Gloria Nianghoikim impressed me the most. it's kinda like she lost her bf and wanna find him wherever he is. She first express her desire for her bf at the 1st part, the second part talks about her longing for her bf during the valentine's day. the third part states that she wants to be with her bf on the valentine's day because everyone was with their bf or gf and enjoying the joy of valentine's day and she concluded her poem by saying that her bf wasn't with her and she so much long for him and asked everyone to tell her if anyone know her bf's whereabouts. So, i voted Gloria Nianghoikim.

Militant Org asks Manipur CM to stop 'state violence'

Imphal: A militant organisation here today asked Manipur Chief Minister O Ibobi Singh to stop the "state (sponsored) terrorism" by February 20 failing which his government would have to face consequences. In a statement here, People's Revolutionary Party of Kangleipak (PREPAK) demanded the Chief Minister to instruct police and security forces "to stop killing innocent persons in the name of fighting militants".

The outfit alleged that the Manipur has become a society of "widows and orphans" because of "state terrorism", saying the "Chief Minister was a silent spectator" on the issue.

The group also warned of targeting the police if the deadline was not met. It has given a list of people who were allegedly killed by security personnel in recent weeks.

The Prepak had exploded grenades near the Chief Minister's official residence in September and October last year, official sources said.

Manipur varsity VC’s resignation demanded

IMPHAL, Feb 13 – Manipur University Students’ Union has demanded resignation of the Vice Chancellor, Pro-Vice Chancellor and Registrar for postponing the selection process for appointment of professors.

“We have been boycotting the three officials for the past three days and protested against them on Wednesday inside the university,” a statement issued here by the Union said.

However, their protests would not affect the normal routine work of the University, the statement claimed while criticising the ‘hidden agenda’ of the University authorities while trying to appoint professors for some departments.

Imphal: The Manipur government is planning to construct 80 gym-cum youth centres in the state, Sports Minister N Biren Singh said today. Inaugurating the sixth Birchandra junior football championship here, Mr Singh said the centres would have state-of-the-art physical training equipment. As the state has been producing large numbers of talented sports persons, the new centres would help in giving momentum to the sports culture, he said. Mr Singh also appealed to work hard to organise state and national level tournaments rather than concentrating on local tournaments. (UNI)


Assam Govt eyes Kenyan model to improve tea quality

Guwahati: In an endeavour to regain Assam tea's quality, the Assam government was planning bringing all small tea growers and Bought Leave Factories (BLF) under an umbrella and emulate the Kenyan model of success in the tea sector.

Briefing newsmen on Thursday after leading a team of officials and small tea growers to Kenya recently, state Commerce and Industries Minister Pradyut Bordoloi said the government was mulling several steps to enhance the quality of Assam tea, which was fast losing its international brand image due to unchecked increase in production.

''The small tea growers, which contribute 29 per cent of total tea leaves produced in the state, must be organized as declining quality of Assam tea is also linked with uncontrolled rise of small tea gardens and BLF,'' he said.

He informed that the state government was mulling registration of BLF and lying down of mandatory clauses, like demarcation of catchment areas of potential for each BLF, to check the mushrooming growth and bring more accountability on part of the producers.

The government would also be approaching Tocklai tea research centre for guiding the small tea growers against nominal charges as ignorance of fertilisers and chemicals leads to decline in quality very often, Mr Bordoloi said.

Highlighting that Kenyan tea had captured world market after starting production with imported seeds and clones from Tocklai here, the minister said most of the new proposals being now actively mooted by the state government were in emulation of the Kenyan success story.

Pointing that Kenya's small tea growers accounted for about 60 per cent of its total production, he said the role of cooperatives and self-help groups, besides organisation of the sector in a systematic manner, had gone a long way in ensuring small tea growers’ success in the African country. Social activist Hem Bhai received the award for 2005, while noted author Taffajul Ali was conferred the award for 2006 posthumously. The award for 2007 was conferred on author Dr Birendranath Dutta.

The award, instituted by the state government in 2004, was in name of the great Muslim preacher and saint Azan Pir, who came to the North East to unify the people of the Brahmaputra valley and preach Islam in Assam. (UNI)

The District Magistrate Padmini Singla and Superintendent of Police Hibu Tamang rushed to Itanagar police station with reinforcements as around 3000 agitating employees gathered near the PS disrupting traffic.

The state government invoked the Essential Service Maintenance Act (ESMA) on Wednesday after the members the Confederation of Service Associations of Arunachal Pradesh refused to call off their strike started on February 5. The state government under a recent agreement with CoSAAP leaders implemented the recommendations from January last with some modifications, including only 6 months arrear. (PTI)


Sikkim sees 10 pc rise in tourist arrivals

Gangtok: The economic slowdown across the world may hit the tourism industry in other parts of the country, but the tourism sector in the Himalayan state of Sikkim has risen by over 10 per cent till last year, according to figure compiled by the tourism department.

The tiny state, world famous for its pristine landscape, snow-capped mountains and lakes received 3.87 lakh tourists in 2008 in comparison to 3.49 lakh tourists in the year before, the department release said today.

The number of visiting domestic tourists stood at 3.68 lakh last year as against 3.31 lakh in 2007, while the foreign tourists' intake last year was 19,154 as against the corresponding figure of 17,837. (PTI)

Official sources here on Thursday said the deceased militant,identified as Lojendra Langthasa, was shot dead near Khalimindisa under Maibong police station on Wednesday evening.

In another incident in this headquarter town, the house of DHD (Jewel faction) 'commander' Morung was ransacked by unidentified miscreants.

Agartala: In a bid to strengthen Self Help Groups(SHG) and encourage commercial banks in micro-financing activities in Northeastern states, the NABARD and Association for Research on People And Nature (ARPAN) on Thursday sent a delegation of 15 bankers of Assam and Arunachal Pradesh to Bangladesh. The delegates, including top bureaucrats of the states, would attend a five-day training and exposure visit to internationally acclaimed micro-finance institutions like Bangladesh Rural Advancement Committee (BRAC), Village Education Resource Centre (VERC) and Gramin Bank in Bangladesh, ARPAN secretary and leading Rural Development expert of Northeast Dr Jayanta Choudhury said.

Dr Choudhury said at the end of the programme the participants would be able to explain the intricacies of micro-finance sector, describe the characteristics of micro-finance institutions in Bangladesh vis-à-vis India and elaborate the system/techniques of appraisal and monitoring of micro-finance programmes to accelerate the growth of rural economy of India. They would monitor the bankers activities for encouraging micro finance and development of rural economy after the training, he said. (UNI)

Guwahati: Environment and wildlife enthusiasts and workers in the North East has been provided with a rare opportunity to view works of some of the world’s best wildlife and environmental filmmakers in the two-day Wildscreen Festival that began at the picturesque Shilpagram auditorium here on Thursday.

Wildscreen, the world’s largest and most prestigious wildlife film festival has come to this part of the country, thanks to the collaboration between British Council and Aaranyak, a green brigade based in the region.

"We in British Council have decided to choose Guwahati over many other locations in the country to hold the Wildscreen Festival for the reason that it is located in a bio-diversity hotspot on the planet. We were sure the festival would help raise consciousness among the people of the region over the global warming and other environmental issues facing the world as on date," British Council official Sujata Sen said.

Renowned films like ‘Can We save Planet Earth ?’, ‘Life in Clod Blood-Armoured Giants’ , Earth: The Power of the Planet –Atmosphere, 'Global Dimming’, ‘The Animals Save the Planet’ are being screen here as part of the Wildscreen Festival’s tour across Indian cities and Sri Lanka this month.

As part of the festivals, noted environmentalist, filmmakers and technical experts in filmmaking will hold master classes for environment workers and students as part of the film festival.

Wildscreen Festival aims to encourage and applaud excellence in producing films about natural world, so as to increase global viewing.

The Festival is part of British Council’s Low Carbon Futures project, which aims to mitigate the effects of Climate Change in an urban environment.

Reflecting on one year of the Forest Rights Act

This issue of Kalpavriksh' s newsletter marks one year of implementation of the Forest Rights Act. A lot has moved, but also a lot has remained motionless. Newsletter 5 reported that over 8 lakh claims have been received from forest-dwelling communities. Almost two lakh titles to forestland and resources have also been recognized. Of course, the pace and system of the claims and recognition of rights process has varied hugely between and within states. However, looking back at the year, a few issues jump out as being significant. These are worth our reflection.

"Tribal Land Rights Act"

This law has been strongly perceived and acted upon as a law primarily to grant individual land pattas to Scheduled Tribes. As a result, two key results are apparent. Firstly, important provisions of the Act dealing with community forest resource (including biodiversity conservation) , rights to minor forest produce, traditional knowledge, and empowerment of gram sabhas for conservation, have remained neglected. Secondly, in many areas, non-tribal forest-dwellers have expressed either a disinterest to engage with the claims process or anger at being excluded. Technically, the responsibility of accurate information outreach lies with State Tribal Welfare Departments (TWD) and in a few cases, TWD material has been factually incorrect. However, the perception of the Act as a land rights Act is also rooted in larger socio-political issues: vested political interests, the culmination of a long-standing struggle for land tenure and so on.

* Implementation robust where civil society is active

The implementation of this Act, i.e. processes of distribution of claims forms, information dissemination to forest-dwelling communities, support for filling claims forms, verification of claims, intimation to Sub-Divisional and Divisional Committees and action against violations, have been most robust where civil society (NGOs, community-based organizations and movements) are active. In some districts, Forest Department officials and proactive District Collectors have also taken the initiative for effective implementation. One such example in point is the application of "gram sabha" at either a panchayat or hamlet level. As we have reported in previous newsletters, civil society groups have been strong enough to demand gram sabhas at a hamlet level, arguing that the panchayat is a large and political institution. This is converse to cases where groups are not active. Here, gram sabhas have been constituted at a panchayat level.

* Legal clarifications needed from State and Central Governments

In spite of a year having gone by, a number of legal ambiguities continue to pester implementation of the Act. For example, Section 2 of the Act stipulates a list of basic development facilities (anganwadis, hospitals, schools, fair price shops etc.) that forest-dwelling communities are entitled to under this law. However, it is still unclear whether communities can claim these facilities or whether they have to be negotiated with relevant government departments. This is especially ambiguous given that the Ministry of Environment and Forests (MoEF) has stated that it is preparing guidelines on how forestland will be diverted for this purpose. Till date, the MoEF has not issued any guidelines and our understanding is that no communities have submitted claims for development facilities. There also remains a lack of clarity on the institutional arrangements between communities that claim community forest management rights and the Forest Department that has jurisdiction (under the Forest Act) over the areas being claimed; this would be compounded in the case of protected areas where the Wild Life Act also comes into play.

* Writ Petitions and stay orders pending disposal

Two writ petitions in the Supreme Court and seven in state High Courts have been filed calling for the annulment of the Act. While some State High Courts have issued stay orders against distributing of titles under the Act, there has been no stay from the Supreme Court. This issue of the newsletter also reports about the failure of the Ministry of Tribal Affairs to adequately deal with the petitions. So far, the petitions have not blocked implementation. However, as the claims processes come to a close and forest-dwelling communities expect quick responses to their submissions, State Governments will be forced to deal with the stay order against pattas.

* Invisible Critical Wildlife Habitats

Critical Wildlife Habitats were welcomed as a conservation opportunity. They were viewed as the chance to revaluate important wildlife areas and develop adequate management strategies. However, very little movement has taken place vis-à-vis these habitats. As per official information from the MoEF, the Central Level Expert Committee for the declaration of Critical Wildlife Habitats was constituted on 31st October 2007. Furthermore, as of 21st January 2009, 14 States and two Union Territories have constituted State Level Committees for the identification of Critical Wildlife Habitats. However, no proposals from the State Governments have been received for consideration of the Central Expert Committee. No meetings have occurred and consequently, no wildlife areas have been declared Critical Wildlife Habitats.

As the year proceeds, it is difficult to predict if the above issues will remain, intensify, or get ironed out. However, whether this law will actually empower forest-dwelling communities or be an opportunity to re-strategize our conservation methods, remains to be seen.

Mega Food Park for Mizoram, Nagaland

Dimapur, February 13 (MExN): The Central government will set up two mega-food parks, one each in Nagaland and Mizoram. An assurance to this effect was given to the Mizoram Chief Minister Lalthanhawla by the Food Processing Minister Subodh Kant Sahay in New Delhi today. According to information received, the two food parks to be set up in Dimapur and Aizawl will come up in the next fiscal. The Union minister has urged the authorities to prepare a detailed project report for this purpose.

Sahay said that the northeast has potential of promoting food processing industry and a national-level conference is being organized in Dimapur shortly to enthuse potential investors. It may be mentioned that Obang Longchari, the newly appointed Regional Chairman, North East Zone—II under the Union Ministry of Food Processing Industries had informed about the proposal for setting up of a Mega Food Park in Dimapur.

Own decision, Naga women say ‘YES’ to 33%

Kohima | February 13: A consultative meeting on the 108th Constitution Amendment (Women Reservation) 2008 was held at the ATI complex in Kohima this evening with all Naga women representative, tribes, hohos, unions and women political wings. The meeting was called by the Nagaland State Commission for Women. After thorough deliberations, the house resolved to go for 33% reservation. 100% of the representative agreed to go for the 33% quota. They also demanded that the municipal act should be implemented.

Rosemary Dzüvichu, expert member of the National Commission for Women and Khesheli Chishi, Registrar in the Kohima bench of the Guwahati High Court were the resource persons. Rosemary said reservation is the first step towards democracy, law and their practice. She said there is a need to know the power of women. “Many women don’t know or understand the power we have.

The biggest problem for our Naga women is that we don’t know to support each other, we need to change this”, she said while suggesting that tribal women organizations should have a network with the State Women Commission. “Till women come together our voices are not heard beyond our State. We should not allow reducing the 33% because it is already in the bill”, the NCW expert-member reminded.

Also, Khesheli Chishi said women must unite. She highlighted the legal right of Naga women and said the mindset of women has to change. She also pointed out that woman folks are not strong enough or even united.

Meanwhile, based on the decision arrived at, today, calling for implementation of the 33% women’s reservation, a delegation comprising of two members from each organization, tribal units will meet with the Governor of Nagaland at the earliest.

Rano Saiza was also present at the meeting. The meeting was chaired by Abeni TCK member of Nagaland State Women Commission. Sano Vamuzo, chairman of the NSCW said the introduction while the vote of thanks was offered by Ellen Konyak, member of the Nagaland State Women Commission.

Church sees political stunt in opposition to Valentine's Day

NEW DELHI (UCAN) -- Some Hindus and Muslims have threatened to disrupt Valentine's Day programs, but others, including Christians, see such actions as politically motivated moves in an election year. Those opposing the Feb. 14 celebrations dismiss them as part of a decadent Western culture influenced by Christianity. They see lovers who exchange cards and gifts or go on dates as violating traditional Indian values.

On Feb. 12, however, under public pressure, Sri Rama Sene (army of Lord Ram) called off its plan to disrupt Valentine's Day programs in Bangalore, Karnataka state's capital. Its statement said it did not want to damage the image of Karnataka's government.

The Hindu group, based in the southern state, had threatened that its members would look out for couples celebrating the special day in public and take them to temples where they would be married. If the woman objected, she would be forced to declare that her lover is her brother.

Other Hindu groups also vowed not to allow "vulgarity" on Valentine's Day, and a Muslim group joined them.

The Students Islamic Organization of India announced on Feb. 9 that its members would organize anti-Valentine's day campaigns in college campuses in Bangalore, Mumbai and New Delhi. However, the group said it would not undertake any kind of moral policing.

Women and youth groups had protested Sri Rama Sene's plan to disrupt Valentine's Day programs, which it announced on Feb. 4. The newly formed Consortium of Pub-going, Loose and Forward Women, for example, appealed to Indian women to send their pink underwear to the consortium. It would then send these to the Hindu group's leaders.

Father Alwyn D'Souza, secretary of the Indian Catholic bishops' Youth Commission, says the anti-Valentine's Day campaigns "are politically motivated" and have "nothing to do" with Indian culture. In his view, the groups behind the campaigns want to make their presence felt ahead of the parliamentary election scheduled for May, and some political parties support them to gain political mileage.

The priest noted that people in the West celebrate the day to express love through cards, gifts and various programs. Millions of cards are sold at this time, second only to the Christmas season, he added.

In India, he continued, businesses have "hyped up" the celebrations to target young people, one-third of the 1 billion population, while youths seek to be part of a "global generation" by joining in such international celebrations.

In any event, violently opposing such moves in the name of culture is wrong, Father D'Souza asserted. Culture is diverse and continually evolving, he pointed out, so no one can dictate what is or is not Indian culture.

Sajish Jose, 26, president of the Indian Catholic Youth Movement, sees the controversy as both "very sensitive" and "a matter of freedom." He said young people should be allowed to enjoy their freedom with responsibility.

Samuel Jayakumar, general secretary of the Student Christian Movement of India, the youth wing of the National Council of Churches in India, warns that youths will react against checks on their freedom. The 33-year-old Protestant is based in Bangalore, where students plan to stage protest marches against such moral policing.

Kasta Dip, who coordinates the Church of North India's commission for youth, wants people to express love on all days, not just on one day. "At the same time we should preserve our own culture with dignity," the 34-year-old remarked.

Several newspapers have also criticized the opposition to Valentine's Day celebrations and called for the curbing of Hindu radicals. The Hindu, a national daily, warned in its Feb. 7 editorial that moral policing has "fascist overtones" and could lead to vandalism, and violence against women and minorities.

Urging Justice for Detained Burmese in India

The pro-democracy Indian civil society groups and the exile Burmese in India came one and all to raise voice for the detained 34 Burmese freedom fighters in the Kolkata Presidency Jail for their immediate release and to mount pressure on the United Nations High Commissioner for Refugees for granting refugee status to those detainees.

To mark a decade long illegal detention (of those Burmese), the Burmese pro-democracy organizations in India had organized a protest demonstration program in New Delhi on February 11. Simultaneously a book titled 'Rough Agent', authored by a reputed human rights lawyer Nandita Haksar and published by the Penguin Books India Pvt. Ltd., was released by Dr Tint Swe, a minister of National Coalition Government of the Union of Burma (in exile) in the national capital. It's been 11 years since the 34 Burmese freedom fighters (most of them are Arakanese) were arrested in Andaman Island (on February 11, 1998).

They are currently lodged in the Presidency Jail of Kolkata. All the 34 Burmese activists were arrested by a corrupt Indian intelligence officer, Lt Col VJS Grewal who betrayed them. Moreover, Lt Col Grewal is responsible for the death of six leaders of the group, said M. Kim, a Burmese exile in India.

Talking to this writer, Kim also informed that a memorandum was submitted to the Indian Prime Minister Dr Manmohan Singh by the Burmese pro-democracy and ethnic organizations on the same occasion. The memorandum highlighted the role of New Delhi in supporting the Burmese people's movement for the restoration of democracy in the past. More over, it expressed the gratefulness for the government and the people of India for allowing them 'to take shelter in this world's largest democracy for twenty years now'.

"We recall that India was also the first neighboring country that extended the support to the Burmese democracy movement after the 1988 Up-rising. New Delhi also recognized Daw Aung San Suu Kyi's peaceful and non-violent struggle and conferred the Jawaharlal Nehru Award for International Understanding to the great lady in 1993," said in the memorandum adding, "Although India does not recognize the National Coalition Government of the Union of Burma (NCGUB), it has allowed National League for Democracy (NLD) MPs to stay in India and also allowed the Burmese to carry out political activities."

Burma (Myanmar) is reeling under military dictatorship for the last 47 years and any form of dissidents against the military government at Nay Pie Taw are responded in the most repressive and inhuman ways by the military junta. The Nobel laureate Suu Kyi remains under house arrest for many years now. Her party National League for Democracy won the 1990 general election, but the junta denied power transfer to the elected government. Since then the National Coalition Government of the Union of Burma has been functioning in exile. "The people of Burma were also in negotiation with the Government of India through Lt Col V.J.S Grewal ( who was born in Burma and spoke Burmese fluently) for a base in India in 1995 and after two years of negotiations they were invited to come to Landfall Island in Andaman. However on their arrival to Landfall Island on February 10 (1998), 36 of the Burmese freedom fighters were arrested while six of them were killed the same day. Out of the 36 arrested two had gone missing from the Andaman Jail.

The others were kept for 9 years in Port Blair and later transferred to Presidency Jail, Kolkata and continue to be imprisoned there," the memorandum revealed. The memorandum, signed by a number of organizations like All Arakan Students & Youth Congress, All Burma Students Democratic Forces, Arakan League for Democracy, Arakan National Council, Burma Centre Delhi, Burma Information Team, Burma Lusei Union, Burma Women Union, Chin Students Union, Chin Women Organization, Cho Ethnic Council, Kuki People Congress, Kuki Women Human Rights Organization, Naga National League for Democracy, Shwe Gas Campaign - India, Women League of Burma, Zomi Students & Youth Organization etc, has also been copied to Sonia Gandhi (Chairperson of the UPA), Buddhadeb Bhattacharjee (Chief Minister of West Bengal), P. Chidambaram (Union Home Minister), Pranab Mukherjee (Foreign Minister) and A. K. Antony (Defense Minister of India). The memorandum concluded with conviction, "The trial of the Burmese freedom fighters has been going on in at the City Sessions Court in Kolkata for more than two years now. Meanwhile, our comrades continue to be in jail.

As you know, we are refugees in India and we survive with very difficult conditions in India --We believe that at the end of the trial, our 34 Burmese freedom fighters will be acquitted for a lack of evidence (and there is none). However, they still cannot be released since they have no documents to stay in India or to travel. And they cannot be deported to Burma because they will be killed in Burma by the Junta."

"I Like Korea" Korean Cultural Diffusion in Manipur

Introduction: Culture is a design for living. The culture of a society is a way of life of its members. Culture is a learned behaviour shared by and transmitted among the members of a group or society. According to E. B. Tylor, culture is that complex whole which includes knowledge, belief, art, morals, law, custom, and any other capabilities and habits acquired by man as a member of society.

The process of spread of cultural traits is termed as cultural diffusion. Cultural traits are the individual acts and objects, which constitute the overt expression of a culture.

Since 1990s a major course of cultural diffusion has been gaining ground in India. There has been a major makeover in the cultural life of the Indian society after its policies on liberalization and globalization. The North Eastern States of India are not an exception.

The wave of globalization and information and communication technology revolution has also been felt in Manipur, one of the North Eastern States of India.

In such a setting, this paper specifically tries to explore the nature of diffusion of Korean popular culture and also its impact on North East India, particularly Manipuri society through Korean satellite channel and movies. The present article illustrates that a new wave of youth culture has surfaced in recent years in Manipur with the diffusion of Korean popular culture known as 'Korean Wave'.

Korean Wave in Manipur: An Appraisal

Hallyu is a term coined by the Chinese media which literally means "Korean Wave". It is a collective term used to refer to the phenomenal growth of Korean popular culture encompassing everything from music, movies, drama to online games and the Korean cuisine. Its roots are traceable to democratization, which kicked off with the South Korean elections in 1987 and the Seoul Olympics in 1988.

Korean wave was first introduced in the late 1990s in China referring to the popularity of Korean culture in foreign countries. It was initiated when the exported Korean TV dramas and remakes of pop music became popular in China and Hong Kong.

From well-packaged television dramas to slick movies, from pop music to online games, South Korean companies and stars are increasingly defining what the disparate people in Asia watch, listen to and play.

Before we delve into the assessment of Korean wave in Manipur, let us briefly examine its nature in India in general. The phases of Korean wave in India can be divided into two. The first may be referred to as Korean economic wave.

It came in India with the liberalization of Indian market in the beginning of 1990s. There was essentially growing association with the Korean companies like Hyundai, LG, Daewoo, and Samsung. In following years, these companies further expanded and diversified the range of their products and became household names in India.

The second phase may be termed as Korean cultural wave. It has reached the Indian shore very recently as compared to some of the other Asian countries. In May-June 2006, a Korean delegation visited India, as part of its efforts to spread the Korean Wave in this country.

For the very first time in India the Korean drama "Emperor of the Sea" was introduced by DD-I (National TV Channel) on 23rd July 2006. In another move to make Indian audiences aware about the Korean cultural richness, the MBC hit drama "A Jewel in the Palace" began to be aired on DD-I from 24th September 2006.

There has been growing demand in India for not only Korean language but also Korean studies in general with the growth of Korean companies in India. It is significant to note that the two phases are complementary to each other.

However, in the case of Manipur the nature of diffusion of the second phase of Korean wave in India gives a different picture. Manipur felt the tide of the emerging Korean wave more or less at the same time as experienced by other Asian countries like China, Hong Kong, Japan, Taiwan etc.

What made it possible? Many factors facilitate the foray of the phenomenon. Some of them may be discussed as follows:

o Introduction of cable television network
The introduction of cable television network has played a significant role in the dissemination of culture to other societies. Manipur has experienced this process of cultural diffusion mainly through this medium. The Korean satellite channel Arirang is the harbinger of Korean wave in Manipur.

Its popularity began largely due to the ban on Hindi satellite channels, which used to be the favourite channels of the Manipuris. They started to look for an alternative channel, which could give them wholesome entertainment. The search was fruitful. The popular Korean Channel, Arirang has been instrumental in bringing closer home the rich Korean culture, tradition and cuisine.

o Ban on Hindi satellite channels and movies
Hindi films and Hindi television channels, except national channel Doordarshan (which is under the state control), were banned by one of the underground revolutionary organizations of Manipur in the year 2000. Then forth, it had been a gloomy scene for movie lovers here as cinema halls owners were forced to convert their halls into schools or shopping malls.

No doubt, there has been a digital film revolution in Manipur to bridge this gap, it has been left to the films from Korea, especially South Korea and Thailand brought in through Myanmar border to win the hearts of the enthusiast crowd here with their youthful romances, thrillers and action-packed movies.

o International border trade
India's Look East Policy has opened new vistas in terms of trade between South East Asian countries and India through Manipur, an international border state with Myanmar. This has not only encouraged trade in various items but also smuggling of pirated music and movie CDs.

Socio-cultural implications of Hallyu

o New movie cult
The 'Hallyuwood' movies are gradually replacing the Bollywood and even the Hollywood ones. Instead of current Bollywood favourites, it is movie names like "The Classic", "Windstruck", "You are My Sunshine", "A Moment to Remember", "Love so Divine", "My Sassy Girl" etc., that are on the lips of the teenagers.

The posters of Korean actors and actresses like Gweon Sang-woo, Cha Tae-hyun, Jeon Ji Hyun, Jung Da Bin and Song Seung Hun have replaced that of Shah Rukh Khan, John Abraham, Rani Mukherjee, Aishwarya Rai, and others.

"Mostly young guys come to rent the Korean film CDs from us," says Naoba, who is a salesman in a CD parlour at Imphal. "I like watching them as they are so cool," says 15 year-old Marina, a Class IX student who loves watching Song Seung Hun. "It's easy to understand the film as they've English subtitles," she further adds. Even the local cable network ISTV has been cashing in on this new fad by telecasting these films through their network on prime time.

o New youth culture
With the arrival of Arirang, its impact upon the Manipuris, especially among the youngsters has been felt in myriads of ways. For example, after watching the various Korean serials on Arirang, there is an earnest desire by the youngsters to imitate and copy everything from language, to food habit, to dress style, even the body language and some Korean manners.

They have started using some common sentences used in the day to day life by the serial stars. For instance, anna saiyo (halo), sarange (I love you), watuke (what to do), waju waju (yes) etc. They begin to wish each other through Korean style.

In fact, there is competition among the sibling about the knowledge of language competence. Before, hardly the youngsters knew about 'chopsticks', but now they have learnt to use it and some of them have food with it. Now, the traditional plate for having rice is being replaced by bowl.

They have become so familiar with the Korean actors, actresses and singers that most of them know Kang-ta, Kang-Sang-Hyun, Baby Box, Boa, Jang- Nara, Che-in-Fio, Jyun-Sung etc. Some of them can even sing some of their favourite Korean singers' songs.

Bijen, an undergraduate, says "There are many things in Korean cultural life that are shown in serials and movies, which we can relate with our own life and society. I like Korea".

Like most of the Korean heroes, many youngsters in Manipur are growing their hair. By Ganji's skirt, they mean the style of skirt worn by a Korean serial character called Ganji. By Kangta's earring, they mean a particular earring worn by the singer Kangta.

Among school kids and teenagers, Korean movie is one of their hot topics. Bollywood movies had once occupied a colossal space in the lives of the Manipuri cinegoers. However, with their ban it is the Korean movies along with the Manipuri movies (digital format), which have filled the void.

America was a dream for every Manipuri youth before, but now is slowly shifting towards Korea. "I want to learn Korean so that I can know more about their culture", echoes Thajamanbi, a class XII student. The youths have also started sleeping on the floor of their room instead of on the bed. They feel that it is so fashionable.

o New business trends
These pirated films, which can be rented for as low as five rupees or ten rupees for a night are a rage with the audience. These movies come in special DVD formats consisting of around eight to nine movies in a DVD.

"We make copies and either sell them or rent them out", says Manglem, a video parlour owner at Imphal. However, there are also some dissident voices against the flooding of these movies asking for censorship.

The markets at Imphal, generally known as Moreh (referring to one of the towns of Manipur in Indo-Myanmar border where most of the international trade takes place) markets, which deal with imported items from South East Asian countries through Myanmar, are flooded with pirated movie, television serial and music CDs mainly from Korea. There are also trends of making music videos of Manipuri songs using clippings from Korean movies and are then sold.

Conclusion

The conclusions that we can draw from the above evaluations are Korean wave stormed Manipur more or less at the same time it started spreading to other Asian societies. It was only on 23 July, 2006 that the first ever Korean drama was aired on India's national television channel, DDTV. The Manipuri experience of the Korean popular culture was not under the direct initiative of the government.

It is mainly through cable television network (Arirang) and pirated music and movie CDs that Korean cultural wave entrenches the heart of Manipuri society. Factors that facilitate the foray of Korean wave in Manipur are introduction of cable television, ban on Hindi satellite channels and Hindi films and opening up of international border trade between India and South East Asian countries through Manipur.

The key factor that abets the popularity of Korean wave is the cultural proximity of Korean and Manipuri societies in terms of both being of Mongoloid stock; both societies being based on clan communities; sharing similar traditional religious structures in Sanamahism and Shamanism; similar streams of philosophy in traditional music and dance; and similar forms of folk games.

Moreover, it is the kind of theme and character that the Korean movies and drama depict which touches and melts the heart of the viewers. Not only the younger but also the older generations of Manipur share the same sentiments while watching hallyu dramas and films; and also identify with its dance and music.

The younger generation in particular seeks to learn more about the Korean culture, traditions, language and fashion. Hallyu can help to develop broader cultural exchange and cooperation between Korea and North East India.

The influence of Korean TV dramas

Of all the TV dramas produced by Korea film-makers every year, the top-ten rated shows constantly include seven or eight play sequences. In 2006 alone, over 100 play-series were produced representing one of the world most creative outputs of this kind. What must be the causes behind the immense popularity of TV dramas among Asian viewers?

Certainly, the remarkable exaltation of drama programs in Korea has helped to crypt Korean TV dramas to all-new heights, in terms of quality and variety, which have also captured the attention of fast-growing audiences around the globe. As such, the Korean TV dramas which have been a corner-stone of the Korean wave phenomenon, have swept across Asia, and also have come to exert far-reaching influences on North East India's cultural and entertainment scene.

My niece who studied at Nirmalabus School, while writing her exam paper was asked by her teacher "What TV programs do you guys watch these days mostly?" The answers from the entire students was none other than ARIRANG TV.

Nevertheless, people who didn't get the chance of watching Cable network mostly talked about Manipuri's film and its actors like Kamala, Devita, Maya, Sadananda, Kaiku, Dinesh and the like. What step should our film makers take in order to spread out dramas and films as it's greatly influencing the life of the society and the youth in particular?

Of the Korean films, Kang Myoung Seok (Cultural critic) said: "Ever since Korea's first TV drama was aired in 1962, Koreans have displayed an unwavering love for all manner of drama programs. As for the factors behind this fanatic popularity of TV dramas among viewers in Korea, much can be explained by the socio-historical characteristics of Korean society".

While "Love and Ambition" (Saranggwa Yamang), a very well-liked drama series broadcast by MBC-TV. The use of water would decrease nationwide, and there was no traffic on the streets. Even phone call at this hour was out of question. There was a speculation that this was because curfew was imposed and everyone must be at home after dark.

However, the fact is that people could not stand to miss a single episode of these episodes "Love and Ambition" This was one example which a hit drama program could influence the life of people. Nowadays, with the technology advancements and a diversified media environment, people can watch TV dramas wherever and whenever they want.

Cable networks are accessible to all district towns in Manipur as well. Film makers are to be well aware of the fact that the type of dramas or films they made is going to influence the society. Here I must say as an oriental, our films should also focus on our culture and tradition.

In Korea, TV dramas have long been dominated by melodramas with family-centered story lines, while history-theme series have also begun to gain growing popularity recently. Programs related to science fiction, suspense and mystery thrillers have been rarely produced.

However, this doesn't mean that the dramas only provide a mirror image of the Korean life style. The producers of Korean dramas strive to offer encouragement to viewers, many of whom prefer to have a brief break from a demanding day's work.

Consequently, Korean dramas will often feature fanciful plots of a rather ordinary person who encounters a life-changing experience. In large part, the basic formula for successful TV dramas in Korea calls for lead character, a kind of regular person that Korean viewers can commiserate with, and actors who wind up having an out-of-the-ordinary romance or whimsical experience, and in the end, lives happily ever after. Though there are a number of tragic ending dramas such as "Stairs to Heaven, Autumn in my Heart etc".

Because viewers can strongly identify and sympathise with these ordinary characters, the Korean dramas seem to invariably end with the triumph of good over evil. Although these dramas might be criticised for their tendency to moralies and oversimplify, they have enjoyed wide appeal across all ages and classes in Korea, and more recently have captured the fancy of viewers all over Asia.

For viewers in Asia, who share Confucian principles and place a strong emphasis on family values and true love, they can readily embrace the common themes of Korean dramas, such as rewarding the virtuous and punishing the wrongdoers.

The Korean dramas have gained popularity among Asian viewers by weaving scenes about traditional Korean cuisine into its main good-versus-evil plot line, and without passing judgment on cultural differences. In this way, Korean TV dramas have enjoyed a unique and universal appeal, which heretofore was hardly imaginable.

Nevertheless, Korean dramas are now venturing into new territory, while moving away from real-life experiences of the ordinary world to fantasy adventures that unfold in mythical or supernatural realms. Korean dramas can broadly be categorised into melodrama and historical drama. Due to the mixed results of various suspense-thrillers, crime-story, and comedy programs, the dominance of the melodrama and historical drama nevertheless appear destined to continue for some time in Korea.

Korean TV dramas have rapidly gained noteworthy popularity among viewers in several countries around the world. Over the past few years, the Korean dramas have been at the forefront to the Korean Wave pop culture phenomenon, along with becoming one of the most far-reaching cultural influences of the Asian region.

Through the establishment of the close relations with the film, showbiz, tourism, and publishing industries, Korean dramas have in fact moved well beyond the realm of TV. How can you explain the ability of Korean TV dramas to appeal to viewers in countries with a historical background, political environment, and traditional values which are so different from that of Korea?

For this, it would be helpful to reflect upon the insights of local specialists from Chile, Japan, China, and Vietnam, who have been tracking viewer reactions to the broadcast of Korean drama series.

There are many dramas that realistically depict love and personal relationship, but not many that deal with romantic love, as in the Korean melodramas. The most distinctive of Korean dramas is their visually striking depiction of romantic love, while the fashion and accessory items featured on screen add to the aesthetic enjoyment.

One of the main reasons that the dramas have been received so passionately by viewers across the universe is that the dramas need not be preoccupied with worldly interests or real-life problems, and therefore viewers can easily become emotionally attached to fanciful experiences.

Family relations is another time-honored theme to which viewers of all age groups can relate. In fact, other countries also produce its own family-centered dramas, of which many are excellent but they do not hesitate to reveal negative aspects of the family and society.

In contrast, Korean dramas tend to project a society that is caring and benevolent. The Korean "Men of the Bath House" deals with the mundane life of ordinary people, while at the same time attaining a high level of artistic refinement.

This drama does not resort to indecency of exaggeration, nor does it indulge viewers with special effects or picturesque landscapes. It simply tells the story of an ordinary family that operates a public bathhouse. But this quaint charm is what makes the program so appealing to viewers, who invariably enjoy a sense of genuine warmth from the personal interactions.

"'Men of the bathhouse' also reveals the traditional customs of Korea through a family's life story. It is noteworthy that traditional culture can be so deeply ingrained in the daily life of ordinary people. In particular, this drama made me realise the extent to which traditional culture is steadily disappearing from Chinese daily life" said by Li Sheng Li. Many get to know about Korea and develop favorable impressions of Korea. This awareness encourages viewers to purchase Korean-made product, clothing and hair style. Korean TV dramas are generating not only economic benefits in Asia and North East India but are also promoting positive social and cultural values as well.

17 micro power projects to be taken up in hill districts, Manipur seeks funds from NEC

Imphal, February 12 2009: The State government is planning to take up 17 Wind Solar Hybrid Projects and Micro Hydel Power Projects in the hill districts of the state. North Eastern Council (NEC) has been requested for fund assistance in taking up the projects, an official source said today.

Out of the 17 projects, the Centre has sanctioned an amount of Rs 140.70 lakh including Rs.70,000 for preparation of feasibility report of seven Wind Solar Hybrid Projects, an intimation by the state Planning Department indicated while requesting the NEC to provide funding for these projects by allotting Rs 217.60 lakh as grant during the year 2008-09 .

Of the seven projects, four are to be taken up in Senapati district, one each at the Mao Potato Farm, at Tadubi, at Sangkumai village, at Assam Rifles camp Senapati, two in Chandel district, both at Tengnoupal including one at Assam Rifles camp and the remaining one at Phungyar in Ukhrul district.

The estimated cost of each project targeting generation of 10 KV electricity is Rs 54.54 lakh and the total estimated cost of the seven projects is Rs 381.78 lakh, the source said.

Manipur government wants to share Rs 140 lakh with Manipur Renewable Energy, state government's implementing agency and Rs 217 lakh by NEC and the remaining Rs 24.178 lakh as 10 percent state share of the NEC component.

The other ten projects are Micro Hydel Power Projects having a capacity of generation of 50 to 200 kw.

Of the ten projects, five are to be located at Gelnei, Haipi and Iru Lok of Senapati district while three are to be located at Ramphelkhong, Khayukhong, Chadongkong and Maraki Korii in Ukhrul district and the remaining one will be located at Moukhang village of Churachnadpur district.

The total estimated cost of the ten projects is Rs 1549.52 lakhs.

Manipur government wanted to take up the project with Rs 1394.57 funding from the NEC and the remaining Rs.154 lakhs by the state government as state share.

The state planning department has made the request the NEC for funding during the current financial year 2008-09, the source said.

MUSU refutes MU PRO’s statement

IMPHAL, Feb 12: The All Manipur University Students Union, MUSU, has strongly condemned and denied the statements made by the public relations officer of the university. The PRO in his statement noted that the University Grants Commission sanctioned a post of professor in physics during 6th plan when the university was a state university.

In 2006, after the conversion of the university into a Central university the university decided to revive the post of professor of physics for the sake of growth of the department and in the interest of the students community pursuing higher education in physics.

The PRO further said that an advertisement for this post was issued vide advertisement No. 3/2006 in June, 2006 and as the response to this advertisement was not good enough, the university re-advertised this position vide advertisement No. 2/2008 in January 2008.
In the meantime, it was brought to the attention of the university authorities that the position sanctioned during the 6th plan period ought to stand lapsed as the university had not taken action to fill up this post for more than 20 years.

The university did decide to revive this position in 2006, but the legitimacy of this decision has been questioned, and in order to avoid any legal infringement and embarassment the meeting of the vice chancellor, pro vice-chancellor, dean of science, HOD physics and the registrar held on February 2009 decided to cancel the meeting of the selection committee.

The matter may now be placed before the executive council of the university for a decision and for the post of professor in mathematics the university had to postpone the meeting for want of quorum (only one expert; out of three invited turned up).

The MUSU strongly condemned the statement and the students union is still boycotting the vice-chancellor, pro vice-chancellor and registrar and it is compelled to continue its agitation in protest against irresponsibility as well as mismanagement of resources by the authorities, it said.

The students union also said that there must be lots of wrong doings inside the university and as of now the students union only found out such cases. But the apex body believes that such a case is not the only case the university had faced.

The students union also boycotted the upcoming meeting of the executive which is scheduled on February 15. The MUSU also mentioned that if all the three officials come up and apologise to the union then they were ready to talk on the matter, but until then the MUSU would continue the boycott.

The MUSU also requested the concerned authorities not to carry out any interview personally in private hotels.

The MUSU has no vested interest and they also stand for transparency and accountability, it said while admitting that the present agitation was in the best interest of the students community particularly for the university students and the whole students community in general.

National News | Last LS session of current term from today, Women’s Reservation Bill remains a distant dream

New Delhi: Women's Reservation Bill appears to remain a distant dream for the 14th Lok Sabha too. As the Parliament session, the last of the current Lok Sabha, commences tomorrow, the Constitution Amendment Bill seeking to provide 33 per cent reservation for women in the Lok Sabha and state assemblies, is not listed. Asked whether the Bill will be brought up in the short session, Parliamentary Affairs Minister Vyalar Ravi today said the Parliamentary Standing Committee to which the Bill has been referred to is yet to give its report.

"The bill is not listed," he said after an all-party floor coordination meeting convened by Speaker Somnath Chatterjee. A consensus has been eluding the Bill for over a decade. The legislation was drafted by the Deve Gowda-led United Front government and introduced in Lok Sabha on September 12, 1996.

Though it has been introduced in Parliament several times since then, the Bill could not be passed because of lack of political consensus. Its advocates say the Bill is essential for active political participation of women, while its opponents argue that the quota as envisaged in the measure would only help women of elite groups gain political power.

The session, which will begin with the address of the President to a joint sitting of both the Houses and spread over ten sittings, is essentially for passing the interim Railway and General Budgets. (PTI)

Antony plays down Qaeda warning, says ready to face any threat

Thiruvananthapuram: Defence Minister A K Antony on Tuesday asserted that India was capable of facing any threat from any quarter.

Mr Antony was reacting to questions about the reported warning of al-Qaeda commander that the country will be targeted in Mumbai-style attacks.

''One thing I can tell you...whatever threat is coming from any quarter or in any shape, our Armed forces are ready to face them,'' he said while replying to questions on the issue.

However, Mr Antony said he was yet to come across the particular report.

"India should know that it will have to pay a heavy price if it attacks Pakistan," Mustafa Abu al-Yazid, believed to be al-Qaeda's military commander in Afghanistan and ranked behind No 2 Ayman al-Zawahiri, said in a 20-minute video in Arabic received by BBC.

Yazid, who the Pakistani military, said may have been killed in fighting last August in the Bajaur tribal region, said, "The Mujahideen will sunder your armies into the ground, like they did to the Russians in Afghanistan.

"They will target your economic centres and raze them to the ground."

To another question about the delay in Pakistan taking action on perpetrators of the Mumbai terror attack even after India submitted its dossier to them, the Defence Minister said ''my senior colleague, External Affairs Minister Pranab Mukherjee had already categorically stated the Government's view on the issue.''

Asked about Pakistan's new demand for more evidence, Mr Antony said ''Mr Mukherjee had already explained the government's position on the matter. We are one government and one voice on the issue.'' (Agencies)

Kolkata/ New Delhi: A potential mid-air disaster was averted on Tuesday when an Air India Airbus on a flight from Dibrugarh to Kolkata with 43 passengers on board and an IAF plane came dangerously close to each other over Jorhat airspace, a day after a civilian plane narrowly missed colliding with President's helicopter in Mumbai.

The Air India flight -- IC-206-- came dangerously close to an IAF plane when it was coming from Dibrugarh in Assam to Kolkata at around 1.30 pm, sources said in New Delhi on Tuesday night. The IAF plane was believed to be a transport aircraft.

The AI plane later landed safely at Kolkata, they said.

An Air India spokesman said in Kolkata that the Airbus pilot after finding the IAF aircraft in the vicinity alerted Dibrugarh Air Traffic Control (ATC) and descended to a lower height.

"Like any responsible pilot, our pilot descended the Airbus to be on the safe side and landed safely at the NSC Bose International Airport," he told PTI.

The spokesman however maintained that the two aircraft were not on the same flight path and there was no possibility of a collision.

The incident occurred a little after the Airbus took off from Dibrugarh at 11.55 am. It landed at the NSC Bose International Airport at 1.20 pm, he said.

According to preliminary reports, the mid-air scare happened when the two airplanes were at an altitude of between 17,000 and 18,000 feet. (PTI)

Opposition Congress stalls proceedings

Bhubaneswar: The Opposition on Tuesday paralysed the proceedings of the Orissa Assembly for the entire day on the allegations of use of black money and tampering of EVMs by Chief Minister Naveen Patnaik in the just-concluded elections to the Cuttack Muncipal Corporation and Baripada Municipality.

Speaker Kishore Chadra Mohanty was forced to adjourn the House four times - twice each in pre and post-lunch session as the Opposition members shouted slogans and did not allow the Speaker to run the House.

The Opposition members said the Chief Minister had no moral right to continue in power after two Cabinet Ministers - Samir Dey and Golak Naik - alleged that he (Mr Patnaik) had used black money and manipulated the EVMs to win the just concluded elections to Cuttack and Baripada Urban local bodies.

The Opposition Members demanded the resignation of Mr Patnaik and served a notice for moving a no confidence motion against the government.

They also demanded the Speaker to suspend all business of the House and discuss the issue as it was a serious allegation made by two Ministers of the government. But the Speaker rejected the demand, saying there was no time for it.

As the House reassembled after the lunch break, the Speaker adjourned it for 10 minutes at 1506 hrs, as there was no quorum.

After the House reassembled at 1516 hrs, Umesh Swain (Cong) said the Chief Minister had misused his power during the civil polls and urged the Speaker to direct Golak Naik to make a statement in the House.

Agriculture Minister S Naik challeged the Opposition to move a no confidence motion. A chaotic situation prevailed after the remark of the Minister, forcing the Speaker to adjourn the House for 10 minutes at 1557 hours.

After the House reassembled, J Jena (Cong) said the Opposition Chief, who had served a notice to move a no confidence motion and urged the Speaker to accept it.

But the Speaker said he could not accept it, as there was no time to discuss it. Mr Sahu said the Speaker should suspend all proceeding of the house and discuss the issue.

As there was no change in the situation, the Spaker adjourned it for Wednesday at 1642 hours (UNI)

‘SP attack on Guv due to strained relation with Cong’

Lucknow: Describing the conduct of opposition parties mainly the Samajwadi Party, in Uttar Pradesh Assembly as 'unparliamentary' and 'indecent', Chief Minister Mayawati on Tuesday said SP's attack on the Governor was the outcome of its strained relationship with the Congress.

''It was sheer frustartion of the SP that its leader launched a diatribe against the UP governor T V Rajeswar during his joint address to both the Houses of the state legislature today,'' she said.

The UP CM was talking to reporters on the sidelines of 57th All India Police Athletics Meet, which she declared open at a ceremony organised in the 35 batallion PAC grounds on Tuesday afternoon.

In an acerbic repartee to the protest of SP, she said the conduct and behaviour of the SP in the House was below dignity and was detrimental to the democratic, legislative and political norms.

The state Governor, during his address was booed and hooted and he had to leave the House without reading his whole address.

Later, outside the House, the SP president and leader of the opposition in the Assmebly Mulayam Singh Yadav launched a verbal war against the Governor. (UNI)

Bharat Ratna to Bhimsen Joshi

Pune: Eminent exponent of Hindustani classical music Pandit Bhimsen Joshi was on Tuesday officially conferred the "Bharat Ratna' at his residence here by a President's emissary.

A simple 15-minute ceremony marked the occasion as Additional Secretary in the Union Home ministry A F Ahmed presented the citation and the 'Ratna' to the doyen of Kirana Gharana who turned 88 on February 4.

Maharashtra Cultural Affairs Minister Harshawardhan Patil and some disciples of the maestro were present along with his family members at the function.

Pandit Joshi, who had expressed his inability to go to Delhi to receive the highest civilian honour on health grounds, thanked the President and countrymen for the award.

His sons-Raghavendra, Srinivas and Jayant told mediapersons that President Pratibha Patil wanted to come down to Pune personally to present the honour to Panditji.

"It was however, his wish to keep it a low-key affair and he did not want the President to take the trouble of personally coming over," they added. However, the media was not given access to witness the function.

A disciple of Bhimsen Joshi Anand Bhate said, though not in not sound health, his ‘Guruji’ looked cheerful as he exchanged pleasantries with the visiting dignitaries. (PTI)

Left to corner Govt over loss of jobs

New Delhi: Left parties will put the Manmohan Singh government in the dock during the brief session of Parliament beginning on Thursday over its ''callous'' approach in tackling the problem of lay-offs, retrenchments and closures following the impact of the global meltdown on the Indian economy.

Top CPI(M) and CPI floor leaders in the Lok Sabha told UNI here on Tuesday that they would also raise the issues relating to internal security, the price rise and rampant corruption in the corporate world.

CPI(M) senior leaders Salim Mohammad and Rup Chand Pal said their party would corner the Congress-led coalition because of its miserable failure to provide any relief to the aam aadmi, particularly the working classes, who had been hard hit because of the agrarian crisis and the industrial slowdown.

CPI floor leader Gurudas Dasgupta said his party would raise the people's issues, including large scale loss of jobs of the working classes and the impact of recession.

Mr Pal said more so in the backdrop of the global downturn millions of jobs had been lost and the government was giving bailout packgages to the same people who contributed to this crisis.

''The government claims that the inflation has come down, but how come the prices of essential commodities are skyrocketing. This callous government is indulging in disastrous steps like increasing railway freight in respect of food and essential commodities,'' he added.

Referring to ''rampant corporate fraud'' and corruption as demonstrated in the case of Satyam, the Left leaders said it reflected on the whole system, which they said the government was trying to build up at the cost of the common man.

Mr Dasgupta and Mr Salim said they would also raise the issues relating to internal security, which the government had put in ''jeopardy''.

They said the post-Mumbai terrorist attack developments needed a thorough debate.

''We will also discuss the Indo-Pak relations besides the fundamentalists' attack on women in Mangalore, inter state issues,'' Mr Salim added. (UNI)

SC raps CBI, reserves order in DA case against Mulayam

New Delhi: The Supreme Court on Tuesday slammed the CBI for acting on Centre's advice while filing applications for withdrawing its earlier application for modification of the court's order in the disproportionate assets case against former Uttar Pradesh Chief Minister Mulayam Singh Yadav and his family members.

The court had earlier directed the CBI to submit its preliminary probe report to the government. The moment Additional Solicitor General Mohan Parasaran submitted that the CBI had filed its application dated December 6, 2008 on the advice of Union Law Ministry, it invited sharp reaction from the infuriated judges. Senior counsel Harish Salve, appearing for Mr Yadav, demanded a judicial probe, telling the court that his client has no faith in the CBI. Senior counsel K T S Tulsi, appearing for petitioner Vishwanath Chaturvedi on whose petition an order dated March 1, 2007, was passed, also described the action of the CBI as most unfortunate. (UNI)

Andhra CM seeks CBI probe into Satyam scam

HYDERABAD: Giving in to opposition criticism that undue favours were being extended to the promoter of Satyam computers, chief minister YS Rajasekhara Reddy late on Monday evening dashed off a letter to Prime Minister Manmohan Singh seeking a CBI probe into the fraud committed by the company.

Reddy in his letter said that Satyam attracted global attention because of fudged accounts, financial imprudence and the accounting scam it had created.

He said the incident had come to his notice on January 7 and immediately, the government had ordered CB-CID investigation. Company chairman Ramalinga Raju, his brother Rama Raju and the chief financial officer were arrested.

More than 300 companies were reportedly raised by Ramalinga Raju and his close relatives as directors and promoters which facilitated insider trading of shares.

Reddy said the CB-CID has been in regular touch with the other investigating agencies but there were several issues which need to be looked into deeply by central government organisations like Sebi, Income Tax, Enforcement Directorate, Registrar of Companies, ministry of company affairs and Serious Fraud Investigation Office.

Besides, irregularities have been reported in its overseas operations also, he added.

In view of this, the CM said that it would be appropriate if CBI takes over the investigation into Satyam scam so that coordination with various investigation agencies, including Satyam’s overseas operations can be better achieved. (Agencies)

YSR defends action on Satyam-Maytas issue

Hyderabad: Turning the tables on Leader of the Opposition N Chandrababu Naidu on the Satyam Scam, Andhra Pradesh Chief Minister Y S Rajasekhara Reddy on Tuesday asserted his government had not cancelled contracts awarded to Maytas Infra, including the prestigious Metro Rail Project, ''in the best interests of the works and to protect the State's interests''.

Replying to the debate on the irregularities in Satyam, Maytas and other companies, the Chief Minister contended Mr Naidu scuttled a probe by the Central agencies, when the irregularities in the Satyam Computer Services Limited were brought to light by Republican Party of India Leader Ramdas Athawale, using his clout with the then Vajpayee Government.

Referring to media reports on the origin of the scam, the Chief Minister said Mr Naidu had neither denied the reports nor resorted to filing a defamation suit. (UNI)

No slumdogs’ but millionaires’ for these canines

Chandigarh: They are no 'slumdogs' but 'millionaires' in their own right. Being man's best friend is working well for some dogs these days.

Carrying price tags that match up to the showroom prices of Mercedes cars, exhibit dogs are catching the fancy of dog lovers. And if the craze here to own the best breeds of dogs is anything to go by, the dog's life is surely headed to become life worth living.

At the annual dog show held here on Sunday by the Chandigarh Kennel Club (CKC), hundreds of people turned out with their canines. On the catwalk were dogs with price tags ranging from Rs.2,500 to a whopping Rs.4 million (Rs.40 lakh).

Jacob, an Afghan hound, was the centre of attraction at the show with its supposed market value of Rs.4 million. The hound had come here for the show from Bangalore, with a team of four caretakers, two Australian trainers and two Indian helpers.

Gurbej Singh, one of the organisers and general secretary of CKC, told IANS: "We are organising this dog show for the last 32 years and it has transformed from a normal get- together of dog lovers to a big classy affair. Many elite breeds of dogs from various countries like China, Australia, Afghanistan, Canada and Germany are participating here."

The annual dog show here has become a hunting ground for prospective dog-keepers to look for a canine of their choice. Pugs, the dog made popular by the Vodafone advertisement, is one of the most sought-after breeds. Price tags for a Pug pup start at Rs.40,000.

From petite Chihuahuas, Pugs and Lhasa Apsos to big German Shepherds, Rottweilers, Dobermans and Dalmatians to huge Great Danes and Saint Bernards, all were on display at the show.

Over 300 dogs of 45 breeds participated. Besides walking the ramp, they did everything else that dogs do, but they did it in air-conditioned kennels, enjoying the admiring glances of thousands of spectators, especially youngsters, who thronged the show.

Apart from Jacob, another crowd-puller was three-year-old white Poodle Jojo, who arrived with his hair-stylist from Chile and grooming expert from Thailand.

"Apart from its dashing looks, Jojo is a very intelligent dog. It is probably one of the best-groomed and well-trained dogs on this earth. Earlier also it has won prizes at various competitions in New Delhi, Chennai, Agra, Mumbai and in Goa," said Mariano Santo, the Chilean hair-stylist.

Dog enthusiast Gursatjit Sandhu had come to the show with dotted Dalmatian George and Chinese Sarpei Bush.

"I bought George for $10,000 and Bush for $7,000 last year, both from Perth in Australia. Their monthly expenditure on diet and maintenance easily goes up to nearly Rs.100,000," said Sandhu.

There were quite a few Chinese Sarpeis, a breed once declared endangered. They attracted many spectators with their deep wrinkles, muzzled faces and blue-black tongues.

Bollywood actress and former Miss India Gul Panag, who grew up in this city, was at the show too, with her family dogs. (IANS)

‘Pink Chaddi’ campaign to take on cultural vigilantes

New Delhi: Outraged Indian women say they will collect hundreds of underwear to send to a man whose supporters say women should not visit pubs nor celebrate Valentine's Day as it is against Indian culture.

Pink underwears are being collected in right earnest, and the 'Pink Chaddi' campaigners say they are hopeful of collecting 3,000 underwears to present the cheeky gift to Sri Rama Sene chief Pramod Muthalik to counter his moral policing. The Sri Rama Sene has questioned the "family background" of the campaigners who are targeting him.

The campaign launched on social networking site Facebook has generated immense interest, and support, especially after the media highlighted it Tuesday.

The 'Pink Chaddi' campaign has been initiated by a group of women who call themselves the Consortium of Pub-Going, Loose and Forward Women. Men can also send in underwears, and if they don't have pink ones, any other colour will do, says a group member.

Besides the Pink Chaddi campaign, another one on Facebook is attracting a lot of interest and support - 'Pub Bharo'. This campaign is asking youth across the country, especially women, to fill up pubs on February 14, Valentine's Day, to counter the Sene's moral policing.

Activists of the right-wing Sene had attacked and beaten up women at a pub in Mangalore January 24, claiming pub-going was against Indian traditions.

While members of both campaigns are determined to counter the Sri Rama Sene, activists of the fringe Hindu nationalist group are raising questions about the "family background" of the campaigners. "We were raised by our mother in such a manner that we are working against pub culture and vulgarity. What about the family background of those working for the 'pub bharo' (fill pubs) and other campaign," Binay Kumar Singh, general secretary the Sri Rama Sene, said to IANS.

"The campaigns show the limit of their activism and bankruptcy of their ideology," he said.

The 'Pub Bharo' campaign is being endorsed by Tejaswini Chowdhury, and her mother union Minister for Women and Child Development Renuka Chowdhury.

Politicising the issue, Singh added: "The Congress party was the one that was based on Mahatma Gandhi's philosophy - from Swades (self-reliance) to Jail Bharo (fill prisons), this party has now come to Pub bharo (fill pubs).

"The women and child development minister is such a senior person, what kind of woman and child welfare does she want to do by endorsing pub bharo?" Singh asked. (IANS)
