Mr. Speaker sir, technical flaws, error?

Sir,

I wonder why Mr. Speaker of Manipur Assembly had to correct some technical errors, technical flaws in the bill for ADC Act Amendment tabled on the floor of the august house? The said bill presented by the Government might have passed through Manipur Hill Areas Committee before tabling on the floor of the Assembly. If the speaker alone was allowed to suppress the privilege of the house who else supported it, is a big question. And if the speaker had the power to stop any discussion on the bill already introduced for the purpose, the rules of the house and the law supporting the same be made known to all through media. Will the speaker correct the bill alone and ignore the Hill Areas Committee of the state Assembly by forming extra committee or any irrelevant committee which may serve the interest of person(s) best known to the speaker.

I wish, the Chief Minister of Manipur takes up matter seriously instead of allowing the speaker to handle the same as it involves the interest of the hill people and the state for good. The bill should also be made known to all in order to acquire the public opinion because that will serve unique purpose.

Mr. Morung Makunga, MLA had pointed out the arbitrary action of the speaker and the fact that the Manipur Hill Areas Committee authorised certain privileges under the Article 371 of India Constitution sidelined. And I want to know also who in authority of what kind really pointed out the errors or did the Speaker alone pointed out the technical flaws? Why the other members kept silent when 15 hill MLA's walked out? Why other 5 hill MLA's stayed put in the Assembly as contrary to the other day when all ruling and opposition MLA's /Ministers of the valley joined hands against delimitation and Nagaland manifesto of Congress Party?
