Protection for NE trains

Bullet proof locomotives and protective jackets for crew members are among the security measures being undertaken for train services in the militancy-hit hill section of southern Assam that links Tripura and Mizoram, officials said here Thursday.


“After a series of terrorist attacks, the railway ministry has decided to deploy two more battalions (2,000 personnel) of Railway Protection Force (RPF) in the militancy-hit hill section of southern Assam to ensure safe train movement,” an official of the Northeast Frontier Railway (NFR) said.

The train services on the Lumding-Badarpur-Silchar-Dharmanagar-Agartala section had been intermittently stopped during the past one year due to rebel attacks, affecting normal train services and transportation of essentials to Tripura, Mizoram, Manipur and parts of southern Assam.

“The trains will run with bullet proof locomotives and the drivers and other crew of the trains will wear bullet proof jackets while a huge contingent of RPF would also be deployed soon,” the official said.

Activists of the separatist group Dima Halam Daogah (Jewel faction) killed 12 people, including a train driver, last year. Occasionally the DHD and other rebels attacked the trains in these routes.

“Due to the frequent suspension of railway services, trade and business and transportation of commodities had been enormously affected in southern Assam, Tripura, Mizoram and Manipur,” said Tripura transport minister Manik Dey.

NE News | Mizoram education reforms panel soon

Aizawl: (PTI) Mizoram government will soon constitute the education reforms commission to look into the problems in the system and recommend remedies, state Education Minister Lalsawta said on Wednesday.


Lalsawta said he would take immediate steps to root out the problems of education system affecting the quality of the students after the proposed commission submits its recommendations.

He was speaking to leaders of Mizo Zirlai Pawl (Mizo Students Federation) who met him in his office and apprised him of the difficulties faced by students and educational institutions in the state.

The leaders also urged him to expedite framing of rules under the state Education Act to streamline school fees and transfer and posting of teachers. (Shillong Times)

BRU protest

Cadres of now disbanded BLFM, numbering 804 people, would not receive Rs 3,000 each as housing assistance in protest against the decision to resettle around 300 former Bru rebels in Lunglei and Kolasib district, a top leader of the BLFM said.

Rothangliana, Secretary of BLFM said that all the former insurgents wanted to be resettled in Mizoram-Tripura border Mamit district, but the state government insisted that only around 500 of them would be resettled in Mamit and the rest would be spread over in south Mizoram's Lunglei district and Mizoram-Assam border Kolasib district. "If we have to go to Lunglei and Kolasib, travelling expenses would leave us nothing for construction of houses," Rothangliana said.

He said that all former Bru militants were instructed not to receive the money to be distributed by the state government officials in the relief camps in Mamit district. (PTI)

Bandh hits life in Manipur dist

Imphal: A 48-hour general strike on Wednesday began at 0600 hrs in Thoubal district to protest the killing of a person reportedly by troops and police on January 11.

The Joint Action Committee (JAC) alleged one Moirangthem Tomba (30), son of late Tolchou of Langathel Lai Kom, was awaiting a bus on January 11 at Kakching Khunou, carrying Rs 32,000 to purchase timber. ''Tomba, who was a timber dealer, was abducted by unknown persons. But, the police later informed that he was killed in an encounter. Both the police and troops have been kidnapping people. Branded as militants, they are killed in fake encounters,'' the JAC said.

Meanwhile, the traffic was hit by blockades, which were organised on National Highway - 39. The Indo-Myanmar trade route was also affected by the bandh and no vehicle plied from Imphal to Moreh, the town along the border. (UNI)

Fighting birds enthral Bihu crowd

Guwahati: Keeping with the age-old tradition, hundreds of people on Wednesday gathered on the forecourt of Madhab Temple at Hajo, a site of pilgrimage located about 35 kilometer west of Guwahati, to enjoy bulbuls fight on the occasion of Bhogali Bihu, the post harvest festival of Assamese community.

About 250 Red Vented Bulbuls, a tiny bird from Pycnonotus Cafer family, were engaged in fight with each other much to the glee of hundreds of onlookers. The tradition of Bulbul fight at Hajo goes back to the days of Ahom Kingdom in Assam.

"The birds are caught by local people in the run up to Bhogali Bihu and are groomed for the fight on the Bihu day. The tiny creatures are fed with 'bhog' - a locally prepared meal laced with herbal intoxicants on the eve of the fight. The tradition of bulbul fight started centuries back when an Ahom king visited Hajo during Bhogali Bihu," a local villager informed.

The locals use bamboo traps to catch the birds in the nearby forest for the fight, a practice that has been vehemently opposed by wildlife activists in the State.

Hundreds of spectators cheered the fighting bulbuls, which were in intoxicated State, amid beating of drums eves as an atmosphere of carnival descended on Hajo on the occasion.

The birds were seen coaxed to fight by their owners.

The birds' owners prepare a meal containing bananas, a small quantity of marijuana, locally available intoxicating herbs, black pepper, clove and cinnamon, and feed the birds regularly in the run up to the fight to gain strength.

During the fight, the owner controls the inebriated bird with a string attached to its leg while it fights aggressively with the opponent amid thunderous clapping by the huge crowd that gathers on the temple ground. Once the fight is over, the villagers set all the birds free.

The owner of the winning bird is awarded with a trophy and some amount of cash by the organisers. - Shillong Times

4 militants killed

Girl gangraped, killed

AGARTALA, Jan 15 – A 16-year-old girl was gangraped and strangulated to death at Kachucherra in Tripura’s Dhalai district, police said today.

The body of Deepali was found hanging from a ceiling of her house by her father Dhirendra Namasudra after he returned home from a local market on Tuesday night. A post mortem revealed that she was gangraped before being strangulated to death, police said. Police suspected that the victim’s three neighbours, who were absconding, to be behind the crime. – PTI

Probe into Manipur Raj Bhavan blast

Manipur police chief has ordered probe into the hurling and explosion of bomb in the Raj Bhavan on the evening of December 21 last year which the militant outfit KCP(MC) Lanheiba group claimed responsibility.
Special Investigation Team (SIT) constituting the state home department was assigned to investigate the case in connection with the killing of Konsam Rishikanta Singh, a junior sub-editor of the Imphal Free Press.
The team led by IGP (intelligence) LM Khoute would submit an interim report within a week’s time. The order of the state police chief Y Joykumar stated ‘no time bound period for submission of report’ but added ‘at the earliest’.
On December 21, 2008 at around 5.35 pm, one of the two hand grenades hurled targeting the Raj Bhavan exploded at the south eastern corner and another unexploded grenade was found 10 feet away within the Raj Bhavan complex. No casualties were however reported.
In a follow up, a brief note on the case from SP, Imphal west district stated that operations were conducted by the district police, Imphal west at Napetpalli, Khurai Sajor Leikai in Imphal east, Wangoi and Yurembam in Imphal west district.
During the operation one unknown underground was killed and one .32 pistol was recovered at Wangoi area the next morning. Further operations resulted in the killing of one more unknown militant at Patsoi area with the recovery of one .32 pistol from the deceased, the SP added.
It may be mentioned that in the aftermath of the blast, Manipur government had, as a part of stricter security measures decided to shift government offices standing adjacent to the Raj Bhavan apart from blocking the road on the southern and western sides of the bhavan at night which was met with strong public protest. Manipur: Tedim Road bandh | CDSU reaffirms

Taking strong exception against the continuing land acquisition process for expansion of Imphal airport which is contrary to the joint understanding between the CM, the Transport Minister and the JAC Against the Acquisition of Land for Expansion and Extension of Imphal Airport, the JAC has threatened to impose total bandh along Tiddim road indefinitely from January 19 in case the Govt fails to respond by January 18.

A release issued by the JAC also noted the fast shrinking agricultural land of the State due to the so called development and moder-nisation projects. The Govt’s initiative to acquire 700 acres of land for Imphal airport expansion includes a large tract of agricultural land.

CDSU reaffirms

IMPHAL, Jan 15: The Churachandpur District Students’ Union (CDSU) in a joint meeting with its parent bodies has reaffirmed that no organisation should not simply impose bandh/strike in the district no matter how genuine their issues may be without the prior consent and approval of CDSU and ITLC, reports our CCpur correspondent.

Villagers pledge to take up arms against ‘UGs’

IMPHAL, Jan 15: Clutching bows & arrows and spears, villagers of Thayong and its surrounding areas who have suffered for long have vowed to fight against anti-social activities like extortion, abduction for ransom and other instances of harassment being meted out by armed UG cadres more particularly by the Kuki UG outfits that have entered Suspension of Operation (SoO) with the Government of India and Manipur.


The collective pledge of the villagers was taken during a public meeting organised by Komrem Union, Nongmaiching Area at Thayang village today.

Though falling under Senapati district, Thayang comes under the jurisdiction of Lamlai Assembly Consti-tuency and Lamlai Police Station of Imphal East district.

Besides the decision to take up their traditional arms and ammunition like bow & arrow and spear to protect themselves from anti-social elements, the meeting attended by representatives of 10 different villages of the area also resolved to fight collectively and highlight the atrocities being faced by the villagers to the authori-ties concerned of the Go- vernment.

Furthermore, the meeting resolved not to entertain any monetary demand from the UGs in the future and to approach the Government for refunding the money extorted from the villagers in the past.

The meeting proceeded with HERICOUN president Reverend Renghang Chothe, UCM president Konsam Lanngamba Meetei and Komrem Union president L John taking the seats as chief guest, guest of honour and functional president respec-tively.

It may be recalled here that the Khullakpa of Tha-yong village Rengnei-thang Kom (55) was abducted by armed cadres of a faction of the KNF on the night of December 9 last in connection with a ransom demand of Rs 1 lakh. On the following day, the villagers had contributed Rs 80,000 and handed over the amount to the armed abductors. But the Khullakpa was released only after being beaten up severely.

The meeting was held in the backdrop of such undue harrassments of the UGs.

Addressing the meeting, Lanngamba lamented that the violent incidents of abducting people for ransom, triggering bomb explosion and firing attacks have become the day occurrence and the signing of ceasefire agreement and SoO have come to meant as a license to indulge in all these illegal activities.

As there is no more fighting with the security forces who were once considered their enemies, some of the leaders of the UG groups have made it convenient for themselves to purchase flats and plots of land outside the State while indulging in ransom demand from people back home unabashedly. Apart from lodging complaint against such anti-social activities of the UGs upto the level of the Home Ministry, pressures should also be exerted to refund all the money extorted from the people, Lanngamba exhorted the meeting.

Renghang Chothe observed that among the numerous UG outfits operating in Manipur, there are many which do not have any definite ideologies of their own. This point should be taken serious note of at the time of signing any ceasefire agreement or SoO. Otherwise, such agreements may backfire and the wrath of the public may befall on the parties involved.

Komrem Union president L John noted that Komrem is a peace loving community that is scattered along the foothills of the valley and has been living in mutual co-existence with other communities since time immemorial.

However, over the last few decades, some UG groups have been trying to divide the community on communal line with some claiming Komrem as Kuki while some others terming it as Naga, thus subjecting the people to imposition of various taxes, he said, adding that Komrem people have suffered long enough under such undue tax impositions.

Barack Obama's priorities for 2009

Barack Obama enters the White House this month with a wide-ranging agenda for change. The BBC's Max Deveson considers which issues he is likely to tackle head on - and which he may be tempted to put to one side: Economic stimulus | Healthcare reform | Climate change | Iraq/Afghanistan | Closing Guantanamo | Engaging with the world | Labour relations | Backburner issues


ECONOMIC STIMULUS

To stimulate the ailing US economy, Mr Obama wants to make the biggest investment in the country's infrastructure since President Eisenhower constructed the Interstate Highway system in the 1950s.

He proposes a countrywide road- and bridge-building programme, as well as nationwide schemes to refurbish public buildings and schools, bring them up-to-date and make them energy-efficient. By investing in projects that are already in the works, Mr Obama hopes to inject cash into the system quickly, create jobs and trigger consumer spending.

Other proposals to encourage job growth and bolster consumer spending include tax credits for firms that create jobs, tax cuts for 95% of American workers, and extended unemployment benefits.

The cost of the stimulus package has been estimated at between $700bn (£475bn) and $1 trillion.

HEALTHCARE REFORM

Mr Obama has pledged to reduce insurance costs, while offering a new affordable public plan for those who do not have insurance, and he has backed up his rhetoric with appointments that signal he means business.

Tom Daschle, former Senate Majority Leader, will head the Health and Human Services Department and also act as the White House's health policy tsar. Several other key advisers also have experience of getting legislation through Congress.

These Congressional veterans will be working with a congress that is itself keen on healthcare reform - two prominent senators, Ted Kennedy and Max Baucus, are working on their own reform plans.

Mr Obama still faces a tough battle to win over insurance companies, pharmaceutical firms, doctors, and the handful of Republican Senators he needs to get a plan through the Senate - but the wind is definitely blowing in his direction.

CLIMATE CHANGE

Mr Obama has pledged to ensure that 10% of America's electricity comes from renewable sources by 2012, and 25% by 2025. He also wants an 80% cut in greenhouse gas emissions by 2050. He proposes to invest $150bn in alternative fuel over the next 10 years, and will work in 2009 to establish a "cap and trade" programme to reduce greenhouse gas emissions.

Under the scheme, similar to the EU Emission Trading Scheme, firms would be allocated emissions permits, and those who emit more than their quota would be forced to buy permits from those who emit less.

The scheme is likely to come up against fierce opposition in congress. But with large Democratic majorities in both the House of Representatives and the Senate, and with environmentalist Henry Waxman now chairing the House Energy and Commerce Committee, the odds have improved in Mr Obama's favour.

FROM IRAQ TO AFGHANISTAN

Mr Obama is proposing to redeploy troops from Iraq at a pace of one or two combat brigades a month, which would mean that withdrawal would be complete by summer 2010.

This would allow Mr Obama to fulfil his other major foreign policy pledge - to increase troop levels in Afghanistan. Military officials say some 20,000-30,000 extra troops could be sent to the country by summer 2009, doubling the existing number of troops there.

Mr Obama's opposition to the Iraq War was one of the main reasons for his initial rise to prominence. Although his national security team consists of people who largely supported the war, Mr Obama has made it clear that withdrawing troops from Iraq is still on his agenda.

CLOSING GUANTANAMO

Closing the controversial prison camp for terror suspects at the naval base in Guantanamo and ending the use of "enhanced interrogation techniques" are central planks of Mr Obama's security agenda.

In a recent interview with Time magazine, he said that if his administration had not "closed down Guantanamo in a responsible way, put a clear end to torture and restored a balance between the demands of our security and our constitution" within two years of taking office, then it would have failed.

If Mr Obama does close Guantanamo, then his administration will have to work out what to do with the men being held there. Many cannot be sent back to their home countries, for fear they might be tortured.

Mr Obama will also need to decide whether to continue the current much-criticised system of military tribunals, to try suspects in US criminal courts, to free them, or to develop an alternative.

ENGAGING WITH THE WORLD

Polls suggest that in contrast to his predecessor, Mr Obama is very popular in many countries - a big change, which he is likely to exploit.

He has pledged to give a major speech in the Muslim world early in 2009 - perhaps in Egypt, or in Indonesia (home to the world's largest Muslim community) where he lived for a brief period as a child.

If he can improve America's standing in the world, it will be easier for him to ask more from America's allies - to persuade Nato members to send more troops to Afghanistan, or Israel to make concessions as part of an invigorated Middle East peace process.

Mr Obama has pledged to "make progress on the Israeli-Palestinian conflict a key diplomatic priority from day one". International goodwill could be key if he is to succeed where so many of his predecessors have failed.

LABOUR RELATIONS

The biggest fight of Mr Obama's first year in office may not be over healthcare or Iraq, but over a bill to make unionisation easier.

The Employee Free Choice Act (EFCA) is one of the US trade union movement's key demands. It would force employers to recognise a union if a majority of employees vote for it, either by public "card check" voting or (if 30% of the workforce ask for it) by secret ballot.

Employers' groups are opposed to the legislation - they fear that a unionised workforce will increase labour costs, and argue that the bill will deny workers their right to a secret ballot.

Mr Obama says he supports the legislation, but there will be plenty of opposition to it in Congress, so he may prefer to expend his political capital on his top priorities - healthcare and climate change. However, if the unions demand EFCA in return for backing Mr Obama on the rest of his domestic agenda, he may have to think again.

ON THE BACK BURNER

There are a number of proposals in Mr Obama's in-tray for which he professes support, but which could jeopardise the rest of his agenda. The EFCA is just one of these.

In Bill Clinton's case, a bid to overturn the ban on gay people in the armed forces weakened his ability to deliver healthcare reform. So it's likely that Mr Obama will move cautiously on federal laws allowing civil unions for same-sex couples, and steps to replace Clinton's compromise on gays in the military (known as "Don't Ask, Don't Tell").

Another example is immigration reform. Like George Bush, Mr Obama wants to create paths to citizenship for existing illegal immigrants, while strengthening border security. Mr Bush's failure may make him think twice.

If Mr Obama is able to get some early legislative wins under his belt, however, then federally-recognised civil unions for same-sex couples and immigration reform could well be on his agenda before too long.

Huge security for Obama ceremony

An unprecedented security operation is under way in Washington ahead of Barack Obama's inauguration as US president. With estimates of up to a record two million people attending on 20 January, the event has been designated a "national special security event". Reports suggest more than 20,000 police officers, troops and security agents are involved.


The Obamas are due to check into Blair House, the presidential guest house opposite the White House.

The security operation for Mr Obama's inauguration will see surface-to-air weapons on standby, fighter jets providing air patrols and gunboats patrolling the Potomac River.

"We understand the historical significance of his election, and we pay attention to that. We look at every single aspect of protection... any factor that you could imagine," Secret Service spokesman Ed Donovan told French news agency AFP.

Homeless

As part of the operation, hundreds of homeless people are being encouraged to move out of the security zone to shelters in the city's outer neighbourhoods.

"Everyone has to be out of the perimeter by (Monday)," DC Council member Tommy Wells told the Washington Post.

Meanwhile, Mr Obama posted a four-minute video message on the internet. He warned those coming to the capital to expect "long lines, a tough time getting around and, most of all, a lot of walking on what could be a very cold winter day".

The Obama family, which spent 10 days staying in a hotel, is also due to take a step closer to the White House. They are checking into Blair House, the historic guest house, across Pennsylvania Avenue from their future residence.

The next First Lady also appears to be thinking about the internal decorations of the White House.

Michelle Obama has chosen Los Angeles-based designer Michael Smith to decorate the private quarters of the executive mansion, transition officials told AP news agency.

Mr Smith has designed the homes of Hollywood stars Dustin Hoffman, Michelle Pfeiffer and Steven Spielberg, as well as model Cindy Crawford and media mogul Rupert Murdoch.

ZO Tribe in India; Critical study: Is it heading towards its demise or vibrancy?

PART I: UNIFICATION PERIOD (1950-1965)
Birth of Jou National Council

Jou National council was founded on 23 May 1954 at Grimson Road Imphal. The first President of JNC was Late S.Semkhopao and its first Chief Secretary was Late T. Khup Grace. After a term of 3 years, the chiefs, members and other distinguished persons met at Tuoitengphai village for general conference. The name Jou National Council was rechristened as United Manipur Jou Organization(UMJO).

Recognition of Jou Tribe

Under the leadership of Late S.Semkhopao, President, UMJO, Late T. Khup Grace Chief Secretary and Pu. T. Gougin Treasurer, the UMJO representatives represented the case for recognition of the JOU tribe to the Commissioner for SC/ST, Government of India. In the last part of 1956 the JOU tribe was recognized by the Government of India. The spelling employed for the tribe was JOU.

The first JOU TON

The first JOU TON was held at Tuoitengphai village on the 24th January 1959. The Chief Commissioner of Manipur Late J.M Raina was invited as the Chief Guest of that ocassion. But he failed to make it to the august celebration, thereupon, the Jou people vented their displeasure by undertaking a long march from Tuoitengphai village to Old Churachandpur where the seat of Government was located in those days.

2nd JOU TON

The second Jou Ton was held on the 4th February 1960 at Tuoitengphai village again. In that celebration Late J.M. Raina was the Chief Guest of the ocassion.

In that conference the spelling of the tribe was changed from JOU to ZOU, interchanging the J and Z to attain similarity of usage with Zo brethren in Burma(as told by Rev. David K.Samte, 1994, Lamka to the author).

3rd ZO TON

The 3rd Zo Conference was held on 12th February 1961 at Singtom village. The number of participants were recorded as 3000 souls. Pu. Sienjahau, Pu. Vummang, Sub. Thangkhokam, Pu Nengjachin, Sub.Eljapao and Upa Thangkhogin were the main organizers of that eventful celebration. The organizers welcomed the President and Chief Secretary of UMJO with horse ride from the bottom of the village to the site of the conference while the UMJO flag fluttered in the breezy day. One huge mithun was killed for the common meal. The name of United Jou Organization Manipur(UMJO) was changed into United Zomi Organization Manipur(UZO) at that conference. Pu T. Gougin an ex-servicemen had an excellent rapport with the ex-servicemen Zos of Tengnoupal District now known as Chandel district. He was in fact, the connecting link between the Gungals i.e Lamka and Sugnu areas. He unified the various Zo clans into a well-knit organization in the form of UZO although they were speaking different Zo dialects. Thus, he came be given the title of Unifier of Zo people. From 1962-70 UZO became dormant and defunct due to lack of good leadership.

Delhi housing scam: Fraudulent ST forms from NE

NEW DELHI, Jan 13 - The Delhi Development Authority (DDA) housing scam has a North-East angle, with dubious realtor fraudulently submitting thousands of applications in Scheduled Tribe (ST) category on behalf of many gullible people. Highest number of flats has been reportedly allotted to applicants from Meghalaya.

Economic Offence Wing of Delhi Police, which is probing the DDA scam, has on its radar a Delhi-based agent hailing from Meghalaya, who had a hand in submission of highest number of over 2500-3000 applications from people of the State.

The entire operation kept under thick veil of secrecy involved property dealers and their agents. The entire scam is suspected to have been carried out in connivance with unscrupulous DDA officials.

Here is how the scam was executed. Realtors mostly Delhi-based hired agents to scout for gullible people to fill up forms in their name. The agents mostly targeted illiterate and poor people and after procuring their signature and Pan cards in lieu of small amounts, the applications were submitted.

It has come to light that agents and property dealers also resorted to forgery. They obtained fake PAN cards and forged hundreds of application forms applying for flats reserved for the ST under the DDA scheme.

On allotment, the flats were to be put up for sale at a premium rate, while the actual allottee would be paid a small token amount.

Sources said that while Rajasthan emerged as the key State for allotment of flats in North India, the North Eastern States of Mizoram, Nagaland, Arunachal Pradesh and even Assam besides Meghalaya were targeted for filling up forms in ST category. Maximum number of forms in the ST category reportedly came from Meghalaya followed by other North Eastern States, sources said.

An official in Meghalaya Bhavan, when contacted admitted that property dealers had come to the Guesthouse looking for people, who were 'interested' in applying for flats. Similar is the tale with few other State Bhavans here.

A resident of Meghalaya, who acted as the agent played a crucial role in identifying such people in his State.

Police has so far arrested Laxmi Narayan Meena, 50, a suspended employee of Kendriya Sahkari Bank, in Jhunjhunu, Rajasthan. He has been charged under IPC Sections 419 (cheating by impersonation), 420 (cheating and dishonesty), 468 (forgery for purpose of cheating) and 471 (using forged document).

DDA's three-member internal inquiry board has, meanwhile, said its report into the scam is likely to be ready by January 24.

Some 5000-odd flats were up for sale in various localities of the capital for which the DDA received a record number of over five lakh applications.

After 23 years, Assam Accord awaits implementation

GUWAHATI, Jan 13 - More than 23 years have passed since the signing of the Assam Accord, but till date, the Government has not been able to finalise the definition of "Assamese people" to provide constitutional safeguards under the provisions of Clause 6 of the Accord.

The Central and State Governments also missed several deadlines on completion of roads and fencing along the international border with Bangladesh and the new deadline set for the purpose is March, 2010.

The Minister in-charge of Assam Accord Implementation, Dr Bhumidhar Barman recently submitted a detailed clause-wise report on the progress of implementation of the Assam Accord in the State Assembly and the contents of the report proved that most of the major clauses are yet to be implemented. The report said that the Government constituted a committee of Ministers to examine all the issues relating to the implementation of Clause 6 of the Assam Accord including the definition of "Assamese people". However, till date, the committee met only once in 2006, thrice in 2007 and once in 2008.

However, All Assam Students' Union (AASU) adviser Samujjal Bhattacharya said that the tripartite sub committee agreed in principle to reserve seats in the Parliament, State Assembly and local bodies for the indigenous people way back in the 1990s, but that is yet to be done because of the failure of the Government to clarify the definition of "Assamese people".

The report submitted in the State Assembly said that a list of 30 monuments were sent to the Government of India for preservation by the Archaeological Survey of India (ASI) but only five of those-Singri temple ruins, Urvashi Archaeological site, Poa Mecca, Haygriva Madhava Temple and Kedar Temple have been accepted. A project proposal for Rs 91.46 crore has been prepared for the protection, preservation and development of the remaining 25 sites and the same has been sent to the ASI. The report said that a proposal for the protection and preservation of the satras was also sent to the Government of India but the Planning Commission has scaled down the cost of the project from Rs 96.59 crore to Rs 25 crore and the same is under consideration of the Government of India.

The report revealed that a proposal for establishment of a media archives cum national reference library is under consideration of the Centre, while, the Executive Council of the Jawaharlal Nehru University has approved establishment of an Assamese chair in the Centre of Indian Language, Literature and Culture Studies of the University.

In clause 7 of the Accord, the Centre promised to take steps for economic development of the State and the AASU also submitted a detailed proposal to the Government with short and long-term measures in this regard. But the report on the implementation of the Accord proved that very little has been done in this regard so far and the only positive step that the report pointed out is the implementation of the Gas Cracker Project at a cost of Rs 5460 crore.

Permanent solution of the problem of flood and erosion was an important component of the demand of the AASU under the provisions of the clause 7 of the Accord and the report said that the North East Water Resources Authority is yet to be constituted and during the current financial year, the Centre released Rs 90 crore as the first instalment for taking up flood control measures. The report admitted that the Ashok paper Mill is yet to be revived and the matter has been taken up with the Government of India, but the Centre has declared Bogibeel bridge as a national project. The Centre sanctioned Rs 119.95 crore for upgrading Guwahati Medical College Hospital as a super speciality hospital, while, the State Government has constituted an Employment Generation Mission.

Under the provisions of clause 12 of the Accord, action was taken to make birth and death registration compulsory and due to the actions taken by the Government, birth registration increased from 56 percent in 2003 to 73 percent in 2007, while, during the same period, death registration increased from 27 percent to 34 percent, the report added.

The report further revealed that an ex gratia amount of Rs 30,000 was paid to the next of kin of the martyrs of the Assam movement and a proposal for increasing the same to Rs two lakh is under consideration of the Government.
