AICC leader to arrive in Shillong today

NEW DELHI: Amid heightened political activities in Meghalaya, AICC General Secretary in charge of the State Luizinho Faleiro will leave for Shillong on Friday, party sources said. During a special briefing on Thursday, party leaders expressed confidence that Congress would form the next government in the State. "Wait for a few days and Congress will come back to power in the Hill State again," Congress leaders said.

Amid claims and counter claims, Maj (retd) Ved Prakash defended the efforts made by the Congress to bring down the ruling MPA Government to form its own government. "The people's verdict in the 2008 Assembly elections was for Congress which got the highest number of 25 seats," he said, adding "the same was reaffirmed in the Umroi by-elections where the party snatched the seat from the UDP."

Maj Prakash said, "People of the State are fed up with the ongoing infighting among the MPA partners. Hence there is nothing wrong in pulling down such a coalition which does not have any common ideology".

The veteran Congress leader also defended the action of the two Independent legislators, saying that the Anti-Defection Law was not applicable in their case.

To a question on possibility of a Congress-NCP coalition, Maj Ved Prakash said that everything would depend on the State unit of the Congress. "Whatever it decides will be the final one," he said.

Rs 1775 cr vote on- account tabled in Nagaland

Kohima: Nagaland Government on Thursday tabled a vote-on-account in the State Assembly seeking withdrawal of Rs. 1774.29 crore from the exchequer to meet expenditure of the first four months of the next financial year.

Chief Minister Neiphiu Rio, who also holds finance portfolio, estimated the total deficit at Rs. 559.24 crore for the year 2009-10.

Explaining on the reasons for presenting Vote-on-Account, he informed the house on the second day of the third session of Eleventh Nagaland Legislative Assembly that although the planning commission had already finalized the State’s plan size and there is no constitutional bar on presenting a full fledged budget, but still the government sought suggestions from the Election Commission in view of announcement of parliamentary poll schedule.

As it has been a convention in many states to go for vote-on-accounts during electioneering, the commission suggested the state government also do the same, he said.

The chief minister also discounted the opposition Congress claim that it impressed upon the EC to prevent the DAN government from presenting a complete budget. The chief minister also tabled supplementary demands for grants for regularization of excess expenditure for the year 1996-97 and supplementary demands for grants for the year 2008-09.

Earlier, giving his remarks on debate on the governor’s address, Rio clarified that the recent Naga consultative meet was organized jointly by his government and political affairs committee of DAN and joint invitation was given to the opposition Congress.

He hoped that the Congress would extend support to the government it its efforts towards finding an acceptable settlement to the vexed Naga problem by playing the role of active facilitator.

The Chief Minister also clarified that since the state government was not a party to the political talks between the centre and the underground leaders, it was not in a position to spell out about the status of the peace dialogue.

He asserted that the Congress should have asked the UPA government and the underground leaders to disclose the status of the negotiations and what proposals were made by the Naga leaders.

Participating in the discussion and also during question hours, the Congress members said that they would have participated in the meet had it been organized by the state government instead of the PAC of the DAN.
