Hill Area Committee takes case to Governor Sidhu | Seven found shot dead, blind folded

IMPHAL, Mar 17 : Along with submitting a memorandum to the Governor today contending that the ruling of the Speaker to refer the Manipur Hill Areas Autonomous District Council Bill, 2008 to the Select Committee without being discussed by the Assembly was in violation of the rules of procedures and conduct of business of Manipur Legislative Assembly, the Hill Areas Committee has resolved that the report submitted by it should be tabled and discussed on the floor of the House for taking a final decision on the matter.

Meanwhile, Chairman of Hill Areas Committee Thangminlien Kipgen has resigned from the Select Committee.

In the memorandum submitted to the Governor, it was pointed out that from the side of the Government the Minister concerned had introduced the Manipur Hill Areas Autonomous District Council Bill, 2008 during the sitting of the Assembly on March 6.

On the same day itself, the House referred the Bill to the Hill Areas Committee for further study and necessary rectification and after thorough discussion of the matter, the Committee tabled its report on the floor of the House on March 11.

However, on the last day of the Assembly session on March 12, when the report of the Hill Areas Committee was tabled for discussion by the TD & Hills Minister DD Thaisii, the Speaker referred the Bill to the Select Committee without discussing it on floor of the House.

Therefore referring the Bill to another committee by sidelining the report of the Hill Areas Committee to whom it had already been referred is in violation of the laid down rules, the memorandum said, adding that the Speaker should not be allowed to misuse his power and referring the Bill to the Select Committee should not be accepted.

The memorandum was handed over to the Governor by a delegation of the Hill Areas Committee led by its Chairman Thangminlien Kipgen who visited the Raj Bhawan at 11 am today.

Vice Chairman of Hill Areas Committee Khang- thuanang Panmei, MLAs Thorii, Awangbow New-mai, V Hangkhanlien, Da- nny Shaiza, Dr Khasim Ruivah, Doukhomang Khongsai and Morung Makunga were part of the delegation who called on the Governor.

After returning from Raj Bhavan, a meeting of the Committee presided over by its Chairman was held in the Committee room of the Assembly building later during the day.

The meeting resolved that the Autonomous District Council Bill and the report of the Hill Areas Committee should be tabled and discussed during the special session of the State Assembly scheduled to be convened on March 19.

The Committee members opined that there is no need to refer the Bill to the Select Committee. After the meeting, Thangminlien Kipgen announced his resignation from the Select Committee.

When asked about the reason for his resignation, Thangminlien explained that it does not behove the Chairman of the Hill Areas Committee to be a member of the Select Committee to study the ADC Bill.

Tribal MLAs had walked out of the Assembly to decry the Speaker’s stand on March 12.

Seven found shot dead, blind folded

IMPHAL, Mar 17 : At least seven men, closely resembling non-local looks, were found shot to death on the eastern side of Mayai Lambi located about 100 metres from Hayel village under Mayang Imphal police station today evening.

All the seven deceased were found done to death with their hands tied behind their backs.

As soon as reports about the killing of the seven persons reached the office of The Sangai Express this reporter rushed to the spot for a first hand account of the incident.

Interacting with the media, the local people said that they heard the loud reports of gun fire today at about 6.10 pm.

The matter came to light when some passers by came across the lifeless bodies and raised an alarm.

The identities of the deceased persons are yet to be ascertained and when this reporter left the spot of the incident at about 9 pm, no police personnel had come to collect the bodies.

At the time of filing this report today at about 11 pm, the bodies were reportedly still lying at the spot where they were found.

All the victims were found attired in civvies.

One found shot to death : Unidentified gunmen shot to death an unidentified person today at about Komlakhong under Ma-yang Imphal police station. The body is yet to be retrieved, said sources.

Bodies claimed : The mortal remains of Rifleman of the Assam Rifles Md Hadish who died in the attack launched by MPA cadres of the UNLF at the AR camp at T Minnou village on March 15 has been handed over to the appropriate authorities of the security force today after post mortem at RIMS morgue.

Similarly, the body of Holkhothang Mate who was killed in the cross fire during the same encounter has also been handed over to family members after post mortem.

Handed over to IMC : The bodies of the three persons killed in a reported encounter by the 1 Assam Rifles on March 12 at Khoibai Lamkhai in Ukhrul district will be handed over to the Imphal Municipal Council for disposal after post mortem since no one has come forward to claim the bodies, said sources.
