Poll boycott threat looms in Manipur

IMPHAL, Apr 1: As the amount for payment of their salary had not been earmarked in the budget, tea- chers working under the Autonomous District Cou-ncils of the hill districts have resolved not only to boycott the Lok Sabha election to the Outer Manipur Parliamentary Constituen-cy on April 16 but also to stay away from election duty.

Disclosing this to The Sangai Express, a reliable source said that after the aggrieved teachers made their stand clear to the district administrative on boy- cotting the election if their pending salaries were not paid, the respective Deputy Commissioners of the districts have communicated the matter to the Chief Election Officer (CEO) of the State.

In the letter send to the CEO by the Deputy Commissioner of Tamenglong district who is also the Additional Returning Officer of the election, it was mentioned that as there was no provision in the budget for payment of salary to them, the District Council teachers have not been receiving their salary since November last year. So aggrieved tea-chers have threatened to boycott the election and stay away from election duty if the pending salary were not cleared by April 5.

The memorandum submitted by the District Council Teachers Association in connection with denial of their salary has also been brought to the notice of the Chief Minister, the source informed, adding that the Chief Electoral Officer has written to the Principal Secretary (Hills) today to take up necessary actions to release the pending salaries of the District Council teachers so as to prevent any unnecessary stand off in view of the ensuing Lok Sabha election.

Furthermore, the CEO has asked the action taken report in this regard be intimated to the Deputy Comm- issioner of Tamenglong district as well.

Stage sets for public sensitisation on poll

IMPHAL, Apr 1: Under the banner of ‘Choose Your Right MPs-E--2009’, a gro-up of young intellectuals is all set to launch a campaign to sensitise the voters on the need to elect the right persons as representative to the Parliamentary.

Announcing this during a press conference here today, convenor of the camp- aign Bobbyjames Waheng-bam explained that the campaign would be carried out in two phases corresponding to the two phased Lok Sabha election in the State under the titled of ‘Outreach’ and ‘Confluence’.
The election to the Outer Manipur Parliamentary Constituency is due to be held on April 16, while that of the Inner Parliamentary Constituency on April 22.

Outlining the importance of the proposed campaign, Bobbyjames maintained that there are many lacunas in the system of political structure, particularly with regard to the initiatives taken up for the welfare of the people. Until and unless the public are fully aware of this, there can be no meaningful election in the State.

About the proposed campaign, he explained that the ‘Outreach’ session which would go on for four days beginning from April 4 and would be held under the theme of ‘ Youth initiatives, smart politics in Manipur’.

Students of colleges and universities would be targeted to join in the interac- tive session and air their opinions. In the ‘Confluence’ session which would be carried out under the theme of ‘Together we can build a new Manipur’ would be held at Mapal Kangjei-bung on April 12. Apart from various eminent personalities, candidates being fielded by various political parties both for the Inner and the Outer seats would be invited to speak and address the gathering, Bobbyjames informed.

“We need to raise the level of public awaress and debate on the issue’’, Bob-byjames said, adding that the campaign is a festival of an open political and direct dialogue and it is indeed a celebration of democracy’’.

People can definitely dic-tate democratic values in the prevailing culture of political process, he said.
