Hot winter offensive on Burma front

Yet another full-scale Military Operations along the Indo- Burma border areas and against other UG Militants’ safe havens been launched by the Army/AR since last week. This well-planned Winter Offensive unleashed against the MPLF is a very all-clear sign that the much hyped operation All Clear was a tactical failure since the firepower of the valley based Militant outfits has been on the rise. The dreaded operation Sunny Vale of the mid-1990s in the valley areas of Mani-pur did not bring forth bright results as desired. If not well-executed and well-co-ordinated, even the big-gest Military Operations with state-of-art arms and equipment could or did go haywire. Man power and Military resources are not the real recipes for success. The tactical prowess, sense of reasoning and the enterprising mindset of field commanders in Military history have proved that numerical superiority and sophisticated weapon-ries were just numbers and advanced machineries without teeth. Military Operations are of two kind: local and general, both have been used in NE India without desirable effects, at times tactical failures. It should be noted that an all-round co-ordinated combined operations with the State paramilitary or special task force had never been conducted in NE India. No wonder all high profile Military Operations have come to nought; the Achilles heels being the break down in the official chain of command. A combined task force is needed to give a hammer blow, certainly not an occasional punch in the form of highly pompous noise but little sting. If three winter military offensives had been dried out of by summer bloom of insurgency, could a fourth survive to meet the sunlight of autumn morning ? Till now nothing can be said about the ongoing military operations to flush out, or search and destroy UG activities and the base camps since its only a week long period with the official absence of specific operational code name, this winter offensive CI//CT ops in border areas can be dubbed as “Operation Burma Tour” for public convenience.

‘The Operation Burma Tour (OBT)’ is the biggest military operations laun-ched by the HQ IGAR(S), with direct support from selected units of the Army’s 57th Mtn Div., in the State of Manipur. Both the HQ IGAR(S) and the 57th Mtn Dv. are under direct supervision of the GOC, 3rd Corps, Lt, Gen. Dadwal Singh when it comes to CI//CT Ops. The IGAR(s) Maj. Gen. B.K. Chengappa is the Theatre Commander. Pressed into actions are the units of 9th, 26th, 27th and 10th AR Sectors (=Army brigade) and extra elements of the elite 21st Field Parachute, 17th J&k LI, 10th J&K Rifles, 5/8th Gorkhas, 6th Jat, 11th Mahars , 22nd Maratha LI, Rajputana Rifles, etc.

As things stand, there seems to be nondesig-nated Field Commander (Filco) like that of the successful Operation Karang wherein Maj. Gen. DD Dwevidi, then GOC , 57th Mtn Div, personally directed the month long CI Ops from Sendra Tourist Lodge, Bn HQ of 11th Garhwal Rifles, about 70 km from his Div. HQ.Gen. Dwevidi, like a true Filco, had done a (Erwin) Rommel, standing tall within mortar and sniper range to see his operational script run it through . The then IGAR(S) Maj. Gen. B.S. Ghotra was a soldier’s general since he would promptly raced to major encounter sites even before the smokes cleared off which tremendously boost the fighting morale of his officers and all ranks. It is most likely that the Sector Commanders of the AR would be designate/used as Filcos to keep up the momentum and logistically consolidate what have been secured. Uptil now OBT has not earned physical success since there has not been creditable body counts plus captures of sophisticated weapons of the MPLF and other UG militant outfits. Because of the geo-topographical conditions and heavy presence of IEDs and landmines, troop movement must have been one hell of a logistical and tactical nightmares. Since the decisive Element of Surprise and swift movement has been lost, it would be rather hard for the Military to fulfil their tactical thrust as pre-planned and press home their psychological advantage. With a numerical superiority ratio of atleast 1.15, speed, firepower, mental courage and sound sense of tactical improvisation are needed to attain commendable operational success. The total strength of UG Militant outfits in these particular areas of military operations could not have been more than 500-600 regular armed cadres with AK, M-16/M-4, SLR, MMG, UMG, RPG, 30MM rockets, 2/3 in mortars, etc. as tactical weapons.

Whereas about 4000 to 5000 troops would surely have been pressed into service by now to search, capture, control or destroy mobile, forward base camps and other safe havens used by the militants. The smallness and mobility of the UG militants is a major disadvantage to the well-co-ordinated but slow moving multiple columns of the well-armed troops in these God forsaken areas. But the most visible disadvantage for the military is the fact that the Burmese border guards and forward miliary HQs are not as helpful as it was during the stinging Operations Blue Bird and Thunderbird. In those highly successful joint military operations land forces with the support of helicopter- borne tactical assault brigade of the Indian Army killed over 100 well-armed militants and the other fleeing militants were killed or captured by the Burmese Army. Around 150-200 UG of various outfits were injured, captures or missing in action in border areas in those two land-air assaults about 12 years ago. But now the script is totally different since the Burmese army officers and ranks are reportedly being paid regular “Protection Fees” by the MPLF, hence the swift easy retreat without fear whenever the Army/ AR went on the 3-pronged assault offensive in border areas. And so the real need for chopper-borne Para(SF) units to cut off the repeated retreats of the overwhelmed UG militants, or to put it diplomatically, to block and negate the “Retrospective Manoeuvres” played by the MPLF militants so successfully.

There has to be a contingency plan, alternative tactic and improvisation to gain operational successes.

This time around the massive Army/AR winter military-offensive conducted under the aegis of the GOC, 3rd Corps through the over all command and control of the IGAR(S) must have to make morale-boosting impact on the going CI/CT Ops in Manipur.

The fact that many tranportable routes, hunting trails and approached roads of the interior border arteas have been successfully cleared off IED booby-traps and anti-personnel landmines by the Military Sappers and securing hostile locations, though highly commendable and appreciable, alone cannot be described as military successes. Indeed, the swift retreats and tactical set-backs suffered so far by the cornered-UG Militants in 4 or 5 forward base camps and half a dozen transit points are just the beginning of big things to come if the present tempo and the all-out operational momentum are militico-diplomatically maintain with full responsibility and proper Chain of Command and Control.

This type of Military Winter Offensive usually atleast 3 months, upto February, 2008 or farther more, according to the real nature of it success. Now is the time to wait and see whether this offensive has the power-punch and requisite resources to rise to the grand occasion.

P.S. I sincerely wish the Hon’ble CM of Manipur, Shri O.Ibobi Singh, a speedy recovery and the best of good health.

Chief minister collapses at BT flyover inauguration ceremony, Minor indisposition caused collapse; CM out of danger, say doctors; Governor opens flyov

IMPHAL, Nov 30: Chief minister O Ibobi Singh, who is currently facing a serious revolt from his party MLAs, fainted towards the concluding part of his address during the inauguration today of the Bir Tikendrajit flyover in the heart of the city.

A press communiqué issued later by the secretary to the chief minister said the CM was fine, and attributed his collapse today to the fact that he had been running a slight temperature since yesterday and had been irregular in his diet.

“The slight deterioration in the health of the chief minister during the inaugural function of the BT flyover has been brought under control,” the communiqué said, adding results of tests carried out by doctors were all normal.

Ministers, MLAs, former ministers and top officials present in the function including the Governor himself rushed to attend the chief minister when he collapsed just as he concluded his address to the gathering. His wife and MLA Landoni was also there at that time participating in the function.

The chief minister was unconscious for about five minutes. He was later transported in an ambulance to his bungalow, where he was attended by doctors.

Later, the people gathered for the function were informed that he was out of danger and was taking rest at his bungalow.

Earlier, the chief minister was at the side of the Governor of Manipur, Dr SS Sidhu when the latter formally dedicated the BT Flyover to the people of Manipur. He also took a walk up the length of the flyover with the Governor, and appeared to be normal at the time, though somewhat ill-at-ease.

Halfway during his address to the gathering as the president of the function, his voice became steadily weaker, and just after he gave the final salutation, ‘Jai Hind,’ he fainted into the arms of his security officer.

His sudden collapse momentarily stunned the crowd, which made a rush towards the podium but were prevented by security personnel. Some of the more emotional in the crowd were seen to be weeping.

Earlier, in his address, the chief minister, Ibobi Singh spoke of the efforts being made by his government for all round development in the state and the future plan for beautification of Imphal city under various schemes and projects.

The chief minister promised to make Imphal city one of the cleanest and most beautiful cities of the country by March next year. He said the concerned departments have been given instructions to complete the ongoing work of the Imphal sewerage project, as well as the task of laying underground telephone and power cables at the earliest, after which all the major roads would be blacktopped. He added that a site has been chosen at Lamdeng for disposal of all of Imphal city’s sewage and garbage.

He said, “60% of the total plan allocation of the state are being utilizied in the development programmes in other districts while 40% is being used for the development of the city and towns areas”.

Frequent bandhs, blockades, and disturbances from unwanted elements have however delayed the completion of the development works, he lamented.

It may be mentioned that the flyover which was inaugurated today also faced the same fate as it suffered a delay of two years to complete. The ground work for the construction was started in March 2003 and the original date for completion of the project was fixed as March 2005, but later the target was re-fixed as June 2005. In the end the main part of the flyover was completed only in January this year.

The construction was undertaken by M/s Buildworth Private Ltd, Guwahati, under the National Buildings Construction Corporation, NBCC, within the sanctioned cost of Rs. 2492.95 lakhs.

The chief minister, in his address, also mentioned that it was decided to make the flyover a two-lane one rather than four-lane, and also not to include any footpath as it would have taken up too much space, and required more evictions.

The inauguration function which was begun at 9.45 am, continued after the brief break caused due to the chief minister’s sudden collapse, with state Assembly Speaker, S Budhachandra Singh taking Ibobi’s place as president of the function.

The Manipur Governor, Dr SS Sidhu, while addressing the public wished for quick improvement to the chief minister’s health. His health may have been deteriorated due to overwork, the Governor observed.

“He (chief minister) is very committed and hard working. I wish he will get relief soon. We need to have such a man to bring forward the state,” the Governor SS Sidhu said.

IMPHAL, Nov 30: The 10 independent MLAs from the hill constiuenies who were reported to have gone to New Delhi to counter-lobby for the continuance of chief minsiter Okram Ibobi as CLP leader, denied this was their agenda at all.

Two of the MLAs the IFP was able to speak to said they were there to campaign with Central leaders to use their influence to have the tribal area sub-plan cleared, have election to the district council and also to have the 6th Scheduled introduced in the hill districts.

The MLAs said they have sought appointment with the Prime Minister Manmohan Singh and All India Congress Committee, AICC, president Sonia Gandhi, but have not been intimated when they might be given audience.

Asked to comment on the news reports in local dailies today, they said it was unfounded speculation and absolutely baseless. “We have no business to join in the Congress family tussle”, Morung Mokunga, one of the independent MLAs now in New Delhi told IFP over the phone when contacted.

It may be recalled many local newspapers reported in today’s edition of their publications that 10 hill based MLAs, including the six sponsored by the United Naga Council, UNC, had flown in to New Delhi to campaign with the Central leaders to ensure that Ibobi remains chief minister no other chief ministers as had shown a keener interest in bringing about development in the hills than him.

The newspapers also speculated the MLAs’ aim was to counter, and undermine the campaign by Congress party dissidents who have been camping in New Delhi for Ibobi’s ouster.

Area upto Tuitung cleared of militants: SF

IMPHAL, Nov 30: In ongoing operations in the Samtal area of Chandel district, security forces have as of today cleared the area upto Tuitung village of underground presence, scalping a UG cadre in the process, according to a statement issued by the PRO, HQ, IGAR (South).

The unidentified UG cadre was killed in an encounter with the troops of the 10 JAKLI in the area of Tuitung village this morning at around 6:50 am, and an AK-47 rifle has been recovered, the statement said without giving further details of the incident.

The statement added that two UG hideouts have been busted during the operations today, but as the morale of UG cadres is in a bad state, they vacated and fled.

It said 13 more IEDs were recovered and destroyed in situ while securing the Tuitung area, bringing the total number of IEDs found since the operations began on November 18 to 79. The road has been opened using dozers till Phailen, it added.

In the ongoing operations, it further informed, till now seven villages have been cleared of the UG presence, giving a big relief to the civil population.

The IGAR (South), along with commander, 26 sector Assam Rifles visited Sehlon village, and personally directed the operation of the Assam Rifles troops, the statement added.

In other operations, troops of the 18 AR, manning a checkpoint at milestone 394 on NH-39 nabbed a UNLF activist from a Tata Sumo travelling from Moreh to Imphal, identified as Paramjit alias Thangal.

Another UNLF cadre was also nabbed yesterday by 21 AR personnel from Hiyanglam Mayai Leikai, identified as one Elangbam Pangthokpa, alias Sanayaima, 24. A PULF member, identified as Md Mojibur Rahman, 35, was also nabbed by the 32 AR from the Lilong Terenmakhong area.

Finally, BT Flyover inaugurated O Ibobi at his witty best before dramatic collapse, now stable

IMPHAL, Nov 30 : The much dealyed Bir Tikendra-jit Flyover was formally dedicated to the public by the Governor, Dr SS Sidhu this morning, though the celebration was diluted by the sudden collapse of Chief Minister Okram Ibobi after delivering his address.

Before the deterioration to his health, which forced him to take a premature leave, the Chief Minister had promised that the flyover was the beginning in the transformation of Imphal into a modern and model city.

Work for the flyover, which was built by the National Buildings Construc- tion Cooperation, under funding from the Ministry of Urban development began as early as 2003. However, the bulk of the construction took place from end of 2005 to 2006 and was finally completed in January this year.

Despite the time extension, Zonal -in-charge NBCC, KP Ghosh expressed satisfaction that the construction was fulfilled within the earmarked construction cost of Rs 2492.95 lakhs. The construction agencies were M/s Buildworth Pvt. Ltd, Guwahati for the flyover and M/s H Mangilal Singh for R.C.C Pavement and Drain.

Ibobi described the public dedication as a proud moment for the State and expressed confidence that it will ease traffic in the congested commercial areas of Imphal. He lauded the NBCC for its commendable work despite the need for repeated mobilisaiton of its work force, disarrayed by long halts.

He ascribed the long delay in the construction to time loss from frequent bandhs and blockades and short working seasons due to long monsoon. In addition, the culture of inter- ference from unwanted elements was a big hurdle, he added.

Obstinate shopkeepers and women vendors, who harried the Government with litigation and other obstructing process halted the project for more than a year, he said. The market could be shifted to the present location, formerly belonging to the district hospital only after the Govt silenced their objection with force, he recounted.

Besides, the raw materials, chiefly sand which had to be procured from Dimapur and Assam, were brought from outside Mani-pur, Ibobi said implying the lengthy and time consuming procedure needed in acquiring them.

Outlining the need for complete makeover of the market, Ibobi appealed to the owners of buildings (Ngari shops ) on the west of Laxmi Bazar to comply with the Govt desire to occupy their land for the development of the market. He said, they will be adequately compensated and rightfully allocated plots in the new shopping centres.

On the other hand, he showed his intentions to inaugurate the market complexes of Nupi Keithel by March next year, install a garbage disposal unit and sparkle the dusty streets of Imphal with bituminous coatings very soon. Excavation works on the roads carried out by PHED, Power, BSNL among others are being jointly monitored on a weekly basis and the PWD will take up the repair works as soon as possible, for which money will be no constraint, he added.

Governor Dr Sidhu urged the Imphal Municipality to mop up its activities, to prevent the commercial hub from becoming a sore thumb. On the developmental works taken up the SPF Government, he stated that such projects provides employment opportunities and livelihood to the people of the State. Manipur is lagging other States in respect of overall development, and the efforts of the Government for enhancements of developmental progress has to be reinforced by the people, he said. Ghosh asserted that though two-lane flyovers are a rarity, the bridge is a fantastic piece of technical superiority and assured that all aspects of the flyover are in compliance with the guidelines of the Indian Road Congress.

PWD Minister, Manipur, relating to works bill payment of outstanding liabilities of the Govt. to contractors in respect of churachandpur Division, PWD, Manipur.

Hon’ble Sir,

As you are aware and as is the office of the Chief Engineer Manipur PWD, funds for payment against maintenance Works have been irregular since the year 2002. Pending works bills to the tune of more than 2 crores have been stalled till date.

Now that more than two crores of rupees have been released toward payment of maintenance works bills in respect of CCpur PWD, you are urged to please oversee to it that maintenance works completed by the month of April 2005 be paid in commiseration with the plight of the long suffering poor contractor on priority.

The balanced amount after payment of bills left out between the said period may only be paid to subsequence works order holders and works accomplished thereafter.

I write open letter as a vicious wrangling to garner maximum amount of bill payment by recent works order holders; and the office of the chief Enginer, PWD is said to have been inducing the EE/CCpur Division PWD to issue bill payment cheque out of turn by abusing his authority as the chief engineer Manipur PWD.

And so, your honour is caution to oversee that norm prvail at law and equity.

2007 Kut and KIF Annual Meet concluded in USA

November 26: In conjunction with the Kuki International Forum (KIF) annual meeting, Chavang Kut (a post-harvest thanksgiving occasion) was celebrated at Christian Church Family Life Center, Tulsa, Oklahoma, USA, on November 22, 2007.

Friends and family members across the United States of America came together to thank God for His abundant love and blessings. The Kukis were joined by their American friends and friends from Nepal and India.

Master of ceremony Moses Lenthang’s family opened the program with an inspirational song. A welcome address from Dr. Thong Kho Lun was followed by “Sagol Kengkhai” cultural dance from Texan friends.

Scientist Hechong Singsit, besides delivering Kut message, presented an interactive lecture on "The Role of Deoxyribonucleic Acid (DNA) in Tracing Ancestry and Identity.” Are the Kuki people one of the lost tribes of Israel as claimed by some was one of the lively discussions during question and answer (Q&A) session.

The President of Meridian University Dr. Ralph Speas, who recently returned from visiting the Kuki people in India, shared how he was intimately connected to the people and expressed his interest to continue working with them.

Another speaker of the event was Dr. Chin Do Kham of Oral Roberts University. Speaking on the role of churches in society, Kham stressed the importance of shaping one’s mindset to become a responsible person not only for a particular community but to all humankind.

Recognizing their dedication and academic achievements, the KIF awarded certificates of appreciation to some of its leaders. Stressing the importance of education in uplifting a society, Nehginpao Kipgen said, “A person’s quality and dignity greatly lies in the education he or she has.”

Another interesting part of the program was the moment when girls and boys were invited to the stage to communicate in their mother tongue. With their limited understanding and capability, the impromptu was apparently tough and a challenge for the youngsters.

The day’s event concluded with acknowledgement and words of thanks from the KIF leadership to all individuals and families who contributed for the program’s success.

KIF annual meeting and general election was held in the morning of November 23. The meeting unanimously agreed to hold its next meet and 2008 Chavang Kut in Houston area in Texas during the Thanksgiving weekend.

Catchments characterization of Loktak Lake

1. Introduction

Manipur, the eastern most state of India lying 92 o 59’E to 94o45’E longitude and 23o50’N to 25o41’N latitude, straddling the international border between India and Myanmar, has a peculiar situation in the eastern Himalayas and watershed area of the great river basin systems - the Brahma-putra and the Irrawady. It is blessed with an enormously rich heritage of wetlands. Topographically it is surrounded by seven ranges of hills and the valley lies in between. Therefore, wetlands, in Manipur are mostly found in the valley area and are known by the generic name Pat (pronounced as paat). The surrounding hill districts are also replete with many kinds of wetlands, great and small (Wetlands of Manipur, Vol-I- 1999).

The pats of Manipur are known to have their own life-span and hydrologic characteristics related to the evolving geo-physical character of land itself. In the beginning of the 20th century there were nearly 500 pats in the Manipur Valley, covering a large position of its area. Loktak lake after acclaiming Ramsar site is well known internationally but apart from Loktak other well-known pats of Manipur are Ikop pat, Pumlen pat, Waithou pat, Ngakra pat and Loushi pat.

Loktak lake is the largest freshwater wetland in North-eastern region of India and is situated between 240 25’ to 24042’ N latitudes and 930 46’ to 93055’E longitudes. This lake was designated as wetland of International Importance under Ramsar Convention in 1990 because of its biological richness where naturally occurring phumdis (floating vegetation) covers the lake extensively and is a specialized habitat for many biotas besides being useful to the local people in many ways. The Keibul Lamjao National Park in the southern part of the lake is also a unique floating wildlife reserve and the natural home of the endangered Manipur brow antlered deer, Sangai. Deforestation and shifting cultivation in the catchment areas have accelerated the process of soil erosion resulting in the lake’s shrinkage. The nutrients from catchment area and domestic sewage from Imphal city carried by Nambul River are discharged into the lake which is another major problem of the lake (LRIS Report, 2003). All these activities have direct bearing on ecological stability of the lake.

2. Study Area

Loktak has direct catchment of 1040 sq. km and falls under the sub-basin of the Manipur River. The catchment area lies between 24o24’to 24o57’ N latitude to 93o40’ to 93o58’E longitude. The topography is undulating having elevation of 780 m at the foothills adjoining the central valley and about 2068 m at highest peak. There are about 98 villages with a total population of 21,334 (1991 census).

The presence of Ithai Barrage, a multipurpose project for generation of hydel-power and irrigation which was commissioned in 1983 at Ithai at the sou-thern nearest tip of Loktak, has brought about drastic hydrological changes.

Loktak catchment area comprises the elongated hilly terrain of various altitudes along with isolated hillocks, plains and marshy lands. Altitude of elongated hill ranges and isolated hillocks varies between 820 to 2068 metre and 760 to 1100 metre above mean sea level respectively.

The rock formations in the catchment area are cretaceous limestone, the Disang with Serpentinites (Lower to Middle Eocene-Upper cretaceous), the Sumas and the Thipams (Miocene). Surma group occurs in the lower reaches of hills whereas the Disang and Thipam groups occur in high reaches of hills. Disang formation comprises grey sandstone-grit-conglomerate limestone sequences intruded by serpentinites containing minor amounts of enstalite, chromite, amphiboles and magnetite. The Surma and Thipam groups represented by argillaceous and arneceous sequence respectively.

3. Objectives

The present study lays the foundation for developing wetland conservation models using remote sensing and geo-spatial technologies. Some of the detailed objectives of the study area:

* Creation of temporal spatial database using satellite data for catchments (1995, 2000 and 2004-05) and structural components/ habitat types of wetlands

* Generation of Land Capability map for the catchment area for long term and short term management plan such as formulation of soil conservation plan to check soil erosion and subsequent silting up of Loktak Lake.

* Collection, integration and modeling for suggesting sustainable management solution for conservation of Loktak Wetland.

4. Data used/sources

The database of this catchment study consists of primary, secondary and integrated database of spatial and non-spatial data on different components of the catchment. Census data of 1991 & 2001 is used for socio-economic studies of the hill and valley region. Table 1.2 gives the list of satellite data use.

5. Methodology/Thematic Maps

Visual and digital image interpretation techniques were used to prepared thematic maps on 1:50,000 for 1990, 1995, 2000 using 23.5 meter resolution data of IRS-1C, 1D and 1:25,000 for 2004 -05 using high resolution data like IKONOS , for some area and merge data of 2.5 meter resolution using LISS-III and PAN data . Secondary data for socio-economic etc are also incorporated. The thematic maps are :

* Land use/cover

* Hydrogeomorphology

* Slope

* Drainage

* Road network

* Settlements.

A. Land Use/Cover :

Information on Land use/cover pattern, especially the extent and spatial distribution is a pre-requisite to derive information on temporal changes. The land use /cover information helps to identify areas where immediate attention has to be taken for reviving various landscape elements. The present status of land use (Table 5.1) in the catchment is useful for identifying locations for taking up soil conservation measures by involving village communities, for minimizing land degradation. Land use classification for 2004-05 is base on guideline of ‘Biodiversity Conservation in Wetland Project’ by Space Applications Centre, ISRO, Ahmedabad.

The land use class of wetland is further classified by preparing a structural components map of Loktak wetland area which shows various classes of phums, agriculture land, islands, aquaponds etc. In the present study SOI topography map of 1970 was use as a base to delineate water spread and demarcate wetland boundary. IKONOS data was use for preparation of the structural component map of 2004-05 (Table 5.2).

B. Hydrogeo-morphology: Information on landforms is an important input for land management and soil mapping. The aspects of morphology, morphogenesis, morpho chronology and morphometry are vital inputs in preparation of geomorphologic maps. —

The geomorphic units are delineated based on image characteristics like tone, texture, shape, colour, associations etc. (Fig.5.2 A).

C. Slope:

Information on slope is vital for suggesting actions related to restoration plans of landscape. This information is useful for suggesting checking of soil erosion and drainage related measures. The slope map has been prepared as per IMSD guidelines. Using this information Digital elevation model has been generated using 20 metre contour interval.

D. Drainage/Watershed:

A drainage map of the study area was prepared using satellite data in conjunction with SOI topography maps. Most of the streams originate from the hill ranges to the west of the lake and discharge water directly into Loktak Lake. Some of the major streams include Nambul, Nambol, Thongjaorok, Awang Kujairok, Awang Kharok, Ningthoukhong, Potsangba, Oinam, Keinau and Irulok contributing significant silt during rainy season to the lake. In all 12 micro-watershed were demarcated and they have been given nomenclature according to the standard of All India Soil and Land Use Surveys (AIS & LUS) of the Ministry of Agriculture. ( Fig. 5.2 B)

E. Road Network & Settlements:

The road transport network is one of the major criteria for studying and analyzing the socio-economic problem of a certain area and for assessment of impact on the wetland.

In the present study, there are three types of roads classified as National highway, Village road and other which may include footpaths etc. The total length of National Highway is 59.652, village road is 723.243 km and others are 234.5 km. (Fig. 5.2.C)

6. Results and analysis

i. Spatial Analysis: Land Use Change detection

Multi-temporal satellite data have been used for studying land use practices over a period of fifteen years in the catchment of Loktak Lake. It has been found that there is an increase in the built up area and also decrease in scrub forest. There was increase in dense forest from 1990 to 2002. This may be due to some of the activities of afforestation program taken up by LDA for catchment treatment but again this has decline in 2004-05 (Table5.1). There is an increase in open forest area in 2004 and decrease in degraded forest which again shows that deforestation activities have become less and natural regeneration is going on in the catchment area.

Indo-US civilian nuclear deal and the Left

The joint declaration of July 18, 2007 by the heads of the two largest and biggest democracy of the World in Washington D.C. has laid the foundation for what is popularly known as the Civilian Nuclear Deal between Indian and the United States. Negotiations for the actualization of the deal has been on since then and there were times when the talk could not move speedily. In fact, at one point of time, the negotiation appears to have reached breaking point but for the timely intervention of Dick Cheney, the redoubtable Vice-President, and some other influential persons. It is a deal of great significance particularly for India given the existing paradigms of international nuclear technology trade and transfer. The deal, if successfully concluded, would open the door for nuclear trade to which the country was shunted out for the last thirty years.

Though the rest of the world do not like to recognize as such, India is a nuclear weapon state since the Pokhran blast in 1974. And in spite of not signing the Nuclear Non-Proliferation Treaty (NPT), India has so far maintained clean record in non-proliferation or has not indulged in proliferation of nuclear weapons to other countries. The knowhow and technology it possessed has been kept in tight closet. In fact, it has no ambition to proliferate and trade with others. We do not have nuclear scientists of the like of Dr. A.Q. Khan of Pakistan. Under the circumstances, we have perhaps earned the confidence of other nations, particularly nuclear power states like the US, Russia, France, etc.

So, the United States has come forward for the “historic’ deal. In the world that we live today, whether one likes it or not, United States is a country all other nations look upto. If the government of India, under the pressure of the Left, do not, at the cost of inflicting serious damage to its international image, back out unilaterally from the deal, the United States was there to see the deal through the next steps like the International Atomic Energy Agency (IAEA) and the Nuclear Suppliers Groups (NSGs) in right earnest. And the conclusion and operationalisation of the deal would mean the ending of technological apartheid that hangs over our heads like a Domocles swords for the last three decades. This capping prohibit us to procure nuclear technology and knowhow from the Nuclear suppliers Groups of countries. It is simply not possible to assess how much nuclear technologies we were deprived of the last thirty years. If the deal fail, it would mean the continuation of our isolation so far as nuclear technology trade is concerned. Let us all be reminded that most of our nuclear power plants are in dire need of cutting edge nuclear technology for upgradation, renovation and restoration. At stake is their reliability.

The increasing depletion of fossil fuels is an undeniable reality. Nuclear energy was found to be a good substitute of it. There is, therefore, scramble for nuclear energy the world over. So, our civilian nuclear deal is “an idea” whose time has come!

In one of his write up K. Subrahmanyam, a leading security affairs analyst, stated that “The US and international community in their own interests have now moved to lift the technological apartheid against India without requiring India to join NPT or give up its nuclear weapons. The international framework is being modified to bring in India - and India alone - as member of non-proliferation regime” Noting the significant implications of the deal, the Times of India, (North East) dated 25/8/07 has, in its editorial, the following comment “If the deal is approved it would raise India’s stock and enable high-tech collaboration not just with the US, but also France, Germany, Japan, Russia and South East Asia......... While placating the Left therefore, the government must not allow itself to be black mailed into sacrificing the deal for the sake of its survival. The Prime Minister (PM) should stick to his stated position, and continue to dare the Marxists to bring down the government.”

It may be reiterated that we have been having, as a result of economic reform measures since 1991, a high growth rate that stunned our friends and foes alike. Power is one essential inputs for growth and development. As a matter of fact, to sustain the existing growth rate and also to propel the economy to a higher growth momentum, it is essential we have more power resources at our disposal. It is estimated that our nuclear power is expected to go up from the current 2-3 per cent of India’s energy to 6 to 8 per cent by 2031 if the deal is operationalised. And it is pertinent to note that India has set itself a target of producing 20,000 megawatts of nuclear power by 2020, provided the deal is in place. It is also hope that the deal would give India much needed uranium to power its reactors and eventually lower dependency on coal, which account for nearly 41 per cent of its energy needs. Compared with coal-based energy as a sources of power, nuclear power/energy is clean and pollutant-free. The Times Editorial of Aug, 21, 2007, commented forcefully saying: “........ And it’s not just a question of nuclear trade. All sorts of high-tech areas are potentially dual-use-from information technology (IT) to defence to space to biotech. The deal would lift restrictions on supply of dual-use technology to India from other nations......... Aborting it, on the other hand, would reduce India competitiveness in high-tech areas and potentially nuke India’s hope of turning itself into a knowledge economy.”

The Left Imperialism : When the deal was finalised, after protracted and hectic negotiations for over two years, and the government of India was about to approach, with a sense of pride and achievement, the IAEA for India-specific safeguards, the Lefts, which so far remain muted, began to flex its muscles by issuing a diktat that the government would face ‘dire consequences’ if it takes the next steps with IAEA. Without actually joining the government, the Left which has about 60 MPs, supported the formation of UPA Government from outside in the absence of clear mandate for any party. The threat worked and a join panel was constituted to address the Lefts concerns and apprehensions. The fate of the deal, so to say, is now in the hands of the join panels. Given the commitment and conviction of our political class to the cause of national interests, there is very little hope the deal will go through. If we miss the nuclear bus this time, we may not have second chance. It’s now or never.

As we know from print and electronic media, opinion polls, debate and discussions on the civilian nuclear deal, it is profoundly clear that the deal has been overwhelmingly welcome by the people of India. By the people who want to see the country progress further and developed faster. By the people who want and dare to integrate more and more with the rest of the world. By the people who do not want to be left behind and live in isolation. Let our Lefts brothers and sisters learn the art of (national) politics and economics at least from their big brother comrade China which has billions of trade surplus against the United States. It’s high time they leave behind the past and accept the emerging challenges. Let me quote the following observation once again. “It is a pity that the Indian Left refuses to move with times, when their counterparts in Europe and Latin America have junked old ideological baggage and changed beyond recognition” 3

On the Geo-politics of Asia : Last but not the least, the successful conclusion and operationalisation of the deal, according to defence experts and strategists, has vital and lasting implications for the geo-politics of Asia. It is argued that shelving the nuclear deal at this stage could forever make India into a subaltern of China in the geo-politics of Asia. Former diplomat and member of the task force on India’s nuclear posture, Arundhati Ghose 4 says if the deal fails “China will be convinced of its superiority over India and the Left would have got what it wanted”.

Everything normal, insists Ibobi, ‘Centre has not indicated any change in leadership’

IMPHAL, Nov 29: Chief minister O Ibobi Singh has clarified that there is no question of slackening of government work or file processing in various departemnts of the state relating to development activities on account of the ongoing internal crisis in the Congress.

The chief minister, in a hastily summoned press conference this evening at his official bungalow maintained that there has been no impact on the affairs of state administration on account of the current move by the dissident MLAs camping at Delhi to unseat him.

The functioning of the government is progressing smoothly and normally under his leadership as regards development activities and the maintenance of law and order, he maintained.

The chief minister also lamented that unrestrained reporting in various local dailies and unfounded allegations against the SPF ministry from the rebel MLAs during the last one month has created major confusion in the mind of the general public.

He said it was very unfortunate that through such immature statements, the rebel MLAs have been attempting to create loss of people’s confidence in the Congress in the state.

The CM said it is true that there is serious problem of law and order in the state, but asserted that this problem was not born recently during his tenure as chief minister. He added that his government had initiated serious attempts to solve the problem.

He also maintained that the critical allegations of large scale corruption and acquisition of disproportionately large property on his part after he became chief minister were untrue, and invited anyone to vet his properties at any time through legal avenues.

The CM went on to say that the public will get to see the physical fruits of the development activities of the SPF government by March next year.

He also observed that the new government began functioning on March 7 this year, and expansion of the ministry took till July 2, it has had only four months to actually take up work.

However, with the sincerity of the existing council of ministers, various major projects and schemes have now been able to be completed, and many development activities in both hills and valley districts are in full swing, he said.

He reiterated that there is no question of negligence in the plans and policies taken up with regard to pursuit of development activities and controlling the law and order situation.

Answering queries from mediapersons, the CM said there was no question of special consideration for the people of Thoubal in job opportunities, particularly the appointment of IRB personnel. All appointments were made in accordance with norms, he claimed.

The CM also disclosed that law and legislative affairs minister Th Debendra, and veterinary minister DD Thaisii had both informed him before leaving for Delhi on their personal medical grounds.

He expressed confidence that all the MLAs currently camping at Delhi will eventually return and work for the interest of the people of Manipur. He said a return to normalcy in the state Congress was expected soon as there is indication from the Congress leadership that the present SPF government should be retained.

A question on whether action would be taken against the rebels MLAs for violating party discipline by appointing spokespersons and issuing press statements on their own however went unanswered.

Altogether 12 MLAs and ministers were present during the press conference, beside the chief minister, namely Th Lokeshwor, L Jayentakumar, E Dwijamani, Dr Kh Loken, Md Allauddin, Speaker S Budhichandra, Phungzathang Tonsing, N Biren, K Ranjit, TN Haokip, E Kunjeshwor and N Loken.

Md Allauddin, and Phungzathang, who had been named among the dissidents in some media reports, clarified that that they were not among the rebels. Even if claims had been made by the dissidents in this connection, no one bothered to verify this with them, they complained.

E Dwijamani said he had met Y Surchandra and M Hemanta during a recent trip to Delhi, but they did not broach the subject of his joining their camp.

BT Flyover to open today, Bheigyachandra statue in decay

IMPHAL, Nov 29: After a delay of two years and five months the Bir Tikendrajit flyover on the BT road will be opened for traffic tomorrow - though everything is not yet complete.

The actual target of the completion of the first ever flyover in the state was June 2005 but due to continuing delays suffered in the construction work the target became more and more remote.

Even though the main part of the bridge is complete, other works like pavements on the side of the bridge and RCC fencing at the narrow portion of the bridge is yet to be completed and hectic works were witnessed today.

Most shockingly, the condition of the statue of Maharaj Bhagyachandra taming a wild elephant is deteriorating because of the flyover. However none seems bother about the fate of this historical monument.

Since the start of the construction work of the flyover the condition of the statue, which celebrates an historical moment of Manipur’s history, has been dismal.

The broken hand of Bhagyachandra and a missing tusk and broken tail of the elephant on the statue had been reported in the press a long time ago but no repair work has been initiated.

Concerned people are even worried that the government might remove the statue altogether.

Work on the Bir Tikendrajit flyover project, which is aimed at easing traffic along the main thoroughfare of the BT road, had suffered repeated disturbances during the course of its construction work undertaken by the National Building Construction Corporation. Workers of Buildworth, a construction company are engaged in the project under the NBC Corporation.

On many instances, workers engaged in the project disappeared from their camp site on receiving threats from various unwanted elements.

The disturbances in the construction were compounded with the delay in the arrival of construction materials caused by the bandhs and blockades which are experienced aplenty in the state.

Interestingly the construction works on certain instances were done by detailing security personnel but they could not effectively deal with the disturbances faced by the workers.

More than a hundred labourers were engaged in the construction work by camping at the site itself before the sudden stoppage of work during the course of construction which started four years back after enclosing the entire portion from Johnstone School to Uripok Canteen Leirak.

It may be mentioned that the ground work for the construction was started since March 2003. The original date for completion of the project was fixed as March 2005, but later the target was refixed as June 2005.

The chief minister, O Ibobi Singh, had on several occasions stressed on his desire for the completion of the project within the targeted time. He even planned to inaugurate the flyover before the election to the 9th state Assembly with the Prime Minister or Congress supremo Sonia Gandhi as the chief guest.

But despite the best efforts of the government, the inauguration function was not held and since then, after a delay of one year, the government has finally decided to open the flyover to traffic.

Traffic regulation:-In view of the commissioning of the BT Flyover tomorrow and opening to traffic, the commissioner, state transport, H Imocha Singh, has announced temporary regulations for regulating traffic on the flyover.

As per the regulations, no heavy and medium vehicles would be allowed to ply across the fly-over betwen 7 am to 7 pm.

Light motor vehicles and two wheelers are allowed to ply across the flyover subject to the condition that they should not park either alongside the flyover or use any lane as corridor facility after crossing.

No pedestrian, hand-pulled cart or thella, bullock cart, rickshaw and other slow moving non-motorised mode of traffic are allowed to cross the BT flyover.

U-turns are only allowed at the round about in front of Kangla western gate, and at the road intersection of Uripok Canteen Road.

Parking at the open places available beneath the BT flyover is also prohibited.

Opposition MLAs come out in support of Ibobi?

IMPHAL, Nov 29: A group of 10 Opposition MLAs left Imphal for New Delhi Thursday in what a highly reliable source said was an attempt to campaign against the regime change move to the Congress high command.

However, the same could not be immediately confirmed as none of the MLAs could be contacted before they left the state capital. However, a local paper has reported that they were going there to convince the Congress leaders at the Centre not to replace O Ibobi as the chief minister.

Government chief whip T Mangibabu also flew to New Delhi today on the same flight taken by the 10 MLAs from the hill constituencies including six MLAs backed by the United Naga Council.

The six UNC backed independent MLAs in the team are Awangbow Newmai, K Raina, Morung Makunga, Danny Shaiza, M Thrii and Dr. Kashim Ruivah. The other MLAs are Thangminlen Kipgen, V Hangkhalian, Doukhomang Kipgen and Thongkholun.

The MLAs will be lobbying with the Congress high command not to remove O Ibobi Singh from the chief ministership, a reliable source said. The source added that they will call on the Congress supremo Sonia Gandhi and the Prime Minister and request them not to replace Singh.

While convincing the Congress leaders they will put before them a brief report of the development works taken up in the hill areas and others planned to be taken up by the present government under the leadership of chief minister O Ibobi.

Another source said that the independent MLAs were in favour of Ibobi as they were always against the Rajya Sabha MP Rishang Keishing who is in the rebel camp.

The observers also opined that their effort may not make much impact on the move of the rebel Congress MLAs as they were not part of the ruling group.
On the other hand, no further developments regarding the rebel MLAs campaign was reported today.

Myanmar refuses to undertake Indo-Myanmar border fencing

IMPHAL, Nov 29: The proposed erection of fencing at the international border with Myanmar is delayed as the Myanmar government has not given the green signal to India’s proposal stating that the “issue needs higher level policy decision,” an official said Thursday.

The Manipur government wanted to commence construction of pucca fencing at the Moreh sector (between border pillar 79 and 81), the first phase of border fencing after the monsoon season this year.

For this, it proposed to the Centre to inform the Myanmar government through diplomatic channel well before the reconnaissance survey and trade cut, RSTC work is undertaken.

However, except the reply that the issue still needs higher level policy decision, the Myanmar government gave no further comment in this regard, the source disclosed.

Certain sections of the Indo-Myanmar border in Kabow valley are still to be demarcated. They are Tuivang-Molcham area between border pillars 64 to 68, Tamu-Moreh area between BPs 75 to 79 and Choro-Khnou area between BPs 88 to 95.

In an effort to initiate and negotiate with the Myanmar government on the issue, the Union ministry of external affairs provided the state government three alternatives as early as September 2002.

The state government expressed its willingness to negotiate on the basis of adjustment of 1.43 square miles in the Choro Khunou sector without transfer of any Indian village in favour of Myanmar and a gain of 0.03 square miles at Moreh border pillar 77 to India.

The state government said that India can seek more adjustments in its favour in Moreh area by further moving BP-77 beyond the 250 yards mark eastward. The same was also communicated to the ministry of home affairs on August 21, 2004.

The Manipur government, exploring the continued security crisis faced on the international border and feeling the urgent need for solving the same insisted that New Delhi bring an agreement between the two countries for fixing mutually acceptable boundaries between the two countries which has been accepted in principle.

There is an urgent need of the state to tackle its security problems, Manipur government said while requesting the Central government to reach an agreement with Myanmar government on the issue so that the work of border fencing could commence soon, it added.

Fencing of the border will be an important step in checking the occurrence of violent incidents such as the one which took place in Moreh in June this year when several people involved in killings crossed the border into Myanmar after committing the crimes.

The government of India agreed to the construction of pucca border fence at a 10 km stretch at Tamu-Moreh area between BP 79 and BP 81 and entrusted the Border Road Organization, BRO for the construction work.

Authorities instructed the BRO to take up the work for RSTC for the pucca border fence by leaving a corridor of 10 metres from the international boundary considering the urgency of the works.

Before starting the work on the ground, the matter was discussed at the directors level meeting between the survey departments of India and Myanmar held at Tamu (Myanmar) on March 3 and 4, 2006.

The Myanmarese side had, however, objected to the proposed marking even though the work was to be done well within the Indian side of the existing boundary. They had contended that joint survey was needed as the international boundary was passing through hilly terrain.

Again, in the 6th meeting between heads of survey departments of India and Myanmar held in New Delhi on November 27 and 28, 2006, the Myanmarese side stated that while it was willing to consider RSTC works between BP-80 and 81, it was not ready for the segment between BP 79 and 80 even though they accepted that the coordinates of BP-79 were undisputed.

Several meetings at different levels between the representatives of the two countries have taken place over the last few years. Though in the meetings, the India government has made definite proposal, the Myanmar government has not made a decision for settlement of the boundary, officials here said.

In the 15th sectoral level meeting held at Gangtok, Sikkim on May 29 and 30, 2007, the Indian side requested for response from the Myanmar government to the Indian proposal for settling the alignment of nine border pillars submitted at the 5th meeting of heads of survey departments of the two countries held in September, 2004.

The Myanmarese side had stated that there were no developments on this subject as it was still being studied by the Myanmar government. In the same meeting, the Indian side had also made it clear to the delegation that the RSTC work proposed to be done by India between BP-79 and 81 had been discussed at the 14th sectoral submit in May 2006, at the foreign office consultation held in June 2006, at the 6th meeting of the surveyor generals of the two countries held in November, 2006 and also at the 13th national level meeting between the two countries held in February 2006.

The Indian side clarified that RSTC involved only reconnaissance survey and trace cutting and does not involve any construction works and that there should not be any objection from Myanmar to the proposed RSTC.
