Manipur | LB Sona consults local leaders

S Singlianmang Guite | Lamka, Mar 21: Former District Council Chairman and NCP candidate for outer Manipur Lok Sabha election, LB Sona, today consulted local leaders here at his residence on his intention of fighting the polls with NCP ticket. Leaders from social, civil and church organizations, many of whom had personally shared a common platform and rubbed shoulder with LB Sona himself had turned up, as the man who are experienced in local politics today formally consulted them of his intention to contest the election.

“I will anticipate your unwavering support as I stand to seek the mandate of the people to bring about the light of peace and development”, he said while addressing the hand-picked weighty guests.

With seven political parties already backing his candidature, the upbeat LB Sona said, “The weight that all these parties carried along with them will be sufficient to make the differences.”

Besides the NCP, other political parties which he maintained was lobbying for him includes MPP, MSCP, NPP, CPI (M), RSP and Forward Block. The CPI is expected to join the group very shortly, he said.

Talking to The Sangai Express, at his private chamber today, LB Sona said he is very much hopeful of being the next outer MP.

A modest road connectivity, constitutional safeguard for the marginalized tribes and a floating trade and commerce through border trades should be his priority, he maintained.

Though already in the news for sometime now, the old hand in local politicking has approached his former counterparts in the social fronts in a formal way, as was the tradition.

He is now all set to file his papers once the door is unbolted.

“It could be any day, but it won’t be on the last minute”, he said when asked about the date he has planned to file his papers.

Concern Citizens charge Outer MP with fund misuse

IMPHAL, Mar 21: Even as the People’s Democratic Alliance (PDA) has announced sitting Independent MP Mani Charenamei as its candidate for upcoming the Lok Sabha election from the Outer Manipur Parliamentary Constituency, a social organisation christened itself as Concern Citizens for Development of Outer Manipur Parliamentary Constituency has has come out with serious charges against the MP threatening to rope in the service of the CBI to investigate into the alleged failure of the MP to bring out a white paper on the utlisa-tion of his Local Area Development Fund.

Addressing a press conference in this connection at Manipur Press Club here today morning, spokesperson of the Concern Citizens for Development of Outer Manipur Parliamentary Constituency Athan Abo-nmai informed that all the materials related to the utilisation or rather the failure of utilising a sum of Rs 10 crores sanctioned during the five year term as his MP’s Local Area Development Fund by Mani Cha- renamei have been collect-ed and the same would be handed over to the CBI soon for investigation.

Abonmai further informed that of the total amount of Rs 10 crores, Rs 9,88,57,300 have been sanctioned to over 400 different schemes out of which Rs 1,16,85,000 has been allocated in Ukhrul district, Rs 46,80,000 in Churachandpur district, Rs 84,91,300 in Chandel district, Rs 2,06,30,000 in Tamenglong district, Rs 5,00,10,000 in Senapati District and Rs 8,50,000 in the seven Assembly segments of Thoubal district which are part of the Outer Parliamentary Constituency.

Disclosing that most of the work orders of the schemes taken up in different districts have been issu- ed in favour of four NGOs, namely Light the Land Society, Human Resource Dev- elopment Society, National Mission Bamboo Application and Western Develop- ment Society, Abonmai demanded that these four NGOs should be blacklisted if they were found to be unregistered bodies.

In case of Tamenglong district where a total allocation of Rs 2,06,30,000 had been provided, the sanctioned orders had been issued by the Deputy Commissioner of Senapati District Nidhi Kesharwani, who is the nodal implementing agency in two instal- ments, first an amount of Rs 9 lakhs on June 6, 2008 and the second an amount of Rs 16 lakhs on June 23 of the same year.

However, the work programmes, the beneficiaries and the work age- ncy listed in both the sanctioned orders were the same.

The sanctioned order issued on June 6 related to eight work programmes and the one issued on June 23 related to seven work programmes.

Similarly, in case of Ukhrul district too where a sum of Rs 1,16,85,000 had been allocated, the work programmes, beneficiaries and the work agency are same in the sanctioned orders issued by the Deputy Commission of the Senapati district in two instalments. The first instalment related to an Rs 26,50,000 for 17 work programmes was issued on January 12 this year and the second instalment amounting to Rs 28,85,000 for 16 work progra-mmes on February 16 this year, Abonmai pointed out.

In the sanctioned orders of the Senapati district, the work order related to a total amount of Rs 1,65,000 had been issued on May 23, 2005 in the name of one Lucas Zimik for the purpose of ‘raising of community farm at Keikao village, Senapati district’ whereas in the sanctioned order of Ukhrul district issued on January 12 this year, an amount of Rs 1,65,000 had been allocated for the purpose of ‘extension of com- munity hall at Keikao village, Ukhrul district’.

Interestingly, the said Keikao village is not in Ukhrul district and it is located in Senapati district. The name of one village has been deliberated mentioned as if located in two different districts with the main intention of misusing the fund, Abonmai asserted.

In the sanctioned orders issued respectively on January 12 and February 16, the allocation of Rs 1,65,000 under ‘extension of community hall at Soraland village, Ukhrul district’, and another allocation of Rs 1,65,000 under ‘extension of community hall at Sungriphai village, Ukhrul’ actually pertained to just one village and not two, Abonmai said, while pointing out that there is also no sign of extension of the community hall in the village concerned.

It has also been found out that the work orders of both the programmes have been issued in the name of one Prem Keishing, who is the chairman of the same beneficiary committee.

As of Chandel district, most of the work orders of the programmes including construction of a boys’ hostel at United College, Lambung have been issued in favour of Ningleichan. For the improvement of Rani Road from NH-53 to Nung-kao village in Tamenglong district, for which a sum of Rs 5 lakhs had been allocated, the work order had been issued in favour of the Co-operative Society Barak Tree Growers although the said road had been developed under phase-V of the PMGSY in 2005-06, Abonmai noted.

Over the last five years, the Outer MP has not distributed the fund from his Local Area Development equally to all the districts and the MP has been providing the work orders in favour of some individuals who are close to him and thus misusing the developmental fund. So the matter would be brought to the notice of the CBI, Abonmai said, while explaining that the decision of the Concern Citizens for Development of Outer Manipur Parliamentary Constituency should not be looked upon as targeting MP Mani Charenamei intentionally but only in the interest of th public.

It is hard to believe that such a person would work for the welfare of the people, if elected as MP once again, Abonmai added.

Charenamei named PDA nominee

IMPHAL, Mar 21: Along with officially declaring the sitting Independent MP Mani Charenamei as its candidate for the Outer Mani- pur Parliamentary Constituency which would go to poll in the first phase of the Lok Sabha election in the State on April 16, People’s Democratic Alliance (PDA) re- leased the election manifesto of the party today.

With the announcement of the PDA to field Mani Charenamei as its candidate, so far the name of two candidates have been confirmed for the Outer seat. NCP had already announ-ced LB Sona as its candi- date. While for the BJP, though the party’s State Election Committee decid-ed to field D Loli Adanee, clearance of the party high command is still being awaited.

The name of MP Chare-namei was announced as PDA candidate by the party president M Maringa during a simple function held at its Ragailong office here today. The election manifesto of the party was also released on the occasion.

Addressing the gathering, Mani Charenamei pled- ged to work for bringing lasting peace in the North eastern region and strive for justice and set right the wrongs.

He said that the need for bringing about a change in the developmental scenario of Manipur has been reflec-ted in the election manifesto of the PDA and every efforts would be made to mitigate problems of the hill people highlighted in the election manifesto.

Informing that he joined PDA recently after being elected as the Independent MP, Charenamei asserted that while being an MP he has consistently worked for upgrading position of the less fortunate classes of the society.

In order to redress grievances of the hill people as a result of negligent attitude of the Government of Mani-pur, efforts should be made towards providing a level playing field for all, particularly for the less fortunate ones and find solution wi-thin the framework of the Indian Constitution, he said, adding that frequent talks are necessary to give no room for any misunderstanding in this regard.

Setting the record straight on the allegation of speaking against Manipur though being an elected MP of Manipur, Charenamei contended that fear and apprehension over speaking out openly among the different communities some- time lead to suppression of the rights of the weaker section, thus impeding process of restoring peace in the region.

He also alleged that ins-pite of the proposal for in- creasing the number of Assembly segments in the hill districts to five in the delimitation of 2002, National parties like Congress, BJP and CPI in the State instead of supporting the weaker communities have been speaking against the delimi-tation. This is very unfor- tunate, he said.

Stating that he would continue to speak up for the rights of the weaker communities in the Parliament, Charenamei said nobody should have any objective to enactment of new rules in public interest and efforts towards developmental changes.

Later talking to mediapersons, Charenamei observed that the important points that have been raised by the Naga leaders should be taken note of and discussed seriously by the Government of India in its ongoing peace talks with the NSCN (IM).

While demanding removal of the Armed Forces Special Powers Act being imposed in Manipur, Charena-mei also come out strongly against the brutal killing of Kasom Khullen SDO and his two subordinate staff and said necessary steps should be taken up from the side of the Government in this connection.

PDA president M Maringa who was also present at the occasion maintained that PDA is a political party which do not indulges in communal politics.

As a regional party, PDA advocates equal develop-ment of all the communities in the region, the party president dded.

Some of the main points enumerated in the election manifesto of PDA which was released today include protection of lands, forest and mineral resources of the hill people of Manipur, unification of the Nagas and other indigenous people of the State to help in the ongoing peace process, enactment of land laws for the hill areas of Manipur, setting up village authority laws, a separate hill university, construction of a tribal market at Imphal, creation of Manipur Legislative Council, increasing the number of Lok Sabha seats of the State to 3, setting up Tribal Advisory Commission, granting the status of political prisoner to arrested or imprisoned revolutionaries of various groups, etc.

JAC serves ultimatum, warns of renewed stir

IMPHAL, Mar 21: Lauding the resolution passed by the State Legislative Assembly to urge Government of India to affect hand over of the culprits involved to the State Government, the JAC Against the Brutal Killing of Dr Thingnam Kishan, Y Token and A Rajen has urged the Government to pursue its resolution vigorously.

A JAC release demand-ed that all political parties of the State, cutting across their differences should act accordingly to materialise the resolution passed in the State Assembly.
They should, at their own disposal, make a positive attempt to exert pres- sure on the Government of India without any delay.

The JAC would be compelled to intensify the on- going agitation in case the State Government and the political parties fail to make any positive move within 48 hours, it cautioned.

The JAC is not surprised at failure of the NSCN (IM) to come up with a concrete appraisal within the deadline it set for itself, it said.

Noting that the deadline of 15 days (after March 4) was well over now, the JAC observed that the NSCN (IM) was still unable to make public of what they have been ‘cooking up’.

“The JAC consider that it would be sheer waste of time to mention about the flip-flop act(s), which they have committed in the past, as far as their track record of ‘promises’ and ‘judgment’ are concerned”, it observed.

Under the prevailing scenario, the JAC is cons- trained to demand to the NSCN (IM) to hand over the culprit to the Government within 48 hours, failing which the JAC with support of the masses, will proclaim the outfit as a terrorist organisation, it asserted.

Speaking to media persons this afternoon, JAC convenor Sapam Shubangkar decried the lack of any visible development all these days even as the State Government has handed over the murder case to CBI for investigation.

Observing that the State Government has kept reports of the judicial enquiry instituted against the individuals pulled up for giving shelter to the culprits involved in the triple murder under wraps, the JAC questioned whether the State Government has any hidden agenda.

Such attitude of the Government has only confounded the people, the convenor said.

The JAC also appealed to the people to get prepared for an agitation of far greater magnitude in the event of the failure to meet the demands raised.
