Suspension of operation, Designated camps, ID cards issued

IMPHAL, Nov 15: Of the two conglomerates of Kuki UG groups who have entered into Suspension of Operation (SoO) agreement with the State Government and the Government of India, issuance of identity cards to UPF cadres started today. Moreover, designated camps for the UG groups under UPF have also been identified.

According to a highly reliable source, though un- official, second round of talk between UPF leaders and State and Central Government officials was held today at the banquet hall of 1st Manipur Rifles here today.

The main agenda of the meeting which lasted till afternoon were identification of designated camps for the cadres of eight UG groups under UPF and issuance of identity cards to the cadres.

Today’s meeting was the second meeting of the Joint Monitoring Group (JMG) at Imphal after SoO ground rules were ratified by both the sides at Delhi.

A proposal put up by the UPF leaders about the location of the designated camps where cadres of the eight UG groups would be housed was approved by both the State and Central Government officials.

According to the SoO ground rules, cadres of the UG groups under the agreement should stay stationary at their designated camps and they would not be allowed to move out of their camps in uniform or with weapons.

However, the source refused to divulge the location of the approved designated camps.
After deliberating minutely on issuing identity cards to UPF cadres, the meeting agreed on issuance of identity cards at the earliest.

For leaders of the UPF who would be attending meetings with Government officials, identity cards have been issued from today.

The meeting agreed to issue identity cards to all the remaining UPF cadres at the earliest after collecting all the names and details of the cadres.

The UPF is a conglomerate of the UKLF, KRA, KNF (S), KNF (P), ZDF, KLA/KLO, ZRA and HPC (D).

With the second round of talk concluded in a positive note, the third round of talk of the Joint Monitoring Group is likely to be held next month.

During the meeting today, the UPF leaders conveyed their desire to hold the third round of talk either at Mizoram or Delhi.

The UPF leaders also asked the Government officials to take necessary actions against the Manipur Police team who threatened UPF leaders on their way back from Imphal where they came for a meeting with Government representatives last month.

The meeting presided by the JMG chairman and Principal Secretary (Home) DS Punia was also attended by IG (Intelligence) LM Khoute, SP (CID) Achin Haokip and top ranking officials of Intelligence Bureau, Assam Rifles, Army, J&K Rifles, BSF and CRPF.
