Lamka, Nov 28 : Two persons including a rickshaw puller were hacked to death at Kashmir Veng in Phailian village last night.

It was about 9.30 pm, according to Lamminthang of D Phailian, when he was informed by Hatneilam that a badly bruised relative of his identified as Mangchung-nung, 25 was left unatten- ded in front of her residence at D Phailian Kashmir Veng.

He along with the parents of Mangchung-nung who were his neighbour then immediately rushed to the spot and recovered him in an extremely bruised state.

After attending to him for a while at home and on sensing the gravity of his injuries he was rushed to District Hospital here but succumbed due to internal bleeding at 11.45pm, twenty minutes after his arrival.

At about 8 am today, local residents spotted another badly bruised youth in a lifeless state about a quarter of a mile from where Mangchungnung was re-covered last night.

The local police through his I-Card established his identity as Paukhanmung, 25 of Bungmual but staying at Lamphelpat Langol.

A rickshaw puller by profession, with licence No. 5513, Paukhanmung, according to his father, set-off from Imphal to visit their relatives here at about 3 pm yesterday.

He was suspected to have been intercepted by the killers enroute to his relatives house in Bungmual.

Though no formal understanding has been reached as yet, both the victims’ family have disclosed that feelers have been deputed to them by KNF (S) for negotiation in accordance with the traditional laws of the tribals.

Both the corpses have been handed over to respective family members after post mortem at Churachandpur district hospital today.

Terming last night’s incident as barbarous, the Zomi Students’ Federation has appealed to all sections of the society to condemn and help avoid recurrence of such unwanted incident in future.

Lamka, Nov 28: Seven months after Chief Minister O Ibobi formally launched the National Rural Employment Guarantee Scheme here, the hundred days job scheme for every household has been delivered at last.

Though funds have not been actually allotted to the village chairmen, villagers of numerous localities including those already issued job cards and those still anticipating have already commenced work under the scheme.

Churachandpur DC Sumant Singh inspected four of the work sites yesterday at Tuibuang village and re-assured the workers that a hundred days job would be given to every household with wages at the rate of Rs 81 per day.

The Deputy Commi-ssioner also instructed the village chairmen to arrange drinking water and shed for the workers, while mothers with kids but no one to attend them were advised to bring them along as nannies would be arranged for kids under the same scheme.

On the other hand it has been learnt that some BDOs are lacking behind their counterparts as there are some blocks that are yet to issue any job cards under their jurisdiction other than the ceremonial ones. Funds in some of the blocks were also held back due to the absence of the BDO concerned for perusal.

Besides, a reliable source has claimed that about half a dozen villages have already been temporarily black listed for two fold claims or due to disagreement on the part of the village authorities.

NREGS although meant to ensure a hundred days job for every household, the chances of the scheme getting lapsed before it is implemented in the initial stage are high.

With just four months – approximately a hundred working days left before the new financial year begins in March, and Christmas and New Year celebration round the corner, every house-hold has to work two fold, or even four fold for those who still fails to receive their job card in order to exploit the hundred days job guaranteed to them.

However, the people in the interior, whose yearly harvest has been weighed down to a large extent, and the populace that needs the scheme most were still to get their job cards.

The frustration and apprehension voiced by these villagers to the visiting media team last week may soon become a harsh reality, if the present pace of initiating the scheme is not hastened.

The Deputy Commissioner is said to have nevertheless instructed his BDOs to immediately start doling out job cards under their jurisdictions.

The first district in Manipur where the NREGS was implemented was Tamenglong, which is unar-guably the most backward district in the State.

The scheme at Tamenglong was a success as many families have reportedly reaped the benefits.

Other than Churachand-pur district, Chandel is the other district which has come under the NREGS this time.

Internal contradictions

It is something of a tragedy that the biggest hurdle that lies before Mr Thuingaleng Muivah today is not India or Manipur, standing in the way of a grand Nagalim, but the inner contradictions within the big, Naga family or society. While Mr Muivah and other leaders of the NSCN (IM) may be credited for creating a Naga identity, a la Naga Nationhood, it also stands true that the concept of Naga Nationhood has not been able to bridge the seeming divide between the different tribes which come under the nomenclature Naga. As true revolutionary leaders, Messr Muivah and Isak Chisi Swu were able to internationalise the Naga issue and in the process even earn the respect of some prominent citizens of the country and nothing illustrates this better than the voice of support and empathy that came forth from many quarters, including a few former Prime Ministers of India when Muivah was incarcerated in a Thai jail for entering the country on fake travel documents. However what ultimately matters is not how the international community perceives the leadership of a movement, but the internal reality and this is a thorn that has been pricking Mr Muivah for long. By any calculation, the Unification Declaration, issued by none less than the Home Minister of the IM group and a senior Minister of the Khaplang faction, is a clear reflection of the inner contradictions of not only the IM group but in the big Naga society. Naga is an inclusive society and during the last few decades we have seen how a number of smaller tribes have been assimilated into the Naga family.

However as recent examples have shown, expanding the membership of a society or an ethnic group is one thing and striking a deep emotional chord amongst all the tribes is quite another ball game. This is where the concept of Naga Nationhood seems to have failed. Is this due to lack of vision on the part of the leaders of the Naga society or are there some inherent reasons for this, is then the question that must be addressed to by the thinking Naga people. That the factional clash between the IM group and the Khaplang faction has claimed several lives would be an understatement for the clash is not only about the confrontation between two armed rival groups but has also created a fear psychosis amongst some tribal group, especially the Tangkhuls living in Nagaland. This is the greatest challenge lying before Mr Muivah and Mr Isak Swu. Fighting a bush war against the mighty Indian security force is undoubtedly easier than addressing the internal contradictions within the Naga society and no one will know this better than Mr Muivah. That an armed movement which dates back to the time when India won independence should now be ridden by inter tribal rivalry is something of a tragedy.
