Meaning of Democracy

The system of education is the basis of administration. Therefore, to think upon education for the coming generation is the duty of the administration also. But the present system of schooling is non-existent in the Govt. Schools. The virtue of the children could not dream by the guardians today. The labour of the students have been diverted on a journey of tuition centres. Talent of the students could hardly identified in the schools. The latent power of the child inert has dubbed into the show off tuition system. No children is intending to labour into study. School teachers appointed before 10, 15 years could not teached the books of today. Govt. is not care of timely survey into the schooling systems. Teachers had not given training for the system of teachings and knowledge of the books introducing by latest as a result Govt. schools have been buried into the bush.

NCERT is trying the best to bring the good books. But, Govt. is not ready for change over the well polished books fit for the present situation, turning over the old systems of teachings and training for the teachers. But, the salary of the teachers should be enhanced because, they are also maintaining the family.

There is a system of administration for education in those of democratic countries. But, the scenario in India is different. Because, the constitution makers could not think over the vast area of the country, the population of the country, the educational data of the country, the economy of the country, the communication system of the country, the health of the population, the integrity towards the constitution have been considered for the limited area of the country. Specially the NE. Peoples did not know about the constitution drafted by Shri B.R. Ambedkar. It has been approved by the limited people at Delhi, not taken the opinion from the people of the N.E. Region as I presumed. If it had been discussed such dissatisfaction of administration might not be seen in the area. It ought to be expressed my opinion that the system of democracy for education is not considered earlier. As a result the economy of the states of the N.E. is not yet improved.

So educational system in the country if considered to be on favourable way for the children shall bring a brighter democracy in India.

Another break-up of links in the administration is LAW. The Judicial System in India, Specially in North East has no Shape of course, small tit bits are legislating in the courts. But, the big gain fishes are in the deep ocean, which is harmful and sabotagious in the Society, which is not accessible with the hands of law. The law and judiciary in India is so limited in execution but too voluminous in look. In the other countries we can find out who is culprit, but in India, we can not root up the huge and vast leafs of the constitution is the room to hide a culprit and easy to cover the hole mark of the sickness.

Therefore, the law implementing authorities could not identified the real culprits of the nation. There agencies of the Govt. could not execute any job of righteous actions due to confused bi-laws constituted on the basics of the law and order of the state. The law is vague the law makers are also confused, the implementation is vague the law itself is under the grip of observations. So, to define law is the call of the day.

Although independent judiciary has limited jurisdictions to streamline an undercurrent problem of the nation. Rather judiciary extends suo-motto provision to intervene the administration when the existing Govt. is seems to be misappropriating the line of administration.

In as much as the judicial apprehension in the administration the constitution extends more flexible hands which of the act could not touch by law, that is democrats, diplomats to lambaste the intention of the weak and incorrect authenticity in administration.

After judiciary there is implementing machinery i.e. District authorities as Dy-Commissioner, District Magistrate, Sub-Divisional Magistrate. The D.C.,D.M., or below S.D.O., S.D.M., are implementing elements of law. The Superintendent of police (S.P.) as whipping element of the administration. There too, D.C. is revenue authority as well as judicial authority in District and Police is supplementing or guarding element of law. So now, both are law handling authority as well as revenue authority. Therefore, the revenue is economic observing scrolls and law is character making machineries. Both limbs are more important bodies in one.

But, today the revenue position is very awkward as law and order is not existed in the state. This is a real visibility in failure of administration. In Manipur who is ruling, who is sitting, who is suffering, who is crying, who is laughing no body knows.

A BDO, SDO, Engineer, Lawyer, Doctor is always working half heartedly. They are money making, behind the education of own children and to please the democrats. People are working for the elected members, whereas elected members are not working for the people. If a helpless person approached to those elected members for removing some problems of an individual e.g. seeking a little monitory help for treatment of his child or wife or brother or husband, therein also barging some benefits of the personality, otherwise he will not extend the help. This is democracy.

Therefore, the authority of the District, the Sub-Division and the Head of Departments have handed over their power to the democrats or to the gun power. This is democracy in India.

There are innumerable subjects to be discussed which have already neglected by the constitution of India, but those neglected parts are very vital to the people, and needs to brought forwarded to the Government for necessary actions in favour of people.
