Works, education ministers tour Ccpur to inspect work progress

Lamka, Sep 27: The state works and printing minister K Ranjit Singh and minister of state for education and sericulture L Jayanta Kumar paid a visit to Churachandpur from about 9.30 pm to carry out inspection of the progress of works taken up under their departments today.

The visiting team was accompanied by the transport director and commissioner and other officials along with the PWD CE, EE, AE and many of the subordinate officials.

Soon after reaching Churachandpur the team went to the district transport office located at Hmar Veng where the site for a train reservation centre and passenger reservation centre were inaugurated during a ceremony.

Speaking to the press, the transport minister L Jayanta said that within 15 days time all the necessary buildings and installation of computers will be completed while five more staff will also be posted in addition to the existing ones.

Thereafter, reseravations will started giving much relief to the people of the district as they will not be required to go to Imphal and waste money unnecessarily, the minister said.

The function was followed by an inspection of the New Bazar bus parking whereby an improvement work is underway in full swing since some months back.

The team then went to inspect the proposed site for inter state bus terminus at Pangjawl village.

Here, the transport minister said that the works department would take up the work very soon while showing pleasure at the suitable selection of the site.

He went on to say that from the security point of view the place would be safe considering its nearness to the BSF/ STC camp apart from stationing of the territorial army at the place.

Good quality work would be encouraged and for that there was Rs. 1.25 crores available under the DPR, he said.

Ranjit on his part said that all NGOs and concerned officials should extend support to make the endeavour a success.

The team later went to inspect the maintenance work taken up along the Tidim road from Churachandpur to Singngat upto the Khuga diversion called the Prayer mountain.

Here, the works minister said that they had come to oversee whether the complaints made by the public concerning the quality of the work were true or false.

He said quality maintenance was the moto of the department and wherever they undertook any work any comprise on quality would be met with neccessary action, he said.

“We will not give payment to those contractors who don’t maintain quality and that is possible because so far no biils have been given to the contractors,” he said.

He also said that the problems of the people living in far off places could not be ignored. All NGOs and concerned officials should give all possible help so that everything is completed as per plan, he said.

Govt announces 11 percent DA increase for its employees

IMPHAL, Sept 27: The state government has announced an 11 percent increase in dearness allowance of its employees by enhancing it from the existing 74 percent to 85 percent, while 50 percent of the dearness allowance or dearness relief will be merged with the basic pay or pension.

The revised dearness allowance will be effective from October 1 this year, an office memorandum of the state finance department said adding that DA will continue to be a distinct from remuneration and will not be treated as pay within the ambit of FR 9(21) of the state government.

With the issue of the office memorandum, the finance department, treasury and bank authorities have been instructed not to pass claims of merger of relief in respect of pensions without the authorisation from the office of the accountant general (A&E), Manipur, official sources said.

Meanwhile, the state government has also decided to merge 50% of the DA/DR with basic pay/pension in respect of the state government employees/pensioners, another separate office memorandum of the finance department said.

The dearness allowance/dearness relief converted into dearness pay or dearness pension respectively would be deducted from the existing rate of dearness allowance/dearness relief. Consequently, the remaining DA payable at the rate of 35% of pay from December 1 this year will be computed on the basis of basic pay, dearness pay, and stagnation increment, if any.

The decision to merge was taken after a long consideration of all aspects and especially the recommendations of the 12th Finance Commission regarding non-plan grants to the Manipur government for the period 2005-07, available resources and the need to maintain a targeted level of revenue and fiscal deficit in the state’s finances, the sources said.

As per the decision of the state government, with effect from December 1, 2007, the DA equal to 50% of the existing basic pay will be merged with the basic pay and shown distinctly as dearness pay (DP) which would be counted for purposes like payment of DA, house rent allowance, special compensation allowance, transfer grant, retirement benefits, contribution to GPF, license fee, various advances etc.

The entitlements for LTC, TA/DA while on tour and transfer and government accommodation shall, however, continue to be governed on the basis of basic pay without taking into account dearness pay, the government office memorandum stated.

In respect of medical and veterinary doctors who are drawing non-praticing allowance, in lieu of practice, merger of DA equivalent to 50% of basic pay as dearness pay with effective from December 1 this year 2007 will be calculated on the basis of the pay plus stagnation increment, it further stated. Furthermore, Dearness allowance with effect from December 1, 2007 in the case of doctors shall be calculated on the basis of pay plus stagnation increment, if any, plus DP plus non-practicing allowance, NPA limited to Rs.31,200.

Since, 50% of dearness allowance converted into dearness pay is counted for retirement benefits, pension/family pension will also be calculated at 50% and 30 % respectively of pay plus dearness pay subject to minimum of Rs. 1,913 and maximum of 50% and 30% respectively of the highest pay plus dearness pay. Provision regarding the matter has been amended, the source said.
