Cabinet approves ADC delimitation commission, raising of commando Bn

IMPHAL, May 14: The state Cabinet today approved the constitution of a state delimitation commission for reconstitution of the constituencies of the Autonomous (Hill Areas) District Councils and raising of a 8th IRB battalion as commando battalion during discussions.

The Cabinet also approved rehabilitation works of the Thoubal dam affected people, a proposal of the IFCD department and also framing of rules under the Manipur Loktak (Protection) Act 2006 for effective implementation of Loktak development programme.

The election to the ADC will be held under the state election commission after completion of the delimitation exercise for redrawing of the ADC constituencies extending over six hill districts.

The Cabinet also agreed to appoint retired IAS officer, Ch Birendra Singh as commissioner of the newly formed state delimitation commission, a source said.

The deputy commissioners of the six districts will be the ex-officio members of the commission which targets to complete the delimitation of ADC constituencies within 45 days counting from the commencement of the exercise.

There are 24 constituencies in the each of the six hill districts. The election schedule will be fixed after the completion of the delimitation exercise.

The state Cabinet convened by the chief minister O Ibobi Singh today also approved a proposal of the state home department for the raising of the 8th IRB as a commando battalion.

Mention may be made that the Union ministry of home affairs had sanctioned the raising of the 8th IRB battalion in the state during the month of April this year.

This is the second effort of the state government to convert a IRB battalion into a commando battalion. The earlier proposal of raising the 7th IRB into a commando battalion was rejected by the MHA.

While raising the 8th IRB as a commando battalion, the state will incur Rs.11.55 crores per year above the funds to be given by the Centre in raising the battalion.

For raising the battalion, the state government will recruit 107 personnel including officers, the source added.

The Cabinet also discussed the progress of the payment of compensation and rehabilitation programme taken up by the IFCD department for affected people of Thoubal dam.

The payment of compensation is already completed, the report of the IFCD department tabled at the Cabinet meeting reportedly stated.

After a thorough discussion, the Cabinet approved construction of RCC buildings instead of wooden houses for the affected people. According to an earlier rehabilitation programme, it was decided to construct only wooden houses for them.

As per the agreed rehabilitation programme, each affected household will be provided with a three-room RRC building. The houses of the village chiefs, however, would have four rooms each.
