. Even the Holy Bible has no detail account of Jesus’s whereabouts nor specifically mentioned His adulthood’s professional and religious activities. For this divinely gifted and blessed Son of God, Jesus would have been the most able and well-known carpenter or religious teacher of highest degree in all parts of Judae and neighbouring Roman-controlled nations if He were to be thus so from 18 to 30 years of age. But then, that was not to be the case scenario nor was He a well-known highly gifted youth of divine guidance in those particular areas which would be good enough to be mentioned in the Books of the Holy Bible. Since Judae, i.e. present day Israel, Lebanon, Palestine, and parts of Jordan and Syria, was under the Roman Empire, all important socio-religious records and anti-Roman activities were carefully noted down. Even the time period of Jesus’s birth has been ascertained since it happened during the Roman Census recording year during the puppet reign of King Herod. The Biblical account of Jewish children being put to sword enmasse to wipe out the chance of a new born blessed Child who would topple King Herod’s Dynasty was curiously unrecorded by contemporary historians. That search and killed story might have been an exaggerated and obscure historical event. If only 123 Apocryphal Books of Gospel were being added to the New Testament which has just 27 selected Books of Gospel, the indepth historical account of Jesus Christ should have been known. The term ‘Apocryphal’ was derived from the Greek word ‘apocrypha’, meaning ‘Hidden Away’. Whereas the New Testament was translated fully into Latin by Erasmus in AD 1516, it was St. Jerome who made the first formal translation of the Holy Bible from Greek to Latin in around AD 400.

Now, why was there no Biblical account of the early life, i.e. from teenage to adulthood, of Jesus Christ until His brief mission on Earth with His 12 Disciples? His year of birth was said to be around AD 4 or 5 and His death being anywhere around AD 29 to AD 32. Jesus was said to be much revered and honoured even by His earthly parents. Joseph and Mary fully knew that their divine and non-biological boy child was the Son of God in Heaven and as such would not have used Him as an obscure carpenter-apprentice of Nazareth, thus totally unknown, unlettered and unseen for over 15 years period as a recluse. Of course, Jesus was sent to the nearby Jewish religious school as mandatory at an early age. However, Jesus did not ended up as a young Rabbi of high standard who attracted attention. On the contrary, Jesus was against the religious principles of the Jews, especially the high priests. Where was Jesus Christ before He started His own divine teachings with a bang at around 30 years of age. Where did he get His diverse forms of teachings and communication skills? Some learned religious scholars even suggested that Jesus even came to India. It does sound far-fetched but at the same time it accounted for two vital reasons. Jesus Christ’s middle life, about 10 to 12 years had been still historically unaccounted for. Apart from one of the 3 wisemen being said to have come from India, Jesus had the spiritual leanings of Hinduism and Buddhism as clearly shown in His Gospels. Did Jesus really came Far-east upto the Himalayan mountain range, probably the Hindukush, after His teenage life in Judae? His totally revolutionary religious teachings and principles aroused the minds of the Biblecal scholars in recent years.

Where was the birth place of Jesus and who really were the 3 wisemen or the Magi and what really could be the bright guiding star? The Church of Nativity in Bethlehem is considered as the spot where Jesus was born about 2000 years ago. It came into limelight a couple of years ago when a dozen of Palestinian (Christian) gunmen sought a ‘divine’ protection against the air-land assaults carried out by the Israeli elite Golani and Nahal Brigade commandos, with AH-46 Apache helicopter gunships wiping out scores of militants, by entering the Holy Church of Nativity building. A manger-like stone cradle is placed right inside the Church which is said to be the exact place where Jesus was born. With the whole world watching live on TV over the near monthlong siege, not a single shot nor RPGs were fired upon the Church of Nativity despite the Palestinian gunmen incessently fired upon the elite Israeli commandos, whose commanders knew the consequences of the Operation Blue Star, i.e the bloody assault upon the Sikh’s holiest Golden Temple in 1984. The gunmen finally surrendered after they all ran out of ammos and food supplies. The enormous respect and unprecedented restrain shown by Israeli armed forces on both religious and humanitarian grounds were remarkable.

Now, who were the 3 wisemen or Magi who were guided by a bright celestial object to the birth place of Jesus Christ as mentioned vaguely by the Gospel of St Mathew? According to some Biblical researchers, they were Casper (Gaspar of India), Melchior (Melkon of Persia) and Balthasar of Arabia who went to gift Gold, Frankincense and Myrrh to new born Christ in Bethlhehem. However, there have been no real historical accounts of these 3 ‘Kings’, better known as the wisemen or Magi. Actually, the historical existence of Jesus Christ has been fully accepted, as mentioned in the Bible, by all world historians as late as the 19th century AD. However, it was undeniable fact in the Middle Age Christendom and even hundreds of years before. What about the guiding star? Was it the Halley’s Comet? Well, a new research shows it could be the equally famous Comet Hale-Bopp which was seen recently about 2000 years after his birth! Is this a sign to wat-ch out or a fact to be noted down as written in the Bible. Well, it can be anythi-ng, divine or natural. Mer-ry X-Mas to one and All.

Terrorism, migrants issue put up by state at CMs’ conference, Role of intelligence, media also mulled

IMPHAL, Dec 21: Strengthening of state machineries for gathering intelligence in respect of terrorism and suspicious elements, including outsiders and to enhance checking of illegal migrants and overstaying of foreigners in the state were among the issues taken up in the context of terrorism in Manipur at the chief ministers’ conference at New Delhi on Thursday.

Exploring the issues needed to be tackled by the state, the Manipur delegation led by state chief minister proposed to set up/strengthen anti-terrorism squads or special task force to deal with terrorist activities, an official source said Friday.

While stressing on the need to lay greater attention on verification of identity documents and background check on Bangladeshi migrants and overstaying foreigners, particularly Pakistanis and Bangladeshis, and suspicious movement of any outsiders in the Manipur, the delegation proposed for strengthening the state police and its special branches, the source said.

A delegation from Manipur led by state chief minister O Ibobi Singh comprising of state chief secretary Jarnail Singh, principal secretary home and state DGP Y Joykumar participated in the conference of chief ministers on internal security on Thursday (December 20) at Vigyan Bhavan, New Delhi.

The state needs to improve the network with private security agencies, NGOs and other vigilant public groups and proactively maintain a regular dialogue with community leaders at different levels so as to detect fringe local elements who provide logistical support and ‘foot soldiers’ to the external elements in pursuing their terrorists agenda.

Apart from strengthening of the special branches, there is need for the revival of the traditional beat constable system to gather human intelligence in respect of terrorist and suspicious elements, including outsiders, the state proposed.

“It is necessary that intelligence regularly flow not only between the Centre and the state but also between the states,” the state delegation stated according to the source.

For effective implementation of the state proposal it will need to establish institutionalized arrangements to facilitate smooth inter-state sharing of intelligence, in coordination with intelligence bureau, IB.

The sharing of information obtained during interrogation of arrested terrorists by some states is also equally important with the concerned authorities in other states, the state proposed.

Manipur needs a massive programme of installing access control systems, CCTVs cameras etc. at public places on a priority basis in the context of management of private establishments such as malls shopping complexes, cinema halls, public parks, etc.
These places need to be looked after by professional private security agencies apart from physical security, the delegation stated.

Citing that it has not been possible for the state law enforcement agencies to successfully investigate many of the cases of terrorist violence particularly in the hinterland, the state also laid emphasis on the requirement for establishing concurrent jurisdiction of a Central agency to take up investigation of selected cases of terrorism and related crimes which have inter-state/external ramifications.

The state put up the proposal in view of the fact that such cases have variably inter-state/international linkages, the source said.

The need for regular sensitization of the media about the role they can play in preventing and dealing with terrorist activities also focused in the conference, the source informed.

CM led delegation meets PM on delimitation issue

NEW DELHI, Dec 21: The delegation of all political parties of Manipur led by state chief minister O Ibobi Singh met the Prime Minister Dr. Manmohan Singh this morning at 9.45 am at his residence here and submitted a memorandum in the matter of delimitation process in Manipur.

The memorandum stated that the delimitation process on the basis of 2001 census was objected to by the government of Manipur since 2003 onwards. All political parties of Manipur in their memorandum dated September 18, 2005 submitted to the chairman, Delimitation Commission of India, the Prime Minister and the home minister of India raised the same issue and appealed for directing the registrar general of census for re-census or maintenance of status quo. The state Cabinet on 30-7-2007 again took a decision rejecting the census of 2001 in respect of Manipur. The state legislative Assembly on 1-8-2007 also took a resolution objecting to the process of delimitation on the basis of 2001 census.

The memorandum also mentioned that all political parties once again approached the Delimitation Commission, the Prime Minister and the home minister in August 2007 with another memorandum requesting not to proceed for the delimitation based on the 2001 census as the issue was pending in the Supreme Court. The hearing of the case would begin from January 25, 2008.

It further stated that the Draft Delimitation Process worked out by the commission had seriously affected the demographic balance of the majority population. The arrangement of seats as worked out by the North Eastern Areas (Re-Organisation) Act, 1971 had now been violated. 40 seats for General would come down to 35, for Schedule Tribe (ST), it would increase from 19 to 23 and for Schedule Caste (SC) from 1 to 2. If the process for delimitation was further allowed to go ahead on the basis of 2001 census, there would be very serious problem in Manipur, it added.

In the memorandum, the all political parties of Manipur requested the Prime Minister of India to exempt the case of Manipur from the purview of the Delimitation Commission as done in the case of Jammu and Kashmir, and also requested him to see that the delimitation process of Manipur be entrusted to the Cabinet Committee on Political Affairs to address the genuine grievance or be exempted from the purview of the Delimitation Commission.

After patient hearing of the delegation, the Prime Minister expressed that he would consider the matter positively. The delegation also met Union minister for external affairs Pranab Mukherjee, chairman of the Cabinet Committee on Political Affairs at 11 am today and appraised the situation.

Orange Queen crown for state student studying in Chandigarh

NONEY, Dec 21: The Orange Queen crown for 2007 has gone to LK Nitha, a 23-year old student currently studying in Chandigarh, while the First Runners-up title went to Masuma Quareshi, 17, from Top Khongnang Makhong, and the Second Runners-up title to Rebecca Neihsial, 18, from Lenglong.

The Orange Queen pageant was held yesterday evening at the Longmai III grounds as part of the annual Tamenglong Orange Festival.

LK Nitha, daughter of LK Ningam, who also has the 2002 Anal Lilruwng Taangpi beauty contest title in her kitty, won a cash award of Rs. 50,000 plus gifts. The first and second runners-up received cash awards to the tune of Rs. 30,000 and Rs 10,000 respectively.

1st Runners-up Masuma Qureshi also won the Perfect Ten title. Of the other sub-titles, Sonia Sapam of Changangei was adjudged Miss Catwalk, Ganga Pamei of Namdulong, Imphal was adjudged Miss Beautiful Eyes, Joicee K Neihsail of Lenglong was adjudged Miss Beautiful Hair, Ksh Nirupama of Kakching won the Miss Beautiful Smile title, while Machunlieu of Longmai was adjudged Miss Photogenic.

The seventh Tamenglong Orange Festival was held on a smaller scale than in previous years, with just a fraction of last year’s participation due to connectivity and transportation problems. For the 8th edition, preparations will begin from January 2008, according to the organisers.

A meeting will be held in this connection in the next month, the organisers informed, adding that the organisers are looking for commercial sponsors for the festival.

Farmers still wary of ‘field schools’ despite IPM success

IMPHAL, Dec 21: With the introduction of “Farmers Field School” campaign programme, IPM team can now select out real farmers and teach them latest technique of farming method.

In the previous campaign programme conducted by the agriculture officer (chemistry) of the state agriculture department maximum participation of people was witnessed, but most of them were seen attending the programme only out of curiosity sake.

However, since the introduction of the Farmers Field School in which farmers are taught at the field regarding modern techniques of growing crops under Integrated Pest Management programme, only actual farmers turned up to participate in the programme.

Though small in number, it seems the farmers present are taking keen interest in the IPM experts’ demonstration. They are involved confidently in the demonstration and trying to adopt the methods applied in the demonstration. They understand and adapt quickly.

Experts of the IPM also agreed there was less participation of farmers in the newly introduced method in an interaction today at a “Farmer Field School” programme conducted at a field at Kakching Khunou area where farmers are preparing for growing pea for this season.

At the same time, they claimed success and a more effective new method.
“Those farmers who participated in the new programme were seen taking full interest. They raised many questions till they themselves fully understood,” said members of the expert team.

Regarding the response to the “Farmer Field School” campaign AO (Chemistry) Ph Rajen who led the IPM team said that in the new method farmers were not given any participation allowances.

He said in the previous awareness programme, farmers were given participation allowance of Rs. 50 or above apart from supplying note books and pencils or pen so that they could note down important points given by the resource persons.

The team also could not identify the actual farmers attending the awareness programme, he said adding that no benefit could be seen after the programme. The farmers neither apply the method in their field nor follow the instructions given by the resource persons.
“So all the efforts of the agriculture department went in vain,” he observed.

Acknowledging the fact, the new method has been introduced to the farmers of the state, he added.
The Integrated Pest Management, IPM in its continuing effort to give maximum coverage to areas of the state where rabi crops are planted conducted the awareness programme at Kakching Khunou today in collaboration with Society for People Advancement, Manipur.

At the introduction of the “Farmer Field School” to the farmers, Rajen said farmers need to follow the instructions given by the experts for not only high yields but also good quality crops free from health hazards.

While talking to the farmers, he said Manipur could produce 16,300 metric tones of cereal crops against the estimated requirement of around 19,654 metric tones for its own consumption. The state still needs to produce more to bridge the gap of around 3,350 metric tonnes.

In today’s programme, agricultural scientist associate prof Herojit and assistant prof Ibohal of Central Agriculture University, CAU demonstrated to the farmers special precautions to be taken for controlled application of fertilizers and pesticides before sowing and at the time of sowing seeds.

Associate prof Herojit said, apprised the farmers of the damage caused to the soil, vegetables, crops and health of the consumers by the excess application of chemical fertilizers and appealed to the farmers to control the use of same in their field.

Assistant prof Ibohal while demonstrating the treatment of seeds before sowing said that seed treatment in proper way could protect the plant from various diseases.

Farmers can assume that 30 percent of the diseases which could infect the crop plant during its growing period have been protected, he said. It can also help in the reduction of use of chemical pesticides which are a health hazard.

Meanwhile, according to Hemanta, a member of the Society for People Advancement, his society in collaboration with the farmers wilh the help of the state agriculture department is planning to produce for self sufficiency in the state.

The society is cultivating 160 hectares of pea, 120 hectare of mustard, 90 hectares of potato, 10 hectares of tomato and 15 hectares of chilli in fields across the state

UNC critical of ‘unification’ move

IMPHAL, Dec 21 : Taking serious note of the recent move by the ‘Unification Team’ for initiating a unification process among the Naga armed outfits, the United Naga Council (UNC) observed that the whole process has demeaned the very purpose of Naga political struggle which is more than seven decades old.

A statement issued by UNC general secretary Azang Longmei informed that it is deeply concerned about the unification process as thousands of Nagas belonging to both small and big tribes have laid down their lives for this ‘noble cause’, particularly when responsible leaders have officially declared that the unification will be ‘exclusive’.

Stating that its statement should not be misconstrued, the UNC maintained that it should be viewed with due consideration for it concerns the Naga people and “the profound recollection of historical foundation laid down by our great pioneers, past leaders and the present leaders for their resolute determination to sustain our struggle for freedom thus far”.

The UNC was very much a part of the discussion of the consultative meeting of all Naga tribe Hohos, churches, women bodies, human rights organisations, youths and students’ organisations held under the aegis of Naga Hoho on December 2 at Kohima and also the subsequent proceedings which was published in the media on December 4 which declared that, “any kind of unification must be inclusive of all Nagas and that unification must be achieved in uniformity with the political aspiration of the Naga people and the ongoing political negotiations”, reminded the UNC.

It observed that collective understanding of the core issues confronting Nagas in many facets can be a milestone in the Naga struggle for just peace.

However, at the given situation if some Naga leaders, intellectuals and organisation prefer to take the role of neutrality, then it will be negating the very essence of true healing and also the reconciliation process, alleged the UNC.

“We are firm and we stand by the unification of all Naga family with true healing and reconciliation, with accountability and transparency and inclusive process and in uniformity with the hard won peace and ongoing political talk, as it deals with out sacred struggle with clear common vision derived from the basis laid down by our pioneers, elders and leaders from generation to generation”, declared the UNC.

KIM, UNC hum together unity tune

Imphal, Dec 21: Terming it as a historic moment, the Kuki Inpi, Manipur (KIM) and the United Naga Council (UNC) have finally come together and pledged to “work hands in hands” for the peaceful co-existence and communal harmony amongst all the communities. Both the important tribal social organisations have also agreed to “defend and develop the common tribal interest.”

The KIM and UNC in a programme what they called it as “Get-Together “ on December 15 had taken this decision to work for the common cause.

Kuki Inpi, Manipur (KIM) general secretary Thangkhosei Haokip and UNC Care-Taker Samson Remmei informed this development to Newmai News Network this evening while appealing to all the civil society organisations not to call any bandh/strike, blo-ckade during the Christmas and the New Year season.

The two organisations also appealed all the underground groups operating in Manipur not to carry out violent activities during this festive season.

“KIM and UNC send out the joyous greetings and wishes to all the people a merry Christmas and a happy New Year,” stated the message of the two bodies while adding, “May this Christmas and New Year bring eternal peace, commu-nal harmony and under- standing amongst all the communities.”

KSO decries: Taking serious note of the con- struction work being taken up by the State PWD on NH-39 between Imphal and Moreh, Kuki Students’ Organisation (KSO), Chandel district has pointed that maintenance of the quality of the work is wanting.

In a statement, secretary of information and publicity of the student body James Baite said that the importance of this road is fast gro- wing in view of the India’s Look East Policy. However, while black-topping the road, the contractors and the labourers concerned ha-ve not even used the hot- mixture which is essential for maintaining the durability of the road. In his regard, the student body has urged the State Government and other related authorities to cancel the work order of the same and pull up the contractors concerned for their negligence.

NE not benefitted by Centre's liberalization policy: Ibobi, Call for development of road connectivity

IMPHAL, Dec 20: The north eastern states of the country including Manipur have not benefitted under the Central government's liberalization policy, the state chief minister O Ibobi Singh has said.

A copy of the speech presented by the chief minister at the 54th National Development Committee meeting held yesterday at New Delhi stated that during the Eleventh Five Year Plan period, there is need for strengthening the administration and physical infrastructure to enable the north eastern states to respond appropriately to the liberalization policy.

"The Central government needs to consider a suitable mechanism for directing investments into the less developed north eastern states," it stated.

The CM while dwelling on the issues concerning Manipur and north east states of the country in the NDC meeting at Vigyan Bhavan in New Delhi on Wednesday emphasised the importance of infrastructure development programme and road development and said that there was need for more extensive road network and improvement of the existing roads especially in the north east.

The road density of Manipur in 2002 was only 51.2 kilometers as against the all India average of 74.73 kilometers. This dismal position is equally true in respect of most of the states of NE region, he said, adding that poor connectivity is one of the root causes for near absence of industrialization and high cost of production making it almost impossible to export most products from the area.

He also observed that the resource starved NE states, with relatively low level of road density, cannot on their own ensure development of the road network system without special Central funding and urged expeditious implementation of the special accelerated road development programmes connecting all the state capitals and district headquarters of the NE region.

While lauding the target for reducing poverty by 10 percentage points during 11th plan period, Singh said that it was certainly a positive step towards ensuring inclusive growth in the country.

He also said that the industrial and service sector have recorded unprecedented growth. Anti-poverty and employment-oriented programmes have gained momentum in the country and it should not only be sustained but also more vigorously implemented, he observed.

Expressing his concern over the retardation of the overall growth rate of 8 percent during the 10th plan period in the agriculture sector, the Manipur CM suggested the need for expeditious completion of irrigation projects by providing adequate funds so that the required modest growth rate of 4.1 percent could be achieved during the 11th plan period.

Talking in the context of the state the CM put down that due to state's narrow resource base it has become extremely difficult for the state government to meet its requirements. The annual plan allocation along with the non-plan funds is inadequate to meet the state government's genuine needs, he stated and requested the Central government to come forward to supplement the resource gaps and to consider converting long and medium term loans to one-time grants.

Rs. 15 lakh pension bills passed at gunpoint

IMPHAL, Dec 20: Pension bills amounting to more than Rs. 15 lakhs were forcibly passed at the Moreh sub-treasury at gunpoint by suspected cadres of KNA on December 6.

Regarding the matter, Moreh police station registered a case on December 13 after receiving a complaint from the sub-treasury officer, Moreh, a source said.

As per the complaint, the source said on December 6, KNA activists kidnapped a treasury officer, KSH Ranjit Singh along with five other staffs from the treasury office, Moreh and took them to an unknown place and forced them to sign pension bills for three persons.

The bills that were forcibly passed include two pension bills amounting to Rs. 3,50,000 and Rs. 1,64,617 for one Kimchong, Rs. 35,000 and Rs. 1,15,245 for one Lhingnu Haokip and Rs. 3,50,000 and Rs. 1,77,245 for one Toudhang.

However, after signing the bills for release of the amounts, the treasury officer along with the five other staffs escaped from the kidnappers. After receiving the complaint, the Moreh police registered a case on December 13, the source added.

In yet another case registered with the police after receiving a complaint from the BSNL office, Churachandpur, a man who obtained post paid cell phone connection from the BSNL refused to pay his outstanding dues amounting to Rs. 29,000 to the BSNL.

As per a complaint with the police lodged by assistant general manager Manipur SSA, KV Karauth, one Khailal Gangte of Phalam Road, Chengkonpang subscribed to a post paid mobile no. 9436024863. However, he refused to pay the outstanding amount of Rs. 29,000 stating that he never applied for the mobile phone.

Police have registered a case after receiving the complaint was lodged by BSNL authorities on December 17.

Delimitation work to be over in two months

New Delhi, Dec19 : The process for delimitation of constituencies has entered its final leg with the resumption of delimitation work in Assam, Arunachal Pradesh, Nagaland and Manipur. The work in these North-Eastern States was held up due to the stay order of Guwahati High Court on account of petitions challenging the legality of the 2001 Census. With the stay being vacated by the Supreme Court recently, the delimitation work is going to be over very soon.

The Delimitation Commission of India Chairperson Justice Kul-deep Singh told The Indian Express that the Commission is going to complete the readjustment of constituencies in these States within two months.

“After the vacation of the stay by the SC, the work is going in full speed and we hope to complete it in two months. With this, the work of the Commission will be over,” said Singh.

However, when asked whether the delimitation orders would be implemented in the next general elections, Singh said that it was for the Government to decide whether it wanted to hold the elections on the basis of the readjustment done by the Commission. “The Commission was entrusted with the task of delimiting the constituencies on the basis of the latest Census figures. Except for the delay on account of Court orders, the Commission has completed its work, and whatever is left will be completed very soon. It is for the Government now to notify these orders so that the readjustment can be implemented,” said Singh.

The Commission, constituted in 2002, started its work from June 2004 on the basis of 2001 Census figures, for the readjustment of the territorial constituencies and to refix the seats for the Scheduled Castes and Scheduled Tribes in the Lok Sabha and Legislative Assembly Constituencies of the States.

The report of the Commission has already been laid in the Parliament.

The delay in implementation of the orders has been challenged in the the Supreme Court and the Court has issued notice to the Centre to explain the reasons for the delay. Now, with the Commission saying that it would complete the exercise in next two months, the Government is hardly left with an excuse to delay it any further.

The ‘what’ and ‘when’ of Delimitation literally means the act or process of fixing limits or boundaries of territorial constituencies in a country or a province having a legislative body.

In India, such Delimitation Commissions have been constituted four times — in 1952, 1963, 1973 and in 2002.

The delimitation exercise becomes necessary due to changes in demographic profile. With increase in population and migration of people, the territorial boundaries of constituencies needs readjustment to uniform the population base.

Moreover, change in population of SC/STs also necessitates reservation of new seats.

Fact Finding team furnishes details

IMPHAL, Dec 20 : The Fact Finding Committee constituted to probe the facts and circumstances behind the assassination of 10 KLA cadres by NSCN (IM) men at Tangkhul Hundung village in Ukhrul district on September 3 this year has submitted its report to the president of the Kuki Inpi, Manipur for restoration of peace and justice.

The fact finding exercise was jointly conducted by the Kuki Inpi Sadar Hills, Kuki Women Union, Kuki Movement for Human Rights and Kuki Students’ Organisation, General Headquarters.

The fact finding team said that after recording the statements of many people, ‘the Commission is convinced that the incident is (sic) a preplanned attack carried out in broad daylight at Tangkhul Hundung village football playground.”

A copy of the report submitted by the fact finding team which was made available to the press today said that the NSCN (IM) with its camp at Shingkap, KRA at Saikul in Sadar Hills and the KLA at Bonjang village had established mutual understanding with plans for joint operation a few months before the Tangkhul Hun- dung incident.

The NSCN (IM) camp at Shingkap was under Major Paiso Tangkhul, Co of Kaqchimung Bn said the fact finding team and added that under the order of Major Paiso, Captain Ayo Tangkhul invited the KLA cadres to meet them at Tangkhul Hundung.

Thereafter 12 KLA cadres led by Timothy Kuki left their Bonjang camp on a vehicle, passed through Tangkhul Nungtam village and alighted at Monglham Kuki village. From there they trekked on foot to Tangkhul Hundung on August 31 and reached the designated village on September 1, said the fact finding team.

On September 1 evening the NSCN (IM) cadres led by Captain Ayo Tangkhul arrived at Tangkhul Hundung, said the report and added that while the IM men stayed at the house of the village chief, the KLA cadres spent September 1 and 2 in another house in the same village.

During the day time, they spent the time together in a very cordial atmosphere, claimed the report further.

On September 3, due to the pouring rain, the idea of departing the village was aborted and it was only at about 8 am that the KLA cadres got ready set out on foot.

However Captain Ayo of the NSCN (IM) suggested that they hire two jeeps from Tangkhul Hundung village with the understanding that the KLA would bear the travel expenses.

Captain Ayo further suggested that the NSCN (IM) men will travel in the first Jeep so that they can face any eventualities on the way, while the KLA men can travel in the second Jeep, said the report.

On the other hand KLA leader Timothy suggested that he and Ayo should sit together in one vehicle, but this was turned down, it said.
The NSCN (IM) team leader then boarded the Jeep in the front, while his men asked the KLA men to board the second Jeep, said the report and added that 10 KLA personnel got in except Timothy and his body guard.

Then and there, Sergeant Major Alex of the NSCN (IM) gave the order to shoot by using the code word ‘Up, Up’, it claimed and added that all the 10 KLA men were killed on the spot.

Timothy Kuki and his bodyguard managed to run away though Timothy was wounded. His body guard helped him to safety, said the fact finding team and added that the two are eye witnesses to all that happened on the fateful day. The shooting occurred at about 9.30 am of September 3 at the Tangkhul Hundung village playground and the villager also witnessed the incident.

The Fact Finding further claimed that on inquiring all the others who happened to know and witnessed the incident made similar statements, differing only on dates, hours of meeting of both groups and the intention.

Internal security meet Manipur particularly vulnerable, says PM

IMPHAL, Dec 20 : Touching on a whole gamut of issues concerning the internal security of the country, Prime Minister Dr Manmohan Singh today said that the problems of the North East States and Jammu and Kashmir are unique and stressed that the situation is vulnerable in Manipur and Nagaland.

Addressing the Chief Ministers’ Conference on internal security at New Delhi today, the Prime Minister said that the North East States and Jammu and Kashmir are unique and added that these regions suffer from poor infrastructure and communication facilities.
“It has been our sincere attempt to improve these facilities so that these States too can benefit from our booming economy,” said the Prime Minister.

However these States have vulnerabilities on the internal security front which needs to be discussed, said Dr Singh and added, “each Sate has its specific nuances and characteristics and we cannot generalise the problems.

“There are many regional and tribal demands which need to be addressed systematically,” said Dr Manmohan Singh and added that if not done soon they can lead to disaffection and law and order problems.

While the Prime Minister admitted that there has been an improvement in the overall situation in all these States, he made an exception and observed “Manipur and Nagaland appear to be particularly vulnerable.”

Pointing out one of the problematic causes for the situation in these two States as well as in the other North East States, the Prime Minister said, “Extortion seems to be a frequent occurrence. We need to put an end to this. We need to enforce the rule of law and create a respect for the State apparatus.

“We need much better leadership at all levels so that militancy is curbed and people feel secure. National considerations and requirements should take over- riding priority. I wish to hear from the Chief Ministers of the North Eastern States, their perception of the situation and how they propose to handle the delicate situation that prevails in some of their States.”

The Prime Minister also touched on the need to improve the police apparatus all over the country and asserted , “I believe that citizens should see policemen as their friends.

“It should be our common endeavour to improve routine policing, policing which affects the day to day life of our citizens, policing which gives them a sense of security and comfort.”

NSCN-IM concerned over AIDS epidemic

IMPHAL, Dec 20: Expressing deep resentment against the State Government for its failure to utilize the fund released by the Union Government for control of AIDS epidemic fairly and properly till date, the GPRN/NSCN (IM) Zeliangrong Region has accused the State Government of robbing the backward people of Tamenglong district.

The outfit also took serious note of the alleged misuse of fund meant for various development programmes and non-implementation of welfare schemes in Zeliangrong region.

A statement issued by the NSCN (IM) asserted that out of Rs 10-15 crores released by the Union Government to combat AIDS epidemic in the State, only Rs 6,30,000 was allocated for Tamenglong district.

Stating that the GPRN Zeliangrong Region will not remain a silent spectator any more as far as the welfare and development of the people is concerned, it warned all concerned not to misuse public fund in future but to utilise it properly for the welfare of the people.
Detailing various cases of fund misuse and swindling, the outfit has asked the concerned authority not to release the balance amount of Rs 2.25 crores out of the total amount sanctioned for construction of Tamei-Kunphung road.

Stating that the relevant work is far from complete, the NSCN (IM) Zeliangrong Region warned that the balance should not be released until and unless the work is completed satisfactorily. Defying the warning will result in stern action, it added.

As the fund (Rs 9 crores) for construction of Tousem-Kaiphundai and Tamenglong-Tamei road under SPA/ACA will be reportedly released shortly, the NSCN (IM) appealed to all concerned authorities to implement it in letter and spirit so that the long cherished dreams of the people of the areas are realised.

The outfit further alleged that the rightful people of the Zeliangrong region are not getting their due share with regard to the PMGSY (Bharat Nirman) schemes.

To avoid any fund diversion and misappropriation under any circumstances, the VIth and VIIth phases of this programme will be under strict vigilance of the GPRN Zeliangrong Region, it conveyed.

Maintaining that the two bridges over the Barak river along the Tousem-Tamenglong road and the Tamei-Tening road should be constructed within this season for these two roads are the only lines which connect Tamenglong district with rest of he other North Eastern States, the GPRN observed that any delaying tactics over these works will be a great loss to every one concerned.
It further appealed to all the right thinking people to stand united and fight for development in the service of the nation.

"The Joint Action Committee for protection of agricultural lands and wetlands at Langol- Lamphelpat, Imphal West, Manipur" during its visit to New Delhi to submit a Memorandum to the Prime Minister Dr. Man Mohan Singh, called on civil society and human rights groups to constitute a Fact Finding Committee to assess the ground situation and their protest movement against the acquisition of the above mentioned lands for the proposed National Institute of Technology in Manipur. In meetings with Dr. John Dayal, Member, National Integration Council, Govt. of India, New Delhi, the JAC requested him to constitute a fact finding team and a public hearing in Imphal. Consequently Dr. John Dayal requested Dr. Sam Paul, Human Rights Activist, Hyderabad, Mr. Albert Lael, Dalit Education Centres, to be with him on the fact finding committee for the public hearing at Imphal.

The said public hearing was organized by the Joint Action Committee at the Shija Hospital Junction, Langol-Lamphelpat, Imphal West, Manipur from 11:30 to 3:00 PM on Wednesday 19 December 2007. The public hearing was attended by approximately 1,000 people, men, and women from the area, representing several ethnic and religious groups and also representatives of the Joint Action Committee. Miss. Kim Gangte, Ex-Member of Parliament, Outer Manipur, Mr. M. Surendro Singh, President, Mr. Brojen Sinam, Vice President, JAC, C. S Khongsai, Secretary and others, facilitated the public hearing.

At the outset, Dr. Dayal explained to the assembled people the concept of a public hearing, its moral authority and its methodology. The public hearing and the fact finding committee are not created by the Government of either the State or the Centre. Their moral authority is derived from the democratic philosophy underpinning the Constitution of India, and specifically from the guarantees of "Freedom of Expression emanating from Article 19 (1) (A). Such fact finding public hearings had played a powerful and constructive role right from the promulgation of the Constitution on 26 January 1950 and specifically in the last 20 years. Public hearings in the past have been held to document and record the voices and aspirations of the people in almost all states of India on issues ranging from communal violence, displacement, dams, forest and mines issues, police firings, custodial deaths and in recent month's issues relating to Special Economic Zones such as Nandigram, West Bengal.

Several times in the past governments have acted on the recommendations on such public hearings. Dr. Dayal said that while a preliminary report would be made public within 24 hours of the hearing, a detailed report would be sent to Central and State authorities for their consideration within a fortnight.

The following are the preliminary findings / observations / recommendations of the fact finding teams after hearing the affected people in a public forum:

1.. The fact finding committee was surprised to find that prohibitory order under Section 144 Cr Pc were imposed by the District Magistrate, Imphal West, from 5.00 pm 18 December 2007 (Ref. Imphal Free Press, dated December 19, 2007). Though there was no provocation for such an action Miss. Kim reported to the fact-finding team that on hearing of the imposition of the Section 144, she has lodged a formal complaint with the authorities including the Prime Minister's Office, New Delhi. We are happy to note that though the police were present in and around the Public Hearing site, there was a total peace during the entire hearing.

2.. We are also happy to note that the entire movement of the protest against the acquisition of the above mentioned land vide Govt. order: 4/5/LA/COM/ 2007-(Rev), dated 24/09/07 has been entirely peaceful and has seen extra ordinary harmony and unity between people representing almost every ethnic, religious and linguistic groups in the state of Manipur. It is also a tribute to the courage and integrity of the women of Manipur that they turned out in very large number to depose at the public hearing.

3.. We had made known that we would be very happy to hear / receive communication from any representatives of the state government, central governments and its various departments. We would be still happy to receive any communication from them before the submission of the final report.

4.. It is clear that all people of Manipur whole heartedly welcome the decision of the Government of India to situate the National Institute of Technology in Manipur to cater to the young men and women of the region. The people of Manipur recognize that such an institute will affectively tap and hone the tremendous natural, intellectual resources of the people of the region, which will in turn contribute to the emergence of India as a leading nation in the knowledge sector. Even the poorest of the poor and almost illiterate housewives who disposed were enthusiastic in welcoming the NIT.

5.. Having said that, the issue is of locating such an institute in an area most suited for it keeping in mind the following:

1.. Accessibility
2.. Equity in development between various regions of the State
3.. Environmental and Ecological considerations
4.. Impact on human population, displacement, matters of livelihood, issues relating to freedom of faith and related impact on the lives of the present and coming generations.

6.. It is clear that the city of Imphal and its immediate environment are not lacking in the sphere of higher education sector. The existing institutions include the Central University of Manipur, the Central Agricultural University, the Regional Institute of Medical Sciences and also Indian Council of Agricultural Research, the state run Manipur Institute of Technology in addition to several private Institutions. It has also to be noted that other regional centres do not have such concentration of institutions of higher learning. In fact, most of them do not have any central or state institutions of higher learning. This has led to a very lopsided development in the state's investment in the intellectual, professional and human rights development in Manipur.

7.. There is a need for urgent steps to set up institutions of higher learning in various regions of the State. It has been noted that there has been a pressing demand for such institutions from various parts of Manipur. We note that specific requests have come from students of Churachandpur, Senapati and other areas. It would be proper for the government to give consideration to these requests in the interest of development, justice and peace.

8.. After patiently listening to voices at the public hearing, perusing documents presented, a physical visit of the affected area of the wet lands, agricultural lands and other residential patta lands, we come to the inevitable conclusion that:
i. This is possibly the most unsuitable site for the proposed NIT and the said NIT must not be situated in the Langol-Lamphelpat area because it will specifically infringe on the right of the livelihood of approximately 3000 families who constitute the most marginalized sections of the society.

9.. We are pained to note that instead of paying heed to the cry of the marginalised farmers / fishermen and land owners, the government and its political and official leaders have failed to listen to JAC despite repeated requests, representations and protests and strikes. More so because the JAC has quite obviously has widespread public support. We also note that in addition to the hardship and trauma to the humans living in the region the insistence to locate the NIT at the proposed site will lead to the annihilation of the rare and irreplaceable wet land wealth with possibly catastrophic implications for the environment in general and the city of Imphal in particular which may become open to future flash floods, water and other environmental calamities.

10. It is the hope of the fact finding committee that wiser counsels will prevail and that the State Government and the Government of India will locate the NIT at a suitable site elsewhere in Manipur, where it will be welcomed by all people of the State and will play its due role in the development of future generations of the region.

11.. The same arguments also hold true in urging the government not to locate Pony Association, Poly Clinic, Lawn Tennis, Environment and Pollution Control Centre, State Medical Directorate, Housing complex for Ex-servicemen and others in such a fragile ecological and human environment.

Well aware of the grave famine situations prevailing in Manipur especially in Jiribam, Chandel, Tamenglong and Churachandpur districts due to the current Mautaam which caused large-scale devastation of crops leading to total harvest failure of rice, the main staple food in the area;

Deeply concerned with the plight of our people in the remote villages in the affected areas facing starvations and death due to acute shortage of rice;

Acknowledging the facts that the efforts of our people to sensitise the authorities about the grim situations are yet to bring any succour to our suffering peoples;

Realising that, in the absence of any hope of any assistance from the authorities forthcoming in any near and foreseeable future, we cannot sit and wait only to see precious lives of our people being lost;

Admitting that it is our bounden duty to ameliorate the suffering of our own in whatever means we can and rescue them from the threats of death due to starvations;

Convinced that many members of our community ardently wish to contribute or do anything they could to help our people in time of their dire needs, but do not know as to how to help or contribute;

I appeal to all Zomis including Zomi diasporas to generously contribute to the welfare of our own people who are badly in need of a helping hand and a healing spirit and remit your generous contributions to saving account number mentioned in web.
