IMPHAL, Mar 17 : Alleging that no killings or other incidents have been commu-nalised and politicised in the history of Manipur before the murder of Dr Th Kishan and his two staff, several Tangkhul organisations have cautioned the Chief Minister not to politicise the issue. In a open letter to the Chief Minister, the Tangkhul Naga Long (TNL), Tangkhul Mayar Ngala Long (TMNL), Tangkhul Katamnao Saklong (TKS), Tangkhul Naga Wungnao Long (TNWL) and Tangkhul Shanao Long (TSL) decried the press statements of senior politician O Joy which openly politicised the killings of Dr Kishan and his staff.
Citing several cases of killings of innocent civilians by State and non-State actors, they further accused the State Government of lack of accountability and policy on rehabilitation and compensation to the bereaved families.
Such failure on the part of the State has created communal divide and injustice to the people, they alleged.
Asserting that the hard earned peace processes in the region have given the people an era of peace and hope to resolve the genuine aspirations of the people through dialogue and negotiations, the Tangkhul bodies acknowledged the ongoing peace processes between the Government of India and the Karbis, Dima-sas, Garos, Boros and Nagas.
While also acknowledging the peace processes initiated by the State Government with several armed groups for a negotiated settlement through declaration of Suspension of Operation, they alleged that the present State policy on responding to the ongoing peace process in the region has resulted in promoting communal tension, provocations, arbitrary arrest, torture and killings of innocent civilians that may lead to dislodging the hard earned peace processes.

Demands for grants, Ibobi claims State on an economic upsoar
IMPHAL, Mar 17 : Chief Minister Okram Ibobi has claimed that economic growth in the State has gathered momentum in the last 7/8 years after relative stagnation. During the tenth plan period (2002-07), the annual average growth rate of GSDP (Gross State Domestic Product) at current prices has shown a growth of 9.74 percent.
The Chief Minister made the claim while introducing demands for grants in the State Assembly today.
Stating that the State has been maintaining healthy revenue surpluses since 2004-05 , the Chief Minister asserted that fiscal deficits have been completely wiped out as per the provisional figures for 2007-08 available with the Government.
Contrary to the past trends, development expenditure has been steadily increasing, capital expenditure has attained a path of growth and expenditure on non-salary component of the development sector has also sharply increased indicating the move towards creation of assets as well as the maintenance and delivery of these services, Ibobi stated.
Presenting the Revised Estimates 2008-09 and Budget Estimates 2009-10, the Chief Minister informed the House that the Budget Estimate for 2008-09 had places the total expenditure at Rs 4142.41 crores which was revised to Rs 4791.51 crores.
Plan Expenditure for 2008-09 was placed at Rs 1660 crores in the Budget Estimate. But this has been increased to Rs 1737.11 crores.
On the Non-Plan side, the additionality of Rs 303.91 crores in the Revised Estimates over the Budget Estimates of Rs 2301.20 crores is accounted by increase in the expenditure on payment of Dearness Allowances to employees and increased security expenditure.
Taking into account the receipts and expenditure, the current year is expected to have a revenue surplus of Rs 1128.38 crores as against the budgeted figure of Rs 1145.81 crores.
Informing the House that the outlay for the State Plan for 2009-10 has been tentatively fixed at Rs 1733 crores, the Chief Minister also elaborated on the sector-wise allocation of the tentative outlay.
According to the outlay, General Economic Services gets the biggest share at Rs 679.80 crores followed by Social Services sector at 383.68 crores.
Other sectors that figure prominently in the sectoral allocation are Irrigation and Flood Control (Rs 267.20 crores), Energy (Rs 123 crores), Industry and Minerals (Rs 90.36 crores), Rural Development (Rs 84.84 crores) and Agriculture and Allied Activities (Rs 38.66 crores).
Further introducing the demands for Supplementary Grants, the Chief Minister stated that the Supplementary Demands include additional plan fund amounting to Rs 168.32 crores The supplementary sought for are of the order of Rs 705.95 crores covering 40 Demands and three Appropriations. The Supplementary Grants also include fund for meeting additional expenditure including backlog on Centrally Sponsored Schemes, Central Plan Schemes, NEC schemes etc. The amount demanded under these areas is of the order of Rs 256.49 crores, Ibobi laid out.

KNF (MC) suspends three
Kuki National Front (MC) today said it had sus-pended three of its cadres for fifteen days as they had breached the rules laid down for its cadres. A statement issued in this regard by Th Rio Kuki, secretary IPR identified the suspen-ded cadre as Nehkhojang Haokip, Limkhojang alias LB Roman Baite and Tongkholal Singson alias PT and declared that the organisation will not be held responsible for misdeeds of theirs during the suspension period.

The KNF has condoled the demise of lance corporal Gin- lenmang Alice of Jangmol village who was killed in a shoot out with AR troops at Haijang village on March 10. The KNF also conveyed condolence to the bereaved family saying that the death of Ginlenmang is mourned and missed by one and all in the organisation.

Four killed in Tirap gun-battle

Dimapur, Mar 17: Delayed reports said that four militants were killed in a fier-ce gun battle between the combined force of NSCN-K, Manipur based UNLF and Assam based ULFA on one side and the NSCN-IM on the other at Tirap district in Arunachal Pradesh on March 12.
Two deceased were from the NSCN-IM and the other two are from the combined force of the three militant outfit.
Meanwhile, the NSCN-IM has alleged today that it was the attack of the combined force of the three militant outfits-NSCN-K, UNLF and ULFA-on the NSCN-IM.
The NSCN-IM in a press note in Dimapur stated that combined force was led by the Khaplang faction of the NSCN. “The attack on the NSCN cadres at Tirap in Arunachal by the combined forces of Khaplang, UNLF and ULFA is something very discomforting given the ground situation where the three groups are simply losing track of their revolutionary vision, pointing their guns at the wrong direction. For the Khaplang group there is no need for further probing in attacking NSCN. Their restlessness to settle score with NSCN is history and the fact that they were nurtured and armed to counter-weight the NSCN is also history. But what is so demeaning is the involvement of UNLF and ULFA in taking side with Khaplang against NSCN. Where are they heading for by joining with the very group whose revolutionary credentials no long exist after they allowed themselves to be used by the Indian intelligence agencies like Intelligence Bureau (IB), RAW and MI,” said the NSCN-IM state-ment.The outfit also added that ‘this is ridiculously suicidal’ for these two high profile revolutionary gro-ups of North east.
“When the combined force of around 100 attack-ed NSCN at Maktua, Lam- chan, Longpu and Tingsa villages two cadres died, and in the retaliatory fire Khaplang group led forces also suffered two dead. One arm was also captured by NSCN. One NSCN cadre suffered injuries. There is no loss of arms as reported in local papers. Whenever the issue of reconciliation is raised in different occasions NSCN has always been receptive to such unification process but realistic at the same time,” claimed the NSCN-IM statement.
It also said that because time and again ‘Khaplang group’ has been sheltering and using the non-Naga groups like Manipur’s UNLF and Assam’s ULFA against NSCN-IM.
“The Tirap attack is just one incident. The solution to UNLF and ULFA’s problem is not at the hands of NSCN. But these two groups with diminishing political credibility is going the way of anti-revolutionary by not making the right impact against India to evoke government’s attention. In the world of revolution not at all the groups could project the correct image, other than turning more as a spent force making themselves vulnerable to any counter-revolutionary mission that serve the interest of India. If Khaplang group is not doing India’s bidding where is their business to use UNLF and ULFA? And who can trust them, even if they show their face in the attempt to find recon- ciliation,” asserted the NSCN-IM statement.
