Suspended CHIKIMS Insurgency Movement

The recent killing spree on pre-Holi days in both the hill and valley areas of Manipur was a grim reminder that even an unique insurgency movement could be as bloody as any global terrorism. It really was bullets and bloods all the way, guns ablazing left, right, behind and in smoky front. Nobody is safe and none exempted from the purview of death and man-made disasters. A courageous citizen might warily asked: "Quo Vadis, my brothers-at-arms?" Chances are that :"Nowhere, buddy, stay out of the line of fire," or "Just shooting around for any possible kill, my ol’ man, you better stay put at home for your personal safety' cause we are dealing on hard talk business," would be the crisp answer. In the hill areas, the Kuki and other CHIKIM UG Militant outfits are all on real bloody factional or interecine killing business over the past two years as the undesirable outcome of the vague Suspension of Operations (SOP).

In the valley areas, its all about Hitlerite armed extremism off late and that of continuous allegations of faked or staged encounters. The slaying of 15 non-Manipuri traders a week or so ago was an act of socio-political crime of high magnitude. Could that also by any chance be a smoke screen for the "Oust-Ibobi Govt" Scheme on Law and Order “poisoning” along with the bomb attack on the State Assembly Compound? Not probably, but they all did carry the necessary taste and flavour anyhow. But it's that calamity Suspension of Operation (SOP) which really rocks the state's insurgency movement and literally torn apart the very fabric of the CHIKIMs' brotherhood.

Without any concrete basis and attainable promises, like that of NSCN (IM)'s Greater Nagalim, almost all the CHIKIMS UG outfits signed the "blow hot and blow cold" SOP with just moral support and monetary assistance for grasp. Unfortunately, all Kuki militant outfits who are in the bad books are allowed to be shot at sight if they are seen carrying firearms without "authorisation" from the nearest military post.

Now, who says there is an all out cease-fire in the form of SOP? The Kuki militants are now clinging in an old rickety "Suspension Bridge of No Return" just above a swift running deep river water, right in the midway, with heavy thunderstorm acoming. And the suspension bridge just could not carry the whole weight and the heavy weights, so something's got give and give it did. The cost of factional clashes and other victims aftermath the SOP were the Commanders-in-Chief of KNA, KNF, KLA, KRA, ZRA, KRA (U), and scores of hardcore leaders and well-known sympathisers. Many regular hardcore CHIKIM militants and even suspected sympathisers have been ruthlessly eliminated as and when the sun goes down.

What the state and union armed forces could not achieve in ten long years period of all-out military operations pertaining to dead bodies count, the SOP succeeded in just 2 years period. No armed forces personnel needs to worry about tribal UG militants since they undeniably do the needful to themselves in gory factional encounters and coups.

Indeed, this is bound to happen but certainly not how things happened just about every minute here in the hill areas of Manipur and Nagaland. What the Union Govt. wants is to make an appeasement policies with more friendly tribal UG militant outfits with a controlled-carrot and stick diplomacy to open all-round CI Ops against valley-based militants by using all the surplus military units for a time being. Diversion of all Army/AR and Central Paramilitary formations (engaging previously against a dozen tribal UG outfits in both Manipur and Nagaland) so as string together all available Combat resources to operate as combined/unified military forces for search and destroy missions against valley-based UG outfits is the main objective.

In order to open up a full-swing combat fronts, including a Land-Air running battles like the US Marine's Sparrow Hawks Special Forces (SF), a well-coordinated assault with atleast 3:1 military superiority ratio is needed against well-armed and well-trained MPLF (esp. UNLF and PLA) hardcore cadres in open skirmishes/gun-battles. The audacious ‘infiltration- screening assault’ on T. Minou village near Moreh wherein the unwary AR detachment was pounded and smoked out literally by a handful of UNLF cadres is a good lesson needed to be learned all armed units that everybody is vulnerable to stunning and daring attacks by well-armed hardcore militants.

The CHIKIM militants need to learn this "chivalrous assault" if they want to be respected and honoured as genuine UG militants outfits. Action speaks louder than words. But this not to say that military post be attacked just to show one's fire-power nor does it meant that such tactically daring attack upon the AR be praised as successful. Coming back to the SOP, the main problem is that local military officers/authorities, at times, made much more psycho-activities than what the Union Govt. intended or what the higher authorities would like to have at all times. Alleged pitting or “supporting” one particular CHIKIM UG Outfit against another SOP’s ignatories and the repeatedly alleged activity of providing what could be best termed as act of “Disinformations and Misinformations” reportedly by some local military authorities for their own interests are, if provable officially, the real bane of CI Ops and SOP/Ceasefires. What the CHIKIM UG Outfits ought to do is to refrain from carrying out bloody activities and anti-CHIKIM elements on the basis of disinformations or malicious advises of tainted political leaders and misadventurous law enforcement authorities so cheaply with so high a return price. Nothing is better than a real and sincere peaceful existence in all walks of life.

Lamka, Mar 28: Four months after a team of media persons exposed the true extend of devastation caused by Mautaam in the interior locations of Churachandpur district, the government today began dispatching rice bought out of NREGS wages to relieve starvation scare/deaths.

The seven truckload of rice flagged off by the Deputy Commissioner Sumant Singh today were part of the relief measure taken up by the government.

however the fact that these rice being purchased from 40 days NREGS wages of the people themselves, to an extend belies contention of the package being a relief measure of the government.
Notably, the efforts of the district administration in utilizing NREGS wages for purchasing PDS rice and delivering thereof is remarkable. yet many a civil society including the ZEPADA and the CDSU feel that something more has to be done.

Today’s stop-gap arrangement may have for the time being sustained the 8217 fully affected households of Thanlon, Tipaimukh and Vangai blocks, but for how long, is the haunting query.

Partly affected blocks of Henglep and Singngat were not included in the arrangement. However, the arrangement was significant as it has effectively addressed the peoples’ lack of purchasing power and that the rarely delivered PDS rice will be delivered, at a much cheaper rate.

With the PDS rice bought out of NREGS wages arriving in the affected villages, AAY, BPL and APL rice will be made available at the rate of Rs. 5.37, Rs. 8.11 and Rs. 10.56 per kilogram.

The proscribed PLA has today claimed that its cadres of the 252 Bn were responsible for the attack launched at the post of 9 Assam Rifles located at CCpur district near Singhat PS at 5 am yesterday. A spokesman of the outfit said that the PLA cadres used rockets and lethode and claimed that many personnel must have suffered deaths and casualties in the attack. All the PLA cadres have returned safely, added the spokesman. The outfit has also refuted the claim of the police that Loitongbam Kanhai (47) of Haobam Marak is a cadre of the PLA.

Late Rev. Khup Za Go's Zo Chronicles to be Released

Zo Chronicles - the revised edition of Chin Chronicles by Rev Khup Za Go, my father - will be released on 30th March, 2008 at the Zomi Christian Fellowship worship service. This book is published by Mittal Publications and is a collection of important socio-political documents pertaining to Zo people. It is hardbound with a jacket and will be priced at Rs 595 (in India).

Zo Chronicles is one of the two books my father was working on for quite some time leading up to his hospitalization in October 2004 and finally his untimely demise on April 9, 2005. The other being his autobiography, Leivui Panin which my father saw to its publication.

Zo Chronicles, or more precisely my journey in bringing about the publication of the same, gives a whole new meaning to the phrase "a blessing in disguise". This journey fills the gap and the void left behind by the absence of my father in my life. Let me take the liberty to share with you how Zo Chronicles lets me see the bottle as half full!

The vacuum and emptiness felt behind by the demise of a loved one is not easy to fill. And like anyone else who has lost a mother or a father, there are a million things which you wish you had the chance to do - for him or her. I wish I had the chance to do something for my father. I wish he could be there when I took home my first paycheck. He would have been proud of me no matter how small or big the paycheck is.

A profound longing of mine is the chance to do things together with my father. That wish is, in a way, granted to me in the form of Zo Chronicles. Yes, corny as it may sound, in leaving behind an unfinished work my father and I had the chance to work together on a project, albeit in a totally different timeframe.

My father worked on Zo Chronicles for quite a considerable time - typing up all over again from scratch in our poorly lit and unairconditioned rented house in the midst of Delhi summer heat. And I had the task of seeing through its completion: of course with the help of some very able friends like Mr H Kham Khan Suan Lecturer BHU, Pa Kam Khan Siing, Miss Jacqueline Hauching (who was of great assistance to my father in the initial stages of finding a publisher for the manuscript) and Dr Lam Khan Piang without whose help and assistance my efforts would have been in vain.

My contribution in bringing about the publication of this book is not in any way noteworthy nor did I have to go all out of my way to help. But, however insignificant my contribution, it has lifted a nagging feeling I had had within me - to still commune with my father, to work on a project together or to simply do something in his memory. Zo Chronicles gave me the chance to do that and I am a happier and more contented man today.

Alarming tension after clash between KNA and NSCN(IM)

IMPHAL, Mar 27: High tension erupted among the villagers of two neighbouring villages, Chasad and Kamjong in Ukhrul district, in the aftermath of a gunfight between suspected cadres of Kuki National Army, KNA and National Socialist Council of Nagalim, NSCN (IM) last night which resulted in the death of a suspected KNA cadre and wounding of two others.

The slain person was identified as Alal, 28, son of Halkhojang of Phaikot village. He succumbed to injuries on the way to hospital.

One of the two wounded cadres was identified as Paothang, 35, son of Sheizang Kuki of Chasad village in Ukhrul district. He received a bullet at the left chest.

The other one, Thangnio, 30, son of Thanglun of Aishi village suffered wounds at the eye and head.

They have been admitted at different wards in a hospital.
The wounded cadres were brought by troops of 1st Assam Rifles to the RIMS hospital this morning at around 7 am. However, one of them was declared brought dead at the hospital. The dead body was, later, deposited at RIMS morgue for official identification.

Troops of Assam Rifles led by one naik subedar Balbir along with two villagers John Kuki and Thangnion Kuki brought the wounded persons.

Police reports said that last night at around 6.30 pm a group of well equipped suspected NSCN(IM) cadres fired upon three suspected cadres of KNA who were at a village market located between Chasad and Kamjong village under Chasad police station.

Local reports said that the incident took place when three cadres of suspected KNA who came to the small market in between Chasad and Kamjong were fired upon by suspected cadres of NSCN (IM). The firing took place when one of the suspected KNA cadre was at a PCO booth while two others were waiting outside the PCO.

Following the gunfight additional security forces were deployed in the area as high tension prevailed among the villagers of Chasad and Kamjong.

However, no untoward incident was reported from the two villages.

This was conveyed to the media today during a joint press conference called by Citizens Concern for Dams and Development (CCDD), Action Committee Against Tipaimukh Dam (ACTIP) and Committee Against Tipaimukh Dam (CATD) at the office of UPF at Keishampat.
The first of the proposed two Government Hearings was scheduled to be held at Keimai of Tamenglong district on March 26.
“We changed the dais of the Public Hearing into a platform to educate our people regarding the drawbacks of the dam construction”, said CATD convenor Aram Pamei.
She added that the defying campaign was initiated jointly during the Peoples’ Hearing held on March 25 hosted by ZSUM and Nungba Area Village Authority Association at Nungba Bazar, which was participated by representatives of around 30 affected villages and supported by CCDD ACTIP and CATD.
Speaking at the press meet, CCDD joint secretary Jiten Yumnam said that the Public Hearing hosted by Manipur Pollution Control Board and North Eastern Power Corporation Ltd (NEEPCO) tried to bring a conclusion by taking opinion from a handful of peo- ple from a particular community. Such attempt of the Govt may affect cordial relations amongst various communities residing in the district, he warned.
Asserting that the Public Hearing had been rejected by the people of Tameng-long district, ACTIP co- convenor O Bikramjit maintained that the Govt must drop the plan to construct Tipaimukh dam as it is against the interest of the people of the area. Producing snaps of the disruption of the Hearing before the media, he reaffirmed that the people of the affected areas would nev-er support the construction.
Demanding the revocation of the MoU signed be- tween NEEPCO and the State Government, he also urged the Government to stop further introduction of mega development projects in Manipur till peoples’ rights over their land and resources and livelihood dependence are fully recognised.
He also said that the Peoples’ Hearing affirmed that the land, rivers, forests, mountains are the sources of livelihood, culture, identity, traditions of the people of the affected areas and its loss is a serious threat to the survival of these people.
Bikramjit also informed the media that a protest rally will be staged at Imphal on March 31 against the dam and the second Public Hearing at Churachandupr scheduled for the same day.

Many instances prove that the fighting spirit or the unity maintained by our fore-father are not inherited to the ancestors.Have they been in the 21st century, the Zou community will be one of the most unified and prosperous society in the world. They have shown the British that the Zous are the Kshatriyas community of the Zo Suante.

Considering the political imbroglio within the Zou community in the light of the present situation, many questions are left yet to answer.Do are life worthless than others in manipur?? Six-year old girl sodomised in Ccpur

Lamka, Mar 26: In a bizarre incident a minor girl of 6 years was sodomised Tuesday at a place located about 3 kms away from the district police station between Tangnuam to Gangpimual village by a male adult.

According to sources, the minor girl was on her way home at Tangnuam from shool after writing her days examination at the Children’s Brighter School where she studies in class 'B' at about 12.15 pm.

Between Tangnuam to Gangpimual village she was stopped at a cemetery area and was forcibly taken to a secluded spot, said the sources.

She said that after some time the man who wore a half pant told her to lie down and then sodomised her. She said she was warned by the man not to shout otherwise she would be stabbed to death.

The girl after returning home played with friends in the neighbourhood as there was no one at home at that time.

Later, when her mother returned she told her to pick her from school punctually. She also complained of pain in her anus. Ultimately, when her mother enquired she came to know of the injury and took the girl to hospital.

After proper check up at the hospital some injuries were found at her anus which revealed that she was sodomised. The father of the victim is a rickshaw puller.

Regarding the incident, the village authorities of Tangnuam issued a condemnation of the incident and urged all NGOs to take steps to ensure that no such crimes are perpetrated on the minors at least.

Condemning the incident, the Children’s Brighter School students today took to the streets and took out a rally from the school upto Tiddim road and the BSF road junction.

Meanwhile, the Zomi Studnets Federation, ZSF, in a statement condemned the incident of sodomy of a class-B student of Children’s Brighter Academy on Tuesday last in the strongest possible words.

It said it would extend full support to any form of agitation to be launched in protest while demanding the government ensure the culprits are arrested and given punishment as per the law of the land.

Urging the government to take steps for payment of suitable compensation to the victims, it demanded that such incidents should not occur in the future.

Meanwhile, in another incident the DC’s official residence was pelted with stones by some miscreants on the same night.

Rape cases reduce but other crimes against women on the rise

IMPHAL, Mar 26: Even though cases of rape of women in Manipur sharply declined during the year 2007 with only 20 incidents taking place, other crimes against women like molestation, cruelty by husband and relatives and kidnapping and abduction are on the rise.

The annual crime graph of the Manipur police for the year 2007-08 reveals only 20 cases related with rape of women registered in police stations across the state, against 40 cases in the previous year.

The cases of molestation of women which was 33 in 2006 increased to 70 while cruelty by husband and relatives also increased from 11 to 15. A case of eve teasing was also registered by the police during 2007 even though no case was registered during 2006 and 2005.

A sharp increase of kidnapping and abduction of women was recorded as a total of 83 cases were registered during the year 2007 against 49 in the previous year.

No cases related with dowry death and trafficking of girls was registered during the period under report.

The overall cases which the state police registered during the year 2007 under Indian Penal Code, IPC was recorded at 3259 which indicates an increase of 373 from the year 2006.

During the year under report 240 murder cases, 377 attempts to murder and two culpable homicides not amounting to murder were registered. The cases were respectively 205, 265 and four in the previous year 2006.

A total of 67 cases of kidnapping for different reasons were registered during the year under report which indicates a reduction of 13 from the previous year 2006 when it was 80.

Three cases of dacoity, 161 cases of preparation and assembly for dacoity, 12 cases of robbery, 69 cases of burglary, 152 auto thefts and 302 other thefts were registered in the year which has passed.

Cases registered against extortion are on the rise as a total of 245 cases were registered during the year under report even though it was 204 in the previous year 2006.

Cases of motor accidents also rose slightly as 536 cases were registered during the year 2007 against 521 during the year 2006.

The cases registered against rioting, criminal breach of trust, cheating, counterfeiting, arson, assault during the year under report were respectively 73, 19, 93, 4, 64 and 383 respectively against 60, 40, 82, 9, 117 and 296 during the year 2006.

A sharp reduction in the cases of offence against the state were found in the annual crime report of the police as against 122 cases registered in 2006 it was only 63 during the year 2007.

Other cases registered under the IPC which were 338 in 2006 also reduced to 204 in the year 2007.

The total number of cases registered under the minor/other local and special laws enforced in the state during the year 2007 was 754 showing an increase of 271 from the previous year 2006. The total cases registered under the same category during 2006 was 483.

Out of the total of 754 cases 679 were registered under Unlawful Activities (Prevention) Act. A total of 403 cases were registered under the same Act during the year 2006.

Of the remaining cases five were registered under Arms Act, 35 NDPS Act, one each under Immoral Traffic (P) Act and Essential Commodities Act, five under Gambling Act and six under Registration of Foreigners Act, 1930 while the remaining seven were registered under other acts of the state.

Migration and Demography

In the days before the long Yaoshang holidays, the local media did see some interesting debates of the issue of economic migrants and demography. Rich as each of them was in contributing to this important discourse, in many of the arguments there had seemed to be a confusing of categories between the two central issues. The strain of xenophobia consequent upon the demography shift issue and the matter of humanitarian treatment of economic migrants. The first maybe is not altogether a phobia – an obsessive and unreasonable fear, after all after all, in a democracy, numbers decide who get to be in power. The second treats the matter as merely a question of economic migration of hapless population at the cost of ignoring the consequences of a radical altering of the demographic profile because of these migrations. Both the arguments are incompleteness and lack a holistic visualisation of the tragedy unfolding. For indeed, what we are witnessing is not one tragedy, but two working simultaneously on a single frame of space and time, which, as we see it, have no other way than to be treated together as intimately related issues, if justice and not just political correctness is the ultimate goal. Hence, if the plight of economic migrants, forced to migrate by discrimination and poverty at home is a human issue, the concerns and anxieties amongst small communities who would be their hosts, of demographic upsets which would ultimately put them at a disadvantage in the democratic power equation must be treated as equally weighty. This dilemma was clearly visible even as the unpardonable and macabre massacres of migrant labourers on March 17 and 18 unfolded. There were militants butchering the migrants probably in their belief that they were addressing the concerns of the local communities, but these same locals they thought they were patronising, were rescuing the victims of their pogrom.
As to why the economic migrants must deserve a humane treatment needs no further elaboration. It is however the “xenophobia” (within quotes because it has been argued that it is not a phobia but a real concern) caused by their continuous influx which needs a little more explanation, for beneath what seems an unreasonable emotion, there are reasons that needs more attention. For one thing, migrant labourers always manage to drag down wages. Because of their poverty and desperations, they are always willing to work for less. If today it is internal migrants who have brought down wages, tomorrow it will be migrants from Bangladesh who will drag it down further, causing another layer of tensions between the earlier economic migrants and the latter who are even more desperate. The potential for social tension caused by economic migration is self evident and indeed Assam has seen this phenomenon played out before its very own eyes. Some have argued that there are no local labour forces and cite how even rickshaw drivers cover their faces because of their lack of respect of manual labour. This is basically a Meitei centric analysis and one which totally ignores the existence of other communities which have been providing these services, like the Pangals, although it must be acknowledged that the available services are inadequate of the needs. All the same, this labour friction is a universal phenomenon, and happens even in the most sophisticated economies. One of Senator Barak Obama’s trump cards in his campaign for the Democratic Party’s ticket for American Presidential election has been his promise to restrict outsourcing of jobs to countries where skilled labour is cheap so as to leave American jobs for Americans. And we all know how successful he has been thus far. The other point about population movement and “xenophobia” is, it is a one way affair. When members of small communities move to settle amidst a much larger communities, the question of demographic upsets seldom arises. But when members of much bigger communities move to settle alongside smaller communities, the concerns provoked should come across as obvious. Just as small hill tribes fear unregulated settling of the more populous Meiteis among them, there is legitimacy in small communities of the northeast fearing large scale influxes from not just Bangladesh, but also from the larger states. We had suggested official regulatory mechanisms, but this should not be taken as a suggestion for total ban on influx. We were talking about evolving more imaginative, reasonable and humane approach to the problem, such as stricter formalities in the acquisition of landed property by recent migrants etc. to allay the concerns of local populations.

IMPHAL, Mar 26 : As expected, veteran Congress leader Rishang Keishing was today elected by the State Assembly to represent the State in the Rajya Sabha, making him the oldest MP in the Rajya Sabha as well as Lok Sabha.
Keishing will be sworn in as an MP on April 9.
With the Congress enjoying a majority in the State Assembly and with the support of its allies in the SPF assured, the victory of Rishang Keishing was along expected lines and he received 49 votes while the National People’s Party nominee BD Behring garnered 8 votes.
The voting was held in the Committee room of the Assembly with 59 of the 60 MLAs casting their vote. While MPP MLA RK Anand stayed away, two other votes were declared invalid.
Returning Officer and Secretary of the Assembly Secretariat T Joute announced the election of Rishang Keishing and handed him the certificate of election. About 88 years old, Rishang was first elected to Parliament in the 1952 Lok Sabha election. He has had three stint in the Lok Sabha, one term in the Rajya Sabha has been a member of the State Assembly for 33 years. Rishang also has the distinction of being the longest serving Chief Minister of Manipur till date.
Later interacting with media persons, Rishang exten- ded his gratitude to the allies of the Congress in the SPF as well as the Independent MLAs for extending their support to him.
The veteran leader also thanked the people of Manipur for standing by him through all the years of his political career.

Blood soaked Yaoshang winds up, many including 4 women killed, Four including 2 girls killed in firing at Thabal Chongba venues

IMPHAL, Mar 26 : Shoot-outs at two different Thabal Chongba venues on March 24 evening claimed the lives of four including two young girls in their 20s as another person suffered injuries.
In the first firing incident that took place at Heirok part-II Laikon maning at around 10.30 pm the two young girls were killed at the spot as four shawl-wearing unidentified persons who reportedly came on two motor cycles opened fire.
Another male youth who suffered injuries and was undergoing treatment at Shija Hospital succumbed at around 4.30 pm today.
a young girl also suffered bullet wounds in the same incident.
The deceased have been identified as Thokchom Premila (20) daughter of Mohon of Heirok part-I Heituppokpi, Laishram Nirmala (20) daughter Thambou of Heirok Pt-I Maning Leikai and Thokchom Ro-mesh (23) s/o Khomdon of Heirok Pt-II Bazar. Bodies of all the three are still lying at the RIMS morgue as family members have refused to take custody of the corpses.
On the otherhand, the injured girl undergoing treat- ment at Shija Hospital is said to be one Wairokpam Rebika (18) d/o Inaobi of Kairen-bikhok.
Rebika’s condition is also stated to be critical as she was jurt in the head area.
In connection with the shooting/killings, a massive public meeting attended by about 700 people was held at Heirok yesterday morning during which the incident was strongly condemned apart from resolving to constitute a JAC to chalk out further course of action.
Other decisions taken at the public gathering inclu-ded staging protest rallies in various parts of the state, apprising State authorities to issue arms’ license to protect themselves from disruptive elements, set a deadline of 48 hours for producing the killers by authorities concerned failing which the bodies would not be claimed and instead launch democratic form of agitation, prohibit entry of all UG cadres in Hei-rok area, ostracise/banish family/families from Heirok in case UGs are provided shelter, ban all forms of entertainment programmes till tomorrow as a mark of solidarity to the bereaved fami- lies, cease economy related activities and submit a memorandum to the Chief Minister on the JAC demands. As decided at the meeting, Heirok public in large number came in 30/40 vehicles yesterday afternoon in an attempt to protest at the CM’s bungalow here but security personnel swung into action and herded the incensed people beyond Sanjenthong.
However, 10 JAC representatives were allowed to call on the CM.
O Ibobi on his side, reportedly assured the JAC delegation to discuss issuance of arms to the public in the next Cabinet meeting.
“During our talk, the CM agreed to discuss our demand to issue arms for protecting ourselves from militants’ excesses at a State Cabinet meeting,” informed general secretary of the JAC.
O Ibobi reportedly told the delegation that the SPF Government would consult the Union Home Ministry on feasibility to issue the arms to Heirok public. Moreover stationing of one IRB post in Heirok was the other important assurance of the CM.
The other shooting incident also occurred at around 10.30 am at Khongman Ok-ram Chuthek Lai Lampak which is located under Iril-bung police station.
The victim who got killed while watching the Thabal-chongba programme is said to be one Ningombam Ibo-tombi alias Naobi (32) s/o (L) Manihar of Khongman Okram Chuthek. A bullet that hit on naobi’s right temple area passed out through the left side.
Naobi was initially rushed to RIMS Hospital but was referred to Shija Hospital as his condition was very serious. He passed away on the way to the privately run medical centre. Naobi’s bo-dy has been handed over to family members after completion of post mortem at RIMS morgue today.

Chandel bandh protests killing of two women

IMPHAL, Mar 26 : Normal activities in several pockets of Chandel district were severely disrupted owing to imposition of a bandh in protest against the gunning down of two Anal women by unidentified persons on march 21 evening.
Bodies of Langu Easter alias Ruhi (30) d/o (L) Angnu of Charong village and Pashel Snowy alias Julie (27) d/o Pashel Angsung of Anal Khunou were recovered from Khekman Wangma Taba Oinam Leikai in Thoubal district. Charong and Anal Khunou villages lie under Chakpikarong police station.
According to informed sources, Ruhi and Julie were brought to the incident site in motor cycles by about 6/7 unidentified persons before being done to death.
A bag containing some clothes and an identity card issued to a jawan of 4 IRB - Md Tamol (35) of Keirao Makting Makha Leikai were recovered from near Julie’s body.
It is pertinent to mention here that Tamol was found shot dead at Sangaiyumpham area on February 10. Julie was Tamol’s third wife, the sources said while recounting that Tamol was a former PULF cadre who surrendered and joined the IRB.
On behalf of the bereaved families, representatives of Chandel district-based NGOs submitted a memorandum to Chief Minister O Ibobi Singh leading to an agreement on three of the charter of demands.
The agreement covers identification of the killers within 48 hours, appropriate punitive action against the guilty and compensation to the victims’ families.
Despite the agreement no positive reciprocatory action had been initiated from the side of the State Government prompting the NGOs to impose the bandh in the entire Chandel district since midnight yesterday.
“Since nothing positive had come from the Government on the matter till the stipulated hours that lapsed last night at 7, we were compelled to call the Chandel bandh today,” said president of Anal Naga Tribes’ Association Warngam Anal who also termed the killing of the innocent women as barbaric.
Cautioning that ANTA in association with other Naga bodies would chalk out future course of action in case no positive response is forthcoming from the Government, Warngam also confided that a meeting on the issue would be convened soon. The Government had already agreed to pay compensation to the next of kin of the victims.
Meanwhile, police sources insisted that the two women were abducted from near their rented quarters in Sanjeng-thong area. the bodies have been handed over family members after the post mortem at RIMS morgue.

4 CRPF men nailed for RIMS massacre

IMPHAL, Mar 26 : The Adhoc Additional Sessions Judge, Fast Track Court, Guwahati has convicted four CRPF personnel for killing nine civilians, including MBBS student Momi Riba on January 7, 1995 in front of RIMS gate.
A statement issued by the Central Bureau of Investigation from New Delhi today said that the four CRPF personnel were handed life terms in an order issued on March 17 this year and named the convicted men as Head Constable Ram Dayal Sah, Constables Shiv Kumar Pandey and Puttu Lal and Naik Md Razak.
The four were also slapped a fine of Rs 5 thousand each failing which their prison terms will be extended by three more months.
Detailing the killing of the nine civilians, the statement said that the four CRPF men were on guard duty on the said day at RIMS and they were fired upon by unidentified gunmen when they were near the Sulabh toilet to ease themselves.
In the attack, Constable VH Yusuf was injured and he was immediately rushed to RIMS hospital, said the statement and added that after admitting him, Head Constable Ram Dayal Sah and Constable Shiv Kumar Pandey returned to Sulabh toilet and started firing in which MBBS student Momi Riba and L Pradip Sharma, an employee at Sulabh were killed.
Sah and Pandey then made their way towards the south gate of RIMS and opened fire in which Md Zakir a rickshaw puller was killed while an auto-driver N Sarat Singh received grievous injuries.
Naik Md Razak and Constable Puttu Lal who were also on duty at RIMS also came out and opened fire towards the auto-stand killing six auto-drivers. The victims have been identified as S Premchand, T Rajendra, W Upendra, RK Shogun, A Debendra and H Shogun.
Following the request of the State Government, the case was taken up by the CBI, said the statement and added that charge sheets were filed against the four before the Court of the CMM on November 19, 1999.
On the intervention of the Supreme Court of India, the case was transferred to Guwahati where the verdict was issued by the Additional Sessions Judge, Fast Track Court on March 17 this year.

Moreh longs for peace

IMPHAL, Mar 26: On behalf of the public of Moreh the Hill Tribal Council, Meitei Council Moreh, Tamil Sangam and Meitei-Muslim Council Moreh have fervently appealed to all armed groups active in the border town to shun violence and facilitate restoration of normalcy once familiar with the State’s most vital trade zone.
In a joint statement issued by presidents of the four bodies today, the UG groups have been reminded of the principle upon which the revolutionary move-ment was based.
Reminding that protection of the citizens should be on top of the agenda of all forms of movement revolutionary movement, the Council leaders expressed strong resentment that presence of UG activists and their activities in and around Moreh town has only created tension and fear psychosis to the general public.
With particular reference of uncertainty prevailing in the sub-division at the current juncture due to strong rumour that a certain UG group has galvanised its resources to strike at any moment, the bodies cautioned they the people of Moreh would be more than happy to live in a peaceful and secured atmosphere instead of groping in fear of the lurking danger. The Moreh of the yore wherein cordiality amongst people of various community had been the symbol of the town with all the characteristics of a cosmopolitan hub, the bodies representing the people urged all the UG groups to ensure that their activities do not keep the denizens in a bondage-like situation. “Today we have various revolutionary groups whose objective in theory is to liberate us but in practice we are being kept under siege,” the statement added.

AMWJU’s stand
IMPHAL, Mar 26:The All Manipur Working Journalists’ Union has decided to call off its cease work stir launched from March 21 to protest the threats and intimidations issued by the Omar Farooque group of the proscribed PULF. A decision to this effect was taken today during a General Body Meeting of the Union at Manipur Press Club. However the decision to boycott all statements issued by the Omar Farooque group still stands, said AMWJU and added that the decision to also boycott statements of other PULF groups has been rolled back. The Union further rubbished the charges levelled by the Farooque group that the president of AMWJU had accepted a sum of Rs 5 lakhs from the other group and distributed them to the Editors. The allegation that the Union was also trying to break up the PULF is nonsensical and without any basis. Strongly condemning the allegations, the Union said that if the Farooque group does not clarify by March 28, then the boycott of all their statements will continue. The scribes’ body has also taken strong exception against the foul words used by a man who identified himself as home secretary of PULF against the president of AMWJU. Since the threat perceptions still exist, the decision not to entertain any invitation for news coverage (pick up) remains, said AMWJU.

Hepatitis-B vaccination

IMPHAL, Mar 26: In association with Integrated Rural Development Welfare Association Manipur, the Shantha Biotechnics Ltd (SBL) organised a one day awareness cum Hepatitis-B vaccination programme on March 25 at the office of SEWA, RIAC Project DIC Litan Sareikhong in Ukhrul district.

Highlighting the aims and objectives of the programme, the chief project organiser of SBL, Vhim Khati said, such initiative is designed to keep people free from Hepatitis-B which he identified as a dreaded and incurable disease 100 times more infectious than AIDS.

Expressing concern over people especially in the villages, he said “Although we have conducted awareness programme in some areas in the valley region our focus at present is in the hill areas since these people are usually having poor access to the nature of this disease. And in conducting such programme we are also providing technical guidelines about the disease”.

Hepatitis-B vaccination programme under SBL is conducted at a duration of three dosses at one month interval and each dose cost Rs 80 for adult and Rs 40 for children.

People of any age can be infected with H-B and in India alone there are 450 lacs carriers of this disease which claims 2 lacs lives every year against the toll of HIV/AIDS which is 500 according to Vhim.

People of any age can be infected with Hepatitis and although there is no 100% cure once infected, the disease can be timely prevented by taking WHO approved Shanvac-B vaccine which is manufactured by Shantha Biotechnics Ltd, he maintained.


KLO/KLA terminates

IMPHAL, Mar 26: Citing different reasons, the KLO/KLA has terminated its three cadres identified as Lunkhongam Haokip alias Jimmy alias Hitler Kuki, Lupao Touthang alias Smith Kuki and Seilenthang Khongsai alias Iron Kuki.
A press released issued by information and publicity secretary of the KLO/KLA Malsawm Kuki accused Lunkhongam Haokip alias Jimmy alias Hitler Kuki of shunning the party’s principle and joining hands with another organisation.
Lunpao Touthang alias Smith Kuki has been accused for making monetary demands in his own interest in the name of the party.
However, the information and publicity secretary hailed Seilenthang Khongsai alias Iron kuki as a trustworthy cadre of the outfit. He has been given retirement considering his preference to retire from the party due to unavoidable circumstances, added Malsawm Kuki.

IMPHAL, Mar 26: As observed in different parts of the world, the World TB Day 2008 was observed at the TB Block of Senapati district hospital on March 24. The observance was organised by Senapati TB Control Society, informed a DIPR release.

IMPHAL, Mar 26: As a part of the continuing efforts of the civil populace and security forces to usher in lasting peace and development and to extend solidarity to the people of Manipur in bringing a peaceful and prosperous State, Assam Rifles Run for Peace will be organised by 32 AR under the aegis of Hqs 9 Sector AR and Hqs IG AR (S) on March 30 to commemorate the 174th anniversary of AR, informed an AR PRO release. The Run for Peace being organised under the theme Peace-Unity-Harmony-Development will be flagged off from Singjamei Chingamakhong at 7.30 pm and terminate at Khuman Lampak Main Stadium after covering a distance of 6 kms approximately. At Khuman Lampak, army weapon and equipment will also be displayed, added the release.


ZU inspects

IMPHAL, Mar 26: Official team of Zeliangrong Union (Assam, Manipur and Nagaland) in an inspection tour conducted along NH 53, Jiri, Cachar valley and NC hills brought many problems and grievances of the people to light. During the tour, the team came to know that 19 bridges along the highway are in a pathetic condition, a press release of the Union said. Alleging that the Government only emphasised on projects like NIIT, Capital Project, University and Airport expansion, the Union asserted that the State Government should atleast understand the basic necessity of road transport which helps in shipping the required infrastructural materials for such mega projects.

IMPHAL, Mar 26: A youth in his early 20’s died of suspected drug (Heroin) overdose at RIMS Hospital on March 23. The deceased has been identified as Yumkhaibam Romen (23) s/o Y Raghumani of Khurai Puthiba Leikai.


Suicide case

IMPHAL, Mar 26: Two persons died of hanging while same number of individuals lost their lives in separate motor accidents on March 22 and 23.
Takhellambam Premjit (26) s/o Tikendra of Kongpal Laishram Leikai was found hung to death on March 23 night. Premjit used to run a fish sale shop at Napet Palli Bazar under Lamlai police station. In a similar case, one Md Alam (27) s/o Alir Rahman of Sangaiyumpham (near dam) was discovered hanging on March 24 morning.
On the otherhand, the accident victims have been identified as moirangthem Keinya (55) s/o Kusa of Khangabok Makha Part-III.
The second mishap victim has been identified as Okram babu (27) s/o Tomba of Thoubal Ningombam Heibong Thabam Leikai.
Babu was reportedly rammed from behind by an unidentified motorist at near Thoubal College on March 22 at around 7.30 am.


Hurt in blast

IMPHAL, Mar 26: One Ngamjathang Haokip (50) s/o (L) Sokholet Haokip of S Bongyang village suffered serious injuries in a landmine blast at a terrace field near his village on March 24 afternoon.
S Bongyang lies about 8 kilometres west of Molcham police station.
The landmine was reportedly triggered while Ngam- jathang was on his way to collect/cut timber and bamboos for construction of a rest (thatched) shed. Ngamjathang sustained bomb splinter injuries in the both the limbs.


Tangkhul Bodies refuse tax

IMPHAL, Mar 26: A joint statement of the presidents of Raphei Katamnao Long, Zingsho Katamnao Long, Zingtun Tangkhul Katamnao Long and Tangkhul Aze Katamnao Long urged the Government to remove the forests beats from their areas. Maintaining that the forests in these areas are governed by customary laws and practices since time immemorial, the statement asserted that people of these areas are therefore not liable to pay any tax to the Government for these forests. The statement added that taxing for these forests amounts to daylight robbery as these forests do not come under the purview of the Reserved Forest Act.


Statement refuted

IMPHAL, Mar 26: United Zou Organisation, Chandel Block and Baite communities of the area in a press statement said that the press release made by ZPC on March 20 regarding the harassment of the Zous and Baites living at Khullen Khailet village of Sajik Tampak area by UKLF and 10 Assam Rifles is found baseless. Kana Area Kuki Chiefs’ Association also refuted the press release of March 20.

Health mela

IMPHAL, Mar 26: A health mela was organised by a team of National Rural Health Mission on March 18 and 19 at Tengnoupal. Around 1300 people from Tengnoupal and surrounding villages attended the health mela.
During the mela where medical check-up and free medical aid were provided, 18 AR provided generator set, kanat, water and other administrative back-up, informed an AR PRO release.

LAMKA, Mar 26: A six-year-old minor girl, a student of Children Brighter School was sodomised by an unknown person at around 12:30 pm yesterday.
She informed her parents when the pain in her anus was intense. Condemning the incident, all schools will suspend classes from 12 noon tomorrow in Churachandpur.
Bodies identified

IMPHAL, Mar 26: Identities of three persons killed in separate incidents since March 20 have been established and handed over to respective family members after post mortem at RIMS morgue.
In the first case, the UG suspect slain by a team of Imphal East district police commandos at Keikhu Mayai Leikai on March 20 has been identified as Sagolsem Ricky (25) s/o S Ibomcha of Wangoi Yumnam Huidrom but was staying at his wife’s maternal home in Naharup Awang Leikai.
The second victim identified as Thokchom Kiran (31) s/o Kakching Khunou Thongam Leikai but was staying at a rented quarter in Nagamapal Kangjabi Leirak was allegedly hauled up by a team of Imphal East commandos from the Kangjabi quarter on March 20 at around 1.30 pm. Kiran was shot dead later in the day at Kangla Awang Leikai under Lamlai police station.
Meanwhile, the individual shot dead by troops of 15 J&K Light Infantry on March 19 night at near Toubul Patpan is said to be one Laishram Amitkumar alias Jaoba (19) s/o Devan of Ningthoukhong Kha-Khunou.
Husband killer
IMPHAL, Mar 26: In a shocking revelation, the husband of Maisnam ongbi Angoubi alias Gaitailunglu (55) found stabbed to death at RIMS Sweeper Colony in the night of March 18 has confessed that he is the killer of his own wife.
The husband identified as Maisnam Jatishwar (51) of Uripok Bachaspati Maning Leikai but staying at RIMS Sweeper Colony also sustained injuries on the fateful day and had been undergoing treatment at RIMS. According to information received by press said, Jatishwar has been discharged and confessed the crime during police interrogation.

IMPHAL, Mar 26: BJP Mahila Morcha, Manipur Pradesh condemned the killing of 15 non-locals. The Party also expressed reservations over the molesta- tion reports by a Congress former minister published in local newspapers. United Muslims Council Manipur, Singjamei Nupi Lup and Bahujan Samaj Party also condemned the killing of 15 non-locals.
