What is the Zomi Economic Planning and Development Agency (ZEPADA)

Introduction:

The Zomi Economic Planning and Development Agency (ZEPADA) is a non-governmental, non-political, non-profit making organization established by leaders of the Zomi ethnic groups of India for holistic socio-economic development of the people mainly focusing on rural and tribal development.

Date of establishment: 1st May 2003.

Registration Act, 1989, on 28th December 2003.

Motto: Economic growth for peace and prosperity.

Background: The term ‘Zomi’ meaning ‘Zo People’ is derived from the generic name “Zo”, the progenitor of the Zomi. There are more than 47 Zo tribes who belong to the same racial stock, share historical process, political system, common culture, tradition and customary practices, same linguistic family and are living in a contiguous geographical areas along the Indo-Myanmar-Bangladesh borderlands. The various Zo tribes are fragmented into at least three sovereign States thereby becoming ethnic minorities wherever they are. In the present state of Manipur (India), there are 21 recognized Zo tribes.

The Need: The Zomi presently living under a democratic, secular India enjoy high degree of freedom when compared to their counterpart in Myanmar, however, their general economic conditions is still very backward. Majority of the people continues to practice the unremunerative yet traditional system of shifting cultivation. The Zomi of Manipur, in particular, are living under “completely deficit condition”; there is democratic deficit, infrastructural deficit, welfare services deficit, health care facilities deficit and most of all livelihood deficit!!

The Vision: The “Look East Policy” being steadfastly pursued by the Govt. of India has direct impact on the Zo people and their country. Other related national and transnational project including, Kaladan Multi Modal Transport Project, Triangular Road Project, Transnational Gas Pipeline, Trans-Asian Highways etc are bound to affect the people. It is, therefore, essential to equipt the indigenous communities, in various fields, so that they enjoy full benefits of the developments taking place in and around the region. Changes need be initiated to replace the traditional practice of shifting cultivation among the people, introduce sustainable Land-based farming, profitable utilization of land and other local resources to generate economic self-sufficiency.

Aims and Objectives: Some of the basic purposes of its establishment are:

i) To study the Zomi Economic conditions and look for sustainable growth and development both on short term and long term perspective.

ii) To organize and conduct various awareness programme especially on Agriculture sectors among the people for better information so as to improve the existing economic related conditions.

iii) To explore and develop the economic potential of natural and human resources.

iv) To encourage and promote Self Help Groups (SHGs) and village level farmers.

v) To encourage or undertake research work related to agriculture and allied activities.

vi) To encourage setting up of agro-based industries, processing units and other viable and profitable industries.

vii) To facilitate the acquisition and holding of land for sustainable agriculture and allied activities.

viii) To regulate, channelize and co-ordinate the socio-economic activities of various NGO’s and business establishment among the people.

ix) To facilitate the agro-based activities inwards and outwards linkage to reliable companies.

x) To act as a facilitator among the people and help them capacited their strength and functioning in term of financial mobilization and implementation.

Activities: Ever since its inception, the organization has conducted sustained campaign on the need for changing the present practices of shifting cultivation among the people. It also championed the issue of Mautam Famine in Churachandpur; conducted public awareness on the need for streamlining PDS as it will cater to the need of poor farmers while adopting viable alternative farming; contacted government and non-government organizations for and on behalf of the farmers etc., etc.

Organization: ZEPADA is Headquartered at New Lamka, Churachandpur, Manipur and also has 2(two) Working Groups – Delhi Working Group and Guwahati Working Group – whose members rendered voluntary services towards furtherance of the Organization’s aims & objectives.
