Mumbai Impact | Home minister Shivraj Patil quits, Chidambaram to take over & Finance to PM

NEW DELHI: Home minister Shivraj Patil, under tremendous criticism over a spate of terrorist attacks in the country since last year, has resigned in the wake of the Mumbai terror strikes. Patil has said that he felt obliged to take "moral responsibility" for the brutal attacks in Mumbai, an official government source said.

Finance minister P Chidambaram will take over as the new home minister and the finance ministry will now be under the direct charge of Prime Minister Manmohan Singh. The CWC, which met here on Saturday night, gave the marching orders to Shivraj Patil.

There was unanimity in the CWC that the political face of the government can be saved only with a drastic overhaul.

Chidambaram, who had an earlier stint in the internal security
department, was the obvious choice to succeed Patil and the PM's charge of the economy is expected to bolster confidence in the country's economic management.

The massive collateral damage of the commando operation at Taj, Trident and Nariman House is being blamed on the delay and inadequacy of the response of the MHA in pressing the NSG into service.

Patil, who had offered to step down at the Congress
Working Committee (CWC) meeting on Saturday night, sent his resignation to Prime Minister Manmohan Singh on Sunday morning, sources said.

The 74-year-old Patil was inducted into the Union Cabinet despite his defeat from Latur in Maharashtra in the 2004 Lok Sabha polls. He has been a target of the opposition as also the detractors within the party over his handling of the internal security situation in the country.

Chidambaram takes over as home minister

NEW DELHI: Finance minister P Chidambaram was on Sunday appointed home minister after incumbent Shivraj V Patil resigned owning moral
responsibility for the Mumbai terror attacks, the worst the country had seen.

63-year-old Chidambaram, who has had a stint as minister of internal security under the late Rajiv Gandhi in late 1980s, was shifted to the home ministry after amidst demands for the ouster of Patil, who had come under severe attack for his handling of internal security matters.

Prime Minister Manmohan Singh, himself an economist of repute, will hold the finance portfolio at a time when the country is suffering from the ripple effects of the global recession. Singh had held the finance portfolio for five years under the late P V Narasimha Rao.

A Rashtrapati Bhawan communique announced the appointment of Chidambaram as home minister after acceptance of Patil's resignation. It said the Prime Minister will hold the additional charge of finance.

Indications that Chidambaram would be given the new responsibility came when he was called as a special invitee to the Congress Working Committee (CWC) on Saturday night and he met the Prime Minister on Sunday morning to discuss the situation arising out of the Mumbai terror attacks.

After recommending Patil's resignation to President Pratibha Patil, who is away in Indonesia, the Prime Minister spoke to Chidambaram formally conveying the decision to give him the new assignment.

The appointment also came hours before the start of the all-party meeting convened by the Prime Minister to discuss the Mumbai attacks and evolve a consensus on how to combat terror.

Shortly after his appointment, home secretary Madhukar Gupta gave him a briefing on the ministry, especially in the current context of tackling the menace of terrorism.

A Harvard-educated MBA and an eminent lawyer, Chidambaram brings to home ministry his vast experience as a political administrator he had gained during his various stints in the government at the Centre.

He started as a deputy minister of personnel and training in 1985 and was promoted as minister of state within a quick time. Then he was made minister of state for commerce with independent charge in the Narasimha Rao government and had teamed up with Manmohan Singh in the post-1991 economic reforms era.

Later, he held the finance portfolio in the United Front government under H D Deve Gowda and I K Gujral, a ministry he got again when the Congress-led UPA came to power in 2004.

Chidambaram, who has the confidence of Sonia Gandhi, was also responsible for trying to get ahead with economic reforms in the face of strong opposition from the Left allies in the coalition. He was in the thick of matters handling the situation arising out of first the global meltdown and later the deep recession.

PM takes charge of finance ministry

NEW DELHI: Prime Minister Manmohan Singh will hold the additional charge of the finance ministry as finance minister P Chidambaram was on Sunday
moved to the home ministry after Shivraj Patil's resignation.

Home Minister Patil resigned earlier in the day in the wake of the massacre of 183 people in the Mumbai terrorist attack.

A press release issued by the Prime Minister's Office (PMO) said Chidambaram would look after "the portfolio of the ministry of home affairs and the prime minister shall look after the ministry of finance".

The prime minister is already looking after the information and broadcasting ministry after his cabinet colleague Priya Ranjan Dasmunsi suffered a heart attack last month.
