Kohima, March 12 (MExN): Chief Minister Neiphiu Rio today placed the interim budget for 2009-2010, seeking approval for Rs. 1774.29 Crore for the payment of expenses during the period from April 1 to 31st July 2009 from the consolidated fund of Nagaland. Making a statement in the third Nagaland Legislative Assembly session, Rio said the amount sought to be passed in the vote-on-account is approximately one-third of the estimated expenditure for the fiscal year 2009-2010.
As per the current estimates, he said, the total receipt for the year 2009-2010 has been placed at Rs. 5238.37 Crore, and the total expenditures at Rs. 5276.79 crore, reflecting a deficit of Rs. 38.42 crore in the revenue account.
After adding a deficit of Rs. 49.50 crore in the public account, the current transactions of the year will result in a deficit of Rs. 87.92 crore. However, as the opening deficit of the year 2009-10 is estimated at Rs. 471.31 crore, the closing deficit for the year 2009-10 is currently estimated at Rs. 559.23 crore, Rio said.
Rio said that he had presented the “vote-on-account” to defray the expenses of the state government for four months from April1 1, 2009 to 31st July 2009. “Although preparations have been completed to present a full budget, it is being deferred in view of the announcement of the poll dates for the forthcoming parliamentary elections as well as the by-elections to the four assembly constituencies in the state,” he said.
He also said ‘there is nothing in the Constitution of India and the laws of the land, or even in the Election Commission’s code of conduct that stands in the way of presenting and passing a full budget after announcement of the election dates’. However, he explained, “The state government decided to present only vote -on-account in deference to the advice of the Election Commission of India, as well as the opinions expressed by honorable members of the Opposition Bench, so as to set a healthy democratic practice and convention.”
Stating that the Planning Commission of India has finalized the State’s Annual Plan outlay for 2009-10 at Rs. 1500 crore, representing a healthy growth of 25 per cent over the current year’s outlay of Rs. 1200 crore, Rio maintained that “this will help us fund the increasing developmental needs of the state, and give a further boost to the growth of our economy.”
“We are now poised at a critical juncture when our economy needs to see more growth, increased productivity and self sufficiency. Only then we will be able to sustain a healthy pace of growth and development, and provide adequate opportunities to the next generation. These will require substantial capacity building at all levels to improve efficiency and delivery,” Rio said.
Rio also requested all in concern to ensure that the government machinery is properly geared up to utilize this increased amount in a timely and responsible manner, “without which it will be difficult to justify further growth in plan size in future.”
Rio said the DAN government has made humble but sincere attempts in the areas of building capacity and generating employment avenues through the CM’s Corpus Fund, nurturing excellence in sports and also encouraging the musical potential of the youth through the Music Task Force and enunciation of the youth and sports policies, the results of which were now very visible in their increasing success at the sports meets at the national and even international level. Rio said that such efforts must continue.
Rio further said that the 13th Finance Commission had recently visited the state and the Commission will be deciding the grants to be given to the state during the next five years starting from 2010-11 to 2014-15. He appreciated all the political parties for their participation in the consultative process with the Finance Commission. He also stated that he will look forward to more of such constructive participation in future.
The chief minister said the DAN government had declared 2008-09 as the year of capacity building recognizing that skill-development, capacity-building of the youth and creation of employment opportunities are of paramount importance in addressing the unemployment issue. Rs. 20 crore was allocated for activities in the governmental sector and non-governmental sector to make the youth suitable for job market and to enable them to earn sustainable livelihood.
Congress dampens DAN’s “dream”

Kohima | March 12 | The Opposition Congress party in Nagaland today said the Naga political issue is not a ‘dream’ and so suggested that the theme ‘one dream, one future’ should be changed to ‘one vision and one pursuit’. Initiating discussion on the Governor’s Address, senior Congress MLA and former chief minister, KL Chishi said the Naga political issue is “not a dream” but “a vision” and Nagas should unite and pursue it.
Also clarifying on the Opposition’s not participating in the recently-held Naga consultative meet, he said if the Political Affairs Committee had convened the meeting, the Congress ‘would be the happiest to participate’. He also termed the consultative meeting as “thunder without rain”. On the claims of good governance being the top priority of the government, Chishi urged the state not to ‘deprive the people of their basic needs’.
He also said infrastructure development should accompany the upgrading process of the administrative headquarters and educational institutes. On police modernization, Chishi pointed that the Nagaland Armed Police battalions have become idle while the IRB jawans are being used everywhere. He urged the government to modernize the armory of the police department.
On the road sector, he questioned the government on the utilization of the Rs. 400 crore sanctioned by the center for the four-lane Dimapur-Kohima road. Alleging that the DAN government engineered the resignation of four Congress MLAs recently with money power and assurances of assisting them, he said “we will also use the same yardstick as NPF started the horse trading.” On the inability of the government to present a full budget this season, he lauded the Nagaland Pradesh Congress Committee for prevailing upon the Election Commission of India and stopping the government from presenting the budget for 2009-2010.
“We are on the threshold of elections and lot of wishful thinking of the DAN Government has been prevented as the budget for developmental activities would have been misused in the electioneering process of the parliamentary and by-elections,” he said.
Expressing that a regional party candidate becomes a non-attached member in the parliament, he said it is high time for Nagas to send a person ‘who can be a member of the Indian National Congress in order to let the Naga voice be heard’.
DAN completes one year in office
KOHIMA, MARCH 12 (MExN): The DAN g overnment on Thursday evening held a thanksgiving service to commemorate completion of one year in office here at state banquet hall. Chief minister Neiphiu Rio in his message called upon the legislators to rededicate themselves to God and the service of people.
He also said that since the Government has committed itself to the Naga political issue and development, it must walk the extra mile.
General Secretary, NBCC, Rev. Anjo in his message said God had ordained three institutions- Family, Church and Government, and that the social and economic salvation has to be provided by the government. PHED minister Dr. Ngangshi Ao also spoke on the occasion. The service was attended among others by ministers, parliamentary secretaries and MLAs of DAN coalition partners and governments officials along with their families.
Resource crunch hits pay revision

Kohima | March 12 | Chief Minister Neiphiu Rio today told the state assembly that the revised pay roll for state government employees on the lines of Central Pay Revision under the Sixth Pay Commission, is ‘under active consideration’ of the state government. Replying to a question raised by Congress MLA Tokheho when it is going to be implemented and from which date it will be affected, Rio said the state government does not have the additional resources required for implementing the pay revision as being contemplated.
Rio said the central government has been requested to provide additional resources for the purpose. The Planning Commission has assured the state government that they will take up with the Government of India after the Central Government’s full budget for 2009-10 is passed. Rio also stated that the date of implementation of revised pay and also the date from which the same can be affected can be determined only after the quantum of additional central assistance ‘receivable’ for the purpose is known.
On being asked what will be the amount of financial involvement, Rio said it will depend on the actual date of pay revision. However, the required funds from the period from 1.3. 2009 to 28. 2. 2010 is estimated at Rs. 592.75 crore if the date of the effect could be set at 1.3. 2009.
On being asked whether the new pay as per the sixth pay commission has been given to the IAS cadres serving under the state, the Chief Minister stated that the new scales as per the Sixth Pay Commission have not been given to the All India Services officers serving in the state, except for those who have already retired or are on the verge of retirement. “As the state government is not in a position to release the new pay scales to state employees, the state government is deferring the implementation of revised pay in respect of the All India Services Officers serving in the state, so as to create a feeling of oneness and solidarity amongst the officials serving under the state government,” Rio said.
