90 candidates file papers | District Council Elections

Shillong/Jowai: Forty six candidates belonging to different political parties including independents have so far filed their nomination papers from constituencies in East Khasi Hills under KHADC while 50 filed their nominations under JHADC, Jaintia Hills.

Under the KHADC, 27 of them filed their nominations on Friday. The nominees included David Kharsati (UDP), Bonifast Thabah (independent) from Sohryngkham constituency.

UDP MLA from Dienglieng Remington Pyngrope also filed his nomination to contest the district council elections from Dienglieng constituency. Other nominees were KHNAM sitting MDC Lambor Malngiang, Divinson Pyngrope (UDP) and Marbatstar Kharbyngar (Congress) from Nongkrem constituency, Blooming Lyngdoh (KHNAM) from Lyngkyrdem, UDP sitting MDC DP Iangjuh, Danial Wahlang (MDP) and Khrawkupar Jyrwa (NCP) from Mawsynram constituency, Carmelstone Sohtun (UDP) from Laitkroh constituency, Congress sitting MDC and MLA Ronie V Lyngdoh, A Filington Roy Thangkhiew (UDP), Kynsaibok Hynniewta (KHNAM), Ninistar Kharphanbuh (independent) from Mylliem constituency, Banri Kupar Wahlang (UDP), Mickey Shabong (Congress) from Laban-Mawprem constituency, KHNAM sitting MDC Latiplang Kharkongor from Nongthymmai constituency, Jemino Mawthoh (NCP), Kroshon Mylliemngap (UDP) and Neil Antonio War (Congress) from Laitumkhrah-Malki constituency, Betbok Marbaniang (Congress) from Mawkhar constituency, Congress sitting MDC Martamlin Pyrbot from Jaiaw constituency, Amanda Pathaw (NCP) and Maurice Lyngdoh (Congress) from Mawlai constituency, Congress sitting MDC Lamphrang Blah from Mawphlang-Diengiei constituency and Congress sitting MDC and Sohiong MLA Donkupar Lyngdoh from Nongspung-Sohiong constituency.

In a 30-member house (one nominated MDC), KHADC has 18 constituencies in East Khasi Hills, four in Ri-Bhoi district and seven in West Khasi Hills district.

Under the JHADC, fifty candidates representing several political parties, including a number of Independents, filed their nomination papers here on Friday. Nomination papers were received at three different places in the district - DC Office, Jowai, Sub-Divisional Offices at Khliehriat and Amlarem respectively.

Five contestants filed their nomination papers at Amlarem and nine at Khliehriat while the rest were at Jowai.

Among those who submitted their nominations from Jowai were Moonlight Pariat (Jowai Central), ES Lyngdoh (NCP) from Mynso-Nongjngi, Mihnyngkong Sutnga (NCP) from Shangpung North, TZ Dkhar (NCP) from Raliang, Headerson Symblai (NCP) from Nartiang, Sorsing Shadap (INC) from Borato, Qually Suiam (UDP) from Mookaiaw, Hilarius (NCP) from Moobakhon, Thombor Shiwat (INC) from Nartiang, Riio Sten from Borato, Markos Surong from Nartiang, Constantine Langstang (IND) from Raliang, Hillarius Dkhar (NCP) from Borato, Newanly Lamare (INC) from Raliang, Wanbiang Shadap (NCP) from Shangpung South, Bhawan Chyrmang (UDP) from Saphai, Devison Syntem (UDP) from Nongjngi, Shemhok Garod (UDP) from Nangbah, Turoilang Laloo (IND) from Ummulong, Sainlang Laloo (IND) from Ummulong, JM Kyndiah (UDP) from Ummulong, Rome Pariat (NCP) and Laitsing Shylla (INC) from Ummulong, Walming Kyndait (NCP), MB Rymbai (INC), KS Rymbai (UDP), from Amwi-Khliehtyrshi, Hermon Phawa (NCP), Kmenlang Shylla (INC), from Mukhla-Wahiajer, JU Nongrum (UDP), Emsaid Phawa (INC) from Jowai North and Embhahlang Khyriem (INC) from Jowai Central.

At Amlarem, the candidates were Lamdibok Sumer (INC), Stephanson Mukhim (INC), Hollando Lamin (INC), Paul Lamin (NCP) and Provision Pakynteiñ (IND).

At Khliehriat, the candidates were Helping Phawa (UDP), Diiolinda Dkhar (NCP), Obil Kyndait (INC), Shrop Dkhar (IND) from Tuber, Hambis Phawa (IND), Benjamin Pala (NCP) Fineliness Bareh (IND) from Bataw, Phrang Rymbai (INC) from Rymbai, TK Darnei (UDP), Arborhima Darnei (INC), Williama Thiete (NCP) from Saipung, S Rockywell Sutnga (INC), Seiborlang Shadap (UDP) from Sutnga-Narwan, Micheal Nongtdu (UDP) Sutnga-Nongkhlieh, Francis Lamin (UDP), Desos Pohshna (IND), Da-o-ibor Lapasam (IND) from Narpuh whereas Phulness Siangshai (IND) will contest from Musniang and Richard Singh Lyngdoh (UDP) from Sumer.


All depts must stick to reservation policy’

SHILLONG: Urban Affairs Minister Paul Lyngdoh on Friday said all the government departments must abide by the State Reservation Policy, stressing that any deviation from the policy should be left to the State Cabinet for a final decision.

"Any single department cannot relaxed the policy on its own for any specific purpose. A department can only put forward such a proposal to the Cabinet for final decision," Mr Lyngdoh said while reacting to reports of alleged violation of the State Reservation Policy in appointment of two lecturers at two city colleges.

The Urban Affairs Minister said vacancies up to 10 should be reserved for local candidates of the State as per the State Reservation Policy.

Mr Lyngdoh felt that local candidates should be given preference in recruitment of lecturers at St Edmund's College and St. Anthony's College where there was one vacancy each.

Earlier on Thursday, Higher and Technical Education Minister Manas Chaudhuri stated that the job reservation policy had mere guidelines and that law did not bind the policy.

Quoting a Supreme Court ruling, Mr Chaudhuri said, "The State cannot impose its reservation policy on minority and non-minority colleges."

Though St Edmund's College and St. Anthony's College are minority institutions, they have to abide by the reservation policy of the State since they are receiving aid from the State Government, he observed.

When contacted on Friday, the Education Minister reiterated that there was no deviation from the State Reservation Policy in appointment of the two lecturers at St Edmund's College and St. Anthony's College.

He pointed out that all the proper procedures had been followed before approving the names of the two lecturers.

"Even if the two institutions receive financial aid from the State Government, they are still under the purview of the Supreme Court ruling. It is not proper to go against the ruling of the apex court," Mr Chaudhuri added.

It may be mentioned here that KSU and FKJGP have asked for removal of two Science teachers from St. Edmund's College and St. Anthony's College, alleging that they were appointed in violation of the State Reservation Policy.

Inadequate staff, medicines hamper functioning of hospital

Shillong: Jaintia Students Union (JSU) on Friday brought to light the plight being faced by the common man at Jowai Civil Hospital.

From being unhygienic to lack of manpower, especially nursing staff, the Hospital is facing acute shortage of medical facilities forcing in-patients to buy everything from outside including medicines and dispovan syringes, according to JSU.

Addressing newsmen at the Shillong Press Club, JSU education secretary R Parien flanked by president L Nathan Pale and other members said that the union last week went to inspect the condition of the hospital and was surprised to find inadequate supply of medical facilities, shortage of nursing staff and the hospital was in highly unhygienic condition.

"Patients admitted in the hospital are facing a tough time as they have to buy everything from outside including medicines and dispovan syringes," Mr Parien said.

Expressing concern on the unhygienic condition of the interior and exterior portion of the hospital, Mr Parien questioned the absence of civic sense especially dumping of wastes everywhere around the hospital premises.

The JSU was also shocked to know that the hospital still do not have the intensive care unit (ICU) for treating patients, especially during emergency like accident cases and others.

The JSU urged the State Government to look into the problems and take immediate steps to improve the functioning of the hospital by providing adequate supply of medical facilities, increase the number of man power and maintenance of cleanliness.

Mr Parien felt that the government should also install a PA system in the hospital to inform the people on any important announcement and other appeals.

Meanwhile, the JSU informed it has detected one person with the name Dr HG Chauhan from Kolkata allegedly a 'fake doctor' who owned a clinic known as Life Care Clinic at Khanduli in Jaintia Hills. The JSU found out this case during a surprise inspection to Khanduli village on Thursday.

"We suspected that the person is fake doctor since he could not produce a certificate to prove himself as a genuine doctor and does not possess a trading license," Mr Parien alleged.

Quoting people from Khanduli, Mr Parien accused that Mr Chauhan had even used to give expired medicines to patients from the area, adding, "few days ago, the fake doctor had also gave an injection to a child suffering minor sickness and after two hours the child died."

The clinic was closed down by the JSU activists and informed the matter to Jaintia Hills Deputy Commissioner and Superintendent of Police demanding strong action against Mr Chauhan.
