Hearing on Vision 2020 at CCpur

Lamka Nov 20: A public hearing on the Central government’s ambitious roadmap for development of the North East, the Vision 2020 document was held today at the conference hall of the DC Churachandpur from about 12: 30 pm.

The hearings was attended by community leaders, student leaders, district level officials besides many others including media representatives.

The DC Churachandpur Sumant Singh IAS and the SP/ Churachandpur Manglemjao Singh IPS who have acted as resources person of the gathering imparted ideas on the wide spectrum and the broad features of the Vision 2020 document.

The NE Vision 2020 document has been prepared by a research team comprising six members under the direction of Dr Gautam Naresh under National Institute of Public Finace and Policy to usher in peace, progress and prosperity in the trouble torn north east region.

The hearings are considered a necessity in order to do away with complaints, grievances and doubts on the part of the public towards the vision.

The catalogues of the vision said that the people of the north east are tired of insugency and underdevelopment and want freedom from hunger and poverty.

The Vision contains an immediate recipes to bring the NE region on the road to development in the areas of employment, infrastructures, connectivity, upliftment of the economic base of the north easterners, market openings and education.

The goegraphical areas of the NE regions are 262,179 sq kms . Here if the average growth rate of the nations are 9 percent in a plan period the region will grow only one percent but when the Vision’s policy came into force it will grow by atleast 10 pc, 13 pc and 15 pc during the 11th , 12th and the 13th plan respectively.

Despite many of the laudable features of the policy it has certain flaws as has been said by certain knowledgeable people.

Accordingly even if the country is to grow at that rate the primary sectors where the bulk of the population used as their mainstay will not be benefited much and will not grow to even 9 pc said a critic of the policy.

Another ground of criticism has been that the document lacks vision as it were prepared and drafted by those who do not have knowledge about the ground realities of the NE and has failed to grasp the futured of the north east.

It is like a physicians prescribing medicines without diagnosing the ailment of the patients, another critics said adding that it is the vision of someone from outside and from not within and oneself .

Even then the policy is a welcome document by many at the gathering as it contains conditions for the development of the region which has been always lagging behind others in every aspect.
