`Manipur CM threatened reimposition of AFSPA in Imphal areas`; Brajamani JAC `thrown out` by CM

IMPHAL, Nov 21: Members of the JAC formed in connection with the killing of one Angom Brajamani by police commandos on November 18 in what is alleged to be a fake encounter, met with chief minister O Ibobi Singh after his return from New Delhi today, but were bitterly disappointed by his unhelpful response.

JAC representatives who met the chief minister this afternoon at around 3 pm, told mediapersons afterwards that he refused to accept their contentions and practically threw them out, even threatening to reimpose the Armed Forces Special Powers Act in the Imphal area.

Angom Brajamani, 30, of Phayeng Makha Leikai, was killed by police commandos, in an alleged encounter at Khoyathong on November 18 night.

The family however is insisting that he had been picked up by some plainclothes police personnel near his home earlier the same evening and later killed in a fake encounter.

The family is also claiming that the deceased was an innocent civilian who had been working at a Mumbai restaurant.

The JAC formed in connection with his killing met with CM in-charge Th Debendra yesterday but failed to finalise anything.

During the meeting with O Ibobi Singh, who returned from New Delhi today, the JAC representatives submitted a memorandum listing their demands, viz, conducting a judicial inquiry into the case, punishment of those involved in the killing, payment of compensation and removal of the AFSPA from Manipur.

However, according to JAC secretary, Ningthoujam Memcha, the chief minister refused to listen to them. He warned that the AFSPA could be reimposed in the Imphal area, and shooed the JAC representatives out of his office.

The JAC secretary did not disclose what further steps they are planning to take, but the family has still not accepted the body of the deceased.

In the meantime, according to other sources, police officials who attended the meeting between the CM and the JAC representatives, reiterated the claim that the deceased was a member of the PREPAK and had recently returned from Kathmandu where he had gone for some work related to the outfit. The police officials also reportedly produced particulars of FIR cases in which he was involved.

In another development, the state police has begun proceedings before the district magistrate, Imphal west, to have the body of Brajamani, which is currently lying at RIMS morgue, disposed of by the municipal bodies as an unclaimed body if the family still refuses to accept it.

In this connection, a notification by the OC, Imphal police station, said the body would be disposed of as unclaimed if it is not claimed by the relatives or next of kin by 11 am tomorrow.

Another suspected UG slain by police, CRPF man wounded in IED attack

IMPHAL, Nov 21: A CRPF personnel was wounded in another IED attack at Takyel Kolom Leikai along the NH-53 even as Imphal east police commandos gunned down a suspected militant at Uchekon Takhok Pukhri Mapal under Irilbung police station tonight.

Meanwhile, three of the four militants slain in yesterday`s shootouts with the security forces and police at separate places were identified Wednesday. They were PLA cadres. One of them was involved in a rape case before joining the outfit and had earlier belonged to the PREPAK, police said.

The identity of the fourth one killed by Bishenpur police commandos is yet to be established, and the body is still lying at RIMS morgue.

The IED at Takyel Kolom Leikai exploded when personnel of the CRPF were on ROP duty along the NH-53 at around 12.10 pm today. At the time of the explosion four Assam Rifles vehicles transporting school going children were passing by.

The IED hanging at a banyan tree on the road side went off when two of the school vehicles passed by the spot.

The CRPF personnel named constable Harvir Singh, 25, son of Ohm Prakash of Eta district of Utter Pradesh sustained splinter injuries at chest, back, left ear and at the head in the explosion. The splinter at the chest remained stuck inside the body. However, hospital sources said he is stable and out of danger.

He belongs to E Coy of the 8th battalion CRPF posting at Tombisana High School opposite the state Assembly.

In another shoot out incident, a suspected militant was killed by a combined force of Imphal east commandos and 32 Assam Rifles at Uchekon Takhok Pukhri Mapal under Irilbung police station tonight at around 7.40 pm. The police also recovered one 9 mm pistol loaded with five live rounds of ammunitions.

According to police source, combined forces who were moving in the area in connection with counter insurgency operation was fired on by around four armed suspected underground cadres to which they retaliated resulting in the killing of one of them. Others managed to escape taking advantage of the dark.

The combined force had proceeded to the spot based on specific information that some underground elements were loitering in the area.

The 9 mm pistol loaded with five live rounds was recovered from near where the slain man was detected in the search operations in the aftermath of the shootout, the police source added.

The identity of the dead body could be not immediately established. Police retrieved the dead body from the spot and deposited at RIMS morgue for official identification, the report added.

Meanwhile, identities of three of the four men slain in separate shootout incidents yesterday by the police and Assam Rifles were established today. All turned out to be PLA cadres.

The two killed by the 4th Assam Rifles at Waiton under Lamlai police station were identified as Keisham Noucha alias Leima, 20, son of Rajendro of Heikak Mapal Awang Leikai and Moirangthem Kanta alias Shanta, 28, son of Tombi of Keibi Awang Leikai under Lamlai police station.

The other man who died in the shoot out by the Imphal west commandos at Waheng Khuman under Wangoi police station was identified as Nongthombam Awangba alias Ibomcha, 25 son of N Mahajon of Sekmaijin Thongam Leikai.

Awangba before joining the PLA was a PREPAK cadre who was involved in the rape case registered by the Mayang Imphal police on 19-11-2006 under FIR No. 63 (11) 2006 under section 376/34 IPC. The case was registered in connection with a rape of a woman at Sekmaijin, police said.

Mayang Imphal police arrested him on 17-12-2006 and he was released on bail on January 4 of this current year. He then joined the RPF/PLA. This was revealed by the accomplice of the slain Awangba who was arrested by commandos after the encounter last night at Waheng Khuman, police said.

It may be mentioned, in the Waheng Khuman incident, the police apart from nabbing Wahengbam Umakanta alias Kanta, 26, son of W Ibohal of Samurou Awang Leikai, PLA man, also recovered several cases of AK-47 empty cases, one black Pulsar, MN06S-8012, one LML Adrino MN04-7967 and a Vespa, MN06S-3999.

The identity of the suspected UG killed by the Bishenpur police at Saiton Nganukon is yet to established and lying at RIMS morgue. He is also suspected to be a PLA cadre.
