Another racist remark, yet again. This time i wouldn't just be a mute spectator. I'm gonna fight back and make my voice heard. Nona Walia of Times Group writes something terribly ugly about us Northeasterners. "Walk into a spa which has music, scented aroma candles, but you'll meet a professional doctor rather than a Linda from the Northeast," writes she in her story,"Spa with a difference" in March 2,2008 Times Life, Times of India's Sunday supplement.

A Linda from the Northeast. Why is this phrase added? Is it necessary? Why Linda? Why Northeast?

This is what i've written to her.


Why, Nona, why?

I’ve been a silent, appreciative and avid reader of yours for quite a long time now. I liked your style of writings. It’s catchy. It’s cool. I truly enjoyed every bit of them.

But that’s passé now.

Sunday, March 2, 2008 began just like any other day. As I flipped the pages of Times of India, Delhi Times, then Times City, your name caught my eyes, like it did every other day. This time you were writing about “spa.” To tell you the truth, I never really gave a damn about spas. I read the piece only because it’s written by you. Nona. A name I’ve always admired.

As I began to read, I ran across a line that says “a Linda from the Northeast.” I didn’t quite grasp the connection between “Linda” and “Northeast” and “spa.” I reread the line. Still an uncertain shadow of doubt fogged my mind. It took a long moment to register.

Then in a moment of stark realization, your words hit me like a shot. Right in the heart. The implications came way too fast for me to fully comprehend. You were mocking and ridiculing us. I screamed the hell out of my lungs. Brute Indian majority. Brute North Indians. Brute media. Brute journalists.

That’s the only thing I can do. I was so helpless. I’ve been screaming and yelling like this for so long now and I don’t even know where it all started. I don’t know who or what to blame. I’ve always asked myself “Who the hell am I? Where the hell do I belong? Just what the hell am I doing here -- in a country that boasts of being the largest democratic republic, and of the existence of diversified cultures and religions, and yet, perpetuates the idea of racism, prejudice and discrimination?” We’ve been fighting a tough battle trying to dismantle the mental constructs that perpetuates the great myth of racism in a country we fondly call ours.

Let’s get real here. You don’t want us. Fine with us. We never ever wanted to belong here either. It’s just that history has been cruel to us. English imperialists ruled over India for about two centuries, and after that Indian imperialists rule over us, till this day. But, let me tell you, our hope has not yet been lost. Our hundred-year-old hope. To be a free nation in our own land. Where the clear spring of love, peace, prosperity and unity flows. Where every man respects the dignity and culture of others. That moment will come. Someday. Someway.

As for you, Nona, I wish to thank you for enlightening me through your several articles in the past. Reading your articles has been such a great experience. I don’t really blame you for adding the phrase “a Linda from the Northeast” in this particular write-up of yours. It’s just that you disappointed me.

And March 2, 2008 was the day you lost a fan. For ever.

One day for the women of the world

Picture 15,000 women marching through New York City demanding shorter hours, better pay and voting rights and a lot of unrest in 1908. Women’s oppression and inequality was spurring women to become more vocal and active in campaigning for change. Cut to today, March 8, internationally observed and celebrated as International Women’s Day after a resolution adopted by the General Assembly of the United Nations(UN) in 1977, two years later from 1975, the International Year of Women. March 8 is now the United Nations Day for Women’s Rights and International Peace to be observed on any day of the year by Member States, in accordance with their historical and national traditions. The Day is traditionally marked with a message from the Secretary-General. All over the world, women’s organizations and other organizations will be observing this day with serious debates, chalking out plans with a commitment to the empowerment of women.

Each year, a theme is also dedicated for the day and forthcoming activities. The theme for 2008 is: “Investing in Women and Girls”. The celebration will have an intense focus on financing for gender equality at the country level. It may be worth remembering that the theme for 2007 was Ending Impunity for Violence against Women and Girls.

At the UN level also, the Commission on the Status of Women (CSW), a functional commission of the United Nations Economic and Social Council (ECOSOC), dedicated exclusively to gender equality and advancement of women has already convened a series of meeting staring from the 25 February to 7 March 2008. The CSW is the principal global policy-making body. Every year, representatives of Member States gather at United Nations Headquarters in New York to evaluate progress on gender equality, identify challenges, set global standards and formulate concrete policies to promote gender equality and advancement of women worldwide.

Representatives from Government of India and accredited NGOs will also be taking part in this meeting. The principal output of the CSW is the so-called Agreed Conclusions on priority themes set for each year. Agreed conclusions, contain an analysis of the priority theme of concern and a set of concrete recommendations for Governments, intergovernmental bodies and other institutions, civil society actors and other relevant stakeholders, to be implemented at the international, national, regional and local level. The final report of the Commission is submitted to the Economic and Social Council for adoption.

New programs and new budgetary allocation for women will then see the light of the day. These will trickle down to our state, not only to the Department of Social Welfare, but also other departments related to women like Health and Education etc. The theme for 2008 is significant and pertinent for the realization of Women’s rights. One hopes to see and taste the fruit of this endeavor. One also hopes that this will not be merely introduction of new and faster cookers, microwaves etc to hasten the cooking process and also in giving special loans for women for buying vehicles to accelerate their income generation activities. That will be more of an eyewash and tokenism at the hilt. We are discussing this in a land where a woman cannot even read (not scan) the morning dailies without feeling guilty for delaying the household chores. Men, of course can read till thy kingdom come or till food is ready. That will be considered valuable time spent effectively, macho etc. He continues to be macho if he leaves his rice plate to be picked up by a women of the house. Mind you, if he picks up and then washes the plate, then he will be outcasted as “feminine” or “henpecked” if married. The writer stands corrected if this is not really true.

This is the reason why this year’s theme is so significant as to how one and the society shall tackle all the gender stereotyping. No doubt, the contribution of the brave and selfless women of Manipur is countless and will continue to dominate the discourse on Human rights activities in Manipur, be it be political, economic, cultural and social. Nevertheless, one cannot help wondering whether these women are living life to its fullest with no grudges of being born a woman. It is worth thinking over. It will also be worth deliberating on the role and status of our women in this present society where patriarchal values have cemented over the mindset. One may argue that this is awfully wrong and there is a lone woman MLA, some middle rung bureaucrats and a lot of women leaders. If this is so, many families shall not bemoan the birth of a girl-child in the family, spending less on her ipan thaba. Wish it was a boy is the general hush-hush whispers. And why not? If our society cannot see a woman as a human being, this wish shall ring for a long time. Juxtaposed to this, is the fact that discrimination and stigmatization looms large for the women who fights for her rights.

While saying this, a woman who has duly completed higher level of studies, investing energy, time and money, cannot realize her professional dreams to the fullest due to added responsibilities of the house and family, which a man might easily escape from, being a “man”. One cannot help but think as to what good is education for a women in a society which continues to forget that she is also a human being, and not just a ”woman”(by men and women both). Still, women comes out holding meiras, to the keithel, schools, colleges and offices, in cycles, in cars, in planes, keeping aside all the discrimination, to be thought over a fine day when she has time(which never comes). Ironically, tolerance and patience is also considered a “feminine” attribute. It is a lifetime struggle to come out amidst all these differences. One may feel like negating these views, especially men and women who think they are “liberal”, but it is a challenge to see which views hold more water. As the saying goes, truth hurts and inevitably so.

So, why this day for the world’s women? In adopting its resolution on the observance of Women’s Day, the General Assembly cited two reasons: to recognize the fact that securing peace and social progress and the full enjoyment of human rights and fundamental freedoms require the active participation, equality and development of women; and to acknowledge the contribution of women to the strengthening of international peace and security. For the women of the world, the Day’s symbolism has a wider meaning: It is an occasion to review how far they have come in their struggle for equality, peace and development. It is also an opportunity to unite, network and mobilize for meaningful change.

But this change will not be possible if seen by our legislators and policy makers from a myopic lens. Gender equity and gender equality has never been a fight by women against men, never will be, but when will the twain meet. Patience and tolerance should also have a pay-day.

Betrayed by lover, girl makes pleas for justice

IMPHAL, Mar 7: Alleging that the Thoubal police failed to take up action despite her complaint, a 22-year old girl who was betrayed by her lover made a plea for justice today.

The victim girl while recounting her seven-year long affair with one Md Ningthoubi alias Nijamuddin alias Shahid Khan alias Manoj, son of Md Maheruddin since she was studying in standard VII, said in a press conference today that she had aborted two times.

Her lover boy, Ningthoubi was her mathematics teacher and since she was studying in standard VII, they had loved each other, Amina (not her real name) hailing from Thoubal Moijing Meena Bazar said while exposing her love affairs.

Their intimate physical relationship began after Ningthoubi promised to take her as his wife. She became pregnant in October 2000 but was convinced to abort after they went together to a hospital.

Even after the first child was aborted they continued to have a relation which once again resulted in pregnancy. Despite her repeated pleas to Ningthoubi that they should elope, she was convinced again to abort a second time.

Due to fear and helplessness and also because of Ningthoubi’s threat to kill himself if Amina turned down his request made her agree to abort again, Amina recounted.

Later, in March 2001, Ningthoubi left home to study Moulubi for four years in Uttar Pradesh.

After a long gap they met each other in November 2007 when the man came for worship at a local mosque.

On that day they eloped but she was turned out from the gate of her lover’s house by his family. She was also beaten up by Madina, the daughter of the elder brother of Ningthoubi, and his mother Thambalsana.

Following the incident, the family of Amina related the incident to the pradhan of the locality who summoned Ningthoubi and his family repeatedly several times, but did not turn up, the betrayed girl said.

Unable to solve the problem, the pradhan went to the police but no action was taken on the complaint by the girl who is now seeking help from local clubs and other NGOs to give her justice.

Residents say no need to take cultivable land for MU expansion as khas land is available, Another 200 acres required for MU

IMPHAL, Mar 7: While the government is facing strong resistance to its move for expansion of Imphal airport and setting up of National Institute of Technology, NIT at Langol in Imphal west, people residing in and around the Manipur University also took to protesting on Friday against the state government’s move to acquire land for expansion of the Manipur University.

Hundreds of people today staged a sit-in protest at the main entrance of the university at Canchipur shouting slogans like ‘Don’t snatch our agriculture land’, ‘We oppose eviction of agriculture land for MU expansion’, ‘No expansion of agriculture land’, etc.

The protestors urged the state government to consider establishment of a hill campus of the university in a suitable place instead of expanding the present campus by encroaching cultivable lands in the surrounding areas.

The residents carried out the protest till around 4 pm at the gate. They asked why the state government was trying to take over the cultivable lands instead of taking over the unused lands nearby the MU complex.

They said that khas land at the foothills of Langthabal was available for the purpose.

The protestors were mostly from Naran Konjil and its surroundings and were demanding no takeover of cultivable land from Phumlou Konjil Loukon, Heibok Ching areas. The protest was held under the banner of the JAC of Phumlou Konjil Loukon and Heibok Hill Land Protection Committee.

According to the protestors, the proposed takeover of land for MU expansion would not only cut the lifelines of around 15,000 people but also amount to loss of income to the tune of Rs. 60 lakhs per year for the people.

The total existing area of Manipur University after upgradation as Central University is 285 acres while the additional land requirement for the university is 200 acres to raise it to the standard of a Central University.

According to the residents of the area, the neighbouring village had already donated 25 hectors of land for the proposed construction of the university in 1975 free of cost.

While denouncing the move for further takeover of cultivable land, they asked what was the need of keeping an army post inside the campus. Currently an army post is occupying a good portion of the complex.
They also put many questions on why the government was planning only to take over the cultivable land despite having many barren land in and around the MU campus.

The Manipur University was converted into a Central university in 2005. Since then the maintenance of the College of Technology, Imphal was taken over by the Manipur University which necessitates the authorities to take over more land from the surrounding areas.

309 teachers to be appointed

IMPHAL, Mar 7: The existing problem created by the shortage of teachers in various schools in both hills and valley will be solved with the appointment of 309 teachers of different posts through MPSC in the near future.

Mentioning this, the state minister in charge of education L Jayantakumar, during the demand discussion in the House today, said that his department had categorically taken up the existig problem of shortage of teachers in various schools and colleges, mainly in the hill districts of the state.

He further said that to achieve quality education many alternative means had been taken up from time to time like selecting part-time lecturers and teachers, and the state government was now going to appoint 309 teachers in various positions in order to fill the shortage in various high schools and higher secondary schools of the state.

Admitting the failure of concerned departments to put proper headmasters or principals in various government run educational institutions, the education minister said the state government had entrusted MPSC for selection of headmasters and principals of various educational institutions by providing the list of senior lecturers.

The education minister also mentioned that the state education department seemed to be getting a new birth at present as it had been purged of many irregularities and malpractices that existed in the department, escpecially with the implementation of MGEL.

Earlier, several MLAs including O Joy. Dr. Ng Bijoy, Dr. I Ibohalbi, Rk Anand, Dr. Khasim Ruivah and Morung Makunga supporting the cut motion made their comments on the need for immediate implementation of rationalisation of transfer and posting of teachers and lecturers in both hills and valley educational institutions for achievment of quality education in the state.

Three-day airport closure threat over expansion move

IMPHAL, Mar 7: With a threat to launch violent agitations in protest against the proposed expansion of Tulihal Airport, the JAC against the Acquisition of Land for Expansion and Extension of Imphal Airport has announced closure of the airport for three consecutive days.

The closure of the airport will be effective from March 12 till March 14 next, the JAC said while appealing to all concerned to suspend their activities like selling tickets, flight services by the agencies etc.
The JAC is demanding the government take back its move of acquiring 512 acres of land in the surroundings of the airport for expansion of the same.

As the authorities have failed to hear their pleas despite a democratic agitation, now the people to be affected by the takeover bid will start violent agitations, the JAC said while announcing its first step of three-day closure of the airport.

While stating that any untoward happenings and damage caused to government property would be the sole responsibility of the Manipur government and chief minister O Ibobi Singh the JAC also urged both government and private agents not to open air-ticket booking counters and sell tickets on these days.

It also asked the airport authorities like the area managers and ground controller to report to their higher authorities to cancel flight services during the protest period.

The closure of the airport will also include taxi services at the airport, working of employees of the airport and transportation of air passengers and movement of other vehicles related with the activities of the airport.

Urging cooperation from all concerned, the JAC also warned that any untoward incident arising out of non-compliance wouls not be the responsibility of the JAC.

Sharmila firm on fast decision even as another jail term ends

IMPHAL, Mar 7: With the completion of one year jail term, Irom Sharmila who is on fast unto death since November 2000 seeking repeal of the Armed Forces Special Powers Act, 1958 from Manipur was released Friday.

Sharmila completed her jail term today. The court of the additional chief judicial magistrate, Imphal where she was produced released her stating that there was no ground for further detention of the accused.

After the court passed the order, Sharmila was brought back to the makeshift jail specially arranged for her detention and nasal feeding at JN hospital.

While formalities for her release were awaited, members of several social organizations, human rights bodies and most importantly a delegation of students from Tezpur University, Assam had an audience with her at the hospital.

The students of Tezpur University also handed over a encouragement memento to her.

After she was released at around 5.30 pm, she proceeded to the meira shang at Kongpal Irom Leikai only to continue her stir. Women of the locality also came to receive her from the hospital.

Talking to journalists at the meira shang Sharmila said she would continue her stir against the draconian law even though the authorities were arresting her time and again.

“I will continue with my stir without retreat till I get victory,” she said.

She also sought support from the people of the state stating that, “We should not feel scared of any obstacle coming up, may be by police commandos.”

“I am struggling even though everybody left me alone. When the situation is so alarming why are the people remaining silent,” she complained.

When asked, she replied, “Yes I would like to meet my beloved mother, but my motherland is more important. I have promised my mother that I would not be back home till I get victory in my struggle seeking repeal of AFSPA from Manipur.”

Earlier before her release, Sharmila was produced before the court of the additional chief judicial magistrate, Imphal RK Memcha in connection with FIR case no. 44(3)2007 of the Porompat police station.
In the case G Narayani, APP stood on the prosecution side while Bidyapati of Legal Aid Counsel on accused’s side. Meanwhile, another application praying for Sharmila’s release was also received by the judge.

After hearing the statements of both prosecution and prayer for release, the court passed its ruling releasing Sharmila.
The order of the court says the accused had been in judicial custody since 07/03/07 as she failed to furnish necessary bail bonds inspite of being granted bail.

The alleged offence under which she had been in custody was section 309 of IPC punishable with a simple imprisonment for a term which may extend to one year, or with fine, or both.

So far, no charge-sheet has been submitted against Sharmila. She has been already in custody for one year which is a maximum period of imprisonment provided for the offence under which she was arrested in view of the section 436 Cr.PC

There is no ground for further detention of the accused in the case, the order said after which she was accordingly released.

Mention may be made that Sharmila who shifted her fasting to Jantar Mantar in New Delhi last year was released by the authorities at the Ram Manohar Lohia Hospital, New Delhi on March 3, 2007 on the ground that her condition had improved and she was fit to leave hospital.
She was immediately arrested upon her return to Imphal and force fed at the Jawaharlal Nehru Hospital, Imphal.

Irom Sharmila, who has been on fast for over seven years demanding the complete removal of Armed Forces Special Powers Act 1958 from Manipur, reached Imphal on the morning of March 4 last year along with her brother Singhajit and a helper. After reaching Tulihal Airport, she proceeded directly to the Nupilal Complex and resumed her protest.

Dam, NIT and clean MPSC ?

Once again the State of Manipur has been put under multiple trail on socio-political and academical grounds even as the O. Ibobi Administration is still walking fragilely in the political corridor of uncertainties. Unfortunately, all the burning issues are of non-progressive and politically-motivated stand-off. In this part of the world just about every futuristic and positive subject-matter has put into controversial status by just about every local NGOs with the full blessings of influential political and student union leaders who ride for their own personal interests. This means that there are less honourable political, student and social leaders with progressive principles. A few good men, and few good ladies, have been drown with their solemn cries in the treacherous sea of uncertainties. Indeed, every socio-economically profitable and space-age-developmental projects have their own inevitable negative aspects of very much lower degree: some are negligible if the State-sponsored NGOs, the Central Govt itself, diplomatically handle the issues with tact, wisdom and full monetary assistance, plus incentives for general public support. With the “controversial” NIT, building site at Langol area, the revitalised MPSC yet again on target list, Tipamukh Dam and the capital law and order under very close observation, the near “walked-out” by the MU Tribal Students’ Union on the first day of March, 2008,etc. rounded up the woeful tales of explosive stories at present. When a divided house rules a volatile State, what could the general public and learned Citizens expect much better socio-political system! The massive JACs against the police and paramilitary force have regularly smart-bombed the State Govt, with endless bandhs and economical blockades on regular basis, so relentlessly over the past 5 or more years, so much so that even the shaky O. Ibobi Administration non chalantly has got used to them and as such remained unperturbed, seemingly unruffled by the hues and cries from all corners on all debatable but strictly constitutionally correct issues. Since O. Ibobi Administration has tactfully warded and weathered off the biggest political storms of its life time, any anti-State or anti-progressive Western-backed developmental project from one or two particular institutions, (politically boosted for personal interests), would be non-negotiable and should not be accepted under the present socio-geo-political circumstances. To put it diplomatically, once the Letters of Authorisation inked by the CM. O. Ibobi Singh, dried up there’s no turning back or unduly give in to various socio-political pressures.

Good things don’t come in cheap and easy and they sure as don’t fly in by themselves without a small price to pay. In these politico-economical cut-throat competitions in hi-tech world, it’s all about Who Dares Wins (SAS) and “Not by Strength, but by Guile” Special Boat Service (SBS) Diplomacy. In the past, only the highest authorities of the Central Govt who toured around the friendly world to seek and acquire multinational deals and highly developed nation’s hi-tech projects. The days of costly controversial deals and corruptible and monopolised foreign-sponsored projects are already numbered with their high-flying wings clipped for good. Now it is the State CM/Govt’s responsibility to fly out and rope in socio-economically profitable projects—the new “First Touch Wins System” is on the roll. And the highly promising Tipaimukh Dam would definitely see the better light of the other days to come since the under-achieving Loktak Hydro-electricity project has become more of a liability and a waste of time and resources.

The controversy over the hi-tech NIT project is all about the construction site, already inked and stamped to be built at Langol wetland area (Imphal West) despite the presence of so many ideal building sites in many valley areas along the national highways of Manipur. Indeed the much needed NIT project is an academical bounty, thanks to a New York-based hi-tech firm. The newly reorganised and revitalised MPSC is a boon to young learned scholars of all class, caste and creed off late. No force on earth could lawfully and honourably deny an honest, intelligent and learned scholar for a God-gifted rightful place in any fair form of competition if he or she has the required knowledge, full authority and the mental courage over the subject-matter. Though the highly independent activities of some subject union bodies against prescribed rules of the MPSC (same as that of the UPSC) were questionable, the lifting of age bar to 32 yrs for General category was a welcome one for late bloomers. The genuine age cut off question raised by some Manipuri citizens is very much answerable by the authority concerned.

Well, let’s hope if the neat and clean MPSC could live up to its new and dignified image as officially seen so far. The State of Manipur needs bright new faces, young and honest officers to guide through her darkest hours. And boy, aren’t there lots of brand new young bloods for the taking? Yes, indeed, there would surely be here in Manipur.

The Tipaimukh dam could be as profitable and dependable as the American’s Hoover Dam. The massive Hoover dam is situated in a high-risk earthquake zone and its man-made Lake is now a tourist paradise, and the top of the dam being a national highway bridge itself. It gives irrigation and drinking water apart from the huge supply of electricity all over the USA. Likewise, the State of Manipur needs a big dam in double quick time. If the Communist China successfully constructed the Three Gorges Dam in an open capitalist policy, boldly sacrificing ancient Buddhist temples, river-bank commercial towns, thousands of feudalist homesteads, Govt offices, rare animal species like the Pandas, rare delightful flora and fauna in an earthquake zone, why not in democratic NE States of India in a capitalist trading system?

In compliance with modern developmental projects of democratic nations, the Chinese Govt wisely took a big profitable gamble of highest degree in the form of a massive and quite gorgeous dam to lay the foundation for present and future generation’s highly Developed- China. Likewise the State and Central Govt took a most welcome opportunity by constructing the Tipaimukh Dam, presently arrested NIT project at hostile Langol areas, re-organising the MPSC on first gear with Prelims added to its recruitment, planning for a much larger international-class airport with state-of-art command and control system, upgrading the MU to Central varsity status (now in hot water with enraged MUTSU), new trading agreement with Burma, etc. Though under darky storms, Posterity and Destiny would surely make all the highly enterprising and socio-economically sound hi-tech projects overcome all these justifiable adversaries in one way or the other better ones peacefully.
