IMPHAL, Apr 21 : To pave the way for holding the election to the Autonomous District Councils, the State Cabinet which met this evening has decided to give the green signal to implement the Ordinance which will be henceforth known as the ‘Manipur (Hill Areas) District Council (3rd Amendment) Ordinance, 2008.’
As per the Ordinance the election to the District Council, will be held under the supervision of the State Election Commissioner instead of the earlier practise when it was under the Hill Commissioner.
The Cabinet which met from 4.30 pm till late into the evening also discussed the autonomy and power to be given to the District Councils, said a source.
On the education front, the meeting decided that the autonomy granted to the District Councils till class V will be upgraded to Class VII.
To devolve more power and authority to the District Councils, the Cabinet decided that the functioning from the Dispensary to the Primary Healthy Sub-Centre level will be in the hands of the District Councils.
Other responsibilities to be given to the District Councils include road construction, soil conser- vation, youth affairs and sports, non-formal education, khadi and village industries etc. More power or authority needed to be given to the District Councils will be decided after due consultation with the Hill Areas Committee and the Governor, said the source further.
The Ordinance has also decided that the seat of each District Council will be increased from the existing 18 to 24. On top of this the State Govt will nominate two members thus bringing the total strength of the Council to 26 members.
Each Council will have a Chairman, Vice Chairman and five other members, said the source and added that the Chairman, Vice Chairman as well as all the members will enjoy the status of Ministers.
The Ordinance will be placed before the House in the next session to be passed, said the source further.
The Cabinet meeting also discussed the ground rules of the Suspension of Operations entered with the numerous Kuki underground outfits, said the source further.

Bandh affects Tiddim route

Imphal, Apr 21 : Following the 48 hours road bandh on the Imphal-Tiddim line by the JAC Against the Killing of Sandham Raju by 3 Assam Rifles personnel at Salem Veng at Churachandpur district on January 21 this year, commercial activities were hampered along the said route.
The bandh came into effect from 5 am today and was imposed by by residents of Moirang in Bishnupur district to protest against Government’s alleged failure to conduct an inquiry into the alleged extra-judicial killing of Sandham Raju.
These incensed members of the JAC as well as the local people , said they will now no longer ask the Government to fulfil their demand but take up different forms of stern agitation.
Heeding the call of the bandh Moirang market was wore a deserted look with the business class preferring to close shop. Thou- sands of commuters living in the three adjoining districts were also adversely affected by the bandh .
Till the time of filing this report there is no news of any no untoward incidents .
The bandh also affected the busy Imphal women markets as women vegetable and fish vendors particularly from Nambol, Keinou, Oinam, Moirang in Bishnupur district did not turn up.

KSO threatens

IMPHAL, Apr 21 : The Kuki Students’ Organization (KSO) Saikul unit has threatened to launch an intense agitation if the Government fails to establish the facts and motive behind the gunning down of two cousins by unknown men on Friday.
Paominthang Guite, 22 and his cousin brother Thangkhalal Guite, 24, of Laikot village in Churachandpur district were gunned down by unidentified men near Keibi Kumada Mamang Thandabi canal in greater Imphal east on Friday night.
The families said the two were innocents and that they had nothing to do with any criminal activities.

KLO/KLA vows revenge strike
IMPHAL, Apr 21: Army commander in chief of the armed outfit KLO/KLA Timothy Kuki has categorically stated the outfit would take up stern action, irrespective of time and place, against the six renegades who were involved in the cold blooded killing of its town commander Seilinthang alias Eagle at Khuga Dam area on the night of April 19.
Talking to mediapersons at a place in Sadar Hills area today, Timothy strongly condemned the killing and informed that Seilinthang alias Eagle had been sent on a goodwill mission to hold talks with all those party cadres who have been misled and bring them back to the party fold.
Identifying the accused killers of Seilinthang as Seikhohao alias Marvin of Thangkangphai in Chura-chandpur district, Ngamlet alias Jamdil of Changpikot, Yangkhohao alias Arjun of Lhangjol village, Robert Kuki of Phailen village, Steward Kuki of Sapermeina and Paokholun Haokip of Games Village Zone-IV, the army commander in chief said since the killing was in cold blood, the party has decided to strike out anytime and anywhere they are found.
Setting the record straight on the charges levelled against him of conniving with the NSCN (I-M) for his own gain and igniting the violent incident at Hundung on the reformation day of KLO/KLA on December 17, 2007, Timothy Kuki denied having ever sought the help of NSCN (I-M) for his own personal gain. He said that he was one of those who sustained injuries in the said incident. Subsequent to the killing of 10 cadres of KLO/KLA and seizing arms from them, talks have been held with the leaders of the NSCN (I-M) and ultimatum served to return back all the arms and weapons seized from the slain cadres and pay of necessary ex-gratia/compensation to the bereaved families in accordance to the cumtomary laws of the Kuki community.
KLO/KLA has been restraining itself from striking against the NSCN (I-M) in consideration of strong pressure from Kuki non-governmental organisati- ons (NGOs) and civil orga-nisations. In case the demand for returning back the seized weapons is not respected, then KLO/KLA is ready to do the needful, the army commander in chief said.
Clarifying that there is no faction called Malsom gro-up in KLO/KLA, Trimuthi said that they are renegade cadres whose only motive is to extort money from the people in the name of the outfit.
He further clarified that Addy Kuki has only been appointed as the information and publicity secretary by the cabinet of the Government of KLO/KLA and he is not a member.
Deputy commander in chief Robinson Kuki, who is also in charge of finance secretary of the KLO/KLA was also present at the occasion.

IMPHAL, Apr 21: The Manipur University EIMI Welfare Society will be organising the Xth EIMI meet, 2008 under the theme ‘Let love be the tie that binds us together’ on April 23 at Kuki Inn, Imphal. Meritorious awards will be presented to all successful candidates in NET, JRF, MPSC, UPSC and other services under Central and State Government at the occasion which would also witness selection of Mr and Miss EIMI as done in previous years.

IMPHAL, Apr 21: While clarifying that all the five persons who have been taken pulled up and into cu-stody by the team of NSCN (I-M)’s Maram Thangal region cum Imphal Shop Tax Collector SO-IO from Ma-ram area on January 24 last are innocent, information and publicity secretary of KRA(U) Lenin Ch has appealed to leaders of NSCN (I-M) to set free all five of them in consideration of the mental suffering and worry going through by their mothers as well as on humanitarian ground.
