KSO reiterates demand

Lamka, Apr 9: The KSO, Sangaikot Block has once again reiterate its call in shifting the working office Sangaikot TD block from its present location within the township to its genuine location and appeal on the contractors engaged in Sugnu-Churachandpur road to immediately complete the left off portion as was agreed upon.

Still lenient on their approach so far, the KSO Sangaikot Block has offered three weeks timeframe to do the needful which otherwise will attract a severe form of agitation, it says, as it would be constrain to assume that their leniency has been taken for granted yet again.
The student body also noted its gratitude to the Deputy Commissioner for his positive response in deputing a Fact Finding Committee of various Departments to ascertain the true condition of the block.

All the Government officers and staff of Sangaikot TD block have been informed to do their duty faithfully and sincerely, else we will continue to expose their negligence, it adds.


Dam site survey

IMPHAL, Apr 9: In connection with issuing forest clearance for construction of the proposed 1500 megawatt capacity Tipaimukh Multipurpose project, a 10-member team of the Appraisal Committee set under the Ministry of Environment and Forest would be arriving here tomorrow to survey the project site.

The team of the Appraisal Committee headed by former Union Power Secretary P Abraham as chairman would reach Imphal tomorrow and on the following day they would leave for the project site by helicopter to survey the types of the forest available at the project site and the extent likely to be affected through construction of the project.

After returning of the team comprising of academicians and officials of Ministry of Environment and Forest, a joint meeting with the State officials would be held on April 12, according to sources.

The main duty of the committee is to issue forest clearance.
Public hearing for construction of the project had already been conducted at Tipaimukh inspite of strong protest from anti-dam activists.


KSO inspection

IMPHAL, Apr 9: In the interest of developing the education system, Kuki Students’ Organisation, Sadar Hills carry out inspection tour of the educational institutions and study centres located within Sadar Hills from the current month, information and publicity secretary of the student body Haobem Chongloi said in a statement.
Apart from inspecting the educational institutions, the team will also check implementation of EGS and AIG scheme under Sarva Shiksha Abhiyan (SSA) which are meant for the welfare and upliftment of the under-privileged students in particular, Chongloi said.
While EGS system has been taken up by the SSA Department, the works under AIG scheme is particularly handled by the registered NGOs of the State. Hence, KSO would not remain a silent spectator if the benefits of these schemes denied to the students.
The student body has also appealed to the authorities of the all the educational institutions and the officials of SSA Department in Sadar Hills to extend their co-operation in this regard.



Cabinet to discuss ADC ordinance, other issues today

IMPHAL, Apr 9: A cabinet meeting of the O Ibobi led SPF government will be held tomorrow at the Cabinet room of the chief minister’s office to discuss 12 agendas, including most importantly the draft Manipur Hill Areas Autonomous District Councils Ordinance, 2008.

Mention may be made that a bill with regard to the amendment of the Autonomous District Council Act which was tabled in the House was withdrawn on April 3 last by the government after detection of many technical flaws in the bills even though the state government is planning to conduct the elections to the autonomous hills district councils shortly.

It may also be mentioned that due to non-amendment of the act the elections to the councils could not be conducted for the last more than 20 years.

Before taking it up in the Cabinet meeting, the draft ordinance has been brought to the knowledge of the state Governor who has held consultations with officials of the state law department on the matter.

A source said that the draft ordinance had been put up before the Governor so as to avoid its sending back after the Cabinet gave approval.

In the scheduled Cabinet meeting tomorrow at least 12 agendas will be discussed, an official source said.

Other important agendas include consideration for Cabinet approval to the revised draft business of the government of Manipur (allocation) (27th amendment) rules 2008, amendment of section 57 (4) of the Manipur Panchayati Raj Act, 1994 and setting up of Manipur State Information Technology Society.

It also includes framing of rules namely “The devolution of power and functions to the panchayati raj institutions (Maintenance/management of bus stands/termini/way side amenity complexes and collection of parking fees) rules, 2007,” and consideration of the report of the Kwakeithel Akham Leikai firing inquiry commission.

A scheme for appointment and promotion of sportspersons etc. will also be taken up in the scheduled Cabinet meeting.

Other agendas are extension of two posts of deputy superintendent of jails in the jail department with effect from 1996-97 till 28/2/2009, contractual appointment of key staff members for establishment of state headquarter cell under the global fund for AIDS, tuberculosis and malaria, GFATM of the National Vector Borne Disease Control Programme, Manipur.

It also includes engagement of N Sanjoy Singh, son of late Yaima Singh, ex-chowkidar-cum-sweeper in the office of the public prosecutor-cum-government advocate, HC, Manipur, as recommended by the committee of officers, the source said.
