Another law and order message of higher degree

The powerful bomb that exploded on the morning of 24th April, 2008, in the VVIP colony, Babupara, literally rocked the whole capital town of Imphal-East and stunned the general public. It was shockingly audacious and outrageous since it happened in the most secured and maximum-security area. Moreso because it was "planted" few feet away from the back entrance walls of the MPHQ and the CMO, with the SIB office not far away. Worse still, an IED planted on a tricycle was found about 3 hours later near the main gate of the pologround where the Governor of Manipur's Motorcade had to pass through to attend the Governor's Cup Invitation Polo Tournament as the Chief Guest. Embarrassingly, both the Bomber teams somehow eluded the hawk-eyed law enforcement personnel when it matter most. Fortunately, no heads roll, without fatal casualty, like aftermath of the explosive message at the State Assembly Complex wherein the State Administration made a huge mistake in thoughtless transferring of the then SP, I/W, Clay Khongsai IPS and initiating undue hasty actions against some Law enforcement agency officers to boost the morale of the UG Militants.

Not surprisingly, around 15 non-Manipuri traders// labourers were diabolically executed in what appeared to be a politically-motivated act of terrorism. The State Govt. wisely unleased swift protective net and down-playing the enormity of the case which allowed the District Police Chief and his boys to successfully hunt down some of the ring-leaders. Had a needless action being taken with transfer and suspension the case would remain unsolved and the culprits emboldened to carry out more sinister act of local terrorism. Now, the main focus on the image of Manipur has been shifted to terrorism from tourism : the boat-ride is likely to come to halt right in the middle of lake of wishful dream. Innocence, harmony and tranquility have now become a thing of the distant past.

With more and more huge amount of money for developmental projects coming in being secretly diverted, swindled or misappropriated, hawkish political leaders have more and more authority and influence over some armed extremist commanders and right-wing NGOs. No wonder as to why or how the state insurgency movement is losing its way; hill or valley, money power has made UG militants, police and some armed forces personnel a tool for tainted political leaders to carry out anti-social elements as and when needed. Just to topple a Govt. and to please military HQs, MPHQ, etc., scores of innocent lives and “suspected militants” have so far being needlessly sacrificed at the “altar of professional career.” There is no element of trust any more. And if or until there is a ‘change of guard’, chances are that “abetment or sponsorship” of bloody and acts of terrorism to rip through the fragile Law and Order wall would be a regular breakfast news. Only the Law and Order is the main trump card used by both the anti- O. Ibobi dissidents and some opposition leaders to blow apart the filmsy pillars of the much criticised and “pathetic” O. Ibobi’s back-to-back Administrations with higher degree of momentum. Almost all top political leaders reportedly patronised one UG outfit or another to do their diabolic biddings with raw money power, special protections, extra-incentives and seemingly providing strictly confidential informations for their own interests.

However, the Central Government and its Law Enforcement Agencies have already known who are behind all these well-planned and ear shattering explosive messages. They know perfectly well that killings, bombing and other bloody anti-social activities are not the genuine handiworks nor authentic UG militant outfits’ activities. They were all done by Mercenaries and a hired UG militants, some clearly “assisted” by treacherous security force personnel logistically along with “escort service”.

This is an open-secret since we have witnessed the killing and arrests of MR/IRB and police Commandos while on extortions, shady dealings, and unlawful activities by posing as armed UG militants. It is also an open secret that some enterprising Central paramilitary officers on active duty, especially company commanders, have been reportedly indulging in demanding, extorting and receiving highly profitable timber, ganja and contraband taxes from rich smugglers in the hill areas or even in suburban valley areas. Whereas the reported amounts of taxes allegedly being paid are 2 to 3 times more than custom & excise and officers of police outpost. Moreover, unlawful fraternising of military and police personnel with hostile elements and “enemies” are justifiably true or factual, then all intelligence reports shall be formally analysed and investigated upon to prevent such glaring unlawful activities. It is most likely that the source of well-made IEDs Govt.-issued firearms and equipment and the origin of financial sponsorship could be traced with circumstantial evidences available by field officers of the Ministry of External Affairs along with competent officials from Union Home Ministry, especially in the hill and border areas, according to a “reliable communique” Many kind of classified informations are usually “leaked-out” to international media persons to do the needful, a very diplomatically silent message in the name of transparency and the Right to Information princible so long as it does not undermine the National Security.

The messages “planted” by faceless bombers could not have come at the right time and the right place in the right direction. Apart from the residences of O. Ibobi loyalists, as well as the dissidents, the CMO, MPHQ back yard, senior bureaucrats and other VIPs, it exploded very close to the IB/SIB offices, hence the outrageous message will naturally be reported independently in details to Central Govt. because of the amazingly close proximity. It will definitely be heard in New Delhi. Yes, it shall be heard as intended.

Now, what about such a monstrous lapse of security deployment? Where are the names, licence number, time alongwith scooter-rider signature, purpose of visit to particular VVIP as officially registered in a file-book maintained by the regular police-check post near the gate of State Guest House? Why did the police team on round-the-clock duty be let off so easily despite their failure to show details and other signed records of the scooter bomb owner//rider(s)? Such an outrageous lapse of security, a summary court-martial offense in the military, just cannot be overlooked since the policemen guarding the entrance route and their file book are the first piece of circumstantial evidence. Well, on the hindsight, things should be done calmly and the official inquiry has to be done methodically for successful result.

Manipur govt not doing enough to solve Tipaimukh crisis: SIPHRO & TFRC

Aizawl, Apr 25: Taking a potshot at Manipur government's "lackluster response" to the Mautam and epidemic like-situation in Tipaimukh, Singat and Thanlon area of Churachandpur district the Tipaimukh Famine Relief Committee (TFRC) and Sinlung Indigenous Peoples Human Rights Organisation (SIPHRO) on Wednesday (April 23) said, "Though Mizoram is facing Mautam to a larger extend than Manipur, the people of Mizoram are not facing much hardship as and when compared to those affected in Manipur."

The combined team of SIPHRO and TFRC which had recently visited the disease-stricken and Mautam affected areas while putting down a charter of demands and appeals to Manipur and Mizoram governments in a joint statement demanded that Manipur declare Tipaimukh, Singat and Thanlon area as "famine hit area" while asking Mizoram to open its "door to those living near its border".

The statement released to mediapersons during a press conference in Aizawl said, "Even as the side effects of Mautam took its toll on the children of Tipaimukh sub-division, Manipur government is yet to take up relief measure in a big way to solve the current crisis."

The rights organization also claimed that doctors and medicines were "not to be seen" by the people for "a very long time". "The government did send a few doctors but they were not properly equipped to deal with the situation," they added.

Making things difficult for medical personnel to administer treatments to the affected in the interior villages are the rugged roads. Many of the villages have no proper roads for the doctors to reach the sick. "As a result of poor transport connectivity, in Leisen village alone more than 70 children with Mautam related disease are still waiting for treatment," the release said.

The organizations also accused Manipur government of not distributing funds that the Centre had allocated to it for providing Mautam relief to the victims. "The people are not even aware of the fund that the Centre had given to the State government to take care of their needs," the statement said.

The Okram Ibobi-led government has come under severe criticism form various quarters since last year after several death reports in Tipaimukh area were "rubbished as natural deaths and not due to an epidemic".

SIPHRO and TFRC further stated that Manipur government instead of coming to the aid of the hapless was distributing rice to the affected under NREGS scheme at an exorbitant rate of Rs 21 per kg. "And those rice are of BPL, APL and AAY quality," the statement added.

Urging Manipur government to provide immediate compensation package to the kin of those dead the rights groups said, "Compensation should be given to the kin of those children who died due to outbreak of Mautam disease."

"In view of all these", SIPHRO and TFRC said, "Manipur government must make immediate arrangement for public distribution systems, grain banks or godowns besides building hospitals, health centres with doctors permanently posted to their place of duties."

Meet on indigenous people’s rights held

IMPHAL, Apr 25: Recently in September 2007, the United Nations had approved an official Declaration on Rights of the Indigenous Peoples in its general assembly at New York and in connection with this the Northeast Dialogue Forum today organized a consultation on the UN Declaration on Rights of the Indigenous Peoples with the objective of sensitizing the people in the north east and the government to respect and implement such declarations as a policy for saving the lives of the indigenous people.

The consultation program was held today at Kangla Hall around 10 in the morning and was attended by various civil organizations and several communities of the state.

U Nabakishore, the convenor of NEDF who was the main speaker at the function maintained that the United Nations adopted a resolution that military activities shall not take place in the land and territories of the indigenous people (under its Article 30) unless justified by a relevant public interest or otherwise freely agreed with or requested by the indigenous people concerned and the states should undertake effective consultation with the indigenous people concerned.

He further noted that India had also become one of the signatories of the declaration on the rights of indigenous people by the UN in 2007.

The different ethnic people of Manipur belong to the indigenous people and are all coming from the same origin and are all the sons and daughters of the same mother. They also recognize and appreciate India for her democratic approach to agree on the UN Declaration of Indigenous People and in the declaration the UN general body adopted 46 resolution which include all the urgent needs of the countries to protect the rights of indigenous people including water, land, resources, food etc., he said.

In many parts of the world the indigenous people are marginalized and exploited by the non-indigenous people, international companies, government and World Bank have forcibly taken away their land and resources and the World Bank and other international financial institutions use military force to abstract their resources, which needs to be stopped immediately, he mentioned.

However, all the time the government of India has failed to respect the free, fair and informed consent of the people while taking up mega projects in the name of development and besides India is violating many UN treaties and her own constitutional rights, for instance the right to life, like under the AFSPA, he said.

The declaration urges every government to respect the rights of the indigenous people under article 42 of the declaration and the indigenous people have the right to the lands, territories and resources which have been traditionally owned occupied or otherwise used or acquired by the indigenous peoples.

He also urged the Indian government and government of Manipur for urgent attention in adopting and implementing the UN Declaration of Indigenous People and also requested all to urge the government to adopt it as a policy.

After unknown disease claims kids’ lives at CCpur... Viral Hepatitis, Jaundice rear ugly heads

SENVON (CCpur), Apr 25: Even as the people in the villages under Tipaimukh sub-division of Chura-chandpur district have been grappling with the outbreak of a yet to be identified disease which has claimed the lives of 30 children so far, fresh report on outbreak of Viral Hepatitis and Jaundice among the children in Senvon and Leisen villages have come in.

It is said that over 30 children have been affected by viral Viral Hepatitis and Jaundice in the two villages of the sub-division which has already been reeling under the impact of Mautam and its subsequent food shortage.

With lack of any proper health care facilities, even a common ailment is a serious health problem for the people of the sub-division, which has been remaining like an island cut off by an insensitive Government.

Apart from the deplorable condition of the road connecting the sub-division with National Highway 150 and Guite Road, there is no other means of transportation with exception to truck service.

Most of the houses in the sub-divisions do not maintain separate kitchens and every households use fire woods for their cooking purposes, thus the houses remain enveloped in toxic smoke most of the time.

It was also seen that most of the villagers irrespective of young and old, men and women are in the habit of smoking cigarettes, that too with the tobaccos rolled in papers of newspapers even as most of the womenfolk use Khaini. The water required for daily consumption is fetched from untreated water sources maintained in each village.

During the course of a hea-lth camp conducted by a te- am of medical doctors from RIMS at various parts of the sub-divisions including Parbung, Senvon, Damdei and Pherzawl from April 21 to 24, in the wake of reports of death of many children with symptoms of breathlessness, vomiting, fever, lethargy and loss of consciousness, it was detected that most of the children are suffering from malnutrition and the pregnant mothers from the complication of not having vaccinated for tetanus in time.

The medical team comprising Dr Kenny and Dr Romeo of Medicines, Dr Shyamsunder and Dr Kam-biyak Dik of Paediatrics, Dr Rameshwar of Gynae, Dr Sudhir Ranjan of ENT and Dr Mope Riba of Microbiology came across children coming to the health camp suffering from similar symptoms. The medical team coll- ected blood and stool samples as well as throat swaps for testing. Medical examination of 557 patients in Senvon, 779 in Parbung, 342 in Perzawl and 10 in Damdei have been conducted during the health camp.

According to one of the doctors, symptoms of breathlessness, vomiting, loss of consciousness, le-thargy, etc is also common among the children at Im-phal. However, the lives of the children can be saved easily as proper health care facilities are available at Imphal. On the other hand, mortality rate among the children of the sub-divisions has been high due to various factors like unhygienic living condition, lack of general awareness on health care, absence of heal-th care facilities coupled with backwardness in road and transport facilities.

Nonetheless, the doctor assured that the cause of the death of the children in the sub-divisions could be known after necessary testing.

Interacting with The Sangai Express, MO in-charge of the Primary Health Centre at Senvon Dr Fir-thanglien Buhril opined that emission of toxic gas and smoke from the fire woods burnt in the houses may have been one of the main reasons for the infection and the subsequent death of many children in the sub-divisions over the last few months.

The death of the children at Leisen village, located about 280 kms from Chura-chandpur has been diagnosed as cases of liver enlargement and jaundice and that of the causes of death at Senvon as brongco pneumonia, Dr Buhril said, while recalling that the children have suffered after consuming pork meat of the pigs that have died in Leisen from some unknown diseases during December and January last year.

It is said that in Leisen village, over 30 children are currently being hospitalised from viral hepatitis infection and they are medically taken care of.

When pressed for more information in connection with the death of children, it came to that no samples have been collected nor test ever conducted to find out the causes of the death of the children. Only clinical observation have been con-ducted. The two children who reportedly died at Sen-von and Robakot were still born.

As of now, there is no building for the Primary Health Centre at Senvon. The construction work has been stopped after the foundation level. The hospital which used to function from the residence of the chowkidar has also been shifted to the rented hall of the village authority.

When inquired on why BCG and DPT which are essential have not been vaccinated on children upto to the age of 5 years, Dr Buhril revealed that as there is no electricity, there is no facilities for cold storage of the vaccines.

During the course of investigation, it also came to light that there is no sign of any would-be mothers going to the hospital for delivery cases in the sub-divisions in spite of the claim that necessary measures have been taken under the National Rural Health Mission to ensure that all the delivery cases are reported at the hospital. None of the people in the sub-divisions have also been benefited van of the mobile dispensaries that have been laun- ched by the Government recently.

It was also learnt that the villagers are not in a position to purchase the medi- cines prescribed by the doctors due to financial constraints and deplorable condition of the road and communication facilities. For instance, to purchase a medicine costing just Rs 100, one has to come till Churachandpur district headquarters spending over Rs 1600 at the minimum on travelling fare and expenditure for lodging and fooding. There has been no telephone connectivity under the Government of Manipur in most of the villages of the sub-divisions. Instead, the villages are dotted with WLL PCO procur- ed from Mizoram. With no opportunities to watch the program mes telecast by the Doordharshan Kendra, Imphal, the villagers have no idea about the developmental programmes inclu- ding health care scheme being taken up by the Govt.

With long years of dependence on Solar lamps to light up their houses at night in the absence of electricity, the villagers, inspite of the reservation against the proposal of constructing the Tipaimukh dam, hoped that commissioning of the project might bring along some developmental light in their lives, Victung Hmar of Senvon village summed up the dilemma of the people living in the sub-divisions.

Meanwhile, according to report received by the press, a joint team of doctors comprising three from National Insitute of Communicable Diseases, New Delhi and two each from Imphal and Churachandpur have set out for Tipaimukh to probe into the matter related to death of children.

IMPHAL, Apr 25: The Kuki Students Organisation (KSO) Churachandpur District has decried the media report about the SPF Government’s hasty decision of dropping the Rs 40 crore mini secretariat project of the district citing reasons like difference of opinion on matters of site selection.

A Government worth its name should not easily choose to shy away from implementing important development projects like construction of mini secretariat building for the district by magnifying insignificant issues like site selection, the student body said in a press release. If Churachandpur doesn’t deserve a prestigious institution like NIT why not atleast the mini secretariat complex building, it asked.

Government’s hasty and ill-conceived decision should be withdrawn in public interest at the earliest and failure to do so will unnecessarily invite a public protest under the initiative of the KSO, Churachandpur, it cautioned.

Ethnic tension and minority perspective on Burma’s problems

When exploring the probable solution for the Union of Burma’s problems, any analysis based exclusively on the present political development is inconclusive. Burma has never been an ethnically and politically unified country since independence from the British in January 1948.

The history of Union of Burma starts at Panglong in southern Shan state on February 12, 1947, when 23 representatives from the Burman government, Chin hills, Kachin hills and Shan states signed an agreement in the presence of representatives from the Executive Council of the governor of Burma, to form an interim government.

Prior to the birth of Union Day, all ethnic nationalities were separate entities, and therefore, there was no question of minority or majority issues. Even today, ethnic nationalities of the seven states are majority in their respective states.

The successive Burman-dominated military regimes have been using Burmanization policy and forced assimilation to marginalize other ethnic groups. The concept of minority-majority is a deliberate move by the military to undermine the non-Burman ethnic nationalities.

Today, the term ethnic minority is widely used as a natural phenomenon by the international community to refer the non-Burman ethnic nationalities. For the sake of the audience, I will use the term ethnic minorities to describe the non-Burmans.

The military regime identifies “135 national races” of which the major ones are Arakan/Rakhine (7 sub-groups), Burman/Bamar (9 sub-groups), Chin (53 sub-groups), Kachin (12 sub-groups), Karen/Kayin (11 sub-groups), Karenni/Kayah (9 sub-groups), Mon (1 group), and Shan (33 sub-groups).

The 135 races are categorized primarily on dialectical variations. This classification is an attempt by the military to justify its centralized ‘disciplined democracy’ under the pretext of ethnic diversity. Ethnic minorities constitute over 30 percent of the total population. However, precise statistics is not available; the last census was in March 1983.

Burma’s total land area is 261,970 square miles. Ethnic minorities occupy roughly two-thirds: Arakan/Rakhine state- 14,200 square miles, Chin state- 13,907 square miles, Kachin state- 34,379 square miles, Karen/Kayin state- 11,731 square miles, Karenni/Kayah state- 4,530 square miles, Mon state- 4,747.8 square miles, Shan state- 60,155 square miles.

Had not Aung San promised political equality and self-determination, the Union of Burma might never have been born. The Panglong agreement was aimed at establishing a federal government on the basis of equality and self-determination for all ethnic nationalities.

Aung San’s assassination shattered the hopes of establishing a federal government: the constitution was hastily drafted on the model of a quasi-federal structure, categorically downplaying the visions of Panglong signatories. This mischievous turn of events became a source of lingering distrust between the Burman government and ethnic minorities.

There were frequent disturbances and political instability. The tension has been primarily between the military and ethnic forces, and not amongst the ethnic groups themselves. This explicitly clears any doubts of Burma plunging into a civil war.

Ethnic armed groups like the Karen National Union (KNU), the Karenni National Progressive Party (KNPP), the Kachin Independence Organization (KIO) and the Shan State Army (SSA), etc. rebelled against the Burman government for years. Although over a dozen of them have reached cease-fire agreements with the military, groups such as KNU and SSA are still fighting against the government.

The basic demand of ethnic minorities has been autonomy. After immense pressure and demands from the federal movement groups, U Nu, the first Prime Minister, agreed for a meeting in a so-called “federal seminar” in mid-February 1962. The volatile situation gave General Ne Win the opportunity for a coup d’etat on March 2.

In an attempt to pacify the longstanding grievances of ethnic minority groups in states and regions, self-administered areas (zones and divisions) are prescribed: five self-administered zones (one in Sagaing division and four in Shan state) and one self-administered division (in Shan state).

Historically speaking, ethnic Burmans have an attitude of chauvinism. There has been ethnic hatred for a long time, and dates back to the country’s pre-independent era. One of the reasons for the rise of insurgency problems, after independence, was due to hatred and discrimination on the basis of ethnicity.

For example, in the mid 1940s, the Chins, the Karens and the Mons were looked down upon by the Burmans as if they were little better than barbarians or animals. The Karens were particularly despised by the Burmans, and were referred to as uneducated people, who feed on wild yams and small animals such as snakes, frogs, monkeys, etc.

Burmans aggression on the Karen people had begun before the British occupation of Burma. Similar aggression also happened to other nationalities, including the Arakans and the Mons who suffered miserably.

There has also been persecution and restriction on minorities, belonging to religions other than Buddhism. In one gruesome incident, an ethnic Kuki village called Nung Kam, a Christian village in Sagaing division, was bulldozed in the beginning of 1993 on the ground that the villagers refused to convert to Buddhism. After it was bulldozed, a new Burman village known as Saya San was built.

Chapter X of the 1947 constitution gave states a right to secede from the Union after 10 years of the constitution in operation. U Nu’s invitation of Newin to form a caretaker government in 1958 was largely a premeditated political manoeuvring to prevent the Shans and Karennis from seceding from the Union.

Contrastingly, chapter II of the military’s new constitution says: “No part of the territory of the Union, namely regions, states and self-administered areas etc. shall ever secede from the Union.” This is a plan to consolidate the military’s iron-fist rule on ethnic minorities.

Ratification of the new constitution means nullifying the Panglong agreement. As long as Burma fails to honour the principles of Panglong agreement, the true spirit of Union Day will never be realized despite its observance for the past 60 years. Therefore, every nationality in the Union of Burma has the right to claim its pre-independent status.

While ethnic minorities waited years for a negotiated solution, the military on April 9 announced that it will hold a referendum on the new constitution on May 10, which will be followed by countrywide general elections in 2010. The constitution was made public just barely 30 days before the referendum.

With independent or international observers being barred from monitoring the referendum process, use of fraud and coercion has become a great concern. There are reports that citizens have been forewarned to vote only ‘yes’ in the upcoming referendum.

The military’s constitution drafting process was undemocratic. Among others, the constitution was drafted by hand-picked delegates, excluding the opposition groups. No debate on the constitutional principles was allowed.

Moreover, 25% of seats in both houses (House of Representatives and House of Nationalities) are reserved for the military. Amendment of constitution requires the approval of more than 75% of votes, which could be construed as a design to perpetuate military dominance.

The voice of the main opposition party National League for Democracy, which won over 80% percent of parliamentary seats during the 1990 general elections, is virtually silenced. Not the slightest consideration is also given to a federal constitution drafted by Federal Constitution Drafting and Coordination Committee in exile.

The military has not announced any definitive plan on what to do if the referendum fails. During the 1990 general elections, the military expected to win under a free and fair voting process. The justification for nullifying the results was to have a constitution drawn first. We never know what excuse lies ahead if the upcoming referendum fails.

Even if the State Peace and Development Council is successful in advancing with its proposed roadmap, I am sceptical that it will bring a durable solution to the country’s ethno-political problems.

To ethnic minorities, the struggle in Burma is fundamentally a two-stage process – (a) restoration of democracy and (b) political autonomy. Any democratic set-up sidelining ethnic minorities will not bring an end to decades’ old political imbroglio.

Ethnic minorities have long advocated for tripartite talks involving the military, 1990 election winning parties led by Aung San Suu Kyi and ethnic groups as endorsed by the United Nations General Assembly since 1994, but to no avail.

Meanwhile, the international community could consider a similar model of a six party talks on North Korean nuclear issue. Due to geographical proximity, enormous economic and diplomatic influence over Burma, China’s participation is pivotal.

In the absence of a concrete mandate from the UN Security Council, special envoy Ibrahim Gambari’s mission has become a symbolic exercise in futility. Although it may be naive to even consider it, the swiftest way to bring change would be by military intervention, either by the United States or by the United Nations.

Western sanctions, without cooperation from neighbouring Asian nations, are also not efficacious. The vacuum created as a result of sanctions has been filled by neighbouring countries. Conflicting interests of two different approaches – sanction and engagement - will continue to prolong the survival of military regime.

So far, the military regime apparently has withstood pressures from the international community. Change from within the country is also unlikely to emerge without support and cooperation from elements within the military which has governed the country since 1962.

The Burmese opposition now basically has two choices to make – either to accept the military’s seven-step roadmap as a step toward national reconciliation or take a hard-liner stance to remove the military dictatorship by hook or by crook.

A long lasting solution to the conflicts in Burma needs the sincerity, honesty and participation of all ethnic groups. Different ethnic groups should be brought into confidence, and their legitimate demands should be looked into. This process of democratization has to be an inclusive approach.
