Public hearing on Draft Vision 2020 on Nov 2

The public hearing of the “Draft Vision 2020 Document” a document prepared with an objective of bringing all round development aimed at peace and progress for prosperity and happiness in the north eastern region of the country will be held in Manipur on the second of next month (November 2).

The hearing in Imphal is part of the the campaign to be taken up throughout the states of the north eastern region on different dates, with a view to involve people in the process of finalization of the document which is specially meant for the development of the NE region. The hearing will be held on different dates in other states too, an official source said.

Dr Gautam Naresh of the National Institute of Public Finance and Policy, NIPEP, New Delhi will coordinate the public hearing, an intimation of the TK Hangzo, deputy finance advisor and link officer, Manipur section of the NEC to the principal secretary planning PBO Warjri said.

The 329 page vision document was prepared by the National Institute of Public Finance and Policy, NIPEP, New Delhi for the NE Council and is currently available on the NEC website www.necouncil.nic.in.

“After incorporating the response from the public hearings and finalizing the Vision Document, the same has to be placed before the North Eastern Council, NEC meeting to be held on November 21 and 22 this year at New Delhi for finalization.

The intimation of the NEC authorities confirming the date of public hearing for the state of Manipur asked the state principal secretary (planning) to invite eminent personalities, MPs, MLAs, local government representatives, important members of different communities, universities and local public leaders.

The people of the northeastern region would like to achieve economic prosperity and engage in global competition while retaining their distinct and rich regional and ethnic identities, the preface of the 329 paged Draft Vision 2020 Document observed.

The vision document which was prepared after survey of over 40,000 households in the region by the NEC stated that the people of the region would like to have peace and progress for prosperity and happiness.

The people of the NE region too aspire to see themselves as a peaceful, strong and confident region and to march on the path of economic, social and cultural progress. They want to see every family in the region having opportunities for a secure living and future with “dignity and self respect,” the preface of the document clearly states.

Apart from moving away from dependency syndrome, the people would like to acquire confidence and capability to shape their own destinies.

“They would like to enjoy their freedom - including freedom from hunger and poverty, freedom of choice in the a vocation and income earning and spending decisions and political, economic and social freedoms in the larger sense of the term without any fear or favour.”

The north eastern region, in spite of being richly endowed in resources, has slipped into the category of what is called “backward” and “lagging” as the region is historically, geographically as well as politically remote, isolated and surrounded by intimidating and unsympathetic environment, stated the draft document.

“If the partition of the country made it a remote frontier connected to the mainland by a narrow 22 km Silguri corridor and caused economic, social and political isolation, tendency to assert independent “nationalities” and identities from the rising ethno-cultural consciousness of various groups has led to a climate of violence, lawlessness and insurgency,” the preface of the document states.

The climate of inhospitable neighbourhood and pressures of unregulated migration from neighbouring countries - particularly Bangladesh and unresponsive administration and weak governance system have added fuel to the fire, it says.

Apart from this, remoteness from the markets combined with poor infrastructure and weak governance have turned away private investments creating a stagnant economy, the document observed.

Focusing on the bringing up of the income level of the region at par with rest of the country by 2020 from its present status when it is below 30 percent of the national average, the annual growth rate of the region should be accelerated to 11.8 percent.

And to achieve the target, the draft report divided the plan periods till 2020 into three parts with an expectation to achieve the desired growth rate of 13.11 percent by the 13th Plan period.

On human resource development, the vision document observed that underdevelopment of rail and road communication in the region was the main reason for all pervading sense of alienation of the region from the mainland. The suggestion was to make all the national highways four-lane and implementation of the Central Master Plan for road connectivity of the region by 2015 and connectivity of all the sub-divisional headquarters by all-weather roads.

The need to restore normalcy and bring about peace in the region along with stepping up the activities for bringing about economic growth is targeted by the vision document for increasing the food grain production of the region.
