Kohima, March 9 (NPN): Ensuring that there was no doubt about its claim of having adequate majority to form the next government, the Democratic Alliance of Nagaland (DAN), paraded 34 before Governor K Sankaranarayanan at Raj Bhawan here Sunday evening.
Earlier, the DAN constituents including four independents elected former chief minister Neiphiu Rio as Leader of DAN Legislature Party. Later in the evening the entire flock, (NPF-26, BJP-two and NCP-two along with four Independents) met the Governor and staked claim to form the government. Lok Sabha MP Wanyugh Konyak also accompanied the legislators.
At the meeting inside the durbar hall with the Governor, Rio said DAN and should be invited to form the government as there were 34 MLAs. He also introduced all the elected members of DAN and the Independents to the Governor.
Rio asserted that he had very experienced and competent people in his team and urged the Governor to allow him to form the government at the earliest.
Later, talking to media persons outside Raj Bhavan, Rio said he had already paraded the legislators supporting his leadership and therefore, DAN should be allowed to form the government without any delay. “I have the majority; I must be given the opportunity to form the government at the earliest,” he stated.
To a query, Rio attributed the success of NPF and DAN to God and the people of Nagaland. He expressed the hope that the Governor would invite DAN by Tuesday to form the government.
Elected BJP legislator M.C. Konyak said the Governor should invite DAN to form the government. First timer Dr. Chumbem Murry of NCP said “We have extended full support to DAN under the leadership of Rio”. The four Independents – Dr. C.K Nihoshe, Dr. Ngansghi Ao, P. Dako Phom and Chotisuh Sazo supporting Rio’s leadership, assured their unconditional support to Rio during the meeting with the Governor.
NCP MLA Pangnyu Phom said “since we have already committed to our pre-poll alliance, we cannot go back against our commitment”. The Governor is learnt to be studying the matter.
The DAN increased its tally of seats to 30 on Sunday after G. Kaito won the Satakha seat. NPF's own count increased to 26 from 25. Congress emerged as the second largest party with 23 seats after party candidate Tokheho bagged the Aghunato seat.
Kaito defeated his nearest rival Inavi of Congress by a margin of 1,712 while Tokheho won by 774 votes defeating Pukhayi of the NPF.
The result of Suruhoto seat is awaited as the Election Commission rescheduled re-polling for a single booth for Monday.
Congress had pinned hopes of a last-ditch effort to have a go at power if it had won at one more seat. In that case, the party would have sought the support from legislators of “like-minded” parties in opposite camp and Independents.
Raj Bhavan sources said as per constitutional norms, the present assembly, which is under suspended animation following imposition of Central rule, has to be first dissolved by the President on recommendation of the Governor.
Next, the new house would have to be constituted by the Election Commission and then the process of inviting any party or group will be done after ascertaining its ability to provide a stable government.
On completion of the formality, the Governor would then recommend to the President for revocation of the Central rule, imposed in Nagaland on January 3, Raj Bhavan sources said.
Election Commission will issue notification for constitution of the 11th Nagaland assembly under section 73 of Representation of Peoples Act. As per norms, after revocation of the President's rule, the leader of the largest party or group is appointed as the Chief Minister and swearing-in of ministers is done.
