Review of PAP, RAP

Dimapur, March 13 (NPN): A comprehensive review of the Protected Area Permit (PAP) and Restricted Area Permit (RAP) regime to relax the restrictions imposed to visit some locations in some States and Union Territories from the tourism perspective has been undertaken by the Ministry of Home Affairs.

Disclosing this on the floor of Lok Sabha on Thursday, Minister of Tourism and Culture Ambika Soni said specific proposals in this regard were received from the State Governments and Union Territories. In a written reply, she said the proposals were examined from the tourism and security perspectives with the concerned State governments and Union Territories and an appropriate decision expedited in the matter by the Ministry of Home Affairs. Protected Areas are those falling between the ‘Inner Line’ and the International border of the State.

The areas include whole of Arunachal Pradesh, Manipur, Nagaland, Mizoram and Sikkim and parts of Himachal Pradesh, Jammu & Kashmir, Rajasthan and Uttarakhand.

Under the Foreigners (Restricted Areas) Order, 1963, Andaman & Nicobar Island – entire Union Territory and Sikkim – Part of the State had been declared as ‘Restricted Areas’. No foreigner can enter or stay in the restricted areas without obtaining a permit from the competent authorities.
