IMPHAL, Feb 27: Four demands pertaining to land re- venue, stamps and registration and district adminis- tration amounting to Rs 241,56,80,000 were passed by the State Assembly this afternoon.
While discussing the de-mands, MPP MLAs O Joy, Dr Ng Bijoy, Dr I Ibohalbi and RK Anand raised a cut motion. Moving the motion, O Joy asserted that the Re-venue Department is the backbone of a Government but the State Revenue De-partment is plagued with serious flaws and irregu-larities.
Even as the valley area constitutes 10 percent of the total area of Manipur, mi-grants from other States and other districts of Mani-pur have been concentra- ting in the valley.
Moreover, the existing law that prohibits settle-ment of valley people in hill areas would certainly ren-der the original valley dwel- lers refugees after some time, Joy stated.
Observing that there has been serious disturbance to demographic balance in dif-ferent districts, Joy called upon the Government to take up some concrete mea-sures so as to check the growing demographic imbalance.
Taking serious note of the fast shrinking agricul-tural fields in the valley following construction of schools, colleges, offices and various other struc-tures, the MPP MLAs strongly advocated for a land law in order to preserve agricultural fields.
They also alleged that the Revenue Department is staying away from its duty while encroachers have been occupying public places including roads.
They further informed the House that 86 land owners whose lands have been taken over by the Go-vernment for expansion of Manipur University are yet to be compensated.
Taking part in the dis-cussion, Dr I Ibohalbi asked about the border pillars which have gone missing from the Indo-Myanmar border on Moreh side. He also proposed to demarcate the Loktak lake so as as-certain its exact size.
Ng Bijoy suggested that settlements in valley and hill areas should be made reciprocal.
Joining the discussion, independent MLA Morung Makunga stated that pay-ment of tax for paddy fields located in Chandel district should be allowed in the district headquarters instead of paying at Thoubal district headquarters as is being done at present. He further decried that district level officers have been staying away from their offices in the name of UG threats.
Responding to the cut motion, Revenue Minister Th Debendra while acknowledging that there are certain lapses in the Revenue Department, disclos- ed that some Zilladars have been acting as in-charge SDOs. Nevertheless, he confided that most of the lapses can be removed after completion of the 45 junior MCS officers recruited recently.
Maintaining that demarcation of Loktak lake would need a scientific approach, Debendra informed the House that regarding the controversy over some areas along the Indo-Myan- mar boundary on Moreh side, the Cabinet Sub-Committee has already recom- mended to follow the traditional boundary of Manipur rather than following the international map.
While discussing demand for Works Depart- ment, O Joy contended that the extent of road coverage by the PWD is not up to the mark. He urged to increase the fund for IVRs.
Ng Bijoy decried the pitiable condition of NH 39.
In his response, Works Minister K Ranjit disclosed that some engineers in connivance with contractors and sub-contractors were found taking undue advantage in the name of UG groups. Necessary actions have been initiated against them, he said.
According to records, the PWD has 30 dozers, 20 JCBs and 50 rollers. But when he took over as PWD Minister, none of these machineries could be seen in the office, Ranjit said while adding that these machineries have been brought back and started repairing.
Stating that funds for repairing the NH 39 from Ma- ram to North AOC and from Singjamei to Moreh have been sanctioned long back, Ranjit informed the House repairing works have been initiated even though the sanctioned amounts remai-ned unused for a long time.
As for construction of bridges at Lokchao and Pallel and for the repairing work of the road from Chingmeirong to Koirengei, contract works are being re-assigned, informed Ranjit.
MLA RK Anand noted that the Manipur Human Rights Commission is not equipped as per its duties and responsibilities.
Morung Makunga lamented that Chandel jail has become a Maring village while a part of it has been occupied by the army.
He also urged upon the Government to re-locate district courts for Chandel district in the district so that they can function properly.
