IMPHAL, May 4: Tension ran high in Saikul area of Senapati district with infuriated mob attacking the local police station over the incident of killing a student in firing even as many protestors suffered injuries and shops damaged in the subsequent police action.
In protest against the killing, Kuki Students’ Organisation (KSO), Sadar Hills has called a 48-hour bandh in Sadar Hills area with immediate effect from midnight today (May 4).
The incident of firing reportedly broke out at Thangkhanphai village located just few meters away from Saikul Police Station at around 8.30 pm yesterday.
A student of class XII identified as 17-year old Lalsanglen Mangte s/o late Seikhosat of Thangkhanphai, was killed while a Rifleman of 4th IRB attached with the police station identified as Laishram Sanjoy sustained bullet injuries in the incident.
A personnel of Manipur Police Radio Service identified as Sorokhaibam Romesh who had gone out with Laishram Sanjoy had also been alleged beaten up by unidentified assailants.
Although the police which has been investigating into the incident has not spelled out anything on the causes of the incident and the identity of the personnel involved, S Romen maintained that the firing occurred after three unidentified armed persons took out pistol and tried to shoot at them.
However, the infuriated villagers who stormed at the police station last night have alleged that Lalsang-len was shot dead after being picked up by some IRB personnel.
According to injured S Romen, he was returning along with Laishram Sanjoy from Ikou village in a Honda Activa and heading toward their post at Saikul Police Station when two unidentified youths stopped them along the road at Thang-khanphai and started picking up fight with deriding remarks.
While they were arguing over the matter, another youth suddenly appeared and cocked his pistol towards them. While he was grappling the armed youths to overpower him , Sanjoy ran to the IRB post.
As he was trying to overpower the armed youth, the other youths started hitting him with a club all over his body including the head and he lost consciousness, Romen recalled.
On the other hand, Sanjoy who sustained bullet injuries but yet to established how he had been hit, said that as he shouted on being hit by the bullet, the sentry on duty may have been alerted. But he aid that he did know who started the firing as he went crawling to his post.
After news of the killing of Lalsanglen Mangte spread, infuriated local villagers stormed the police station. Besides causing damage, the infuriated mob also tried to set aflame the quarters, barracks and the vehicles of the police station at around 10.30 pm.
In incensed mob of around 400 people majority of whom were women forced their way into the police station inspite of blank firing by police personnel to ward them off. Once inside the police station, they ransacked build- ing of the police station.
All the goods inside a quarters have also been reduced to ashes in a fire set by the mob which has also gutted all the documents kept in an almirah.
While a Gypsy and a Honda Activa have been partially burnt, a motor cycle had been gutted beyond redemption.
At the time of the mob attack, the police and the IRB personnel of the police station were huddling together inside the bunkers.
Reinforcement of IRB personnel which rushed in to aid in controlling the mob fury was reportedly stopped and prevented from going ahead by a large number of agitated womenfolk at Thangkhanphai.
A Shaktiman truck had been also been kept stationed in the middle of the road to block the passage of the security personnel coming to the rescue of the surrounding personnel in the police station.
The Shaktiman truck had been allegedly hijacked by two armed youths from Thangkhanphai after threatening its driver identified as Maibam Aken (25) of Ikou Bazar and helper Atom Tejmani (23) at gunpoint.
According to driver Aken, after the truck was made to station in the middle of the road, they were subjected to beating before being released and told to go to the police station.
Aken further informed that as they were coming they saw a body lying near the bailey bridge constructed over Ichai river and connecting Thangkhan-phai and Saikul with one armed person standing on the bridge. Not long after, there was sound of gun-firing and both of them rushed down to the river and managed to reach their respective houses.
Both Aken and Tejmani have been treated at Community Health Centre, Sagolmang.
After the mob fury was finally quelled with the arrival of more additional forces, IRB personnel allegedly broke down the door of 22 shops and caused damage to two passenger jeeps and two Maruti vans as the congregation of people at Saikul Bazar did not disperse even after being told, the villagers have charged.
According to the villagers, the IRB personnel also allegedly beat up 22 people including 13 women.
A public meeting held at Saikul Bazar today has strongly condemned the action of the IRB personnel. Along with formation of a Joint Action Committee in connection with the last night’s incident, various demands raised during the public meeting have been placed before the Government.
The public meeting had been convened jointly by Kuki Inpi, Kuki Women Union and KSO of Saikul Block. MLA Doukhomang Khongsai and DIG Range III of State Police M Sushilkumar were also present during the meeting.
The demands adopted during the public meeting include resolution of the matter by the Government in accordance to the Kuki customary laws, termination of the IRB personnel involved in the incident, removal of the IRB post attached with the Saikul Police Station, payment compensation for the damages caused and ex-gratia of Rs 10 lakhs to the family member of student killed in the firing.
The body of the slain student is still lying at the post of 36 Assam Rifles at Saikul.
The injured IRB personnel Sanjoy had been given first aid treatment at the post of 36 Assam Rifles. But as his condition was serious, he was later referred to RIMS Hospital. He sustained bullet injuries on his stomach and thigh.
As Sanjoy was brought to the AR post for the first aid by other IRB personnel, the AR personnel reportedly took possession of four guns including one LMG from the IRB personnel. The guns have been, however, handed over to the ORB personnel afterward, according to informa- tion received from the Assam Rifles.
IG Range-III V Zathang today conducted a conducted a spot inquiry of the last night’s incident.

Cop murdered, KSO sees red
Lamka, Apr 4: A policeman posted at the SP office complex was found murdered today near a waste dump with multiple bullet injuries on his head and chest, police sources said.
The deceased policeman, identified as Thangminlun, 33 son of Otkhokhai of T Gelmuol in Henglep sub-division is said to have manned his post until yesterday evening. The local police however were clueless on the circumstances in which their colleague had met such a tragedy, and were still at dark on who the perpetrators might be.
“We don’t have a clue,” said SP of Churachandpur when asked to name any suspects.
Thangminlun is survived by his wife and three sons. They last met him when he visited his family during a two day leave after the Lok Sabha election.
The body which was retrieved by the local police is lying at the police station. It is expected that the body will be handed over to family members after post-mortem tomorrow.
Meanwhile strongly condemning the incident, the Kuki Students’ Organi-sation, Churachand-pur has submitted a memorandum to Chief Minister O Ibobi laying a four point charter of demands with the rider that if they are not fulfilled then they would be constrained to impose a general strike from May 6.
The demands as laid down by the student body include, identification of the culprits, arrest and punishment according to the law of the land, payment of suitable ex-gratia and rehabilitation of the family of the deceased as curently and recently practised by the Government, payment of all permissible benefits as per service rule to the family members without any delay and that the State Government should take all initiative to prevent such untoward incident in the future.
The KSO also said that they should not be held responsible for any unwanted developments. Expressing shock at the murder, the student body wondered how a cop on duty could be killed in such a high security zone.
