Two draft ordinances, ground rules for SoO with Kuki militants cleared by Cabinet, PM likely to visit state in June

IMPHAL, April 21: The state Cabinet today cleared the path for promulgation of two draft ordinances by giving approval to the draft ordinance on the autonomous hills districts council and on no confidence motion in respect of adyaksha of Jilla Parishad in panchayati raj institutions.

It also approved in principle to the proposed ground rules for suspension of operation, SoO with the Kuki militants tabled by the state home department.

Prime Minister Dr. Manmohon Singh, in the meantime, is likely to visit the state most likely in the first week of June this year to inaugurate the Khuga multipurpose project. Cabinet ministers also informally discussed the preparations for the proposed visit of the Prime Minister before the Cabinet meeting commenced.

The Cabinet meeting under the chair of the chief minister O Ibobi Singh late today after a long deliberation approved the Manipur Hill Areas Autonomous District Council (3rd Amendment) Ordinance 2008 which aims at restoring grassroots local self government in the hill districts of the state.

The ordinance on the Manipur Hill Areas Autonomous District Council approved by the Cabinet solely relies on its original act of 1971 except some amendments, a source said.

The amendment includes increase of ADC members from 20 to 26 including two members to be nominated by the state government from the weaker section of the communities residing in the hills and conduct of elections to the ADC by state election commission instead of under the commissioner, hills.

A provision for removing the elected chairman of the ADC through no confidence motion and vesting of powers to the chairman of the ADC equivalent to the rank of Cabinet minister while exercising the powers in executing programmes and schemes in the respective districts for proper development of the hill districts were the other provisions included in the ordinance.

The Cabinet also approved an ordinance on no confidence motion in respect of jilla parishad under Manipur Panchayati Raj Act, 1994. The ordinance aims to prevent unwanted problems arising out of frequent removal of ahdyaksha and up-adhyaksha by no confidence motion in a jilla parishad.

The ordinance will curtail putting up of no confidence motions for removing an adhyaksha or up-adhyaksha for at least one year once he/she is elected for the post.

The draft ground rules for Suspension of Operation with some Kuki militant groups which was approved by the Centre and furnished to the state government for final approval to recognize the SoO between the militant groups and Central paramilitary forces and inclusion of the state forces was also approved by the Cabinet.

The Cabinet also discussed the response of the Kuki National Organizations and United People Front (UPF), a body formed by combining various Kuki based militants, the source said.
The Cabinet discussed the already framed ground rules for SoO with the KNO and UPF to bring them on the negotiating table for peace talks.

As per the approved ground rules, the initial talks between the militants and government will be convened by the Union ministry of home affairs. A team headed by state chief secretary and DGP and IGP, Intelligence as members will take part in the initial rounds of talks.

Further talks between the militant groups and state government will also be held with the same team of the state government.
The KNO, according to sources had earlier strongly refused to hold peace talks with the state government but later accepted.

The Cabinet ministers taking the opportunity of meeting today also held discussions on the preparations for proposed visit of Prime Minister Dr. Manmohon Singh during the first week of June to attend the inauguration function of the Khuga Multi Purpose Project, the source said.

While informing the ministers on the PM’s visit to the state the meeting advised them, mainly the state IFCD minister, for taking initiative for the completion of Khuga Multipurpose project within the stipulated time.

The chief minister also reportedly asked others to take personal initiative in the major projects and schemes taken up under their respective departments.
