344 civilians killed, 433 injured in insurgency related violence

IMPHAL, May 15: At least 344 civilians died and 433 suffered injuries as victims of insurgency while at least 240 encounters, ambushes or attacks on security forces and the police occurred in the state during the last three years and three months (January 2005 till March 31, 2008), an analysis by the state government meant for presentation to the Rajya Sabha revealed.

At least 118 bombs were blasted by militants at different places and the security forces and police foiled 162 ambushes and attacks including bomb plants, it said adding that 124 militants, most of them militants of the People’s Liberation Army (PLA), escaped from the police as well as security force custody in the last 28 years since 1980.

805 people including 442 militants, 344 civilians, 86 security force personnel and 33 policemen were killed during January 1, 2008 and March 31, 2008 in Manipur in militancy related fatalities, said the statement which was provided to the Centre.

During the same period, out of 644 people who suffered injuries in militancy related violence 433 were civilians, 173 were security forces, while 38 were policemen. 2714 militants of different outfits were also arrested by the security forces and police.

During the same time, a total of 59 militants were killed in 34 encounters, ambushes or attacks and 321 militants were arrested, it said.

During the same period one security personnel, one police personnel and 22 civilians were killed by the militants while 19 security forces wounded along with one policeman. A civilian was also injured in militant action, the statement further said.

A total of 240 encounters, ambushes or attacks on the security forces and police occurred in Manipur and 118 bombs were also blasted by the militants at different places. Security forces and the police prevented 162 ambushes and attack attempts including bomb plants.

Year-wise breaks stated that 82 attacks, ambushes and encounters occurred during 2005, 74 in 2006, 94 in 2007 and 34 in three months from January to March 2008. A total of 70 bomb blasts occurred in 2005, 23 in 2006 and 25 in 2007.

The statement, however, did not mention the blasts at the Manipur legislative Assembly complex on March 8 this year.

A total of 124 militants, most of them militants of the People’s Liberation Army (PLA), escaped from the police as well as security forces’ custody in the last 28 years since 1980, the statement prepared with regard to the escape of militants from custody since 1980 said. Out of these total escaped militants 114 were PLAs and the remaining were People’s Revolutionary Party of Kangleipak (PREPAK) and Kangleipak Communist Party (KCP).

In 1980 a total of 88 militants escaped from custody out of which 80 were PLA, five were PREPAK while three were KCP. In the following year 1981, 13 militants including 12 PLA and a KCP had escaped while since 1982 till date 23 militants including 22 PLA made good their escape from the custody of police and security forces, it added.

The statement went on to say that in 2005 out of 284 people who died in militancy related fatalities, 129 militants were killed by the security forces and police, 44 security men and four policemen were killed by militants while a total of 107 civilians died.

226 persons were injured in the same year, out of which 158 were civilians, 57 security forces and 11 policemen. A total of 1019 militants were arrested by the security forces or police during counter insurgency operations in the year 2005.

In the following year 2006, 228 including 127 militants, 72 civilians, 21 security forces and eight policemen were killed and a total of 206 people including 157 civilians, 38 security forces and 11 police personnel injured. Only 78 militants were reported arrested in this year.

During the year 2007, 299 people died in insurgency related violence. Out of the total, 177 were militants, 80 were civilians and 21 each security forces and policemen. The number of militants arrested was 1296.

During the three months from January to March this year (2008), so far 59 militants and 22 civilians, one each of security men and policemen died while injuries were inflicted on 19 security men, one civilian and a policeman. A total of the 321 militants were nabbed by the security forces and police, the statement compiled by the state home department stated.

The statement also mentioned that the date of ban imposed on the PLA was on October 26, 1979, UNLF on October 24, 1987, PREPAK on October 26, 1979, KCP on October 26, 1981, KYKL on October 26, 1995 while the MPLF on May 25, 2000.
