Officials: 2 million to show up to see Obama being sworn in

WASHINGTON (CNN) -- Based on their latest estimates, congressional officials organizing next week's presidential inaugural expect 2 million people to brave extra-long security lines in the bitter cold to witness Barack Obama being sworn in as the first African-American U.S. president.

"Hopefully, people will be of good temper and willing to go through the lines it will take," said Sen. Dianne Feinstein, D-California, who chairs the congressional committee organizing inaugural events on Capitol Hill. "Because they are going to have to go through magnetometers and they are going to be wanded. Unfortunately, that's the nature of the time."

Forecasts show the high temperature on Inauguration Day will be 30 degrees Fahrenheit (-1 Celsius).

Speaking with other officials at a news conference Friday previewing the inaugural festivities, Feinstein warned that people will have to walk long distances to get to the event and should plan to arrive early.

"Most people will be standing for a substantial period of time, and be sure you can do it," she said. "People have to be prepared to handle very cold weather, especially if the wind comes up."

She suggested people not bring infants or children unless they are of an "age and durability" to withstand the cold over a long period of time.

"Be very careful if you're planning to bring your children, cause it's not going to be easy," she said, speaking as a mother and grandmother.

Contingency plans exist to move the swearing-in inside the Capitol if the cold becomes "life-endangering," according to Howard Gantman, who works for Feinstein. "But in view of the large number of people, there's a strong intent to do this outside," he said.

Crowd estimates are down from an original prediction from District of Columbia officials that as many as 4 million people would crowd the Capitol grounds and the National Mall to see the event. The new figures, based on fresh surveys of charter bus companies, show far fewer are coming than initially thought.

Feinstein ticked through other facts and figures about the event:

# More than two dozen construction workers hammered together 22,000 sheets of plywood to build the dramatic inaugural platform on the West Front of the Capitol where Obama will take the oath of office.

# While 2 million people will attend the event, many will see it best on one of two dozen jumbo televisions placed along the Mall. Only 240,000 people will get official inaugural tickets, and most of them will have to stand. A mere 28,000 seats are available on the Capitol grounds. Video Watch the frenzy for inaugural tickets »

# Five thousand portable bathrooms will be set up for ticketed guests on the Capitol grounds. Feinstein didn't know how many toilets would be available along the Mall for people without tickets.

# It cost $3.5 million to build the inaugural platform and rent the chairs and fencing on the Capitol grounds, according to Stephan Ayers, the acting architect of the Capitol.

# Almost 2 million people have visited the inaugural.senate.gov Web site, with most of the attention going to the page featuring the menu for the inaugural luncheon that will immediately follow the swearing-in in the Capitol's Statuary Hall.

The elite few who are invited to that lunch will enjoy a three-course meal featuring wines from Feinstein's home state of California, she said.

The first course will be "seafood stew served with Duckhorn Vineyards, 2007 Sauvignon Blanc, Napa Valley." That will be followed by "a brace of American birds (pheasant and duck), served with sour cherry chutney and molasses sweet potatoes; served with Goldeneye, 2005 Pinot Noir, Anderson Valley."

And finally, "apple cinnamon sponge cake and sweet cream glace served with Korbel Natural 'Special Inaugural Cuvee,' California Champagne."

Feinstein said she and a small group of senators' wives, and Nancy Erickson, the secretary of the Senate, chose the menu after a competition of the "very best that the Washington catering establishment has to offer."

Over the head table at the lunch will hang an 1865 painting, "View of the Yosemite Valley," by American artist Thomas Hill. The picture is on loan from the New York Historical Society.

The swearing-in ceremony itself won't change from previous inaugurals, Feinstein said. She and her staff studied DVDs of past ceremonies "so everything is according to historical procedure."

She said the ceremony is "scripted, and it is concise and it moves quickly."

Feinstein's Senate office received more than 60,000 requests for inaugural tickets. But, as a senator, she was allotted just under 300 to give out. House members get just under 200.

She said everyone she is giving a ticket to must pledge not to sell the ticket for a profit.

As chairman of the inaugural committee, Feinstein will make "very formal and very brief" introductions for all the speakers at the inauguration.

Asked if she would have trouble introducing Pastor Rick Warren -- who will deliver the invocation -- with whom she disagrees politically on some issues such as gay rights, she said no.

"This is not a political event," she said.

Feinstein was also asked to sum up her feelings about the first African-American being sworn in as president.

"For me, that's going to be the most amazing part," she said. "I'm going to look out at the Lincoln Memorial as Barack Obama takes the oath of office. I'm going to think back into our history 200 years and what America was like at that time, especially for African-Americans. And then to realize that we've gone from the monument to the White House in that 200 years. And the doors are open. And we have a bright, young, energetic president who happens to be African-American, and the American people are rejoicing."

How to watch Obama's inauguration online

(CNET) -- More than 2 million Americans lost their jobs last year, the stock market fell by almost 45 percent from its peak, and comparisons with the Great Depression are becoming disturbingly commonplace.

But that isn't stopping Washington from throwing a $160 million party, the most lavish ever, for Barack Obama's presidential inauguration on Tuesday.

Technology companies are joining the festivities by hosting a number of inaugural parties, and a collection of news and other Web sites are aiming to let anyone who can't be in the nation's capital--or who doesn't want to brave probably-freezing temperatures--follow along online.

Here's a partial list:

• The Joint Congressional Committee on Inaugural Ceremonies, which is in charge of all the inaugural activities at the Capitol, will stream the entire event at its Web site, complete with closed captioning. The site has a wealth of information about what happens on Inauguration Day, including a handful of inaugural videos dating back to President Dwight Eisenhower's 1957 swearing-in ceremony, as well as videos of presidential luncheons dating back to the inauguration of John Kennedy. (It also reveals, for those interested, the recipe for Obama's luncheon meal, which features a main course of pheasant and duck served with sour cherry chutney.)

• Our sister site CBS News will have day-long live coverage January 20 on TV and the Web, starting at 7 a.m. EDT. Katie Couric will also host a special Webcast that night with reporters and punditry, for which viewers can submit questions.

• CBS streaming coverage will also be Webcast on Joost's Everything Obama page, which also features interviews, campaign highlights, and satire clips.

• MSNBC will be live streaming the event on its home page and politics section, and visitors can embed the video into their own sites. Its inauguration page also features videos of inaugurations from decades past.

• Fox News will provide live streaming coverage via Hulu beginning at noon for about two hours. After the live stream, Hulu will provide on-demand access to the ceremony. The live stream is embeddable, as is an inauguration countdown from Hulu. The video site's Obama Presidency page also features related content like speeches, commentary, satire, and past inaugural speeches.

• C-SPAN will debut its Inauguration Hub on January 20, featuring an online "control room"--a multichannel grid designed by Mogulus with Webcasts of inauguration activities. Visitors will be able to choose from one of four live feeds featuring events like the swearing in at the Capitol, the parade, and a number of inaugural balls.

• CNN is partnering with Facebook to provide live streaming of the swearing in and Obama's speech. Viewers can "RSVP" for the event on Facebook, and as they watch, they will be able to provide status updates with their thoughts on the events. A Facebook window on the CNN.com Live channel will show viewers their friends' relevant status updates.

• Current TV and Twitter are teaming up, as they did during the election, to add real-time tweets to Current's broadcast and Webcast of the swearing in, which starts at 11:30 a.m. EDT and will be replayed throughout the day.

• The New York Times, the AP's online video network, and the Online NewsHour will also live stream inauguration coverage.

Once Obama is sworn in, he'll be party hopping through Washington that night. The Presidential Inauguration Committee has promised to Webcast some of the official inaugural balls--though there are plenty of unofficial parties, including some hosted by tech companies.

The Recording Industry Association of America is hosting a charity ball featuring the recording artist Rihanna and the actors David Arquette and Courteney Cox. The ball benefits the nonprofit Feeding America and is co-sponsored by Yahoo, Comcast, Oracle, AT&T, SoundExchange, Time Warner, News Corp., and a number of other companies.

Google is partnering with the Leadership Conference on Civil Rights to host "a break from traditional inaugural balls." Guests are encouraged to make donations--which Google will match--to organizations including the LCCR Education Fund, One Economy, the Sunlight Foundation, D.C. Central Kitchen, and Green For All.

The Huffington Post, the news aggregation and commentary site, is hosting a pre-inaugural ball Monday night with the Atlantic Philanthropies and the Musk Foundation, which supports research on renewable energy, human space exploration, and pediatrics. The event is also receiving sponsorship from MySpace, Comcast, the wind power company Vestas, and the nonprofit Global Green USA, among others.

The party, they say, is "to celebrate change in Washington, the rise of new media, and a renewed commitment to service and the environment," and features a performance by Will.i.am.

Plenty of other parties will be celebrating a renewed commitment to the environment, including the Green Inaugural Ball, chaired by Al Gore and hosted by a number of organizations like the American Council on Renewable Energy, the Energy Action Coalition, and the Vote Solar Initiative.

Man refuses to drive 'No God' bus

A Christian bus driver has refused to drive a bus with an atheist slogan proclaiming "There's probably no God". Ron Heather, from Southampton, Hampshire, responded with "shock" and "horror" at the message and walked out of his shift on Saturday in protest. First Bus said it would do everything in its power to ensure Mr Heather does not have to drive the buses.

Buses across Britain started displaying atheist messages in an advertising campaign launched earlier this month.

Mr Heather told BBC Radio Solent: "I was just about to board and there it was staring me in the face, my first reaction was shock horror.

"I felt that I could not drive that bus, I told my managers and they said they haven't got another one and I thought I better go home, so I did.

"I think it was the starkness of this advert which implied there was no God."

When he returned to work on Monday he was called into a meeting with managers and agreed to go back to work with the promise he would only have to drive the buses if there were no others available.

First Bus said in a statement: "As a company we understand Mr Heather's views regarding the atheist bus advert and we are doing what we can to accommodate his request not to drive the buses concerned."

It added: "As an organisation we don't endorse any of the products or sentiments advertised on our buses.

"The content of this advert has been approved by the Advertising Standards Agency and therefore it is capable of being posted on static sites or anywhere else."

The advertising campaign is backed by the British Humanist Association and prominent atheist, Professor Richard Dawkins.

Hanne Stinson, chief executive of the British Humanist Association, said: "I have difficulty understanding why people with particular religious beliefs find the expression of a different sort of beliefs to be offensive.

"I can't understand why some people seem to have a different attitude when it comes to atheists."

Pressure group Christian Voice has questioned the campaign's effectiveness but the Methodist Church said it would be a "good thing if it gets people to engage with the deepest questions of life" and suggested it showed there was a "continued interest in God".

The advertisements run on 200 bendy buses in London and 600 vehicles in England, Scotland and Wales.

Designated camps to be set up for militants in Manipur

Imphal (PTI): Manipur government has decided to set up five designated camps for Kuki militants who had signed suspension of operation agreement with the government, official sources said on Saturday. The camps would be constructed in three hill districts of the state, from where the militants used to operate from, the sources said.

The exact areas for the camps have been identified as Nathajang and Bangai range in Churachandpur district, Chelap in Chandel district and Samusang and Sejang areas in Senapati district.

The state government had some months ago signed suspension of operation agreement with about 10 Kuki militant outfits including Kuki National Front, Kuki Liberation Army, Kuki National Organisation, Kuki Revolutionary Army, sources said.

As per the agreement, the state and central forces had stopped combing operation against Kuki militants who would soon hold peace talks with the government, sources said.

Major demand of Kuki militants was to break up Manipur and form small states along ethnic lines. The government has made it clear that it would not compromise territorial integrity of Manipur while having talks with the militants. (PTI)

Beware! Downadup virus exposes millions of PCs to hijack

LONDON, England (CNN) -- A new sleeper virus that could allow hackers to steal financial and personal information has now spread to more than eight million computers in what industry analysts say is one of the most serious infections they have ever seen. The Downadup or Conficker worm exploits a bug in Microsoft Windows to infect mainly corporate networks, where -- although it has yet to cause any harm -- it potentially exposes infected PCs to hijack.

Mikko Hypponen, chief research officer at anti-virus firm F-Secure, says while the purpose of the worm is unclear, its unique "phone home" design, linking back to its point of origin, means it can receive further orders to wreak havoc.

He said his company had reverse-engineered its program, which they suspected of originating in Ukraine, and is using the call-back mechanism to monitor an exponential infection rate, despite Microsoft's issuing of a patch to fix the bug.

"On Tuesday there were 2.5 million, on Wednesday 3.5 million and today [Friday], eight million," he told CNN. "It's getting worse, not better."

Hypponen explained to CNN the dangers that Downadup poses, who is most at risk and what can be done to stop its spread.

How serious is it?

It is the most serious large scale worm outbreak we have seen in recent years because of how widespread it is, but it is not very serious in terms of what it does. So far it doesn't try to steal personal information or credit card details.

Who is affected?

We have large infections in Europe, the United States and in Asia. It is a Windows worm and almost all the cases are corporate networks. There are very few reports of independent home computers affected.

What does it do?

It is a complicated worm most likely engineered by a group of people who have spent time making it very complicated to analyze and remove. The real reason why they have created it is hard to say right now, but we do know how it replicates.

How does it spread?

The worm does not spread over email or the Web. However if an infected laptop is connected to your corporate network, it will immediately scan the network looking for machines to infect. These will be machines that have not installed a patch from Microsoft known as MS08-067. The worm will also scan company networks trying to guess your password, trying hundreds and hundreds of common words. If it gets in, even if you are not at your machine, it will infect and begin spreading to other servers. A third method of spreading is via USB data sticks.

How can I prevent it infecting my machine?

The best way is to get the patch and install it company-wide. The second way is password security. Use long, difficult passwords -- particularly for administrators who cannot afford to be locked out of the machines they will have to fix.

What can I do if it has already infected?

Machines can be disinfected. The problem is for companies with thousands of infected machines, which can become re-infected from just one computer even as they are being cleared.

Bamboo flowering not alarming in NE, says expert

AGARTALA, Jan 16 – The problem of gregarious bamboo flowering in the Northeastern States is not alarming and the situation is under control, according to an expert. “Nothing alarming has happened due to well-coordinated efforts by the Ministry as well as by the affected State Governments,” Director General of Environment and Forests AK Johari told reporters here yesterday.

Johari and a group of officials of the Ministry of Forest and Environment and principal chief conservators of forests of the region on Wednesday held a meeting here to review the situation arising out of bamboo flowering.

The situation in Tripura, Mizoram and Manipur, the States worst affected due to massive bamboo flowering, has improved significantly, Johari said.

Eighty per cent of the total bamboo cultivated areas in Tripura, covering about 8,000 sq km, was affected due to bamboo flowering during the last four years.

Of the total area of bamboo cultivation in Mizoram, around 85-90 per cent witnessed flowering during the last three years, he said.

Bamboo flowering, which occured at regular intervals, often create ecological and economic problems in North East. – PTI

Nagaland to raise IRB for Women

Nagaland is all set to become the second state in the country after Gujarat, to have an all-women armed battalion (IR) that would break another all-male bastion where women with sophisticated weapons will be marching shoulder to shoulder with their male counterparts.

Despite initial reservations and apprehension from certain sections of the society, the state government is going ahead with the process of raising the first all- women Indian Reserved Police Battalion in the state under the name ‘Mahila Battalion”. The Union Home Ministry had made the offer to Nagaland to raise the IR women battalion and later gave its nod when the state submitted its proposal.

“We’re going to raise the Mahila Battalion very soon and we’re on the process of advertising for recruitment”, said state Home Minister Imkong L.Imchen in an exclusive interview to the Nagaland Post.

Once recruited, the Mahila Battalion will undergo the same training as their male counterparts in IR battalions and also perform the same duties. “They will undergo the same course with their male counterpart during the training and there will be no relaxation”, Imchen said. Further he said the women IR battalion will be initially based at Dimapur. Presently, there is only two such exclusive armed women police battalions in the country, one the CRPF and Gujarat Police (IR).

“All state chief ministers are pressing the centre for raising the same Mahila Battalion in their respective states” , Imchen said citing the a recent meeting held in New Delhi where chief ministers had made the plea.

Despite the state government being upbeat about raising the Mahila Battalion , certain sections of the society including senior police officers in the state PHQ were skeptical about the effectiveness of such a force. “ Women are considered the weaker sex and are physically and biological weaker than their male counterpart. If they’re deployed for VIP duties such as house guard or RAP duty, then there may be incidents when anti-social elements would take advantage and try to overpower and snatch their arms”, said on officer speaking on condition of anonymity.
Another point raised by skeptics was marriage and motherhood when women in the force get married. “When they get married and have a family, there will be family problems. Also the women jawans would find it difficult while returning home late at night after performing duties unlike their male counterpart” said the officer.

He also said male counterparts would have to provide security to women IR wherever they(women) are posted on duty. State Home Minister Imkong L Imchen however brushed aside such apprehensions saying that “ people may have apprehension before it is tested” and sounded optimistic.

On the problem of height, the minister said it that instead of SLR, the women could be armed with smaller weapons such as AK series and INSAS. He also agreed that there could be some difficulties when women in the Mahila Battalion get married and raise families. To tackle this, Imkong said that there could be an initial moratorium period particularly during the training period when the women will be barred from getting married.

BJP lambasts Govt over Manipur situation

Imphal: Manipur has turned into a killing field due to the deteriorating law and order situation, stated P. Chandra Shekhar Rao, secretary of the BJP zonal organization, North East India. The zonal secretary also stated that the BJP was ready to take on the Congress in the Inner Manipur Parliamentary elections in April-May this year.

Chandra Shekhar Rao, who has been camping in the capital since Monday on a three-day visit, addressing a press conference held at the party office in Imphal stated that he was here in the state in connection with the upcoming Parliamentary elections.

Further speaking during the conference he said that with the failure of the state government to tackle the deteriorating law and order situation, Manipur was turning into a killing field with daily basis killings on the card. He further stated that even the central government was not taking the situation of Manipur seriously which according to him was a clear indication of the Congress led UPA Government’s feeling towards the people of Manipur.

The prevailing law and order situation of Manipur has let to series of violation of rights including the right to freedom of the media which is also another clear indication of the weakness of both the state and central governments, Chandra Shekhar Rao pointed out. He further pointed out that the Ibobi Singh government has failed in governance as there have been rampant extortions, free smuggling of arms and drugs and suggested the need to seal the border. With chicken back in business confusion prevails over bird flu

Guwahati: The festive markets of Assam are witnessing brisk sale of chicken even as two separate organs of the Assam Government are still in conflict over the allowance of sale of poultry products.

Despite culling operations still on in at least three nearby districts of Guwahati, sale of chicken has been allowed all over Assam, including in the biggest market here, by the state veterinary department, which has infuriated the district administration as they issued official statement saying that no sale was allowed.

Meanwhile, confusion prevailed among the masses as the chicken traders were seen in hectic activity, trying to make up for the losses since the chicken sale was banned on November 17.

Commissioner of Assam government's Animal Husbandry department Shyam Mewra had issued an official notification on January 11, signalling the end of the trauma for the poultry farmers.

However, Kamrup (Metro) ADC C K Bhuyan informed that neither had they had received the order nor were they withdrawing the ban. But the withdrawal order of the Veterinary department could be seen pasted outside every chicken shop in Guwahati.

According to the poultry farmers association a staggering Rs 18 crore had been lost since sale of chicken was banned on November 17.

Notably, according to a statement issued by the state veterinary department, over five lakh chickens have been culled and a total compensation of Rs 1.67 crore was paid.

But what stunned the buyers at Guwahati city was that all the chicken available in the market was full grown and mature, casting a shadow over the genuineness of the culling operation in and around Guwahati where bird flu was detected.

However, there were no reports of any fresh outbreak of bird flu from any part of the state in the past one week. Nearly 5.64 lakh birds, including commercial and backyard poultry, were culled till yesterday, an official communiqué said. The statement also said 17 Rapid Reaction Teams are still functioning in lower Assam, disposing of the diseased birds. No unusual mortality was reported from any part of the state since December 24. Of the total birds killed, 3.32 lakh were from 250 commercial farms while the rest were from backyard poultry farms. (UNI)

Imphal: A Kangleipak Communist Party cadre was killed in an encounter with the securitymen at Leimakhong Mapan here on Thursday.

As the troops were on a flush out operation, two suspects on being chased fired on the securitymen.

In retaliation, the security-men gunned down one and the other fled. The slain militant, identified as Brojen was involved in kidnapping of Okenjit Singh, son of State minister Ph Parijat, from RIMS. (UNI)


Bamboo flowering in NE

Agartala: The overall situation in the wake of gregarious bamboo flowering in the Northeastern states is not alarming at all, said Director General of Ministry for Environment and Forests AK Johari.

Talking to media in the sideline of a regional review meet on flowering at Prajna Bhavan here on Thursday, he said that the situation has been brought under control.

According to him, bamboo flowering is significant, as it has been observed to occur at a regular interval and often creates ecological, economic and social problems, particularly in the Northeast because of its poor infrastructure development.

"The situation was supposed to be alarming but nothing alarming has happened due to well coordinated efforts by the Ministry as well as by affected state governments", Johari said.

He said that various issues like flowering, fresh bamboo cultivation and dead bamboo being taken out of the state were discussed in the meeting.

The DG said, three Northeastern states, Mizoram, Tripura and Manipur are badly affected due to massive the flowering. However, the situation has improved considerably as reviewed in the regional level meet held here. Appreciating Tripura in containing the menace, Johari said that it made commendable efforts to address the problem. Of the total area of bamboo cultivation (8000 square km), about 80 percent experienced the flowering in Tripura during the past four years.

"The Minstry has allocated Rs. 21.22 crore for five years to check the flowering and Tripura has so far utilized allocation properly", he said.

The DG said two worst affected Mizoram and Manipur also received financial support from the Centre to tackle the situation. Of the total area of bamboo cultivation in Mizoram, around 85-90 percent witnessed flowering in the last three years.

Assam has received Rs. 5.25 crore for fresh bamboo cultivation and proper utilization of dead bamboo even as it witnessed less flowering, Johari added. Here it is worthy to mention, flowering is the most significant in the life cycle of bamboo. Most of the bamboo species flower after the end of a long number of years of vegetative a long number of years of vegetative growth. All population of a given species of bamboo grown from the same seed, irrespective of their location will flower at the same time and majority of the species will die after flowering. -Shilong Times

Manipur Govt employees set to step up ceasework

Imphal, Jan 16: The agitating Joint Administrative Council (JAC) of the All Manipur Trade Union Council (AMTUC) and the All Manipur Government Employees’ Organization (AMGEO) on Friday inform-ed that the council would intensify its ongoing cea-sework strike demanding the 6th Central Pay Commission’s recommendation and other demands for the employees working in the state.

According to a press statement released by the secretary, JAC of AMTUC and AMGEO, Ch. Chandra-mani Singh, sitting in groups of the employees of various departments and offices will be held at different office complexes till Jan- uary 31 in order to streng-then their ongoing cease- work strike. Further the statement also urged the State Government employees to participate in the group sittings and added that no failure exception would be granted.

In this regard, group sit in was also organized at the Veterinary Department, Sanjenthong in Imphal East on Friday under the aegis of the JAC of AMTUC and AMGEO demanding the implementation of the 6th Pay Commission.

It may be mentioned here that the JAC of AMTUC and AMGEO launched the complete ceasework agitation from November 27 last year demanding implementation of the 6th Central Pay Commission’s recommendation and other demands for the employees working in the State.

Endorsing the ceasewo-rk strike many Government Departments such as the All Manipur Government Hi-gher Secondary Lecturers’ Welfare, Manipur State Pensioners’ Union, Medical Department Employees Association, All Manipur Elementary School Teachers’ Associations, Veteri- nary Department and the Nurses’ Association of Manipur have joint in the agitation. The various organizations under the aegis of the JAC of AMTUC and AMGEO will continue with the ceasework strike until the State Government implements the 6th pay com- mission, conveyed the press statement of the JAC.

It may be noted that the ongoing agitation of the JAC has affected much of the functionaries of the State Govt offices in the State. On January 2 of this year, the JAC reportedly sealed all the Govt offi- ces in the State capital including those in the nine dist- ricts of the State and the JN hospital, Porompat in Imphal East.

Jiri to Imphal rail line, Rail track to be realigned

IMPHAL, Jan 16: Following detection of certain variance in the alignment of the proposed railway track from Jiribam to Imphal, steps have been taken up for realignment of the route at some places. (Briefly reported in our Jan 9 edition under the caption, “Joint control room starts work’).


According to an official source, the steps have been taken up for realignment of the railway track after the member engineers of the Railway Board detected certain variance in alignment of the route from Jiribam to Tupul which is to be laid in the first phase and from Tupul to Imphal which is to be laid during the second phase.

As per the alignment of the route worked out earlier, the railway track from Jiribam to Tupul was to be laid at the ruling gradient ratio of 1: 80 and that of the track from Tupul to Imphal at the ruling gradient of 1: 60.

However, after the member engineers of the Railway Board pointed out that there should be no difference in the ruling gradient of tracks from Jiribam to Tupul and from Tupul to Jiribam, steps have been taken up for realignment of the track in some parts of Tamenglong and Senapati district, the official source disclosed.

To be constructed under the Prime Minister’s package, laying of the rail track from Jiribam to Tupul in the first phase has already been announced as a National Project by the Prime Minister in February 2005.

Even if the proposed rail track from Tupul to Imphal to be laid during the second phase of the project has not yet been announced as a National project, nonetheless, after the Railway Board assured necessary funding for the same, a joint meeting of the officials of the Railway Board, Northern Frontier Railways and Railway Nodal Authority of the State Government was held recently.
In the said meeting, member engineers of the Railway Board pointed out that the variance in the gradient of the proposed railway route from Jiribam to Tupul and from Tupul to Imphal should not be there.

The source explained that if the railway track from Jiribam to Tupul is to be laid at the gradient of 1:80, then the proposed station yard at Noney would be further away from Noney Bazar. However after the realignment Noney Bazar will be nearer by 1.5 Kms.

As the realignment of the railway line is to be carried out in some places of Tamenglong and Senapati district, the Northern Frontiers Railways has also directed the Deputy Commissioners of the two districts to put on halt distribution of compensation to the land owners whose land had been acquired earlier, the source disclosed.

To expedite the task of laying the railway track, a transit office and a guest house of the Railways officials have been constructed inside the MSRTC complex at Jiribam and are ready to be inaugurated, the source informed, adding that there would be progress in the task of laying the railway track if the Railway officials can stay in the guest house and function from the transit office.

Railways engineers are also currently discharging their duties from some designated sites along the proposed route from Jiribam to Tupul. Along with completion of the construction work on accommodation for the work agencies and the security barrack at Noney, the DGP has been requested to provide the security.

At the current market rate, the estimated project cost of laying the railway line from Jiribam to Tupul, which is being targeted to be completed by 2010 stands at Rs 2714 crores. The estimation was Rs 727 Crs in 2004-05.

Protection for NE trains

Bullet proof locomotives and protective jackets for crew members are among the security measures being undertaken for train services in the militancy-hit hill section of southern Assam that links Tripura and Mizoram, officials said here Thursday.


“After a series of terrorist attacks, the railway ministry has decided to deploy two more battalions (2,000 personnel) of Railway Protection Force (RPF) in the militancy-hit hill section of southern Assam to ensure safe train movement,” an official of the Northeast Frontier Railway (NFR) said.

The train services on the Lumding-Badarpur-Silchar-Dharmanagar-Agartala section had been intermittently stopped during the past one year due to rebel attacks, affecting normal train services and transportation of essentials to Tripura, Mizoram, Manipur and parts of southern Assam.

“The trains will run with bullet proof locomotives and the drivers and other crew of the trains will wear bullet proof jackets while a huge contingent of RPF would also be deployed soon,” the official said.

Activists of the separatist group Dima Halam Daogah (Jewel faction) killed 12 people, including a train driver, last year. Occasionally the DHD and other rebels attacked the trains in these routes.

“Due to the frequent suspension of railway services, trade and business and transportation of commodities had been enormously affected in southern Assam, Tripura, Mizoram and Manipur,” said Tripura transport minister Manik Dey.
