NBSE allowed to extend services outside state, School affiliation legislation passed unopposed by Nagaland House

Dimapur, SEP 18: The NPF led DAN Government of Nagaland today took a major political decision which is likely to find wide appreciation across all sections of Nagas, especailly those in Manipur.

In a significant political decision, the government today laid the rules of the Nagaland Board of School Education by laying in the assembly a government notification that authorises ‘extending the facilities of the Board to institutions located outside Nagaland’.

This new rule says that the NBSE may, in selective cases extend the services and facilities of the board to institutions located outside Nagaland, and recognized the various internal promotion examinations conducted by them.

There was no voice of opposition or discussion from any member once the notification was laid in the House by the education minister. This new rule is to come into force immediately.

This latest political move comes on the heel of the demand for affiliation to the NBSE by some schools located outside Nagaland in particular, the students’ fraternity in Naga inhabited districts of Manipur.

It may be recalled that the All Naga Students Association of Manipur (ANSAM) has carried out a massive agitation last year against the Manipur government for fulfillment of their demands. Subsequently hundreds of students were granted admission to appear their examinations in schools affiliated to the NBSE within Nagaland.

With the latest addition to the NBSE rules, the door is now open for schools to get their internal promotion examinations recognized by Nagaland board even though the schools may be geographically located outside Nagaland.

One of the major grievances of the Naga community in Manipur is that the culture, history and language of the majority community were being forcefully imposed on the Nagas through the Manipur government’s education syllabus.

Frontal tribal organizations including the Naga Hoho, the NSF and other civil societies have been very vocal in support of the affiliation issue.

Ibobi to dash back to New Delhi to urge Centre’s intervention By :

IMPHAL, Sept 18: State chief minister O Ibobi Singh who arrived in Imphal today from New Delhi will fly back to the national capital tomorrow to call on the concerned Central authorities for intervention into the Nagaland government enactment of a legislation allowing affiliation of schools from outside Nagaland to Nagaland Board of Secondary Education, NBSE.

The chief minister will call on the Prime Minister, Union human resource minister and home minister and urge them to take immediate steps to intervene in the matter as the state government considered the move of the Nagaland government will affect the integrity of Manipur.

Ibobi will try to convince the Central leaders on the outcome of the proposed legislation in Manipur. He will submit all the relevant documents related to the affiliation issue like the arson at government schools in the four Naga dominated hill districts and other activities of the organizations which are spearheading the campaign for switching to NBSE syllabus in these areas.

Meanwhile, even as the Manipur Cabinet has decided to enforce an ordinance disallowing schools in the state from affiliating to boards outside the state, the same is yet to be promulgated.

Apart from this, the state Governor is yet to give assent to the recommendation of the state Cabinet to prorogue the first session of the 9th Manipur legislative Assembly which is the need of the hour for paving away to promulgation of the ordinance.

An hurriedly called Cabinet meeting on September 15 last approved the amendment of section 4(1) of the Manipur Elementary and Secondary Education Act, 1972 (sixth amendment).

The Cabinet approved to amend section 4 (1) as “Provided further, that no schools or institutions of secondary education situated in the state of Manipur either recognized or not by the government of Manipur or by the Board of Secondary Education, Manipur shall be allowed to be affiliated or to be under the jurisdiction of any other board of secondary education or university without the prior approval of the government of Manipur.”

Sadar Hills bandh total, bike torched

IMPHAL, Sep 18 : With the 48 hours total bandh called by the Sadar Hills District Demand Committee coming into force to pursue their demand to upgrade Sadar Hills to the status of a full fledged revenue district, vehicular movements on the two National Highways came to a screeching halt, while a motor cycle was torched by bandh supporters for violating the bandh call.

The bandh was imposed not only in Sadar Hills area but also on the two National Highways.

Other than the demand for revenue district, the bandh was also called to protest the holding of Panchayat election in Sadar Hills. The bandh came into effect from midnight of September 17.

Other than the torching of the bike, suspected bandh supporters also set ablaze the saw mill and Maruti van of a Pradhan candidate, Kedarnath Sharma at Char Hazar.

Other than vehicles of security personnel, no vehicles including passenger buses plied on NH-39 during the bandh today.

Shops and markets in Sadar Hills area remained closed during the bandh period.

However a motorcycle which was intercepted at Gamgiphai border for violating the bandh was set ablaze beyond redemption. The motor cycle was carrying two people from Imphal side when it was intercepted by the bandh supporters armed with sticks and catapults.

A van coming towards Imphal side from Maram was stoned while vehicles carrying security personnel were also attacked with stone pellets near Sapermeina.

Other than this there is no report of any major violence during the bandh period on the two National Highways.

Though no elaborate security arrangements were seen taken up along NH-39, security men were however put on alert near the Sadar Hills border and all passers by were advised to turn back.

On the other hand the torching of the saw mill and vehicle of a Pradhan candidate comes close on the heels of the SHDDC making it clear that they would oppose the conduct of the Panchayat election.

The SHHDC had even asked the intending candidates and the voters to stay away from the polling process of the Panchayat bodies in Sadar Hills.

KSO calls bandh on Sep 19 over NIT issue

IMPHAL, Sep 18: Kuki Students’ Organisation (KSO) GHQ has anno- unced its decision of imposing a bandh on September 19 in protest against localisation of NIT at Langol and holding of Panchayati Raj election in hill areas.

A decision to this effect was arrived at during an emergency meeting of KSO GHQ, information and publicity secretary of the stu- dent body Paotinthang Lupheng informed in a statement.

Explaining the stand of the KSO in opposing to the Govt’s plan of acquiring 300 acres of land in Langol to pave way for establishment of proposed NIT, Lupheng pointed out that the land acquisition would create social upheaval as it would lead to destruction of 6 high schools (both recognised and non-recognised) 4 orphanages run by various charities, 10 religious establishments, 317 houses and 274 plots apart from displacing a total population of more than 1860 people.

Demanding roll-back of the proposed NIT at Langol if it is at the cost of land acquisition displacement of the people, Lupheng said if the Govt is bend on establishment of the NIT then it must shift its plan elsewhere where there are hundreds of acres of open land suitable for the purpose.

What could be more gratifying if the NIT is to be located outside Imphal city which monopolises certain public assets and infrastru-ctures in the State, the stu- dent body said, while main-taining its support to the demand of the CDSU to establish the NIT in Chura-chandpur.

As to the impending Panchayati Raj/Zilla Pari-shad elections in scheduled areas of the Sadar Hills district Council, the student body terms it as a political gimmicks of the Govt for incursion into the tribal lands in the hill area.

How can the Govt be so blind as to hold Panchayati Raj election in places where Autonomous District Cou-ncil is in forced ?, KSO asked, while pointing out that there cannot be two self-Govts in a scheduled area which is already under Autonomous District Council. Instead of trying to conduct a futile election, the Govt should quickly con-duct District Council elec- tions in accordance with the rights bestowed to the tribal people by the Constitution, the student body demanded.

Meanwhile, JAC for Pro-tection of Residential Area, and JAC for Preservation of Lamphelpat as Wetland have extended its support to the bandh being called by KSO and appealed to all the right thinking persons and social organisations to exte-nd their support to te cause.
