Union minister of DoNER and Panchayati Raj, Mani Shanker Aiyer on Sunday said the union government was planning to construct a North East Hostel at the national capital New Delhi with an objective to bring integrity amongst the people of the northeastern region. foundation stone for the multi-storey Inter-State Bus Terminus (ISBT) at Khuman Lampak, Imphal today which would be constructed with funding from North Eastern Council (NEC) with a cost of Rs 26.44 crores sanctioned during the 10th five year plan of the council.
Speaking to the gathering, the union minister also called upon the state police to co-operate with the CBI to deliver justice in the Kasom Khullen SDO and his two staff’s murder case and to ensure normalcy in the state.
“The proposed NE Hostel in the national capital meant for the north east people would help in building up emotional integrity in the region,” the minister expressed.
He also appealed the people of the state to strengthen the “emotional integrity” in the region and peace be allowed to prevail so that the region could march ahead in development by citing that Centre’s Look East Policy and NE Vision 2020 was aimed at all round development of the region.
Aiyer also called the state government to bring a solution to end the insurgency problems for all time and check activities of terrorists in consultant with the central government.
He said, “Without peace, there can not be development. For peace, state government should first solve the insurgency problems. To check activities of the terrorists is also a must. Government should tie up with the Centre in solving the problems.”
Speaking at length on the Centre’s various development projects in the North Eastern Region, Mani Shanker Aiyer said that the proposed multi-storey inter-state bus terminus here would have a capacity of 106 buses for parking at a time. It would extend over 3.07 hectares. Highlighting the facilities to be provided in the terminus, he said, there would be medical, ATM, Jatric Niwas (rest house), internet facility etc. inside the terminus.
“The terminus is aimed at becoming an international bus terminus which would have 500 bus capacity and this would come up in future as project under the Look East policy and NE Vision 2020,” he said adding that under the two Centre policy, government was trying to woo the foreign as well as foreign investors.
For this, Aiyer added submits have been planned at Veitnam and Bangladesh next month in which Manipur Chief Minister, O Ibobi Singh would also be part of the country’s delegate. “With Myanmar, the Centre had already started taking up projects under ASEAN,” he added.
Manipur Chief Minister, O Ibobi Singh who also attended the inauguration function said that unemployment problem facing is the basis of the insurgency in the state. So, for this his government was planning to take employment generation projects and he would insist the Centre to give more emphasis in taking up such projects in the state.
“Once unemployed educated youths of the state could be drawn into jobs suited with their qualification, may be government or co-operate sectors, automatically the insurgency problem can be solved,” he said.
Singh also talked on the various development works to be taken up in future with the funding from the Centre.
“State government has planned to convert the entire stretch of all national highways passing in the state into four-lane and expansion of the Imphal airport. The detail project report (DPR) of the projects will be submitted to the concern Union ministries and planning commission of India for funding,” he said.
The chief minister went on to say that for the expansion of Imphal airport, acquisition of 600 more acres is needed and government estimated an expenditure of Rs 100 crores in payment of compensation. Out of this total estimated fund, government has earmarked Rs 70 crores.
Mani Shanker Aiyer arrived in Imphal late to his earlier scheduled which led to his other programmes like inspection of infrastructure development works of integrated customs check post in the brder town Moreh and meetings with officials to review the progress works at the border districts under the Border Area Development Grant Fund and other.
He left Imphal after having brief audience with the Manipur Governor at Raj Bhavan and holding meeting with the chief minister along with his cabinet minister at CM Bungalow.
