Students bodies to hold medical camp to control Tipaimukh deaths

IMPHAL, April 18: Three students bodies, Democratic Students’ Alliance Manipur, DESAM, All Tribal Students Union Manipur, ATSUM and the Zeliangrong Students Union Manipur, ZSUM, in a joint press meet today at the office of the DESAM said they would be organising a free medical camp in the Tipaimukh sub-division where an epidemic of fever, dysentery and respiratory problems have killed at least 29 children.

The tour of the district will begin tomorrow.

The ATSUM information and publicity spokesperson, Joseph Hmar, told the assembled media persons that since January this year, of the 54 villages in the subdivision, the worst affected are Lungthulien, Leisen, Parbung, Pathpoihmun, Senuom, Rawvakot, Tiansuong and Damdei village.

Upto date information received at 11 am this morning confirmed 29 deaths of children and of these except for on 2-year-old the rest are all below eight years, he said.

He expressed surprise that till date, the chief medical officer, CMO, Churachandpur, the concerned minister and the medical directorate have widely varying reports of the epidemic. Is it because they are not concerned enough, he asked.

He said while the students would be starting off their tour tomorrow, another medical team of the R.I.M.S. would be joining them on Monday and together they would conduct the free medical camp.

While on the tour, the students would also survey the condition of schools in the district, he said.

The DESAM secretary general, Yumnam Ratan Kumar said it is also essential for such initiatives of touring and holding free medical camps to be taken to other remote districts in the coming days.

In this effort, he appealed to all civil society bodies in the state to pitch in their mite and make the campaign their own too.

He also appealed to the staff of the community health centres in the Tipaimukh division to extend their fullest cooperation and assistance in present medical camp.

Christiano Ronaldo can be honoured as the “Third Brazilian” for classic ball-play and distinctive all round skills like the great George Best who was called the Brazilian of British football, also dubbed the 5th Beatles for his long wavy hair with handsome face, and we have the real Brazilian world cupper Ronaldo. He earned his first Cap for Northern Ireland at the age of 17 years. He was instrumental in Manchester United’s English (Premier) League triumph the very next year, with Sir Bobby Charlton and Denis Law to assist him. At the same time, the long wavy haired Best became an overnight sensation when he mesmerised the home team Benfica FC at Lisbon with dazzling display of skills to single-handedly win the match for Manchester United with two astounding goals and set up another fabulous goal.

Apart from the wings, George Best would deceptively dribbled into the top class European club’s defences and blast or curl in outrageous goals. He had the hot pace, the “Brazilian foot-work”, the stamina, natural ball control, remarkable variety of goal scoring shots like Pele, Maradona, Zidane, Cristiano Ronaldo, etc.. The most remarkable ability was the amazing fact that Best played his own individual game as and when he liked without compromising the team’s game plan!!! Just imagine the flow of an English “longball game” with just 2 or 3 international players where a young boy called George Best playing the swift short ball play all alone in the field more than two positions, and yet created, scored or passed the ball around without upsetting the team’s game-plan.

At the age of 20 years, Best helped win Manchester United to become the ever English Club to win the European Champions Cup, along with the prestigious English (Premier) League title. Now, can Cristiano Ronaldo do the same for Manchester United to win European Champions League as well as the English Premier League title? He could if he has to stand proudly with the legendary name of George Best. C. Ronaldo has 10 international star players to back him with a similar flow of the game which Best and Maradona had not even in heydays at Manchester United and Napoli respectively. The qualities of Best’s stupendous goals, long rangers, breath taking volleys and flying headers and the trademark 20 yard curling shots from the edge, middle, and short corner of the box, after dribbling or wrong-footing past mesmerised defenders, were technically better than C. Ronaldo’s 38 goals so far.

On top of that Best played a little wide with electric pace along his 40-45 yards domain and suddenly cut in at angle without losing the momentum and keeping the ball close but not as long as C. Ronaldo who moves in from wide angle more as a laid back striker. The great Diego Maradona also played like C. Ronaldo as an attacking midfielder and laid-back striker where the legendary Pele was an artistic centre-forward and a brilliant goal scorer who had the best of wingers and creative midfielders in the form of incomparable Garrincha, Vava, Didi, Tastao Zagollo, plus a more prolific scoring partners in Jairzinho and Rivelino in both the 1958 and 1970 World Cup triumphs. The star-studded Brazilian team could win the 1958 World Cup without 17 years old Pele easily and did win again in 1962 edition without the injured Pele. The magical trio of Garrincha, Vava and Didi did the trick for back-to-back victories with the replacement scoring 5 decisive goals in all crucial matches. In 1966, England, a new Brazilian team was routed and in 1968 World Cup, the experienced Brazilians won the cup without the service of their more famous striker, Pele, who was injured in the first league round match. In 1970 World Cup, Pele led Brazil beat Italy with Jairzinho scoring 7 goals, which he scored in all the matches, and Rivelino chipping in with 9 goals but the main centre forward Pele scoring just 4 goals. Without Pele, the 1970 World Cup team could have won it with Amarildo as a centre-forward, like they did in 1962. But what about Argentina without Maradona in 1986 Mexico World Cup? Well, the winning Argentina team without Maradona could have reached only upto the Quarter-final or even the semi-final match if they have a quality strikers like Gabriel Batistuta and Hernan Crespo to be fed by a couple of world class midfielders/wingers like Simeoni, Tavez, Zanetti or Ronaldo. Maradona solo goals against England (Qtr-final) and two more solo goals from the left and right flank against Belgium (Semi-final) and his well-earned free-kick and delivery and the two decisive through ball passes against W. Germany were the real answers. Maradona, George Best, Pele, Zidane and Puskas were the best of the bests to be emulated by footballing generations to come. At present, Cristiano Ronaldo is a new candidate for future Legends.

Team to verify infants’ deaths, Deaths may not be natural, opines CMO

Lamka, Apr 17: To get a first hand account of the situation in the interiors of Churachandpur district, in the backdrop of the contrasting reports received over the number of children who passed away in the last four months, a team of top ranking officials headed by the Chief Medical Officer, Churachandpur will leave for Tipaimukh tomorrow.

The CMO however will be setting out under the belief that ‘the death of 12 children merely in three months may not be natural.’

The team comprising the CMO/CCpur Dr S Gouzalam, District TB Officer Dr P Nengzadou and DFWO Dr T Hartlang will be the seventh medical team to visit the area in two months.

They will be joined by the two teams already stationed there.

The team of specialist that was deputed yesterday have reportedly reached Lungthulien today and mass check-up of children at schools has started. Another team comprising of seven medical officers from RIMS, according to sources, will also head for the area on Monday.

In an exclusive chat with this correspondent, the CMO, Dr S Gouzalam today said six medical teams have been deputed ever since reports of unusual deaths of children surfaced in January.

Of these, four had filed their report, and none, as was shown to this correspondent suggested the slightest outbreak of epidemic in the region. But, unwilling to take any chances, the CMO has opted to verify the situation by himself. They will, besides study the probable reason for mass death of children, if the reports are true.

The first medical team that visited the area from 23 to February 29 confirmed the death of three children in Senvon village but cited different complications for the deaths.

The second team visited Tinsuong, Damdiei, Rovakot and Sitam villages from 10 to March 13 confirmed nine deaths, of which six were children with three each from Tinsuong and Damdiei. Here also, the report cited different reasons as the cause of dea-ths. The third team that visited Lungthulien between Mar- ch 24 and April 3 reported death of two children due to viral fever and chest infection. The report however maintained that the disease was under controlled as no new cases were reported. The fourth team deputed in between April 7 and 14 to Patpuihmun area said one child died of infection in his leg. Despite the medical reports of the visiting doctors failing to hint any unnatural death or epidemic, the CMO still declined to rule-out the reported outbreak of epidemic until he gets a first hand account reasoning ‘the death of 12 children merely in three months may not be natural.’

PM to get own Air Force One in June

NEW DELHI: Soon, very soon, in fact in June itself, Prime Minister Manmohan Singh will get a plush new office, thousands of feet up in the sky. It might not exactly be as high-tech as George W Bush's "Air Force One" or the "Flying Oval Office" but it will be somewhere there.

The first of three wide-bodied VVIP Boeing Business Jets, ordered in October 2005 at a total cost of Rs 937 crore, will touch down at Palam to join IAF's elite Communication Squadron, tasked with ferrying VVIPs, in the second half of June.

"After that, the second and third VVIP jets will come after a gap of three months each. Three sets of IAF air crew (with two pilots, a navigator and a flight engineer in each) have already been trained in Seattle and Texas to fly them," said an official.

Moreover, over 100 ground technicians are also undergoing training in batches in US to handle these specially-configured planes, which come with sophisticated self-protection suites (SPS), encrypted communication facilities and state-of-the-art navigation aids.

The PM, of course, will have a full-fledged executive office and bedroom to himself, apart from a secure communication chamber and facilities to host around 50 guests in the highly-customised aircraft.

While the three VVIP jets in themselves come for Rs 734 crore, another Rs 202.93 crore has been spent on equipping them with SPS to take care of hostile missiles and other threats.

Ordered directly through the US government, the SPS will include 'radar warning receivers' to alert the plane that a hostile radar has 'painted' it and a missile may be on the way.

Then, of course, the aircraft will have 'missile-approach warning systems' and 'counter-measure dispensing systems'.

This will help the planes take automated evasive action by shooting metal chaff to "fool" radar-guided missiles or flares to throw heat-seeking missiles off the track. There will also be enough advanced electronic counter-measures on board to jam hostile radars.

The American Air Force One, of course, has all this and much more "hush-hush" stuff.

It can even function as an effective military operations centre, with direct links to Pentagon and other establishments, during nuclear, chemical or biological attacks by adversaries. The Indian version of the American Air Force One is obviously a slightly poorer one.

CCpur : Death toll of children put at 22, HSA gives a lie to Health Department report

IMPHAL, Apr 16 : Contradicting the earlier report of the State Health Department that there is no outbreak of epidemic in the interiors of Churachandpur with some children having succumbed to chest infection and viral fever, the Hmar Students Association today claimed that so far 22 children have passed away between January and April this year in Tipaimukh sub-division.

The deaths of the children come in the backdrop of the rice shortage at the interior following the bamboo flowering phenomena.

Significantly all the children who died during this period were aged between one month and 8 months.

Giving details, the student body said that six children passed away between February and March this year at Lungthulien village alone while the time of the death of two other kids at the same village could not be ascertained.

At Leisen village, three kids passed away in March, said HSA while another three children also died at Leisen village in March alone.

Three children each passed away at Tinsuong village and Damdiei, said HSA and added that all the six children in the two villages passed away in March.

One child each passed away at Parbung, Patpui-mun, Senvon, Rovakot and Patpuihmun.
The latest victim was an 8 month old child from Rovakot who passed away on April 14.
Even as the HSA has furnished details, such as names, the identities of the parents, the month of their deaths as well as the villages of all the victims, Health Minister Parijat has stuck to the Health Department earlier report that there is no epidemic.

In a statement dated April 15, the Health Minister said that the Chief Medical Officer of Churachandpur led a team and visited many villages in the interiors, including the villages which HSA had listed where the children had died, and reported that the death of one child was reported from Senvon village while two deaths were reported from Lungthulien.

There are reports of the deaths of six children in other villages, said the Health Minister and added that one death was reported from Patpuihmun.

A team has also been sent to Lungthulien and Parbung areas on April 14 with adequate medicine, said Parijat and added that a specialist team consisting of one physician, one child specialist from Chura-chandpur district hospital along with the District Malaria Officer will also visit Parbung, Lungthulien and Leisen areas on April 16 (today).

Further the Health Department has also despatched two consignments of medicines to supplement the stores of the CMO, Churachandpur, the Minister informed and claimed that there are no lapses on the part of the Health Department.

The Minister asserted that there is no cause for alarm and appealed to the public to remain calm and carry on with their daily activities.

RIMS authority has also decided to send a team including six specialists to the interiors of the district on April 21.

Meanwhile a health team led by the District Malaria Officer has rushed to the interiors of CCpur district today.

The State Health Director said that this is the fifth time that medical teams have been sent to the interiors of CCpur and added that if needed another health team would be sent from Imphal.

Other than conducting on the spot investiga-tion the team health will also collect samples for further studies, said the Health Director.

Referring to earlier reports, the Director said that the reports ruled out the outbreak of epidemic. Most of the cases detected earlier were chronic chest infection ,viral fever and respiratory infections, he added. Joseph Hmar, spokesman of All Tribal Students’ Union, Manipur ( Atsum) said the death toll has risen from 15 to 22 at eight remote villages under Tipaimukh sub division since the past one week.

“We tallied this figure after collecting the figures from different villages and the tally might increased as our members are yet to cover some more villages”, the student leader said. If you know it, blow it - RTI as whistleblower's tool -

Of the two things that I consider the greatest tools available to a citizen that can wipe out corruption and bring about a level playing field in a modern democracy, the Right to Information Act of 2005 assumes a place of pride. The other asset is the World Wide Web.

Here, let me propose a fresh approach to using the RTI Act which if adopted could revolutionise the way Government functions and instill the fear of God in the most hardened of corrupt officials. I intend to call this the Whistleblowing approach to RTI, and in these times such as we live in marked by total disillusionment, cynicism and blood and gore, I can't think of no other way as effective to reform our sick system as RTI.

Before we discuss the concept of whistleblowing and how RTI can be co-opted in the mission of an undercover exposer, let us first look at the depressing socio-economic reality that has plumbed the lowest depths of immorality in Manipur today.

No one can save Manipur

Many writers exaggerate things to highlight a point, and sometimes I resort to such rhetorical tactic myself. Believe me, I am not exaggerating when I state that no one can save Manipur. The saviours are themselves drowned in the sea of hypocrisy driven by the cravings for quick power and riches, notwithstanding their professed commitment to commendable ideals.

To gain a perspective, let's look at the motley of organisations that exist in Manipur and the objectives contained in their memorandum of association. Far from working assiduously to achieve their noble goals they seem to have deviated drastically from their original aims. This dissonance — of saying something and doing something else — has become a common feature of our organisations, especially the so-called students’ organisations, which neither work for students nor are controlled by students. Let's admit it: in today's Manipur, there is no genuine civil society movement worth the name that has the moral authority to claim that it truly represents the interests of the people, unshackled by considerations for narrow sectarian gains. Our civil society organisations do not have a goal; they only have a hidden agenda.

How about our political class? The less we say about it, the better. The electoral politics imposed in an otherwise semi-feudal society like ours has bred a kind of culture that rewards cronyism and manipulation instead of performance and loyalty to truth. The result is that even the few good men standing in politics have to bow to the rules of the game and abandon their principles. And the one unwritten rule is: grab as much filthy lucre as you can before the next elections. In the process, the public has become blighted potatoes that can be bought in kgs with money in the market called elections.

So are there any public-spirited people left? Maybe when I was a child, I could say there were patriots who could show us the path of truth and selfless service. That is a thing of the past, a figment in our memory lingering like a nostalgic dream which will soon evaporate into wishful thinking. I dread the organisations; I dread the politicians; I dread the movement because they remind me of one inescapable fact: we are sinking into a quicksand of helplessness and plain despair. We are witnessing the end of Hope. We are now afraid of dreaming because all our dreams have been hijacked by a monstrous threat of raw power and turned into worst nightmares.

That leaves the Government and its machinery which again inspires little confidence considering its level of insensitivity and apathy to the grievances of the people. The Government today in developing countries, and more specifically in India, is synonymous with corruption and incompetence. But only Manipur presents a peculiar situation where the civil society has failed in its duty, where the politicians openly talk about cuts and percentages and where the insurgency has wrecked normal course of life. And the result: we have a deadly cocktail of everything that is reprehensible as a society.

Here comes RTI

In this scenario, RTI can help contain the spread of corruption and scare the wits out of the Government officials indulging in malpractices. Only good governance can rescue Manipur and that has to come from the initiative of the Government itself — not as a result of the dictates of some discredited organisations that have lost the plots. Bureaucracy has the tendency to settle itself into some sort of comfort zone. If we have to reform this lethargic system, that complacency has to go and a new work culture has to be inculcated wherein transparency and accountably will be cardinal principles of Government functioning.

Also, we can't at this moment expect the masses, who are mostly ill equipped, to file RTI applications because they may not have the inclination or energy to do so. Forget assertiveness, they may simply be ignorant of the existence of an Act called RTI which they can use as a stick to bring erring bureaucrats in line. The irony is that, as of now, the RTI is being used more by people who are already empowered than by those who need it the most — the undercut PDS beneficiaries, poor farmers in the rural hinterlands, the deprived backward groups, to name a few. And it will take years before the awareness of this Act percolates throughout the nook and corner of the State. There are also cases of RTI being abused to settle scores as part of bureaucratic rivalry, far removed from genuine public interest.

One fear is that the bureaucracy may perfect wily techniques to stonewall itself from the assault of the RTI in the years to come, thereby rendering the Act imbecile. That is why my belief is that the RTI movement has to come from within the system, not from outside the Government — a point which I want to emphasise in this article above all. This is an idea that is nearly identical to the concept of whistleblowing, a respected and widely recognised internal mechanism to prevent wrongdoing in organisations in mature democracies. In these countries, whistleblowing is socially accepted and there are laws in place to safeguard whistleblowers from likely reprisals (such as suspension, termination, demotion, discrimination, ostracisation etc.) from the powerful people caught in the exposed misconduct.

(For the uninitiated, a whistleblower, according to Wikipedia, is an employee, former employee, or member of an organisation, especially a business or Government agency, who reports misconduct to people or entities that have the power and presumed willingness to take corrective action. Generally the misconduct is a violation of law, rule, regulation and/or a direct threat to public interest, such as fraud, health/safety violations, and corruption).

Unfortunately, the RTI Act of India doesn't contain any clause that can protect an employee when she blows the lid on the scams brewing in her departments involving the upper echelons of the hierarchy. This is one loophole of the RTI Act that might be plugged by the Bangladeshi version of the RTI Act, which they will soon enact with extensive cut-and-paste job from the Indian model.

However, if there is a will, there is a way—and there, definitely, is a way to work around this weakness of the Indian RTI Act. The Government functionaries can act as defacto or undercover whistleblowers and pass on vital hints/insider information to outside individuals like a friend, a journalist, an RTI activist or an anti-corruption watchdog so that they can file 'designer' RTI applications to rip open the shady dealings of the concerned officials. The employee can even seek the incriminating files and documents using a pseudonym to bring them within the reach of public scrutiny.

In this way, one can avoid the undesirable consequences of blowing the whistle by transferring the responsibility to an outside collaborator while still being in the loop and more.

The best part is that all of this is legal, except that care should be taken to keep one's identity and role away from the gossiping brigade of your department. But being a whistleblower is not that easy as it sounds. A whistleblower must have, besides RTI, another asset: a good conscience and integrity.

So what if you are a lowly official, RTI is the great leveler that gives you the power to teach your boss a lesson or two in transparency and accountability. From today, stick this slogan in the bumper of your car: "If you know it, blow it. Use RTI."

I doubt anyone else can save Manipur. Not even the guerillas. And I say the next guerilla warfare will be fought not in the jungles but in the precincts of Government offices using RTI.

Against mismanagement. Against corruption !.

The Call of Mautaam

Mautaam, a Zo (Chin-Kuki-Zomi-Mizo-Lai) fearful lexicon, is a phenomenon of a famine brought by alarming bamboo flowering and increased rodents/rats plague which destroy the agricultural products in the fields and the decaying of some trees and agricultural plants. It is a phenomenon which seems to occur after almost every fifty years in the life cycle of bamboo in this corner of the world. In 1959, Zo country was brought to a situation like the Great Depression of America. What happened was that, there was the great flowering of bamboos.

The rats in the land fed upon these flowers. This consequently resulted in rapid and alarming growth in the population of rats. This multiple reproduction of rats in no time became a threat to the agricultural products which resulted in a threat to the survival of the human populace. These rats destroyed the fields and thereby rendered foodless the farmers and those in the hilly villages. All their one year toiling was eaten away by these swarms of rats. The consequences were that many were starved and have to flee their homes and villages. Due to starvation and scarcity of food, it resulted in sicknesses and diseases. Some ate roots and leaves in the jungle to survive. This again further resulted in desperation, fear, anger and social ills and evils. There was complete breakdown of normal life and anarchy followed. Many died of starvation or diseases. The angst and suffering of the Zo people brought about by mautaam was so great that it resulted in the forming of the only revolutionary movements in India that faced the Indian Jet Fighters bombing on that fateful afternoon of March 4, 1966 over Aizawl city.

With such precedence, this mautaam calls for some serious action if our people are to survive and come out in the aftermath with our heads held high. After my interactions with some spiritual leaders, humanitarian organizations (including funding agency), mautaam volunteers, and some individuals I would like to pen down some thoughts which is becoming necessary for the contextual developments demands it.

Mautaam Knows No Dialect or Denomination

Mautaam knows no dialect or denomination. It does not separate one tribe, clan, village or church from another. Relief work in every context must transcends denominational and dialect barriers. An act of compassion must cut across humanmade boundaries. True compassion demands going beyond our own dialect and church affiliations and think and reach out to the people who are not our ‘own’. Authentic humanitarian service knows no borders. We are genuine and vibrant Christians if we think for ourselves and also think for our neighbors! The piece of bread on the plate may be little. But we can cut it a little portion for our neighbors too. Liando brothers showed a good example (true tlawmngaihna) to emulate in our folk tales by sharing mimchang. Only an authentic Christians in a true Church can live out such example. There are instances where mautaam is used to rein in church members and increase church-denomination membership. This is not the right spirit to fight mautaam. It only proves how shallow our Christian mindset is and how hypocritical our love for Jesus Christ and others. Jesus commands us to love our neighbors too. Even in the context of mautaam if we cannot love our neighbors who are our own people, we are not mature or authentic followers of Christ. There are also reliable source which reports that there exist even a denomination which can support their members even if the mautaam continues for two years for they already received funds for that amount. My humble suggestion to this kind of denomination or group is that why do not we let the blessings flow out to those who are not our ‘own’ members and do not speak our own dialect? If we have enough surplus reserves the love of Christ demands us to release those for the survival of others. There are already many confirmed instances of medical symptoms connected to diseases caused by starvation amongst our hill populace. There will be no fun to survive the mautaam alone! It will only bring disgrace. This Mautaam will be a litmus test for who are true Christians, authentic Church and having godly-universal character organizations. Tlawmngaihna in the Zo lexicon is selflessly compassionate in the context of adversity, distress, pain and suffering. Now is the time to show ourselves of our code of ethics operating in full measure.

Mautaam Demands Serious Management & Planning

Mautaam knows no laziness nor can afford ill-management and unplanned relief work and package. It demands from the core a serious management and planning. There are reports that some who are not supposed to get and not entitled for relief package had already ‘receive’ it. There are also a voice in some corners which raise concerns that there will be duplication of relief operation for funds, aids, and materials are coming from different sources and the channels are through different routes. There is a concern if there can be one public platform to handle mautaam in a concerted and strategic and logistic manner. This will come a long way in managing inflow of aids and reaching to the real needy folks. Mautaam demands serious management and planning for actors in the church, organization, State and Centre governments.

Mautaam Demands Serious Accountability

There are sad evidences which strongly points to an already misused of mautaam reliefs funding. Some already bought certain commodities which will in no way help mautaam relief operation and which will in no way succor the victims. There is ‘hoarding’ of relief funds received. There is already highhandedness and corruption taking place in the exchange and operation of funding money and materials. For these kind of corrupted actors in our midst they will want to wish secretly, “Long live mautaam!” There are some who is yet to release the funding they received long time back. One cannot logic out the reason why such delay. May be they are waiting for the next mautaam? While so much work and sacrifices are already done by some of our organizations and churches, some ignoble actions from these few quarters can bring a bad name to the noble cause. These ignoble actions must be brought into accountability for the sake of the Zo national name and cause in a legal and democratic-non violent manner and in the true spirit of Christianity. Mautaam demands uncompromised and serious accountability.

Mautaam Demands Absolute Transparency

It is desirable, at the end of mautaam, that every churches, organizations and groups who received funds and aids for mautaam must table in our local newspapers a balance sheet (an account in other words) and the manner how the relief operation was done. It also must include how much they received, to how many villages they distributed and to how many households. Let this be accompanied by the names and the materials and amount of money of the recipients. This is transparency. And mautaam operation demands and calls for this kind of transparency.

This is a Zo Family-National crisis. Anyone who plays with it does not love and care our people. Godliness is justice, compassion, non-partisan, accountability and righteousness! The survivors will give their verdict! Mautaam is another significant opportunity for Zo family-national unity, understanding, cooperation and reconciliation. May we fare well. May mautaam invites us to a life of borderless, a doctrine of brotherhood, a common life in following Christ, a song of unity and an action of compassion. May the torch of true tlawmngaihna be seen lighted in every doors and hills in our war against mautaam.

This article should in no way discourage any of us. We know there are always black sheep, even amongst the insiders of Jesus Christ. Remember Judas? It should not put any hurdle in the ongoing mautaam relief operation. Instead, it should embolden us to all the more, in full potential, bring out the tlawmngaihna spirit – selfless service, sacrifice, dedication, compassionate action, charity and integrity – for productive mautaam warfare. Let us selflessly put forward our tlawmngaihna ideal.

Jesus Christ died for all; we must live for all – even during mautaam!

Marriage customs of the Thadou-Kukis

April 13, 2008: In every marriage the groom pays the ‘dowry’ (marriage price) to the bride’s family. The price varies according to clans. The highest price is that of the Singson clan which is up to 30 mithun. Except ‘Manpi lamkai’ which is generally a grown up female mithun - Dahpi, dahbu, khichuong, khichang and puon etc. are generally accepted.

The father of bride may accept the price of the bride through his brother or his “Jol” or “Be”. In this case, others should reciprocate their daughter’s marriage. The practice is resorted to show the affection to one another.

Among the daughters if the younger one marries earlier than the elder, the husband is fined. A person may have paid the full price of his wife, yet on her death or on the death of her sons he has to pay a further sum called “Luongman” to her nearest male relative.

‘Luongman’ is not claimable in an unnatural death. On a husband’s death his next eldest brother can insist on marrying the widow and taking care of the children, provided he is a bachelor. And if the marriage price has been paid by the deceased in full he need not pay again.

The marriage ceremony is usually held at the bridegroom’s place. If the bride is from a different village, the groom’s party goes there with his relatives, tucha, becha and friends. An informal feast is arranged in the bride’s house to bid farewell to the bride by killing a pig or a mithun.

On the day of departure the young boys and girls of the village makes “Buontuolchou” (a challenge to the groom’s party for wrestling). Wrestling is performed between the boys from the bride and bridegroom’s side.

Till the groom’s party defeats the village boys they can not move forward. If the groom’s party is defeated they are to pay fine in cash or kind so that the villager can arrange a feast. The bride is then taken out of her village wearing her best attire.

If the girl is from the same village, except some formal ceremonies like "buontuolchou" - wrestlings are not performed. The Thadou form of marriage is very expensive and many formalities are to be observed. That is why some shy boys and girls or poor families prefer elopement.

The actual marriage is solemnized by Thiempu (priest) killing a fowl, feathers from the right wing are placed on the head of the young couple. The Thiempu, then, after muttering some charms binds a cotton thread round their neck, which must be worn till it falls off on its own. Then the Thiempu presents each with a comb. Only very near relatives can use the comb.

Husband and wife (and uterine brothers and sisters) may share the comb. To see whether the union will prove harmonious, the Thiempu takes a hair each from the couple, moisten it in zu (wine) and twist it together.

If the hairs remain twisted all will go smoothly, but should it fly apart marital discords are to be expected. A grand feast hosted by the parents of the bridegroom concludes the marriage ceremony.

Health authorities say no epidemic at Tipaimukh

IMPHAL, Apr 14: The state medical directorate has reported that it is closely monitoring the situation at villages under Tipaimukh subdivision of Churachandpur district where fatalities among children due to outbreak of certain diseases was reported recently.

The directorate has revealed in a press release that on the insistence of the state authorities the CMO of Churachandpur was asked to submit a report on the cause of the deaths.

A report from the CMO has stated that from March 10-13 the district malaria officer of Churachandpur and his team visited Timauong, Damdei, Sitan and Rovakot villages and reported deaths among children since January this year. The cause of death was respiratory infection and one due to viral fever.

A team also visited Lungthulien village on February 24 and on March 27 this year and reported that two children died of viral fever.

As late as April 5 this year a medical team was sent to Patpuihmum village, the report said adding that there were no signs of any epidemic in these villages.

The medical directorate had, in the meantime, despatched medicines to the CMO, Churachandpur and if required a medical team from the state headquarters would be sent as and when requested by the district health authorities, the release further said.



Govt to be equally strict with overground activists and underground cadres, says Ibobi,First year’s achievements of SPF highlighted at function

IMPHAL,Apr 14: The worsening law and order situation has become critical and the government intends to take tough measures including treating overground sympathisers at a par with underground activists, said chief minister O Ibobi Singh at the releasing function of a booklet on the first year’s achievements of the second term of the SPF government, organised by the DIPR at the State Guest House this afternoon.

He also expressed his deep concern at the mushrooming of factions within various underground groups, which has caused an increase in violence and incidents of kidnapping for ransom.

The situation has become more dangerous because of the overground activities of these groups and the government has decided to treat these persons as guilty of mayhem as undergrounds activists, he said while seeking the cooperation of civil bodies in eliminating these anti nationals.

The chief minister further said that the SPF government had been trying to find the perfect means to solve the chronic law and order problem through peaceful means by drawing up different action plans to contain the violence in the state.

He mentioned that modernisation of the state police force was actively taking place in the state and the state government had also decided to set up separate women’s police stations and women’s police commando force to curb the existing insurgency related law and order problems.

Highlighting some of the achievements of the state forces in the area of counter insurgency operations during the previous year, O Ibobi Singh mentioned that a total of 1296 extremists of various underground organisations were arrested, 121 were killed, 163 were detained under NSA and 199 assorted weapons were also recovered last year. The state government had also reviewed the surrenderee poilcy and enhanced the monthly honorarium and benefits of the surrendered militants.

He said the state government had recently given a benefit of Rs. 5 lakhs to each surrendered militant which is to be deposited in their bank accounts and they could enjoy the money along with interest after 3 years above the monthly honorarium of Rs. 5,000. These enhanced benefits are to be borne by the state government as a part of its policy for making the misguided youths return to the mainstream of life.

In the meantime, the chief minister while showing serious concern at the misuse of essential items under PDS, which are meant for the poor people, said that this would be taken as an indirect act of killing the people living under poverty line in the state. The state government has launched steps to check irregularities in PDS and any person involved in the misuse of PDS items including MLAs, ministers and officials besides the UGs would not be spared, he said.

The chief minister further said that insurgency related law and order problem was the only remaining chronic problem in the state at present, as the state government since the past three years had considerably improved the state’s financial position following proper management of the finance discipline by the SPF government. There are adequate funds at the state ex-chequers for different developmental activities in the state, he said.

He also mentioned that the state government could achieve above 90% Plan expenditure during the last financial year, and the state government had also been able to contribute state’s matching share for various Central schemes undertaken in the state which had led to speedy progress of major schemes and projects, he added.

He also said that the remaining Plan money for the previous financial years had been already drawn and deposited with the state ex-chequer for convenience in utilisation.

The booklet on the first year of the SPF government’s second term, published by the DIPR mainly highlighted the progressive path of territorial integrity, stability, better governance and rapid socio-economic development in the state.

Earlier, the state IPR minister T Haokip while giving his welcome address mentioned that the SPF government being fully committed to the democratic form of government considered it a must to spotlight the achievements and other activities of the SPF government.

The function was attended by Speaker of the Manipur legislative Assembly, Dr. Sapam Budhichandra, senior minister Th Debendra and many Cabinet ministers in the SPF government along with Congress MLAs and ex MLAs from the CPI.

The function concluded with a vote of thanks given by commissioner IPR, P Bharat Singh, IAS, this afternoon.
