Dimapur | February 9 : With the renewed interest shown by the corporate sector towards the North East Region (NER) after the announcement of North East Industrial and Investment Promotion Policy (NEIIPP), 2007, the strategy for promoting industries in NER would need to adopt a holistic as well as pro-active approach. This should be through aggressive promotion and facilitation strategy, stated a report released by the North Eastern Council (NEC).
According to the action plan report of the thematic group on Industry, NER Vision 2020, the first and foremost requirement was to create an “enabling environment” to facilitate the process of industrialization in the North-East. This would, among other things, include suitable policy initiatives, establishment of a stable and secure environment and most importantly, the development of infrastructure with special focus on connectivity. To make the process of industrial development sustainable, the strategy also involves active involvement of local communities and to encourage industries based on local raw materials.

The active involvement of local communities would succeed only if adequate focus was given to skill development and human resource development initiatives, the report added.
The thematic group also felt that a cluster based approach would be ideal for the industrialization process in the NER and that a special thrust needed to be given to the development of service sector industries such as tourism, IT, nursing homes etc., which have immense potential in the Region.
The process of industrialization would further require a well oiled credit and micro finance system, according to the report.
It also stated that the role of state governments in the process of industrial development needed to be well defined as well as enhanced through suitable policy initiatives such as provisions in State Laws pertaining to acquisition of land for industrial purposes and land use.
Since the North East still remains a relatively unknown destination for industrialization, the report stressed on the need to adopt a pro-active approach through aggressive promotion and facilitation strategy.
“In this context, the facilitation, the facilitation of international trade under the aegis of ‘Look East Policy’ also deserves greater attention,” the report stated.
It may be mentioned the investment proposals received by all eight states of NE in the last four years amounted to Rs. 14352 crore.
Of these, the investments of Rs. 7000 crore approximately were proposed from non-government sector in 2007-08.
“Going by this trend, corporate investments of at least Rs. 2-3 Lakh crore could be expected by 2020,” the report added.
Though it was difficult to decide the physical and financial targets for each strategy, however, some targets in respect of ‘Rural Business Hubs’ (RBU) and Prime Minister’s Employment Generation Programme (PMEGP) scheme have been indicated by the Ministry of Panchayati Raj and Khadi & Village Industries Commission (KVIC) respectively.
