Manipur legislators urged to revise AIDS policy

Sobhapati Samom | IMPHAL, March 2 – Manipur State Women Commission sponsored two-day consultation on the impact of HIV/AIDS on women and children has adopted a seven-page list of recommendations.

Considering the vulnerability of the women and children to the disease, the meet which concluded recently, recommended various steps to be adopted, with a perspective on women and children, by implementing agencies including the State Government, Legislature forum, State Women Commission, State AIDS Control Society and others.

It recommended the Manipur Legislators Forum on HIV/AIDS to expand it’s membership to a minimum of 15 to accommodate young and dynamic MLAs.

The Forum has also been urged to take initiative for revision of Manipur State AIDS Policy 1996, and also for enactment of an Act in Assembly to overcome the legal barriers and human rights violations, discrimination and stigmatization of people living with HIV/AIDS.

State government has been recommended to earmark budget exclusively for vocational training and income generation activities of women particularly for widows and HIV positive women.

It also recommends the State authority to amend the existing norms for utilization of local area development fund of MLAs/MPs so as to enable the MLAs and MPs to spend 10 per cent of the money for HIV/AIDS prevention activities.

Manipur State AIDS Control Society has been urged to provide the budget required for research on the economic impact of HIV/AIDS on women and children in Manipur besides making special effort for capacity building and training of HIV positive women and widows. It also recommends to appoint two members from positive women and widows groups in the governing body and executive body of MSACS.
