    Central team heads for interior areas to assess bamboo flowering effects

    LAMKA, Apr 3: The Central inter-ministerial team proceeded to certain interior areas of Churachandpur district Thursday to assess the condition of people reeling under the famine caused by bamboo flowering and resultant increase in rat population, an official source said.

    The team headed by joint director Pankaj Kumar, department of cooperation, Union ministry of agriculture also includes Sarvan Kumar, director, planning commission, JO Sharma, assistant director, ministry of finance, Subhas Singh, assistant commissioner, ministry of rural development, Dr Biswas, director of agriculture and cooperation as well as GP Pandey, ex-director NEFCI.

    Pankaj Kumar while speaking to some local journalists before the team’s departure from the district headquarter today morning said, “We are to make an assessment of the magnitude of crops destroyed by the rodent menace.”

    Stating that NREGS was one of the most effective means to deal with the people affected by the rodent menace after mass bamboo flowering, he emphasized on the proper implementation of the scheme.

    Reiterating that they had come to make an assessment of the situation and requirement of the people, Pankaj said additional funds would be provided after they submitted reports which would be based on their findings to the ministry of home affairs.

    He also hinted at a relief package for the people and some other measures to sustain life and to support them till the next harvest after the assessment.
    As far as famine was concerned, the problem faced in Manipur and Mizoram were similar, he observed.

    In Manipur, the Churachandpur and Tamenglong districts were the hardest hit by the mautam although Chandel district was also affected to some extent. Churachandpur district was the most affected by rodent menace.

    Mention may be made that since mass bamboo flowering occurred in two eastern districts of the state the Manipur government has implemented various programmes to overcome the rodent menace mostly under sponsorship of the Central government.

    No spectacular damage to human life and economy was encountered in the district by the bamboo flowering, but there was loss of bamboos because of the flowering. Once the bamboo flowers it dies normally, the report of the district information officer said.

    House unanimous in passing resolution for Legislative Council


    IMPHAL, Apr 3: The additional sitting of the third session of the state legislative Assembly today unanimously passed a motion for the constitution of a Legislative Council for the State of Manipur. This is the third time that such a move has been made in the House but the approval has not been forthcoming from the Parliament in earlier attempts to get it passed.

    The motion on the constitution of Legislative Council was moved in the form of a private members resolution in the House today jointly by Opposition MLAs led by O Joy, Dr. Ng Bijoy Singh, Dr. Ibohalbi and RK Anand.

    Senior MLA O Joy while moving the motion mentioned that with the increasing complexities of maintaining democratic forces in the state and also to strengthen the administration in the state, there was immediate necessity for a Legislative Council to accomodate existing experts and eminent personalities of the state in the affairs of legislation in the state.

    O Joy further said that a similar resolution had been passed twice by the state legislative Assembly on September 14, 1989, during the chief ministership of late RK Joychandra and again on April 24, 2005. The matter was forwarded to the Centre for enactment in the Parliament, but the Parliament had failed to implement it till today.

    O Joy further observed that constitution of the state Legislative Council would help not only involve the experts and eminent personalities but also enable the representatives from various sections of the society to take part in the affairs of the state legislations.

    Later, MLA Dr. Ng Bijoy in his observation mentioned that considering the existing demographic patterns of the state, the existing 60 MLAs of the state could not many time fulfill the desires of all sections.

    Hence, such a council would be certainly able to create a consolidtated platform for the nominated representatives from various sections of the society to work for the welfare of the people.

    On the other, MLA I Ibohalbi mentioned that due to the emergence of a very complex system such a council in the state would help ease the problems arising from time to time and correct the errors in legislations in better interest of the people.

    Later, MLA RK Anand said that creating of a Legislative Council would enable a perfect and full democratic process in the state and keep a balance in administration by taking into account the viewpoints of various experts and eminent persons and representatives from the society who will be opted as members.

    The state law and legislative affairs’ minister Th Debendra, appreciating the move mentioned that in the present context of the state formation of a Legislative Council had become a must.

    The minister further said the state government also felt the need for a State Legislative Council for accuracy in legislation and to allow direct participation in the affairs of the state to the leading men in the state.

    He said creation of a Legislative Council was a Constitutional right given to the state Assemblies of the country and the council could be created by two-thirds majority in the House. He also felt the need to pressurise the Central ministers for getting the approval of the Parliament in the matter.

    Scam in Power Dept rocks Assembly, Opp piles up the heat on Tonsing

    IMPHAL, Apr 3 : Taking a serious note of the report that Rs 17.2 crores have been misappropriated in the Power Department, Opposition MLAs today deman- ded the resignation of Power Minister Phungza-thang Tonsing for mislea- ding the House earlier by furnishing ‘wrong reports’.

    Rising to the demand of the Opposition, Chief Minister O Ibobi, who also holds the Finance portfolio informed the House that the High Powered Committee led by the Chief Secretary has started an inquiry into the allegations.

    In a bid to pacify the agitated Opposition members, the Chief Minister assured that if the inquiry pins down anyone, then fitting action would be taken up under the Manipur Public Servants Personal Liability Act.

    Earlier, three MPP MLAs O Joy, Dr Ibohalbi and Dr Ng Bijoy raised a call attention motion seeking the attention of the Power Minister over the charges that of the Rs 22 crores released for the Power Department, Rs 17.2 crores have been misappropriated.

    O Joy quizzed the Power Minister why the High Powered Committee has started an inquiry into the allegations of misappropriating the sum of Rs 17.2 crores when the Power Minister himself had dismissed the allegations as baseless in the House on March 12.

    The fiery MPP leader demanded to know why the Power Minister tried to mislead the House, when in fact the question of misappropriating the sum of Rs 17.2 had already come to the notice of the Government.

    The Power Minister should gracefully step down for trying to mislead the House, advised Joy. Since the High Powered Committee has already recorded the statement of the then Chief Minister of the Power Department that he was forced to sign a draft proposal to divert the Rs 17.2 crore fund from the Plan heads to Non-Plan heads, the Power Minister too should come under the Manipur Public Servants Liability Act, demanded Joy and added that he should also be answerable to the Committee.

    The misappropriated amount is not anyone’s private asset but belongs to the people, said the MLA and added that the inquiry of the High Powered Committee should go to its logical conclusion. Demanding that the Government should recover the misappropriated amount, Joy said that the report of the High Powered Committee as well as the Chief Secretary be called to the House so that they may be examined.

    The Minister should not take the members of the House for a ride by furnishing doctored statements, thundered Joy.

    Joining in, MLA Dr I Ibohalbi questioned how such a huge amount of Rs 17.2 crore was misappropriated despite the assurance of the Chief Minister that the Government would strictly stick to financial discipline. The MLA also questioned how the money was diverted from the Plan heads to SPAs and schemes not approved by the Government without the concurrence of the Finance Department. Dubbing the statements of the Power Minister a lie, the MLA said that on the one hand the Minister has maintained that there is no misappropriation of money while on the other, the High Powered Committee has been asked to investigate the case. This is contradictory, he noted. It is a shame that while the Power Department has been crying hoarse and urging the people to pay their power tariff or else their connection would be snapped, on the other hand such a huge amount has been misappropriated, said Ibohalbi.

    Demanding stringent action, the MLA suggested that a House Committee be entrusted with the task of inves- tigating the case. Responding to the call attention motion, Chief Minis- ter O Ibobi informed the House that since suspicions were raised that the amount could have been misappropriated the High Powered Committee led by the Chief Secretary was asked to probe the matter. Those involved the case will be known once the report is submitted, he explain- ed and added that it is unreasonable to demand the doc- ument before the inquiry is finalised. Giving his version, Phung -zathang Tonsing said that the question of misappropriating the amount does not arise. Phungzathang said that inquiry can always be ordered against Power Depart- ment and added the he does not know how much has been misappropriated. If any wrongs are detected, it would be rectified, he assured the House.

    The Power Minister said that a sum of Rs 21.87 was released as normal fund by the Finance Department following a proposal from the Power Department. For SPA the amount released was Rs 93.7 crores. The first proposal prepared by the Power Depart- ment had certain flaws in sub-allocation, said the Power Minister and added that a second proposal was drafted which was passed. The Power Minister stuck to his stand that no amount has been misappropriated. He also claimed that he never met the Chief Engineer as reported and added that it is not only the Power Department which is under the scanner of the High Powered Committee but also other Departments. It is just that the cases of the other Departments have not been reported in the newspapers.

    ADC Bill floored in Assembly

    IMPHAL, Apr 3 : The manipur Hill Areas Autonomous District Council Bill 2008 has been withdrawn even though same was placed before the special session of the Assembly today. With the consent of the SPF Government the highly disputed Bill was tabled on the floor of the House by Tribal Development Minis-ter DD Thaisii at the previous Assembly se-ssion on March 6 with the same referred to the Hill Areas Committee on the same day without any deliberation by the members of the House.

    Inspite of the HAC reviewing the Bill in all its perspectives to rectify flaws, if any and add new clauses before it was re-introduced to the House, objections raised by the members led to the same being referred again to the Select Committee of the Assembly for further scrutiny. However, members of the House pointed out certain flaws in the Bill which consumed two days of revision by the Select Committee as well as inconclusive contents in the report of the HAC that ultimately resulted in an understanding between the HAC and State Cabinet for its withdrawal from the Assembly.

    Highlight of today’s brief session also included HAC Chairman Thangminlen Kipgen tabling a report on the Bill and the TD & Hills Minister DD Thaisii moving a motion for its withdrawal which was approved by members of the House. -TSE

    Lamka, Apr 3: The inter-ministerial central team deputed for a ‘quick assessment of the immediate relief needs of the Mautaam affected area’ today practically rubs shoulder with the people devastated by it and listen to their accounts.

    Visiting more than a dozen interior villages, dependent mainly on jhum the team confides that Mautam or rat menace has indeed really affected the crops, and in many places where they interviewed the farmers it is amply clear that more than 50% of the crop were damaged.
    In most of the cases, farmers have to either save their meagre harvest or purchased paddy from the market even for sowing. Women folk, who were interviewed most by the team also confessed their concern as rats were still prevalent in their unsoiled jhum fields.

    The team while interacting with the media commented on the effectiveness of the new employment programme NREGS, yet most of the farmers sustaining with a subsistence level of income, according to Pankaj Kumar the team leader they need assistance atleast before their next harvest.

    Upon enquiring what difference would the central team bring about, ‘we hope that the visit will result in a kind of package, a relief package for the people of the district and we will provide them some sustenance till the next crop is harvested,’ he said adding, ‘we certainly would like to expedite it as much as we can’ so that any form of relief reaches the people before the onset of monsoon.

    Pandey nevertheless claimed that his team was still in the process of determining the magnitude of devastation in the state of Manipur and therefore it would be premature to say how much assistance would be needed to sustain the farmers until their next harvest.

    Apart from the minor variations, the central team has maintain that the basic nature of the problem in Mizoram were similar to that of the state.

    A prominent Church body the Evangelical Baptist Convention, which has set aside Rs. 7 lakhs for relief fund in 2008-2009 and had already exhaust another 20 lakhs in the preceding years, PCI (R), MPC, Civil Pensioners and numerous other civil societies have also presented memoranda to the visiting central team today.

    IMPHAL, Apr 3 : The State Assembly today unanimously decided to pave the way for the formation of Legislative Council under Article 169 of the Constitution of India.

    To implement the decision, it was also decided to send representatives to Delhi and present the decision of the State Assembly to the Prime Minister and others concerned.

    Moving a private member resolution to set up a Legislative Council in the State, MPP MLA O Joy recalled that on September 14, 1987, the then Chief Minister late RK Jaichandra introduced a resolution to set up a Legislative Council in Manipur it was passed. Then again on June 24, 2005, when TN Haokip was the Speaker, the same matter was introduced in the House and passed, added Joy. Explaining his stand, the MPP veteran said that considering the constraints faced by the Government on many fronts, it is necessary that a
    Legislative Council be set up in the State.

    The Constitution has given the right to set up the Council to the State Assemblies and if it comes up in Manipur, it would be a 40 member strong Council. Joy said that the Council will be an asset to the State as it will give room to many eminent personalities of the State, who cannot make it to the Assembly but can contribute for the welfare of the people. Such personalities may include experts in their respective fields. Community leaders, social activists may make their way to the Council, observed O Joy.

    Inclusion of renowned personalities will not only stren- gthen democracy but also add a new facet to it, said Joy and urged for a unanimous resolution to this effect.

    Supporting the private member resolution bill, MPP MLAs, Dr Ng Bijoy, Dr I Ibohalbi and RK Anand said that the Council will give room to people of different communities to come and share their ideas and opinions. They also backed the opinion of Joy that such a Council is necessary in the present political and social realities of the State.

    Expressing his support to the proposal to set up the Council, Law and Legislative Affairs Minister Th Debendra said that given the situation in Manipur, it is necessary to tap the ideas and opinions of experts and renowned people in the State.

    Since there are many sections of people, who do not have adequate representatives in the State Assembly, the proposed Council can fill up this void, opined Deben-dra and added that this is also the wish of the Government.

    Though the resolution to set up the Council has been passed by the State Assembly thrice, it has never been honoured by the Centre. As such today’s session decided that representatives will be sent to Delhi to urge them to respect the resolutions of the State Assembly. - TSE

    Mautam : Team to assess damage & More......

    IMPHAL, Apr 2: A six member inter-ministerial Central team on a mission to study the extent of devastation cause by Mautam arrived at CCpur today, three days after initiating their study, amidst hope and expectation of the hill tribes, reports our CCpur correspondent.

    The central team led by Pankaj Kumar, Jt Secretary, Dept of Agriculture has comprehensively studied the situation in Mizoram and they have been apprised by the officials there including Chief Minister Zoramthanga before their arrival here. Immediately on their arrival at about 6 pm, the team was apprised of the situation by the district administration with a power point presentation. They also received memoranda from the district’s apex student body CDSU, Zomi Mothers’ Association and ZEPADA. Through its representation the CDSU made it known that their concern on the increasing rate of school drop-outs due to Mautam, and also the adverse impact of Mautam in the educational atmosphere of the hill tribes. The six member team comprising of Sarvan Kumar, Director Planning Commission, Nalini Pathak, Assistant Director Ministry of Finance, Sube Singh, Assistant Commissioner RD Ministry, Dr SK Biswas, Director Jute Board, Kolkota, MK Gogoi, General Manager FCI Guwahati and the Joint Director are set to immediately begin their field study early tomorrow. According to an informed source, they team is likely to split into two, one attending Guite Road and the other Tipaimukh Road. However, security concerns for the officials could jolt the preparation any moment so, until such time they practically leave for the interiors, their schedule will remain untold. The team is set to leave the State on Saturday in an Indogi flight, and in all probability have to furnish their findings by next Monday.

    President’s Rule option being considered at Centre

    IMPHAL, Apr 2: Manipur chief minister O Ibobi Singh who is camping at the national capital since yesterday will fly back to Imphal tomorrow morning amidst media reports in New Delhi that the Centre is contemplating the option of a regime change, including President’s Rule.

    A New Delhi based national newspaper, Indian Express reported that the issue of alarming reports of lawlessness, corruption and misgovernance was discussed at the highest levels Tuesday, quoting a government source stating that “the ball is now in the court of state Governor SS Sidhu and home minister Shivraj Patil.”

    In the meantime, the state chief minister after attending a review meeting with officials of the Prime Minister’s Office and another meeting on the RIMS administration late this evening is arriving in Imphal tomorrow by the Indigo flight.

    The state authorities have made security arrangements along the Imphal-Tulihal airport road for his return to the state capital. He is arriving at 9 am before the commencement of the sitting of the state Assembly which is schedule at 11 am.

    The chief minister, mention may be made, flew to New Delhi yesterday after he was asked by the Prime Minister’s Office, PMO to attend a meeting to review the worsening law and order situation and other security related issues of the state which coincided with a meeting on the RIMS.

    What transpired at the two meetings could not be officially known here immediately.

    In the meantime, the Indian Express published from New Delhi reported that a discussion took place on the alarming law and order situation of Manipur at the Cabinet secretary level with the state chief secretary yesterday.

    “Disturbed at alarming reports of lawlessness, corruption and misgovernance from Imphal and a virtually ineffective Chief Minister O Ibobi Singh, the UPA government is considering all options for a regime change, including the extreme one of President’s rule.

    The issue was discussed at the highest levels today and the ball is now in the court of State Governor S S Sidhu and Home Minister Shivraj Patil.

    Government sources said that Manipur Chief Secretary Jarnail Singh today met Cabinet Secretary K M Chandrashekhar and apprised him of the situation in the state, where Naga and Meitei underground groups openly call the shots. Fourteen non-Manipuri migrant workers were killed last month.

    It’s understood that Singh complained to Chandrashekhar that despite the state having no less than 21 IPS officers, not one is currently serving there. According to the Chief Secretary, these officers had opted for the “comfort zone” in the Intelligence Bureau in the capital.

    The Governor is also in touch with the UPA government and is expected to send a report in the next couple of days.

    Although sections in the party are worried over the high political cost of dismissing a Congress-led government headed by Ibobi Singh who was sworn in for the second consecutive time last March, the UPA leadership is said to be “deeply perturbed” by extremist activity in the state with NSCN(I-M) and Meitei groups openly extorting money in the face of an indifferent regime. Sources said both Congress President Sonia Gandhi and Prime Minister Manmohan Singh have been sounded out.

    The fact is that despite the PM committing funds and laying the foundation stone for a secretariat and a Central university in Imphal in 2004-2005, nothing has moved on both these projects.

    Even though the UPA was seriously contemplating changing the state CM after 18 of the 31 Congress MLAs came out openly against him, Ibobi Singh has “managed” to bring six MLAs back to his fold.

    The high command’s choice for replacement, currently a state Minister, was threatened with dire consequences. Ibobi also has Home, Finance and Urban Development.”

    Khuga Dam scam, Ex-IFCD officials in probe net

    IMPHAL, Apr 2: An official order has been issued to investigate conduct of six top officials of the Irrigation and Flood Control Department (IFCD), including two who has since retired from service.

    The investigation concerns suspicion against these officials on abuse of power regarding diversion of an amount of over Rs 29 crore from the Khuga Multi-purpose Project fund through issuance of work orders not related with the said project as well as release of bills.

    The probe also envisions recovery of misused fund amounting to Rs 16.26 crore from the officials that include two former Chief Engineers, same number of Additional CEs and two Executive Engineers under the provisions of Manipur Public Servant Personal Liabilities’ Act (MPSPLA).

    According to an in-formed source, a State Cabinet meeting held some time back under the Chairmanship of the Chief Minister O ibobi Singh decided upon initiating the probe to fix responsibilities against those involved in the fund misuse and flouting prescribed guide-lines for the Project.

    On the Cabinet recommendation a high powered committee with Chief Secretary Jarnail Singh as the Chairman was also constituted while the State Vigilance Commission was entrusted to investigate the scam.

    The source further disclosed that with the Chief Secretary-headed Committee having collected related documents and recorded statements of IFCD personnel/officials, necessary processes and notices were served on the six suspects on March 17.

    The suspects/accused are informed to be retired CEs -A Sashikanta and K Ibotombi, Additional CEs (II) K Rajmani and Kh Rupachandra who are in service, and EEs of Flood Control Division (II) S Dwijamani and K Bheigyachandra.

    S Dwijamani is informed to be currently under suspension. The notices clearly specified that the recipients should respond within 15 days, the source mentioned while detailing that compared to issuance of 631 work orders out of context of the Khuga scheme work orders that comes under authenticated sanction is only 289.

    Apart from the initial investigation detecting that some out-of-context work orders issued were found to be justifiable the IFCD authorities reportedly sanctioned bills amounting to Rs 11.25 crore, said the source while calculating that the Government would have to recover an amount of Rs 16.24 crore from the officials with the condition that actual recovery would be decided after submission/confession of the six. Mention may be made that the Khuga scheme was sanctioned/commissioned some 20 years back when prime Minister Dr Manmohan Singh was the Deputy Chairman of the Union Planning Commission.

    KRA (U) admits killing KRA chief

    IMPHAL, Apr 2: Finally the KRA (U) has claimed responsibility for killing KRA chief Hangshing in November last year at Delhi.

    Briefing media persons at a place somewhere in Kangpokpi today, vice-president of the KRA (U) Alen gave several reasons for eliminating Hangshing.

    When he was the leader of KRA, Hangshing in connivance with the chief of Jalenphai village located under Saikul sub-division, bought the village in his name using party fund.

    Infuriated with the activities of Hangshing, four cadres of the outfit linked up with Assam Rifles and started plotting to effect the arrest of party cadres.

    In the subsequent development, Hangshing shot dead KRA deputy commander in-chief Paominthang alias Collins, captain Seilen alias Robert, maj Max, Jamthang of Kuki Inpi Saikul and Takhellambam Nando of Kairang.

    The corpse of Nando cannot be located till date.

    Further, Hangshing murdered Paolun Chongloi, Paocha Chongloi, Lalminthang Chongloi and Romen Chongloi, disclosed Alen.

    Because of all these criminal activities, the KRA (U) was compelled to eliminate Hangshing, he stated.

    He further clarified that the elimination of K Hangshing was not connected in any manner with Seitinmang Chongloi, Bungkholal Chongloi, Paojang Chongloi, Nejahen Chongloi and Guna of Kairang.

    Stating that Seitinmang Chongloi was not president of the KRA (U), vice-president Alen informed that he has been acting as president of the outfit following the arrest of president David from Dimapur.

    Terming the recent killing of four persons including Seitinmang Chongloi by the KRA for their alleged involvement in the elimination of Hangshing, Alen asserted that the activity cannot be related to the KRA (U).

    The four went to attend a negotiation meeting aimed at ending the feud between Hangshing and Chongloi families.

    But they were executed by the KRA on the false allegation of their involvement in the killing of K Hangshing.

    Alen further informed that training of the newly recruited KRA (U) cadres will be completed soon.

    This Sunday morning didn’t seems like the other Sunday. I woke up early and saw the bright sun shining. I never thought that I would face such a bad day. I took a shower dress up and went for work. I’m a kind of person who swim against the flow, when most of my friends went to church or enjoyed their day off on Sunday, I’m busy at my profession, with even no time for love.

    Soon after 3:30pm I took a break for 3 hours and went back for work at 6:30pm, being Sunday most of the customer come to dine and went back home early cause they need to go for work the next day, so they want to relax for a while.

    Soon after my work gets over, I came down to brigade road (most happening place in b’lore). On my way I saw a Zomi lady speaking over phone with her friends, a Hindi guy stood beside her touching her body. I was so shocked to see the lady which I’d never expected that a zomi lady would have a booze in the bar and sell their body at around 1:00 a.m. I feel that I was going home late but this was the right time for the lady to make a friendship with the unknown guy.

    So I was shock to see the unfamiliar behavior of a Zomi lady, I was helpless, I can’t teach her a lesson cause she was already under the influence of alcohol, besides she was already sold for a night. After staring at the lady for a few minutes, I went straight to my home, I couldn’t sleep the whole night thinking that our parents may feel proud to say that their daughters stay in city, earn thousand of rupees. But I’m sorry to say that they (our parents) never knew the root cause of their daughters’ income. Majority of the city girls live out of their parent’s expectation.

    As for me I believe that the best way of earning is man’s work in his own hand just think that our parents care us and give a proper education, after getting educated, they sent to city not to misbehave with others but to earn and learn new things which you can motivate or cultivate it in your home town. Is it fair that just because of a lady's misbehaviors the name of the whole community would get be spoiled?????????????

    Are we working for charity? Why did our parents send to city (leaving home town)?? After working in sex scandals for a couples of years, she would suffer several unknown diseases, parents would start asking (Bawi bang chi e nidang a hichibang natna nei ngei lou hi chin a?). But their parents would never admit that their daughters enjoy such a stupid lifestyle.

    Finally she couldn’t hide her tail. She’d tell about her past affair with the unknown guy but it would be too late (Paite khonung pil kichi a dik daan non thei pan di).

    What should be done to stop all this unwanted behaviors?

    It depends upon you. You should think that you won’t get easy money when you became mature. Nobody will need u any more (it’s just a stupid thing). Lastly, but not the least, self control is the best medicine.

    Legal assistance centre for women of ne region living in Delhi ready

    NEW DELHI, April 1: As a follow-up step on the announcement for establishment of a Legal Assistance Centre for the women of the North East Region living in Delhi made by the Chief Justice of Delhi High Court Dr Justice MK Sharma on February 18 this year at Gandhi Darshan, Rajghat here on the occasion of the 9-day National Conclave of North Eastern States for Access to Justice to Women of the Region organized by the National Legal Services Authority from February 17 to 25 at the national capital Delhi, the Chief Justice of Delhi High Court today convened a meeting of the student leaders and government officers of the north east states at the conference hall of the Delhi High Court here.

    In the meeting, Dr Justice MK Sharma who was also the patron in chief of the Delhi Legal Services Authority announced that a Bureau of the North Eastern Region under the Delhi Legal Services Authority would be opened at the Patiala House Complex for taking up quick remedial measures for any grievances like harassment, molestation etc. of the women from the north east region living in Delhi.

    The bureau would consist of one representative of the students from each state of the north eastern region, one officer each from state government offices of NE states based in Delhi, an officer not below the rank of DCP from Delhi Police, member secretary of National Legal Services Authority and a representative from prominent women bodies under a chairperson. The member secretary of the Delhi Legal Services Authority would be the chairperson of the bureau. The core group would sit fortnightly or monthly regularly to chalk out the plan or modality for effective functioning of the centre, he added.

    The Chief Justice of Delhi High Court invited all womenfolk of NE region to come directly to the member secretary of the Delhi Legal Services Authority who was the chairperson of the bureau at Patiala House any time whenever they met any kind of harassment in Delhi. He made the commitment that the matters would be investigated properly and legal action would be taken up quickly. He stated that all the citizens of the north eastern region were the citizens of the country and they should not feel any kind of inferiority or alienation complex. He assured that all kind of assistance would be extended to the people of the north eastern region.

    The executive chairman of the Delhi Legal Services Authority and the judge of the Delhi High Court Justice TS Thakur said, “We are with you to fight for justice. We will create here a good environment for the north east students.” Stating that the bureau was accessible to anybody, he said that the bureau would also take up for promotion of culture and other activities of the NE region. “We can do anything for development of the region within the parameter of the law,” he added. He asked the students to join the bureau which would be the learning platform and would earn to them a great experience on legal matters.

    The meeting decided that the first meeting of the bureau would be held on April 26 at 11 am at Patiala House. The national advisor of the National Legal Services Authority Shreerupa Mitra Chaudhury, the member secretary of Delhi Legal Services Authority and the additional district and sessions judge Sangita Dhingra Sehgal also attended the meeting.

    It is said that history makes a man wise. This would be true where people look into the facts and view in true perspective without any deviation. We have however seen that economic interpretation by Karl Marx had chartered history to quite a different course in large parts of the world bringing about violent social up-heavals and revolutions. Another theory emphasizing on racial superiority resulted in the rise of fascism through absolute dictatorships. Other revolutionary ideas that swept through the world during the last few centuries, also brought about national and ethnic awakenings. Such waves of national awakenings first swept through Europe, particularly the balkans and for that reason, the term balkanisation is now used when existing countries break up and new nations states are formed. In smaller scale, big countries like India also get affected by pressures due to assertion of regional-sub-national and ethnic groups. The end of British, French and Portuguese etc colonial rules also brought great changes in the political map of South Asia. India's north-east was also affected. The problem here is more of sub-national movements as well as preservation of identities. There were three states i.e. Assam, Manipur and Tripura before India's Independence. Because of strong freedom movement led by A.Z. Phizo, Assam was truncated and Nagaland state was created by amalgamating eastwhile Naga Hills and Tuensang division of NEFA, followed later on by Meghalaya, and Mizoram. When the constitution of India was adopted, special provision for District Councils under Sixth Schedule was kept for the hill areas of Assam which enjoyed enormous autonomy. This continues even now.

    Manipur, Tripura and Arunachal were also conferred statehood as a part of North-east reorganisation in 1972. In consultation with Kuki National Assembly and Tangkhul Long President as also other hill leaders, six District Councils were constituted under Manipur Autonomous District Council Act 1971. In line with the policy of decentralisation and establishment of local self-governments, democratic institution like Panchayat in the Valley and District Councils in the hill are the natural outcome.

    It is worth recalling here that there always was a dictonomy in the administration of hills and valley. This necessitated making a provision under 371 C of the constitution of India for formation of Hills areas Committee. The same even provides for Governor and the Union government's intervention should such a need arise. This is so because of tremendous autonomy the hills people enjoyed all along. In fact, direct rule of the King was in the Valley and the hills people (tribals) were left undisturbed to govern themselves in their traditional way. There was more day to day contact with Naga tribes. As per records, some Naga tribes were traditionally a part of the palace establishment for some specific jobs or some were engaged seasonally to construct irrigation canals or supply timber etc As for as Kukis are concerned, they mostly provided fighting forces as and when required.

    Nagas or Kukis live in their own land without anybody challenging them. In olden days, even one village used to fight against another and only those who can hold their ground survive. Every village was a unit and the question of some people allowing others to settle in their areas did not arise. The hill tribes did acknowledge that the Raja was a bigger sovereign and accept his suzerainty. The hill tribes governed themselves in their own way and the king personally handled their affairs. Preserving this tradition, the Britishers made the king President of Manipur State Durbar but at the same time made a British ICS officer Vice-President who independently handled the administration of hill areas, and could make direct report if need be, to the Political Agent. There was also a separate hill bench court. The degree of autonomy enjoyed by the hill tribes was far greater then those provided under the sixth schedule of the constitution about which the State government seem to have reservation. Though so much lip service is paid to Manipur being one, the hiatus between preaching and practice, between sermon and solution is enormous. Either with regards to autonomy or development, they need to be defined and institutionalised within a structural framework so that they can be translated into action. Meeting the aspiration of hill tribes thus would be a small price to pay for integrity of the State. It is here that drawing lessons from past history is advisable. Even Tripura and Mizoram had created District Councils under Sixth Scheduled and is working very well. This will check the psychological fragmentation born out of frustration due to pulls in different directions. Most hill people feel that Manipur is equally their home as others and they are ready to defend but aggressive and domineering attitude of majority community pushes them to the zone of despair. Countering these through extreme options available often sharply divided the state into regions defeating the very purpose of harmonious co-existence and sharing the weal and woes of life. I would also like to add here that holding District Councils elections as soon as possible is very important. Further empowerment of District Councils if existing powers are inadequate, has to go on according to new developments because society i also like a living organism where changes constantly take place. This should not be used to stall election. Healthy relationship is built on mutual trust and there should not be any suspicion that the same will be used as a stepping stone for disintegrating its territory. It has to be understood that such fundamental issue as territorial integrity is a fait-accompli. The point I want to make is that utilisation of such democratic institution will rather set in motion debate on burning issues which in its natural course, will go a long way in countering one sided propaganda of extremist groups. Shouting about integrity without change in mindset and attitude can become counter productive. A more liberal outlook and accommodating approach is the need of the hour. A big hurdle in this is that most politicians are petty minded sans vision and understanding. Therefore, instead of trying to concentrate on governance, personal aggrandisement is considered as the hallmark of success. It suits their purpose as long as they are in control of the spoils and share of the pie. There is hardly any effort to improve the administration except some firefighting. Further, it is assumed that Ministers are only required to play to the gallery while mundane things like actual maintenance of law and order or implementation of development plans have to be left mostly to bureaucrats / Security forces. It is as if "the world's a stage" as Shakespear had said, as far as Manipur now is concerned. The other disease which is eating into the very vital of our society is corruption. No doubt it is one of the oldest human weakness and a worldwide phenomenon. Nevertheless, when the same is patronised by people in the highest authority, there is no way the problem can be tackled and reduced at least. The result is that credibility of government takes a plunge downwards and justice is the casualty.

    Over and above these, we have mediocre minds posing to be most intelligent ones who consider themselves to be the absolute authority in their domain or sphere. Poor governance due to lack of vision and direction and bad law and order situation had driven everything on the verge of collapse. Moral and intellectual bankruptcy has destroyed institutions and the system of administration. We have not only the worst law and order situation but other systems like education, health care, power grid, water supply etc are crumbling. It is essential to give people living in remote hill areas a sense of belonging. A good administration together with revival of local self government like Districts Councils will go a long way in bringing about this.
