Lamka, Oct 7: CDSU sponsored bandh called in support of MUTSU and ATSUM’s agitation today mars normal life here as vehicles stayed off-road and offices including educational institutions remain closed while business establishments refrained from trading.
In one of the most intense form of agitation witness this year in the district CDSU activist seized dozen of motor keys ranging from two wheelers to heavy vehicles but refrained from any destructive approach. Tribal students begin to leave MU
The tribal students left MU campus as they allegedly felt insecure there. The students shifting to DM College campus were not related with the current agitation, clarified ATSUM spokesperson Joseph R Hmar.
Speaking to reporters this afternoon, Joseph demanded that the 10 student activists arrested in connection with yesterday’s incident should be released without any condition and that the Government should give an assurance to fulfil their demand about reservation in MU by 6 pm today.
Otherwise, more intense movements will be launched, he added. The ATSUM spokesperson further demanded that the interview for recruitment of guest lecturers in Manipur University held on October 6 and 7 should be declared null and void.
As the tribal students’ agitation turned violent which resulted in vandalising MU structures and vehicles, 10 student activists were pulled up by police.
The arrested students include eight functionaries of MUTSU and two of ATSUM. It is reported that Court has permitted the arrested students to be freed on bail.
Meanwhile the Zeliang-rong Union (AMN) has decried the ugly skirmishes between MUTSU agitators and the local people that took place in the vicinity of Manipur University, Canchipur yesterday.
Maintaining that ATSUM and MUTSU called the general strike demanding reservation of seats for tribals in both teaching and non-teaching staff, the ZU (AMN) condemned the alleged act of local people resorting to confrontation with the peaceful agitators.
A press release by ZU (AMN) further appealed to the authority concerned to redress the grievances of the tribal students at the earliest so as to maintain peaceful co-existence among different communities.
The Siamsinpawlpi (Paite Students’ Organisation) has also strongly condemned the arrest and detention of MUTSU leaders who are demanding their rights and demanded their immediate release without any conditions.
In a statement, the student body also condemned the attack on the students by some people at the gate of MU and demanded that they be arrested and punished according to law.
Backing the stand of MUTSU and ATSUM, the student body said that it will give full support to the proposed National Highway blockade for the cause of tribal students unity and for the implementation of the demands raised by MUTSU and ATSUM.

Arrested tribal student leaders refuse bail, likely to land in jail
Out of 117 tribal students rounded up by the police for launching an agitation at the Manipur University campus, 10 were further detained by the police while the others were released yesterday evening.
The detained students include Sonthang Haokip, president MUTSU, and former president Gaisingam along with two core committee members, John Pamei and Helmang Touthang, ATSUM president John Pulamte and general secretary Thomas Thysia while others are the executive members of the two tribal students bodies.
They were produced before the duty magistrate this afternoon by the Singjamei police in connection with a case registered against them.
The court ordered bail to all of them but the student leaders refused to accept as a result of which police had to keep them under judicial remand.
They have been lodged at Imphal City police custody after they were transferred from Singjamei police yesterday afternoon. They are likely to be sent to jail, according to police sources.
On the other hand, more than 300 inter state service tourist buses and goods ferrying trucks stranded at Mao gate and around 70 vehicles including 30 buses and goods carrying trucks stranded at Jirighat are reportedly on their way after the end of general strike this evening, according to the police sources.
The 36-hour state-wide general strike which was called jointly by the Manipur University Tribal Students’ Union, MUTSU, and All Tribal Students’ Union Manipur, ATSUM, on reservation issue for the tribal concluded peacefully today.
Though the general strike had no impact at all in most parts of the state, including in the hill districts, academic atmosphere at the Manipur University had been totally paralysed since yesterday.
In the meantime, the tribal students at the MU hostel carried out mass exodus protest by leaving the hostel this morning to mark another protest over the detention of their leaders by the police.
Over 120 tribal students of the MU today left their respective hostel rooms and are camping inside the campus of Tribal Research Institute at Adimjati Chningmeirong at present.
Joseph R Hmar, spokesman of the ATSUM in a press conference held this afternoon at Adimjati complex in Imphal said that the tribal students in the state will intensify their agitation if their demands including revocation of recent interview of guest lecturers of history department in MU and restoration of state reservation policy in the university are not met.
He also demanded unconditional release of their leaders.
Meanwhile, Zaliangrong Union, Manipur, Assam and Nagaland and Siamsunpawlpi Imphal Block (Paite Students’ Welfare Organisation) today expressed solidarity with the agitations launched by the MUTSU and ATSUM.
In separate press statements the students bodies expressed their condemnation of the incidents of brutal assault on students by the police yesterday inside the MU campus and urged the concerned authorities to book the police personnel involved in yesterday’s brutality against the tribal students.
On the other hand, the volunteers of Churachandpur District Students’ Union while showing their solidarity to the cause of the tribal students imposed general strike in the district today.
The volunteers of the students body also burnt the effigies of chief minister O Ibobi Singh and vice-chancellor of Manipur University Prof Ch Amuba at Churachandpur public ground this noon.

117 striking tribal students arrested, strike fails to have much impact
Meanwhile, around 100 goods ferrying trucks along with 11 inter-state passenger buses were stranded at Mao gate owing to the general strike. Even though security escorts were sent to bring them to Imphal, drivers and truckers refused to go with them, the report added.
Before the police rounded up the students a clash took place between the striking tribal students and a group of unknown youths which the tribal students suspected to be hired by some persons with vested interest against their stir, when the former blocked the traffic near the MU campus early morning.
The 36-hour state-wide general strike called by the ATSUM with support from various tribal bodies including the MUTSU commenced from 6 am today. The same will continue till 6 pm tomorrow.
The strike, however, did not have much impact on the people as plying of vehicles on the roads in most parts of the state including in the hill districts was reportedly normal. Shops and other establishments also remained open, reports collected from various sources said.

However, services of the passenger buses along the national highways and inter-district roads were suspended for the day owning to the general strike.
In the early hour today, at least 117 tribal students including leaders of the Manipur University Tribal Students Union, MUTSU and All Tribal Students’ Union, Manipur, ATSUM who took to the streets along the Indo-Myanmar section to block the traffic were detained by the police.
Among the detained students were MUTSU president Sonthang Haokip and former president Gaisingam along with two core committee members, John Pamei and Helmang Touthang. ATSUM president Dr John Pulamte and general secretary Thomas Thysia were also among the detained students.
Before this, the agitating students had broken windshields of at least three vehicles allegedly for violating the general strike which could not make much impact in most parts of the state except in some places in Senapati district.
As many as 100 goods ferrying trucks coming from outside the state along the Imphal Dimapur section of the NH-39 along with inter-state passenger buses arriving at Mao gate this morning remained stranded there.
Reports said that the truckers and drivers of the stranded vehicles refused to proceed with the security escorts personnel lamenting that the number of escort personnel was very less and they would not be able to protect them from possible attacks from the strike supporters.
The ATSUM imposed the 36-hour state-wide general strike from 6 am today till 6 pm of tomorrow in protest against the proposed interview programme set by the Manipur University authorities for appointment of guest lecturers in the history department of the university despite their demand for enforcement of state reservation policy in the university even though it has been taken over by the Centre.
Mention may be made that MUTSU with the support of other tribal students bodies in the state has been pressing the state government and MU authorities to maintain the status quo of state reservation policy in the university stating that Centre’s reservation policy on education sector is not suited for application in the state where schedule tribe population is far greater than that of schedule caste.
Today, at the first hour of the commencement of the general strike, around one hundred tribal students under the MUTSU took to the streets nearby the MU campus and smashed some vehicles.
While they were engaging in blocking the road some youths who the ASTUM alleged were sent by some vested interests confronted them leading to injuries to many tribal students. One of the students, named Chasang Baite was hospitalized due to injuries in the wild fracas.
Later, police intervened and fired tear gas and used mob dispersion equipment to disperse the students. The youths who attacked the tribal students, however, vanished before the police could round them up.
The agitating tribal students, who were still at the site were picked by the police and detained at the Singjamei police station.
After the clash and following the detention of the students of the MU, another group of tribal students of the university took to the streets and police once again rounded them up as high tension prevailed among the students of the same university.
The general strike, on the other hand, could not get good response from the people as normal traffic on the streets in Imphal and other important routes were normal.
Reports collected from other districts including from the five hill districts also indicated less response to the general strike except in some parts of the Senapati district.
Meanwhile, strongly condemning the detention of tribal students, the strikers have demanded immediate release of the students detained by the police.
The striking body in a statement today blamed the MU authorities of “wear and tear” policy and demanded government intervention for bringing social justice to all sections of the people of the state.
The Senapati Students’ Association also in a statement today expressed strong condemnation of the police and sought immediate release of the students.
They also condemned the mishandling of striking students by a mob stating that it was a direct confrontation with the tribal community.
It also acknowledged the effort of the ATSUM and MUTSU in demanding the rightful claim of the tribal reservation.
The district students body also threatened to launch many forms of agitation if the authorities do not fulfill their demands.

MUTSU's demand for reservation, Stir turns violent, cars smashed, many held

Imphal, October 06: The 48 hour State wide bandh called by the Manipur University Tribal Students' Union (MUTSU) and All Tribal Students' Union, Manipur (ATSUM) and supported by ANSAM and KSO took an ugly turn as violence erupted at the gate of MU forcing the police to crackdown on the agitators.
Police picked up 145 student agitators, but 135 of them were let off later in the evening.
The bandh was called to demand reservations of tribal candidates in the university as well as to protest the conduct of interview to select guest lecturers in the History Department.
Despite the bandh, the interview was conducted as scheduled today.
In connection with the incident, Manipur University authorities lodged an FIR with Singjamei police station.
From early morning tribal students of MU stopped all vehicles passing in front of the university on NH-39 and forced the closure of shops in the vicinity of the varsity.
This led to a confrontation between the students and the local people and as the situation threatened to go out of hand, additional police force rushed to MU and cracked down on the agitating students and picked up 145 of them.
At about 10 am a large number of tribal students rushed towards the A Block of the university and personnel of 7 MR deployed there earlier swung into action to control the situation.
The security personnel resorted to lathi charge and fired tear gas shells.
Three cops including an officer were hurt in the stand off with the students.
Some of the students managed to extricate themselves from A Block and then smashed the window shields of the library, students home and other rooms.
Three cars belonging to faculty members of the university were also extensively damaged.
A Maruti 800 (AR-01A 6675) car belonging to Professor Amar Yumnam of the Department of Economics was extensively damaged with the windscreens and window shields shattered by the protesting students.
Ironically Prof Amar Yumnam has been writing in great details about the need to work for the betterment and development of the hill districts, which he call the Mountains as well as the hill people.
Later speaking to reporters, information secretary of ATSUM, Joseph Hmar condemned the assault launched by the local people and added that a student from Churachandpur, Sashang Vaiphei, a first semester student in the Economics Department, was injured.
Condemning the action of the local people, the student leader demanded the release of all the students Decrying the incident at the gate of MU when the local people allegedly attacked the agitating students, MUTSU and ATSUM informed that among those picked up by police were the president of MUTSU, president of ATSUM and the general secretary and demanded their release.

KSO and ANSAM warn of ‘joint struggle’
It is pertinent to note that Manipur University Tribal Students’ Union (MUTSU) and All Tribal Students’ Union, Manipur (ATSUM) have announced the imposition of a statewide bandh from 6 am of October 6 to 6 pm of the following day to press their demands with regard to the reservation issue in Manipur University.
Interacting with NNN on Sunday, KSO-GHq president P.Simte and ANSAM president David Choro said that the two students’ bodies have agreed to support the MUTSU’s demands “for equitable reservation or quota in all recruitments in Manipur University”. Reasoning their decision, the two tribal student leaders said, “The 34.2% reservation for the Scheduled Tribes at all levels in the teaching and non teaching staff in Manipur should be maintained at all costs”.
David Choro and P.Simte reminded of the past development and said that the agreement that was arrived in the meeting with the Prime Minister, the State government and MUTSU/ATSUM in February 2008 at New Delhi should be strictly adhered to.
“Therefore, there should not be any kind of recruitment process in Manipur University until and unless special provision to ensure the 34.2% quota is incorporated as promised by the Prime Minister of India,” asserted the KSO and ANSAM leaders.
“The KSO and ANSAM are pained to state that there has been systematic deprivation of Scheduled Tribe seats in the recruitment of teaching and non teaching staff in Manipur University even before the University was upgraded to the status of Central University. Gross violation of recruitment norms has been practiced in the 25 years history of Manipur University depriving the tribal people of their fare share of quota,” alleged P. Simte and David Choro.
While threatening to impose ‘a total bandh’ in the event of the University Vice Chancellor going ahead with his decision in conducting interview for guest lecturers in History on October 6 and October 7, the KSO and ANSAM said that they will ensure that no interview is underway on those slated days.
“We will support the MUTSU in whatever action they contemplate to carry out in order to stop any kind of recruitment in the University,” pledged the Kuki and Naga student leaders.
“The gentlemen’s agreement of the Prime Minister, the State government and the tribal students’ representatives should be respected in letter and spirit by all concerned. The genuine cause of the MUTSU’s struggle for their rights should be understood by the people in its entirety,” further asserted the KSO and ANSAM leaders while adding with a pinch,
“The day is not far behind when the tribal students will take up a joint struggle to realise a separate Hill University in the state if the current imbroglio of reservation issue continues to persist”.

‘We killed Hindu leader’ Maoist; Hindus Refuse; Christian Killings Continue
Indian nuns protest against the recent violence which has seen Christians attacked.
Sabyasachi Panda, the head of the Communist Party of India-Maoist, told reporters of two private television stations that his group was behind the Hindu leader’s death, the country’s national news agency said Sunday.
The leader, Laxmananda Saraswati, preached the tenets of Hinduism to the tribal people of the state. And Panda said Maoists had earlier warned him to desist from “such works” or face consequences, PTI said.
Panda said the Maoists killed Saraswati because he was “spreading social unrest” in the tribal area, the news agency said.
The Indian government has consistently claimed the shooting death may have been the work of Maoist rebels.
But hardline Hindu groups blamed the state’s Christian minority for Saraswati’s death.
He and four others were killed in August when 20 to 30 gunmen barged into a Hindu school and began shooting.
Afterward, police arrested five Christians as suspects in the case.
The hardliners held up the arrests as proof of Christian complicity. They took to the streets in anger, rampaging through predominantly Christian neighborhoods, ransacking shops and torching houses.
A Christian orphanage was set on fire. A 20-year-old woman, who was teaching children inside, burned to death.
Christian resident fought back, and the clashes spread.
The communal violence left churches and temples razed to the ground. More than 20 people died, and hundreds were arrested.
Even after the Maoists’ claim of responsibility, some fundamentalist Hindu groups blamed Christians for the death.
The hardline Vishwa Hindu Parishad, or World Hindu Council rejected the claim saying the communist group — known as ‘Naxals’ — did not have a religious agenda.
“Have the Maoists started fighting in the name of God now?” VHP leader Subansh Chauhan was quoted as saying by CNN-IBN, CNN’s sister network.
The rebels, who claim to be fighting for the poor and the dispossessed, have been battling the government in an insurgency that has resulted in thousands of casualties since the late 1960s.
Indian Prime Minister Manmohan Singh has called Naxalism India’s biggest security threat. Last year, more than 800 people were killed in Naxal-related violence across the country, according to local media reports.
VHP rejects Maoists’ Swami murder claim– CNN-IBN
prominent Maoist leader on Saturday claimed responsibility for the murder of Vishwa Hindu Parishad (VHP) swami Laxmanand Saraswati and four others, which had sparked off large-scale anti-Christian violence in Orissa’s Kandhamal district in August.
Speaking from an undisclosed location, Maoist leader Sabyasachi Panda told two Oriya news channels that their outfit decided to kill Saraswati because he was spreading “social unrest”.
VHP, however, has rejected the claim saying Naxals don’t have a religious agenda. “Have the Maoists started fighting in the name of God now?” VHP leader Subansh Chauhan said, rejecting Maoists’ claim.
Meanwhile, state Chief Minister Naveen Patnaik has hit back at the Centre for accusing him of not controlling communal violence in Kandhamal.
The Chief Minister shot off a strongly worded letter to Home Minister Shivraj Patil, reminding the Centre of its own shortcomings in controlling terror. He also attacked the Centre for not doing enough to help the state government in controlling the situation at Kandhamal for the initial few weeks of violence.
“The country is facing serious situations threatening the life and the property of its citizens in various states such as Jammu and Kashmir, the north east and other Naxal-affected states. The terror strikes in the very capital of New Delhi itself. (That) must have put great strain on our resources. It is, therefore, not the time to point fingers at the efforts of the state government,” Patnaik said in the letter.
“The Home Minister wrote to yesterday. His letter had many errors and many unjustified points. So I clarified all that,” Patnaik told reporters.
Patnaik also met Orissa Governor M C Bhandare on Saturday evening. After an hour-long meeting, Patnaik apparently felt assured that President’s rule is not likely to be imposed in Orissa.
“I briefed him about the situation in Kandhamal and nothing relating to article 356 was discussed in the meeting,” Patnaik says.
After being on the receiving end for quite some time the Chief Minister of Orissa has finally acted tough on the Centre, but the question remains will he also act tough on communal violence in Kandhamal and bring back peace to the district soon.

Rev. Madhu Chandra, All India Christian Council (aicc) Regional Secretary, said, “The death tolls are climbing, but less than a hundred are confirmed. Perhaps this is why the Orissa attacks haven’t gained international attention the worst violation of the freedom of religion in any democracy in recent history. What most people don’t realize is the goal of the attackers is to inspire fear. The attackers believe India is only for Hindus and their stated purpose is to convert people to Hinduism or force them to leave. To accomplish this, they only need to kill one or two people in each village or church. This is clearly terrorism and ethnic cleansing, but few Indian leaders are admitting it.” Most of the victims are Dalits, formerly known as untouchables, from a tribe called Pano.
Dr. Joseph D’souza, aicc president, said, “The events of the last month, not only the attacks but the negligence of government, would be sad if it happened in a dictatorship or a totalitarian regime. The fact that it’s happening in the world’s largest democracy makes it infinitely sadder.”
Some police, mostly in rural areas, are neglecting their duties. For example, a Roman Catholic nun was raped amidst mob violence on Aug. 25, 2008 , in Kanjemandi village between Raikia and Balliguda, Kandhamal District, Orissa. A medical examination of the nun conducted that night at the Balliguda Hospital confirmed rape. Both the victim and a priest, who tried to defend her and was severely beaten, tried to file cases in the Nuagaon police station. Their “First Information Reports” (FIR) were rejected. Eventually, the same FIR was accepted at the Balliguda police station. But, in spite of numerous eye witnesses, police didn’t investigate until 38 days after the attack and made four arrests yesterday.
India’s Supreme Court said on Aug. 8, 2008 that any police officer who turns away a person without registering his or her complaint could face contempt of court charges and imprisonment (see “Cops understand only crack of whip, says Supreme Court” by Dhananjay Mahapatra, Times of India, Aug. 9, 2008). Justice B.N. Agrawal and Justice G.S. Singhvi instructed victims to appeal to their local chief judicial magistrate or the chief metropolitan magistrate. Ironically, the decision was scheduled for review on Aug. 25th, the same day as the attack on the nun.
“We demand that the officials in Orissa follow the law. We know multiple cases where Christians have tried to file cases with police after being attacked and the police turned them away. Police say they are overwhelmed and don’t have time to file cases or investigate since they must focus on maintaining order. But surely they realize that, unless crimes are promptly punished, the perpetrators are indirectly encouraged to continue their crimes. Justice is being denied to hundreds of victims,” said Chandra.
There has been no news about a second rape case. A young nun of the Cuttack-Bhubaneswar Roman Catholic diocese working at Jan Vikas Kendra, a social service centre near Nuagaon, was reportedly gang raped by mobs on Aug. 24, 2008 .
Similar violence lasted about a week over Christmas 2007. Some are calling it “Christian-Hindu clashes” but media reports and aicc Orissa state leaders confirm that Christians are the overwhelming victims and are not instigating attacks. There are scattered reports of Christians firing guns in self-defense. The current violence is entering its seventh week since it began on Aug. 23, 2008 after the killing of a controversial swami by unknown assailants. Extremist groups blamed Christians for the murder.
The violence spread to at least ten other states and has affected hundreds of churches and thousands of Indian Christians. Within Orissa, the violence spread to almost half of the districts, and then was contained to Kandhamal District. But now attacks are spreading again with incidents reported in Gajapati and Boudh districts in the last few days.
Other examples of recent violence include:
Sept. 26th - G. Udayagiri, Kandhamal District: A young Christian man named Rajesh Digal was on his way home from Chennai. While walking with his Hindu friend, they were attacked. The Hindu man was stabbed in the left side but escaped. Rajesh was buried alive.
Sept. 30th - Rudangia, Kandhamal District: About 60 houses of Christians were burned in the morning, and one Christian lady was shot and killed while seven others were injured.
Oct. 2nd - Sindhipakali, Kandhamal District: At 8 p.m. , mobs attacked the village and set Christian houses on fire. They stabbed and killed a father and his teenage son in 9th standard (grade). Both were Dalit Christians.
The All India Christian Council (www.aiccindia.org), birthed in 1998, exists to protect and serve the Christian community, minorities, and the oppressed castes. The aicc is a coalition of thousands of Indian denominations, organizations, and lay leaders.

KNO decries attacks
In a press release issued today by Lenin H Kuki, Secretary, Information and Publicity of the organisation stated that, on September 5 last, the KNF (P) cadres swooped down upon the outpost of KNA at Wakan area (Saikul) in which a civilian house was raged to the ground, besides creating insecurity and fear psychosis.
It said, again on September 21, heavily armed cadres of the same outfit attacked another outpost of KNA at Samusong area (Yaingangpokpi) killing Corporal Janglet Guite on the spot.
Not satisfied with the killings of their own brothers, the KNF (P) cadres again attacked the same outpost at Samusong Area on Octoter 2, killing Private Thangjangam Mate of Tuisomjang and seriously injured Private Seimang Vaiphei alias Seipi of Sapormeina, Lenin H Kuki revealed.
However, the KNO has till now restrained itself from retaliating against their own Kuki brethren and has adopted defensive methods so as to prevent any casualty.
Because the KNO is well aware of the futility of fratricidal killings of the past, the press release further stated.
Questioning the KNF (P) its motive behind the attacks and the benefits of fratricidal bloodbath, Lenin H Kuki reminded the KNF (P) that only with the hope of brining peace and security in Kuki land, the SoO was endorsed in New Delhi not for killing each other.
He also urges KNF (P) to reconsider and stop their hate-and-kill policies and actions for the sake of peace and brotherhood.
There can be no genuine success in our fight for national regeneration of the Kuki unless peace and unity is acheived, he stated.
He further stressed that it is indeed a shame that the party/front claiming to be Kuki nationalists are annihilating their own people.
Questioning the stand taken by the Indian Security Forces, the press release lamented that the Indian Security Forces were silently watching the rampant attacks carried out by KNF (P) which is totally against the "Peace Process' of SoO.
If the Indian Security force are happily enjoying the fratricidal killing initiated by the KNF (P), then the KNO would be compelled to seek alternative means of maintaining force and security among the kuki people" it said.

TN Haokip urges for foreign exchange facilities in Manipur
NEW DELHI, Oct 4: One-day Special Summit on Banking, Industries and Credit Issues in the North Eastern Region with an emphasis on financial inclusion was held today at Vigyan Bhawan here under the aegis of the Union Ministry for the Development of North Eastern Region.
In the inaugural session, Ms. Usha Thorat, Deputy Governor of Reserve Bank of India spoke on ‘Financial Sector Plan for the NE region’, O.P.Bhatt, Chairman of State Bank of India on ‘Overview of the banking and credit issues in the NE Region’ and Abhijit Sharma of Indian Institute of Bank Management, Guwahati on ‘Issues of Financial Inclusion of the NE Region’. Thereafter, the Chief Ministers or Finance Ministers or its representatives of North Eastern States delivered the issues concerning to banking, industries and credit in their respective states.
T.N.Haokip, Manipur Minister of Public Health Engineering/ Information/ Tourism who represented the Manipur Chief Minister emphasized the need for providing foreign exchange facilities in Manipur for catering to the trans-border trade at Moreh. He reminded that the State Government had already proposed to the Reserve Bank of India for setting up the facilities at the State Bank of India (SBI), Imphal Branch and two other selected branches of other banks at Imphal, a SBI or United Bank of India (UBI) branch located at each District HQ and the UBI, Moreh Branch.
The Manipur Minister stressed the urgent need for establishment of more currency chests at strategic locations in Manipur. He said that two district Head Quarters in the State namely Imphal East and Bishnupur were without RBI currency chests. The branches of SBI at Bishnupur and the proposed branch of SBI at Imphal East might be provided with the currency chests so that RBI Currency Chests were established at all the District HQs. Moreover, local banks like Manipur Rural Bank (MRB), Keishampat Branch and Manipur State Cooperative Bank, Imphal Branch might also be permitted to install currency chests, he added.
He mentioned that Moreh had been emerged as a trans-border trade centre between India and Myanmar. There would be bus services from Moreh to Mandalay in Myanmar. He said, “The main facility extended by the UBI branch at Moreh presently is to receive deposits for money transfers to Imphal and elsewhere. As such, the chest capacity remains fully utilized for most of the time particularly due to inconvenience of remitting the surplus cash to Imphal on surface transport. Therefore, there is a need to upgrade the chest capacity suitably as also to resolve the problem of remittance of cash from the branch regularly”.
He said that the Manipur had 94 bank branches, out of these 9 branches of Manipur Rural Bank (MRB) were not functioning. Only 85 bank branches were operational. Manipur had the highest Average Population per Branch Office (APPBO) amongst all NE States. In 2005, the APPBO of Manipur was 29791, which was alarmingly high in comparison to the National Average (14949) and NER Average (19885).
He also pointed out that out of 41 blocks in Manipur, 20 blocks were without bank. Low branch network had affected the per capita deposits and opening of the Deposits and Credit accounts in the State. With the inadequate banking services in Manipur, the State could hardly cope up with the increasing demands of banking and credit facilities. The state had already presented the case to the Reserve Bank of India and the approvals had not yet come out.
The Minister stated, “It needs to be stressed that in underdeveloped areas of North East Region, banking has to be seen not only as a commercial activity but as a social service too for a certain gestation period. It is, therefore, a mandate for the banks, too, to bear some cost in achieving the objectives of equitable national development. The State Government is of the view that the cost of security should not be a hindrance for banks to come forward in opening new branches”.
He further stated that considering the importance of the Regional Rural Banks(RRB) for developing the rural economy as well as to ensure adequate flow of institutional credit to the rural and agricultural sector, the Government of India in 2007-08 decided to recapitalize 29 RRBs located in 16 States having a total negative net worth of cover their losses. Manipur Rural Bank, the lone RRB in the State was among them. A revival plan had been put in place with infusion of fresh capital and of its share the State Government had released a sum of Rs.120 lakhs and the balance amount (Rs.75.25 lakhs) would be released shortly.
Manipur Rural Bank had been opening with a network of 27 branches spread over in all the 9 districts of the State. Out of 27 branches, 9 rural branches were not functioning for a long time. It needed to be revived on priority and the state government was committed to provide necessary assistance for furthering the business for the MRB, he added.
In his address, Mani Shankar Aiyar, Union Minister of DoNER said that North Eastern States had huge potential for its economic development. Existing non-formal banking system of the region should be fully utilized. The Centre earmarked Rupees 14 lakh crore for NER vision 2020 and the banking sector should play a major role in translating the vision into the reality.
In his address, P.Chidambaram, Union Finance Minster stated that intermediary agencies should be developed for effective operation of the non-formal banks. The banks should play both pioneering role and facilitator role in the NE Region for economic growth. He expressed the willingness for opening more currency chests in NE States if the state governments had provided security.

KLA sets record straight | KNF clarifies
In a statement, C-in-C of the outfit T Stephen Kuki said since the formation of KNO/KLA T Goulen Doungel alias T Stephen Kuki was the C-in-C while Khaikam Touthang was his deputy. Unfortunately, Khaikam Touthang killed his C-in-C and ran away with Rs 20 lakhs which he shared with some KNA leaders, and thus the problem and internal conflict began to haunt the organisation.
However, with the initiatives of some advisors, Khaikam and his colleagues were forgiven in order to bring unity and strengthen the organisation. Consequently Thanglenlal alias T Stephen Kuki was made the C-in-C and Khaikam Touthang was given his former post. But taking advantage of the good gesture, he again took Rs 6 lakhs and couped organisation arms on August 11, 2008 at Aigejang village with the help of KNA Wing VI and then he merged with KNA, Step-hen said, adding that all the relevant files and records are with him.
Asserting that Armstrong Gangte, Max Kuki and MC Doungel are true KNO/KLA cadres working for the cause of Kuki community, Stephen said the followers of Khaikham Touthang would be forgiven if they mend their character and return to the parent organisation.

KNF clarifies
IMPHAL, Oct 4: While clarifying that there is no such person in the name of James working as the outfit’s division III finance secretary, the Kuki National Front (KNF) has cautioned the general public not to entertain any monetary demand made in his name. A press release issued by the outfit’s information and publicity secretary LH Stephen informed that cpl Hebron is the finance secretary of division III and SS Mate divisional secretary. It further warned all anti-social elements including James trying to carry out extor-tion in the name of the outfit to surrender at the earliest failing which they will be awarded capital punishment. The KNF also cautioned general public against impostors trying to extort money in the name of the outfit.

The Hill Areas Committee, Manipur Legislative Assembly in its meeting held on September 26 with its Chairman Thangminlen Kipgen in the chair has expressed deep concern over the reported persecution of Christians in the States of Orissa, Kerala and Karnataka. Taking serious note of such violation of funda-mental rights, the Committee resolved to urge upon the President of India to take imme-diate measures to end the persecution against the minority community professing Christian religion in the country where the principle of secularism is guaranteed to all its citizens under the Constitution, conveyed a release.

CDSU demands fresh & clean recruitment
Lamka, Sep 4: Against the backdrop of competent candidates going to the press about the alleged kickbacks demanded by officials during the recent recruitment rally for Women Police, Churachandpur District Students Union today
asked the authority, of the price in all levels of the recruitment process in order to get selected.
Two young women from Mata village here, who were vying for the women police berth, today made public their annoyance about the recruitment process through the local media and appeals on the CDSU to take up their cause, leaving the later with no choice.
Vunglunniang (Chest No. 31), daughter of Ginsuan of Mata and Niangngaihmawi (Chest No. 49), daughter of Tuanzapau also from Mata, said the local media, stood first and second during the rally
but their names were omitted in the selected list, as they fail to pay Rs. 10,000 demanded of them by the officials.
The duo is also quoted by the media as saying that they were witness to money exchanging hands.
Pay Rs, 10,000 and you are already selected; if you can’t you have no chance, they were told said the local media further. Vunglunching, claimed that she stood first during the PET race even said that another woman who gave up during the race and arrived to the scene later made it to the merit list while she failed.
With no other option left in hand now, the CDSU today said it will not take the case lying down and demanded the SPF government to immediately initiate departmental inquiry and book the culprit to justice besides conducting a completely fresh PET and ensure that free and fair selection process is in place.

ATSUM & MUTSU Call General strike
In a joint statement the tribal students’ bodies said decision to enforce the general strike was arrived at an emer- gency meeting wherein the State Government as well as MU authorities’ lack of commitment to honour previously agreed terms to keep in abeyance the recruitment exercise was seriously noted.
The statement recounted that on September 19 this year representatives of MUTSU-ATSUM along with the MU Vice chancellor and other teaching faculties had agreed to put on hold fresh recruitment in the varsity until the issue of reservation for tribal candidates is finalised.
Moreover, a meeting on the same agenda/issue was held at the Chief Minister’s office chamber on February 29 wherein an understanding was reached ‘to go slow or put on hold’ any recruitment in MU until reservation policy of tribals is amended, ATSUM-MUTSU noted.
“Before conversion of MU from State to Central university in 2005, MU Syndicate illegally adopted a resolution under No.30/90/3.9.89 and gave a mere 10 percent reservation for ST/SCs at the entry level (Lecturer level).
“Since establishment, only five ST candidates have so far been recruited into faculty members, out of which two had already retired,” highlighted the joint statement while informing that in non-teaching faculty, the University has recruited 38 STs out of total of 322.
The reservation norm after the upgradation of MU to a central varsity meant SC/ST candidates could have only 7.5 percent representation compared to the earlier percentage of 10, the statement pointed out and described as unjustifiable that SCs comprising of only 2 percent of the State’s population would benefit with 15 percent of the amended reservation policy. Further stating that in case the reservation policy is not amended only 30-35 ST students could be accommodated in an academic session, the students’ bodies called upon the Government and MU authorities to rectify the anomaly for the sake of justice.
“Our faith in the Government and MU authorities has failed but our faith in the people of Manipur will help us solve the problems and bring peace and justice in our State,” it added.

Manipur Bus fare revised
Consequent to the Cabinet decision, Commissioner (Transport) H Imocha Singh has also issued an order in this regard. The order explained that the revised rates are illustrative only and the detailed rates of all types of commercial vehicles including the hiring charges shall be published in the Manipur Extraordinary Gazette shortly. In view of this position, Commissioner (Transport) has also made an earnest appeal to All Manipur Bus Owners’ Association to withdraw the ongoing vehicular bandh which has been launched Statewide indefinitely since yesterday and to resume their normal public transport servi e immediately in public interest.
Meanwhile, the transporters’ body in a release announced withdrawal of its chakka-bandh agitation and conveyed to transport operators to resume service from tomorrow.

Manipur Passenger buses go on indefinite strike demanding fare hike
IMPHAL, Oct 3: Many passenger buses were smashed or forced to halt on the way by strike supporters Friday as the indefinite chakka bandh called by the All Manipur Bus Owners Association commenced from 5 am this morning on the demand of hiking of fare rates.
Office goers had to take lifts to their work places today owing to the suspension of bus services on all the important main roads.
At least 22 strikers who smashed or forced buses to halt at various places were detained by the police.
Members of the AMBOA are demanding raising of fares by 30 percent of the existing rates lamenting that government failed to revise the fares since 2005 even though the price of fuel had been hiked on many instances.
Today morning, members of the striking body turned out at Sekmai bazar along the NH-39 and blocked the inter-state services leaving Imphal for other places outside the state.
They also broke windshields of at least four inter-state buses for violating the strike and attempting to go ahead with passengers.
Strike supporters also took to the streets along the Tiddim road at Ningthoukhong, Bishnupur as well in Thoubal on the Indo-Myanmar road and Mayang Imphal on the Mayai Lambi road to block the passenger buses. They also deflated the tyres of the vehicles.
Police detained four strikers at Mayang Imphal, five at Bishnupur bazar and 13 at Thoubal while they were blocking and smashing the vehicles.
The empty bus parkings in Imphal were seen crowded by the people who looked for alternate means. Taxi services also took advantage and transported them at higher charges.
Speaking to the IFP, secretary of the striking body, AMBOA, A Priyokumar while justifying the demand for hiking of the fares said that even though the fuel prices since 2005 had increased by Rs. 8 per litre the fares fixed by the state government still remain unchanged.
He also observed that the prices of goods had also hiked manifold since then and owners were facing deficit while running their buses.
“Since long back we have been pressing the state government to make a revision in the fare rates of the passenger vehicles. We have submitted various memorandums and carried out sit-in protests on the same demand, but the state government is still silent on our demands,” he said.
Even though they don’t want to launch such stirs considering the problems to be faced by the people, they are compelled to do so, he said while appealing to all to bear with them.
He also demanded immediate unconditional release of the strikers detained by the police and hinted at intensification of the stir if their demands were not fulfilled by the authorities.
Two resolutions passed in House; Members unanimous on demand for HC
IMPHAL, Oct 3: Two resolutions including a government resolutions and another private member resolution were passed today unanimously by the House on its second sitting of state Assembly.
The government resolutions ‘Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act, 1993 (Act No.46 of 1993) was passed today by the House after a thorough discussion.
This Act was enacted by the Parliament for the prohibition of employment of manual scavengers as well as construction or continuance of dry latrines and for the regulation of construction and maintenance of water seal latrines and construction and for the matters connected therewith or incidental thereto.
The leader of the House chief minister, O Ibobi Singh today moved to pass a resolution for application of the Act in the state of Manipur in pursuance of clause (I) of article 252 of the Constitution of India.
The House unanimously without having much discussion and without much objection from the opposition bench passed the resolution.
However, during the discussion, opposition MLA O Joy made his observation that the resolutions has been already enacted by the Parliament and there is little meaning for more indepth discussions for passage by the Manipur Assembly.
The House also today unanimously resolved on the establishment of a separate High Court for the state for the fourth time after the motion was moved as private members resolution jointly by the opposition MLAs from MPP led by O Joy, Dr Ng Bijoy Dr Ibohalbi and RK Anand in the House today.
While moving the resolution O Joy observed that establishment of separate High Court in the state is a long pending demand and earlier the House had passed the same resolution on three occasions.
He recounted and said it was initially passed in 1982 when Y Yaima was speaker of state Assembly. It was resolution no 28 of the House. The second time resolution was taken during 1997 during tenure of W Nipamacha as Speaker on May 11, 2007.
Since then there has been no follow up from the Central government for the establishment of the separate High Court in the state, O Joy observed.
He further mentioned that it is mandatory under the Constitution of India to establish a separate High Court in a state but the Centre is not converting the spirit of the Constitution into action, he observed.
Its a violation of legal rights in the state, he observed adding that apart from this, various grievances and inconveniences have been facing by the lawyers of the state due to the lack of separate High Court of the state.
He also urged the state government through the House to adopt another resolutions in order to press the Centre.
Dr Ng Bijoy Singh while taking part in the discussion said that considering the enrolled numbers of cases in the Guwahati High Imphal Bench and existing infrastructures, accommodations it is a must for establishing a separate High Court for the state of Manipur.
MLAs I Ibohalbi and RK Anand who also took part in the discussion insisted that having separate High Court is a must for the state considering the existing trend of enrollment cases in the Guwahati High Court Imphal benches.
Due to the lack of separate High Court in the state, many talented lawyers and other legal experts of the state have ended up their exposures at Guwahati. So strong pressures should be given from the state government to the Centre, they insisted.
State law and legislative affairs minister Th Devendro while taking part in the discussion insisted to come to the point by the movers of the resolution in the house while deliberately expressing his desire to take another firm resolution of the House.
After the deliberations from the law minister another resolution which would the fourth one was passed by the House today.

So, was the visit linked to the ensuing Assembly polls in the state? "No", said Rahul Gandhi. Media and local politicians did not get a whiff of the AICC general secretary's visit to the villages near Kota. Some journalists, however, managed to catch up with Rahul Gandhi, at an NREG work site at Pinjani, about about 50 km from Baran district headquarters.
He said he came to the village on Gandhi Jayanti with a social objective. "Youth shall have to play a positive and constructive role in building the nation," he told the media. He said he wanted to see the poor tribals and take a closer look at their problems. "I have been touring the country and staying in villages to understand the rural people and these visits are apolitical," he added.
The Gandhi scion flew into Kota's small airport on Wednesday evening from Jodhpur. After interacting with tribals, including groups of women, in Amrauli village, Rahul had dinner with a tribal, Birbal, and his family members. He went to bed well past midnight and slept on a cot even as SPG provided him a three-tier security cover.
On his way back on Thursday, he stopped by at Pinjani village on Kishang anj-Bhanwarg arh road to meet the labourers engaged in digging a pond under the National Rural Employment Guarantee Scheme. He not only spent time with the labourers, but also lifted mud like them during his two-and-a-half hour stay at the work site. At Bhanwargarh, he visited the office of an NGO and stayed there for some time. From Bhanwargarh he moved to Pinjani village.

Report: Consultation on ST Reservation in Manipur
On September 27, 2008 at around 4:00 pm, leaders of the All Tribals Students Union, Manipur (ATSUM) came all the way from Manipur and organise the first ever consultation meeting on the current situation of reservation in Manipur at India Islamia Cultural Centre, Lodhi Road, New Delhi. The meeting was moderated by David Buhril.
Research scholars, student leaders of different tribes, government and non-government employees, lecturers, lawyers, professors and activists shared their views and suggestion after the ATSUM president had briefed on the subject of consultation.
Main points of ATSUM President´s Speech on Reservation in Manipur
According to the `Manipur Reservation of Vacancies in Posts & Services (for SC and ST) Act, 1976´, the ST´s (31%) and SC´s (2%) are entitled to occupy 33% of all government jobs and seats in Manipur but this has never been fully implemented.
The `Manipur Reservation of Vacancies in Posts & Services (for SC and ST) Amendment Bill 2006´ does not mention anything on the penalty to be given to those who do not abide by the said law. The percentage to be reserved for SC/STs was more or less fixed with no room for determining it as per the state´s population. The Bill also almost completely room for promotion of tribal Class II officers to Class I officer in departments such as, PWD, IFCD, Power, PHED, V & AH, Agriculture, etc.
At present standing, tribals are deprived of least 10,000 jobs under the state government.
Education department, which has largest number of employees after Home department, has just 3037 ST employees out of the total 12140 i.e. (25%) and this means that there is a shortage of more than 700 posts (6%) for ST in the department.
The State´s Legislative Assembly Secretariat, the centre of the democratic system, has only 24 tribals out of 305 regular employees - a clear shortage of some 70 posts for ST´s.
Before conversion of Manipur University established in 1980 from `state´ to `central´ university in 2005, MU Syndicate illegally adopted a resolution under No. 30/90/3.9.89 and gave a mere 10% reservation for ST/SCs at the entry level, i.e. `Lecturer level´. Since establishment, only 5 ST have so far been recruited into faculty members. In non-teaching faculty, the University has recruited 67 ST´s (20.8%) out of the total 322.
Now, under Central University as per Central Reservation Norm, reservation would come down from 31% to 7.5% for ST´s whereas that of SC´s will increase from mere 2% to 15%. In such situation MU that usually admits some 130 - 140 tribal students for various courses in one academic year will now be admitting only 30-35 tribal students.
Under pressure, the state chief minister has led the ATSUM to meet the prime minister on March 14, 2008. Also, on August 19, 2008, the State Cabinet passed a resolution `to request the centre (GOI) for amendment of Central Reservation Policy with regard to Manipur University to follow the State Reservation Policy i.e. 31% for ST´s, 2% for SC´s and 17% for OBC´s as a special case.
The meeting came to end at 6:30 pm and dinner was served. The next consultation meeting may be convened where resolutions are expected to be adopted. Anyone who likes to share their views may get set from now.
