Manipur State Cabinet approves penalisation of VIPs for harbouring militants CM leaves for New Delhi meeting

IMPHAL, Oct 29: Due to ineffective measures to avoid repetition of incidents of nabbing of militants from VIP quarters, the state government has decided to take legal action against MLAs, ministers and other VIPs who harbour the militants.

The arrest of one more PREPAK cadre from the quarters of sitting MLA Borajao has once again pointed out the futility of the August 31 Cabinet decision regarding measures to prevent militants from taking shelter at the VIP quarters by maintaining a daily list of individuals who plan to stay overnight at every MLA and minister’s quarters.

As a result, a hurriedly called Cabinet meeting this afternoon before chief minister O Ibobi Singh’s departure for New Delhi reviewed the law and order situation in the state and approved the measures to be taken with immediate effect.

“The Cabinet decided that in case anyone is found harbouring underground cadres in their government/private quarters, the security provided for the protection of such person shall be withdrawn immediately.

“Legal actions against the protectee shall also be taken based on the degree of involvement of the protectee,” the Cabinet note stated.

The Cabinet meeting which was convened under the chair of the chief minister after a long deliberation on the matter of increasing incidents militants taking shelter at the MLAs and ex-MLAs quarters took the decision, the source said.

The chief minister convened the meeting just before he left the state capital for New Delhi to attend a meeting with the Planning Commission of India on the country’s Look East Policy with the chief ministers of other states. The meeting is scheduled to be held on October 31.

Mention may be made that since the middle of August this year police has nabbed as many as 14 militants belonging to different groups from the Babupara area where the quarters of most of the MLAs and ministers along with those of other VIPs are located.

Interestingly, these quarters are located just behind the chief minister’s bungalow which is situated within the Babupara area.

However, so far no action has been taken up by the state government except the Cabinet decision of August 31 which gives police some power to keep vigil on the visitors at the MLAs and ministers quarters.

So far no apparent action had also been taken against the MLAs and ex-MLAs who were involved in the harbouring of the militants even as the eight KYKL militants nabbed from sitting MLA Brajabidhu’s residence were detained under the National Security Act, NSA.

The Cabinet has approved the state home department’s proposal to allow maintenance of a daily list of individuals who stay overnight at every MLA and minister’s quarters.

Police has been given the power to check the register at any time when required. The commander of the security guards detailed at each MLA or minister’s quarters are entrusted to maintain the names and particulars of the individuals and their reasons for stay as per the decision agreed by the Cabinet ministers.

Despite this measure, in the latest incident on Friday, a PREPAK cadre was rounded up by a team of Imphal west police from the quarters of sitting MLA Borajao at Babupara.

Today’s Cabinet apart from reviewing the law and order situation in the state also discussed and approved the holiday list of the calendar year 2008.

The Cabinet approved 23 days as general holidays during the year 2008. The number has reduced by one from 2007 as one of the festivals, Gaan-Ngai, falls on Sunday. Another two festivals, Cheiraoba and Janmashtami fall on Sunday as in the current year.

During the said year, there will be 17 public holidays under the Negotiable Instrument Act, 1881 while 27 days are restricted holidays. Some of the public and restricted holidays are included among the general holidays too.
