KSO takes up Sadar Hills cause

Imphal, Sep 14: The Kuki Students’ Organisation, KSO (Sadar Hills) has threa-tened to take up serious agitation including indefinite economic blockade to protest alleged failure of state machineries in Sadar Hills area.

The KSO-Sadar Hills urged the state government to address the plights of the people at the earliest failing which such indifferent attitude will amount to inviting agitations.

P Khongsai, information and publicity secretary (KSO-SH) categorically pointed out that offices of PHED, PWD, and Forest Department in Kangpokpi are defunct and exist only in name sake.

He lamented that the offices which were set up to minimize hardships of the people, being run from Imphal now, only multiplies grievances of the people.

It further said that the YAS, Veterinary, BSNL/BDO (Telecom) offices located in Kangpokpi, Fish- eries and Dispensary offices at Keithelmanbi were also found to be in shamble. It alleged, the staff attended offices as per their will, caring little for the people. Khongsai also questioned sincerity of the government in redressing plights of the people, pointing out that the SDC office at Chalwa inaugurated way back in 2002 still exist in the paper and alleged that no steps have been taken so far to make it functional. He also stated that two offices of SDC should be set up within Sadar Hills so as to minimize the hardship faced by the people.

As such, the KSO branch urged the government of Manipur to look into the matter and do the needful at the earliest time, failing which, it warned, the KSO (SH) is more than ready to launch any type of agitation including blockade of highway.

Meanwhile, it also appealed to the State Bank of India (SBI) authorities to appoint a manager and adequate staff in Kangpokpi SBI Branch office.

48-hr Sadar Hills bandh called over panchayat polls

IMPHAL, Sept 14: The Sadar Hills District Demand Committee, reiterating its stance for boycotting the panchayat elections scheduled on September 19 next, has called a 48-hour total bandh in the entire Sadar Hills area, including national highways 39 and 53 starting from midnight of September 17.

The bandh has also been called as a mark of protest against the state government for failing to fulfil their demands for upgradation of the Sadar Hills to a full-fledged district, said a spokesperson of the committee.

Haokholet Guite, president, Sadar Hills Demand Committee addressing mediapersons, said it was not the right step on the part of the government to introduce two forms of local self government in a scheduled area like the Sadar Hills, as it would only create misunderstanding amongst the Kukis and Nepalis who are the major inhabitants of the area.

The SHDDC, it may be mentioned, is claiming that four gram panchayat wards of Kanglatombi gram panchayat are lying within the jurisdiction of the Sadar hills, which the Sadar Hills autonomous district council also cover.

Guite, while asserting that the SHDDC is not interfering in the rights of the Nepalis, who are contesting the panchayat elections in various levels in the Sadar Hills, said there was an agreement signed between the leaders of both communities in 1974-75, to live together with mutual understanding in future and to work in the in another’s interest
Holding of panchayat elections in the area at this juncture would amount to violation of the agreement, he maintained.

He added that every one has the right to vote and contest as a candidate in the district council, and dual form of administration should not be introduced.

Regarding the demand for upgradation of the Sadar Hills, he pointed out that despite a series of protests in various forms by the people of Sadar Hills and the committee, demanding fullfledged a Sadar Hills district, the government has been neglecting their long-cherished and rightful demand.

He observed that the the SHDDC had taken up six-day office picketing in the Sadar Hills, including educational institutions in August, followed by a 48-hour bandh in pursuit of their demand.

A public meeting to take mandate on the issue of conversion of Sadar Hills into a fullfledged district was also to be held, but it was postponed due to the excessive rainfall and floods, he said.
However, the meeting would be held soon to take the public mandate, in which all people of Sadar Hills area will participate, he said.

He also observed that the Sadar Hills now has all necessary offices, institutions and infrastructure, of a full-fledged district, and all that is left is the official declaration and posting of a DC and an SP.

NEW DELHI, Sep 14: A team of 17 delegates led by chief minister O Ibobi Singh will represent Manipur at the North-East India Investment Opportunities Week to be organised in Bangkok from October 1 to 4 under the joint initiative of the ministry of development of north eastern region (DoNER), government of India, ministry of commerce, government of Thailand and Indian Chamber of Commerce, said the principal secretary (commerce and industries) of Manipur P Lawmkunga.

Power minister Phungzathang Tonsing, commerce and industries minister Y.Erabot, MPCC chief Gaikhangam will be in the team. The principal secretary (planning) PBO Warjri, secretary (tourism) BB Sharma, director (planning) K Mangi Singh, and director (commerce & industries) Dhiraj Yumnam are among the officials of the Manipur team. Kouna products from Manipur will be displayed in the exhibition to be inaugurated by the minister of commerce, Thailand Krirk-Krai Jirapaet on the fisrt day.

The planning director K Mangi Singh said the state government will make presentation to attract investors to invest in the fields of food processing, horticulture, tourism, power, information technology, handloom and handicrafts of Manipur.

In the presence of the chief ministers of all the north eastern states of India and the dignitaries from Thailand, the inaugural session will take place at the Queen Sirikit National Convention Center at 4 pm on October 1 with the minister of commerce, Thailand Krirk-Krai Jirapaet as chief guest. Union minister for DoNER Mani Shankar Aiyar will give the key-note address. It will be followed by the north east chief ministers’ conclave where each of the chief ministers of north eastern states will make their remark or Power Point presentation. In the evening, there will be a fashion show and cultural programme under the banner - Colours of Paradise at Retro Live Café.

In the forenoon of the second day, there will be a sectoral meeting on ‘Opportunities in tourism & hospitality’ with the presence of the minister of tourism, Thailand as chief guest and the Union minister of tourism Ambika Soni as guest of honour. In the afternoon, the sectoral meeting on ‘Opportunities for investment in the north east’ with the focus on infrastructure, agro & food, handloom/handicrafts will be held. Union Minister for DoNER, India, minister of commerce, Thailand, chief ministers of all the north eastern states of India and dignitaries from Thailand will attend the afternoon session.

Nagaland snubs Manipur on affiliation issue

Kohima, September 14: After more than a year of indecision, the Nagaland Government has brought in a legislation that allows schools from other States to get affiliated with the Nagaland Board of Secondary Education (NBSE)- a demand that has been growing among the Naga-inhabited areas of Manipur.

Nearly 4,000 students from Manipur appeared for the Class X board exams conducted by the NBSE earlier this year, but the pro-affiliation stance of the state’s Naga community has been strongly opposed by the Okram Ibobi Singh Government.

Speaking to The Indian Express from Kohima, Nagaland Education Minister Imkong Imchen said the legislation allowing affiliation of out-of-state schools to the NBSE had been enacted with immediate effect, although the same would be introduced in the Assembly and debated on the floor on September 18. “From now on, any school from any part of the country can get affiliated with the NBSE.

This is in keeping with the policy of ‘one nation, one Government’.

We understand the need to assimilate people”.

The minister added that there had been considerable pressure from NGOs such as the Naga Hoho and the Naga Students Federation to enact such a legislation.

The Nagas in Manipur, spearheaded by the All Naga Students Association, Manipur, have been pressing for schools in the four Naga-dominated districts to be affiliated with the Nagaland board, a demand refused outrightly by the Manipur Government.

Initially, the Nagaland Government had also expressed its inability to allow the same, as it wasn’t covered by the existing provisions of the NBSE.

The NBSE syllabus has, as part of its curriculum, chapters on the Naga struggle for independence and ongoing peace process as well.

“What is the harm in including the Naga struggle in the syllabus? The issue is no longer a hidden agenda.

It has now become a national issue.

In the exams conducted this year, we allowed several thousand students from Manipur to appear, although their schools were not affiliated”.

The pro-affiliation move has also faced resistance from Naga militants.

The NSCN (K) had offloaded students travelling by bus from Tamenglong in Manipur to Kohima, and had pushed the vehicle down a ravine to express their opposition.

One reason could, of course, be that the move is regarded as being part of the NSCN (I-M)’s efforts at integration of all Naga-inhabited areas in the region under one administrative roof.

Going by its steadily deteriorating infrastructure, Imphal could well be called a dying city. Crumbling roads, clogged drains, a non-existent waste management infrastructure that has led to the already overburdened and congested roads being used as garbage dumps, spotty and uncertain delivery of basic utilities such as power and drinking water, chaotic public transportation system, the list could go on. All of this, against a backdrop of an ever increasing population and continuing unplanned growth, make the lives of the denizens of this not-so fair city a daily trial. Presiding over all of this is a powerless and more or less non-functional municipal body, while the state government, enamoured as it is with high profile and funding-intensive projects, seems not to have reaslised that even with the existing infrastructure, regular maintenance and upkeep can make the lives of Imphalites a whole lot easier. To take the recent floods as an instance, it has been seen that even after river water levels returned to normal, heavy water logging persisted for days in many areas of the eastern part of Imphal. This was primarily because, with the generally poor drainage network in the area, the accumulated flood water had nowhere to go. This, significantly, wasn’t the case in most areas in the western half of the city, which in any case escaped serious flooding, thanks mostly to the fact that the drainage network here, including natural drainages like the Waisel Maril, had been cleaned up a couple of years back. It is also noticed that the concerned authorities, presumably wiser after the event, have begun cleaning up drains in areas such as Wangkhei in the last couple of days,. One is inclined to think that this is somewhat like locking the stable doors after the horse has bolted, but nevertheless the step is welcome, since it would doubtlessly make the next floods a little more endurable.

Speaking of infrastructural lacunae, the horrible condition of the roads in Imphal have made commuting a task that is inconvenient at best, and a nightmare at worst. With concerned engineers maintaining a sporadic and haphazard maintenance schedule that is a mystery to all save themselves, cracked blacktopping and unfilled potholes have become a common sight even on major thoroughfares such as the Airport road, Kanglapark and the Sanjenthong bridge to Nityapat Chuthek, even though these are frequented by top bureaucrats and elected representatives of the land. Most other roads, particularly in the outlying areas of the city, may best be described as dirt tracks. But worse off than these are the roads in what should properly be the heart of the city - its commercial district. No other city in the world, we imagine, would leave the streets its chief commercial areas in the condition that the roads of downtown Imphal are in. The Thangal Bazar road, at places like the PC Jain corner, for instance, resembles nothing as much as a village street in one of the interior districts. Shoppers frequenting the area are constantly forced to endure dirt and mud and slush, and the ugly and noxious piles of garbage piled nearly do nothing to improve the picture. The entire MG Avenue area, particularly the stretch in front of the State Bank of India, (an area which probably sees the highest load of vehicular traffic on any day) is if anything, worse condition, and most sections of the Dharamsala road, Allu Galli and Paona Bazar are no better off. State PWD minister K Ranjit has given us the impression of a man of action. His frequent trips to the hill districts for inspection of roads and other infrastructure work taken up by its department, and the prompt action he has taken in pulling up concerned officials whose work is not up to the mark have come as a breath of fresh air. However, he seems to have missed out on what is going wrong within Imphal. We would suggest, therefore, that the next trip he makes, he should rope in his good friend the state MAHUD minister and take a tour of Imphal city area itself, particularly the bazar area, and see for himself what conditions are like, if he has not before. We would also presume to suggest, if any one deserves action taken against them for negligence and misfeasance in performing their duties, it is the engineers who are responsible for maintenance and upkeep of the city’s roads, and the contractors who have refused to perform their assigned works.

Sub-standard constructions in Manipur

Works Minister K. Ranjit deserves a pat in the head for his commendable campaign against the wide-spread sub-standard constructions in the state.No other minister had done so in the state and elsewhere. All sections of people who are concerned about the daylight robbery of the public money by the criminals of all hues ought to give unflinching support to him.There is no gainsaying the fact that money meant for the quality construction of roads, bridges and government offices had been swindled. There are palatial buildings, filthy lucre improportionate to the known incomes of the owners who happen to be the most respected ones in the society.

However in his enthusiasm to check massive corruption Ranjit is putting the horse before the cart. If he wants to go on with his campaign, more importantly, if he wants to send the culprits behind the bars something concrete should be done. First of all, it should be admitted frankly that Ranjit is not an expert in the real sense of the word.He is not supposed to know whether the construction of the buildings,etc had been upto the standard or below it. What he says in this respect in a court of law will not hold any waters. If there is no intention of producing the suspended officials and the contractors in the law court for prosecution then there is nothing more to say. If justice is to be meted out in the most deterrant way a technical expert committee from other parts of India (but never from Manipur itself) should be constituted to examine the construction quality. The committee should be the one which will depose before a law court while prosecuting the accused persons. Though limelight is necessary to send a signal to other criminals Ranjit should travel along with the expert committee members to examine the construction quality.

Some years back one Imphal West DC had raided one petrol pump in Imphal under much fanfare. The owners of all sorts of vehicles were overjoyed since it meant that there shall be no more petrol adulteration. However the people were disappointed and disillusioned since the DC made no further raids. Or rather, the owners of the petrol pumps might have seen to it that he discontinues the raids. That was the end of the campaign and untrammeled sale of adulterated petrol was resumed within minutes. Recently one local newspaper had published a newsreport and photograph showing that one petrol pump was selling a strange liquid said to be petrol. The DC concerned announced that samples had been seized and adequate actions will be taken up. What kind of actions had been taken up ?

In the 1960s major parts of the industrial town of Digboi was under the control of Europeans who were high officials in the AOC. Under their supervision there were quality constructions of roads, footpaths, residential areas,marketing malls,etc.I was told that after their departure from Digboi the roads conditions had been degenerated to the Indian standard. The national highway 39 was one of the best ones. However after India's independence everybody can see the horrible condition. But then the officials of Assam are honest to a certain degree since the NH 39 is in excellent condition. Besides repairing works, road signals, etc are carried on in an appreciable manner. The honesty of the officials and elected representatives in Nagaland and Manipur is best left to the imagination of the people on the basis of the horrible condition of the highway under these states. A game trail in the mountain is much better than this national highway. There has been a public outcry against the horrible road condition and the state governments have been turning a deaf ear for reasons not far to seek. Major chunk of the whopping sums released every year for the repairing, improvement of the NH 39 must have gone to the private pockets. My first experience of cheating people of their money was at the Kumbi primary health sub centre.The hospital and residence of the doctor had been "repaired" and money taken by the contractor. What I saw was that just the sides of the hospital and residence facing the main road had been painted with cheap colour and small planks nailed to conceal the crack, etc. After this unsavoury experience I have been seeing everything, everywhere. It is very deplorable that in the Indian system of democracy there is no policy to oversee the so-called constructions by a state government.

The European engineers I had mentioned above used to supervise the construction works. This explains how there was quality construction. But perhaps Manipur is the only place where the casual construction labourer, who are unskilled ones, who carry on the construction works. The engineers and the contractors perhaps feel that it is beneath their dignity to visit the work sites for supervision. The engineers approve of the construction works over the table for well known reasons. The labourers squirrel cement, iron rods, etc for their pocket money. In case of big constructions most of these items go to other private constructions.

Ranjit has made an honest and encouraging beginning.If his campaign has to pay dividends he should take precautions and fulfil other conditions so that the guilty ones do not escape. If, on the other hand, he carries on his style of inspection and suspension of the officials nothing will come out of the much acclaimed campaign.

Landslides at Shajouba assessed,Unofficial report puts Shajouba loss at Rs. 2.68 cr

SHAJOUBA, SENAPATI, Sep 14: A ministerial team led by PHED Minister TN Haokip visited the landslide affected areas in Senapati district to take stock of the situation and assess the damages.

The PHED minister was accompanied by Works Minister K Ranjit, IFCD Minister N Biren, Transport Minister L Jayentakumar and Tribal Development Minister DD Thaisii.

The ministerial team visited the landslides affected areas along the Tadubi-Tungjoy-Laii Kharasam state highway and interacted with the affected people. The Lower Shajouba Village under Paomata sub-division was worst affected by the landslides.

In a meeting held at the Shajouba Community Hall, representative of the Committee, Shajouba Landslides Disaster Management, a body instituted to manage the post-disaster and rehabilitation needs of the affected people, L Daili highlighted a report of damages that were incurred.

As per the unofficial report submitted by the committee, 49 houses, 1.5 sq km of paddy fields and horticultural farming areas were destroyed by the landslides. Daili said that damages to the tune of Rs 2.86 crores were incurred due to the landslides.

The unofficial source further estimated that a stretch of 250 metres state highway have sunk to 200 feet below the normal road level. It also quoted that 232 people were displaced. The displaced people are being sheltered at the emergency relief camp at Shajouba UJB School.
He said that after the people evacuated the area fearing possibility of landslides, on the morning of September 9 the state highway plunged destroying the houses and agricultural lands along with standing crops.
Fortunately there was no lost of live due to timely evacuation.
The PHED Minister TN Haokip informed that the geological survey team already visited the site to do preliminary assessment and care will be taken even at the nearby Tadubi areas to avoid such disasters. The minister said that medical team will be sent soon.
TN Haokip asked the Senapati DC to submit an official report of the lost incurred at the earliest so that relief and rehabilitation steps can be taken up soon.

Highlighting the plight of the valley, which is caught in flood, the minister said that natural disasters affected both hills and valley and speedy measures will be taken up to address the needful.
Works Minister K Ranjit said that the CM assured that affected people will be helped for rehabilitation. He said that the 300 metres of the NH 39 along Imphal-Moreh road was destroyed by flood and work is on full swing to make the same motorable by 16th September.
Ranjit said, “At Shajouba we need to find an alternate site for constructing the state highway. It will take only 3-4 days to construct the road. So we need the cooperation of the villagers.”

The meeting was also attended by M Thorii, RK Theko, Francis Ngajokpa, government officials and local leaders. As an immediate relief, the visiting ministerial team gave Rs 50,000 to the committee. The works department gave another 10,000.

As conveyed by K Benjamin, convener of the committee, “The landslides at Shajouba Village may not have happened if the government was sincere to understand the plight of general people by constructing proper drainage system. The conditions were made more vulnerable by installing only two culverts through the stretch of 4 kms from Tadubi to Shajouba.”

The landslides have also affected the interstate road connecting Chakeshang of Nagaland. The people said that to avert future occurrence of such avoidable disasters, pucca drainage systems should be constructed and proper retaining walls be constructed.
Nipuni, 35, recounted the incident. He said, “On 8th cracks appeared. Out of anticipation of greater danger, we evacuated the area. And the next morning, the earth swallowed our home and fields. It was scary.”

Nipuni is now staying at the relief camp at the Shajouba UJB, 3 kms from the landslide areas, with his wife and three children. The chairman of the relief committee, DR Losii said that some assistance from the government was received. He said that 19 quintals of rice, 200 kg of dal, 45 kg ghee and 50 kg salt was given by the government.

Most of the villagers said that such landslides had not occurred during their lifetime. Sunny, an SO in electricity department from Lower Shajouba Village said, “The landslides were not at all anticipated. Even my father said such disasters had not occurred during his lifetime.”

The affected villagers are slowly rebuilding their shaken lives and homes. Construction has already begun by some of the better-off families with the help from the neighbouring villagers.

Livingstone and the Naga insurgency

The peaceful demise of the NSCN(IM)’s senior-most original tactical commander S/S Col Livingstone Tangkhul, with his boots-off, in Ukhrul district on 12th September 2007, has left a big hole in a long fought insurgency movement of the Nagas in Manipur range. His tactical achievements in field combats during his heydays, the end results notwithstanding, like S/S Maj T James Kipgen of the Kuki National Front (KNF), with audacious precision strikes and mental courage, would be almost unsurpassable. Simple and known to be soft-spoken, military-minded as he was, ‘Col’ Livingstone must have to be the tactical commander who strategically lifted the military might of the NSCN(IM) to its highest fighting force to reckon with. Of course, his fellow field commanders like ‘Brig’ Atem, Ramkhating, etc. might have been a part of the NSCN(IM) strike force who put the fear of God in the minds of the State police, MR and central paramilitary forces in the mid-1980s, but Mr T Linvingstone lived up to his name by keeping a low profile with high profile tactical achievements. Since he was the top most commander of the ‘much-feared’ NSCN(IM), three of the most audacious and successful ambushes and one unparalleled arms-looting i.e. decamping of as many as 95 SLRs about four LMGs, 10 Sten Carbines, pistols and mortars, HF radios, plus over 2000 rds of assorted ammos at the Naga Oinam’s AR post with Machiavellian ruse works, ought to be rightfully attributed to this Tangkhul-Naga warrior too. Unfortunately, nine AR jawans, including a JCO, were hacked to death with hands tied. What happened in the aftermath was unrecorded history.

He seemed to have no personal hatred to the Kukis as a whole though things might have changed otherwise drastically. Mr Livingstone was said to be one of the first UG outfits’ commanders to introduce the then princely Kalashnikovs and M-16 amongst the NE UG fraternity. And it was during his strong leadership period when the NSCN(IM) militants killed as many as 25 or more armed forces personnel in three stunning and bloody ambushes. Another 34 jawans of AR and BRTF were unceremoniously mowed by suspected NSCN(IM) about 10 years back in Tamenglong district with a same precision strikes and tactical set up. In insurgency movement and CI OPs, it is the number of dead bodies and arms looted or recovered that really matters most, an open example of achievement, as long as the victims are not civilians or unarmed persons. Everything is free and fair in war and love, and the killings are not inhuman nor ungodly in real gun-battles, armed encounters and conventional ambushes, etc. However, any type of avoidable killings on any purpose has to be condoned and condemned by one and all, especially in strict Christian tradition.

Since the name of the late Livingstone was quite conspicuous by its absence during the bloody Kuki-Naga ethnic war, it is hard to pass any judgment upon his political role as an influential NSCN(IM) senior commander. It would be very interesting for any research scholar to know whether he was instrumental in keeping most of the proper Ukhrul district areas calm and peaceful amidst gruesome killings in all other Naga-inhabited areas. He was still a respectable force to be reckoned with at that crucial time period. But then, past is past and ‘Col’ Livingstone alone could not single-handedly changed the course of that horrific ethnic war. However, Mr Livingstone definitely has a rightful place among the best of UG outfit’s commanders in the history of NE insurgency movement. As for his life after death, only the Almighty God has the right to pass judgment for his deeds on earth. Though he might not have any direct hand nor authorised the gory massacres during the Kuki-Naga ethnic war, it was sincerely more appropriate for him to pass away peacefully a couple of day before 13th September, since the 13th day of September is observed as the Black Day of the Kukis.

In time honoured military Code of Honour, a fitting tribute has to be given for his real combat achievements and for his dedication to the cause of the Naga Nation in two different insurgency movements. His factual activities and status ought to be put together in full details, both the good and the bad parts, by learned Naga military researchers along with other past NSCN(IM)’s top commanders. The rise of ‘Col’ Livingstone, ‘Maj Gen’ Atem, Th Muivah and SS Khaplang etc in Manipur insurgency movements coincided with the rise of one Ahanthem Romen Kumar, SP of Imphal dist, then MPS officer and young SIs N Lokhon and Mobi, ASIs Krishnatombi, Rajen etc which saw the formation of a strike force called ‘police commandos’ armed only with 9mm pistols, Sten Carbines and .303 rifles for other ranks. At that time, the most well-known PLA commander was one Temba, whose Kuki-wife, Mary was interned at the Leimakhong Army’s prison. The professional relationship between the then CM of Manipur, Shri Rishang Keishing, also on the rise, with the then SP, Imphal, A Romenkumar (now IPS, IG L/O 1) was rather quite similar to this present CM of Manipur and the SP, Imphal-West, in all technical aspects pertaining to revitalisation of the State’s capital law-enforcement. Whatsoever the other professional records might be, Shri Romenkumar Singh, IPS, one of the most decorated police officers in India, should be given the hard earned credit for forming the now much-feared Manipur Police Commandos. Those who ought to be honoured, has to be sincerely honoured.

At present Mr Livingstone had left behind a well-respected UG militant outfit i.e the NSCN(IM), in its most uncertain and tumultuous hours at the hands of two powerful Naga UG leaders. His high-flying strike forces warriors which created a terror in the minds of his enemy have now been grounded for nearly 10 years period without combat experiences since the signing of Ceasefire with the GOI. Without any major arms procurement, training and recruitments, military exercises, etc, the NSCN(IM) would be hard pressed to drive home their once powerful voice if there has to be any full scale counter-offensive against the GOI, as once hinted clearly by the NSCN(IM) Supremo, Th Muivah. During an interview with Jonathan Head, then Correspondent, BBC South-East Asia, on 5th July, 2001, asked ‘if the NSCN(IM) would be prepared to go back to the armed struggle’, Mr Th Muivah swiftly replied: ‘Yes we are bound (sic), there is no other option. If the Indian Govt would betray us, we cannot honour them and there is no (other) solution whatsover. We have to honour our own commitment, they must also honour their own commitment. Then there can (only) be mutual trust between us, so the Peace (talk) would go smoothly. Otherwise it is meaningless to talk. We can fight. Naturally, we will be forced to go back to square one’. Well, that was about 6 years ago, but the situation is pretty quite different now. The GOI’s representatives have virtually tried to run down the clock upon the ageing and the older NSCN(IM) leadership. Time is running out for them after all these years but not a single peaceful or ‘profitable’ argument has been signed officially between the GOI and NSCN(IM) till now. The question is blowing in the wind. Will they or won’t they? With the ever stronger NSCN(K) on open war-path and so intimidating with equal fire-power, things are not as rosy and calm as they se-em to be. Anything could happen if not tackle well.

Kukis renew justice plea

The Kuki community in Manipur today urged the Centre to ensure justice for its people who were killed by Naga militants in the early Nineties. The Kukis reminded Delhi about its “failure” to ensure “justice” for over 900 Kukis, who were allegedly killed by the NSCN (I-M).

The Kukis also alleged that over 350 villages were razed by the NSCN (I-M) during the Naga-Kuki clashes.

The Kuki community observed today as “black day” in memory of the Kukis killed during the ethnic clashes between 1992 and 1995.

Armed Naga militants slaughtered 105 unarmed Kuki women, children and elderly men at Joupi in Tamenglong district and Gelnel in Senapati district on this day in 1993. The Kukis have been observing this day as Black Day every year.

Highlights of today’s programme included group prayers in churches and hoisting of black flags atop houses belonging to Kukis.

Members of the Kuki community suspended the day’s routine activities. “Prayers were held in every church located in the Kuki-inhabited areas today. We did not work today. We also put up black flags atop every house,” said Apao Haokip, adviser of the Kuki Students Organisation.

A prayer meeting was also held at Imphal’s Kuki Inn. Important Kuki leaders, including student leaders and community leaders, took part in the programme.

Haokip said the prayers were held for attaining peace in society and in memory of those killed. “We only pray for peace. We do not have any yearning for revenge in our minds when we observe this ‘black day’,” another Kuki leader said.

In a statement, T. Lunkim, adviser to the Kuki Inpi, Manipur, pointed out that the last rites of those killed during the clashes were yet to be performed.

The Kuki Inpi, Manipur, undertook a peace initiative with the United Naga Council (UNC) in 1994. But the UNC spurned the peace initiative, he claimed.

Asserting that the Kukis in Manipur were seeking justice for the Kukis killed and Kuki villages devastated by the NSCN (I-M), he complained that the Centre has not done anything to deliver justice.

“The NSCN (I-M) killed the Kukis as part of its struggle for freedom. But if the Centre is not going to protect the Kukis, who will protect us?” the adviser of the apex organisation of the Kukis asked.

On September 3, 10 Kuki Liberation Army (KLA) activists were killed by the NSCN (I-M) at Tangkhul Hundung in Ukhrul district.

The incident sparked considerable tension between the communities. However, the tension subsided after the Kuki Inpi, Manipur, and the UNC intervened.

However, the KLA has not withdrawn its demand seeking that the weapons snatched by the NSCN (I-M) from the slain activists be returned. The outfit also wants the dispute settled in accordance with customary tribal laws.

The Kuki community also rejected charges levelled by the NSCN (I-M) that the KLA comprised anti-revolutionary and criminal elements, which had hijacked vehicles and abducted people for ransom.
