SC sniffs food scheme scam, orders probe

Imphal, March 07 2009: Taking note of possible irregularities in the implementation of the 'Ready to Eat Food' Supply programme in the Anganwadi Centres of the State, the Supreme Court has entrusted the State Vigilance Commission to investigate into the matter. The Ready to Eat Food Supply programme is being implemented by the Social Welfare Department under its Integrated Child Development Scheme (ICDS) with funding from the Government of India.

Under this programme Ready to Eat Food items are being supplied to the children of the Anganwadi Centres in the State.

Disclosing this to The Sangai Express, a reliable source informed that the Vigilance started its investigation since last year following the directive of the Supreme Court after serious apprehension has been raised over the possible irregularities in supplying the Ready to East Food items to the Anganwadi Centres by the Social Welfare Department.

The Supreme Court has specifically directed to find out whether there is UG nexus in the supply or not, the source disclosed.

After the matter was brought to the notice of the State Government, the Department concerned had already submitted an affidavit to the Supreme Court enumerating the details related to the implementation of the programme, the source said.

The investigation of the Vigilance relates to the period of 2005-06, 2006-07 and 2007-08, the source added.

The source, however, declined from divulging information on the progress of the investigation being carried out by the State Vigilance Commission.

In accordance to the Ready to Eat Food Supply Scheme, there are in all 660 Anganwadi Centres in Manipur.

Out of these centres, 107 are located in Imphal East, 97 in Imphal West, 123 in Thoubal, 50 in Bishnupur, 65 in Churachandpur, 68 in Chandel, 35 in Tamenglong, 65 in Senapati and 50 in Ukhrul district.

Even as the Vigilance was conducting the investigation, A Nabachandra, who was the Director of the Social Welfare Department retired from service.

Subsequently, the Joint Director of the Department S Saratkumar has been given the charge of the Director on in-charge basis following the an order issued by the Department of Personnel (DP) on February 28 this year.

The order of the DP has mentioned that the Joint Director has to discharge the duty of the Director over and above his normal duty until appointment of a regular Director of the Department.

However, the clearance of the Vigilance, which is currently investigating on the activities of the Department had not been sought at the time of entrusting the charge of the Director to the Joint Director, the source added.
