ANSAM flays Govt’s stand on NIT construction

Imphal, Feb 28: While coming down heavily on the state government pertaining to the land acquisition impasse over the construction of National Institute of Technology (NIT) and other issues, the All Naga Students’ Association, Manipur (ANSAM) has termed the dealings of Manipur government as “dictatorial democracy” alleging that the state government has failed to respect the sentiments and the rights of the minorities of Manipur on various issues.

ANSAM president Paul Langhu in a lengthy statement issued to NNN said that Manipur being a state of composite cultures and ethnic groups, it is the bounden responsibilities of the government to settle issues confronting the state with right approach for social peace in the land.

Decrying the government decision of establishing the National Institute of Technology (NIT) at Langol-Lamphelpat area in Imphal despite stiff opposition put up from the common people by “forcibly evicting the residents”, the ANSAM statement alleged that the government is exposing ‘dictatorial democracy’. It also said that acquiring common people’s land for the state project without obtaining prior consents of the affected land owners is suppressing the democratic rights to ownership of the common people.

Such approach and attitude is drifting apart the relations between the people and the powers that be, maintained the statement while urging the government to respect the human values. Putting across its opposition to the “sinister design” of the government in trying to occupy private land “forcibly” for the construction of NIT, the ANSAM statement also conveyed its solidarity to the affected land owners of Langol, Imphal.

Perturbed by the policy of the state government in perpetually “ignoring the interest of the hill people”, the statement of the Naga students’ body also voiced concern “at the attempt of the state government to discreetly deny reservation policy” in the recent recruitment of Ayush Doctors under the National Rural Health Mission Society. It further alleged that out that out of the 40 posts filled recently, no reservation policy has been adopted by the state agency in the recruitment process, besides “denying genuine” tribal applicants. The ANSAM then appealed to the elected representatives of Manipur legislative assembly to raise the issue in an appropriate forum.

Further coming down on the “encroachment of scheduled areas” under the Autonomous District Council, the ANSAM said that the encroachment of scheduled areas under ADC and acquisition of villages of Hill districts under Panchayat election 2007 is tantamount to direct assault to the rights of land ownership of tribals. The statement said that even the district re-organization file of 1980 requisited by the revenue department of Imphal has not been returned to the respective district headquarters. Democratic approach by the ANSAM and Kuki Students’ Organization (General Headquarters) (KSO-GHQ) in the matter is yet to receive attention from the state government, the statement said while adding that the Manipur government is deafening its ears to the plight of the people. ANSAM also urged social organizations and armed groups to uphold mutual understanding .

IMPHAL, Feb 28:At least ten faculty members of Manipur University have voiced their strong opposition to the plans of the Govt to locate the NIT in any of the two districts of Imphal. In a signed statement, the ten faculty members said that though they welcome the NIT they have reservations about locating the same in any of the said two districts. Such institutes should be dovetailed to the developmental goals of the region, they reasoned and added that for academic and other developmental reasons, the institute should be appropriately located in any district other than the two Central districts of Imphal East and Imphal West.

Demands amounting to 150 crores passed

IMPHAL, Feb 28: A total amount of Rs 150,46,22,000 on four different demands was passed by the State Assembly today. The total amount includes Rs 8,81,25,000 for Transport, Rs 105,61,42,000 for development scheduled tribes and scheduled castes and Rs 3,27,79,200 for Veterinary and Animal Husbandry (dairy farming).

While discussing the demands MLA Awangbow noted that there was bus service between district headquarters and sub-divisional headquarters. He called upon the Government to resume the bus service in public interest.

He also sought attention of the relevant Ministers to build a bus terminus in every district headquarters, increase scholarship of tribal students and to make veterinary hospitals in hill districts properly functional. MLA Khasim Ruivah expressed apprehension that the Ukhrul ITI may be shifted as there is no staff in the institute.

Responding to the motion, Transport Minister L Jayantakumar clarified that the MSRTC was abolished as it incurred heavy deficits rather than earning profits. Nevertheless, he acknowledged the necessity of keeping a State owned transport system. He also assured to look into the proposal to revive MSRTC.

Stating that expansion of Imphal Airport is a major initiative of the Government, Jayantakumar informed that contract work for installation of machineries neces- sary of night landing has been awarded.

Labour and Employment Minister Ph Parijat informed the House that efforts are on establish an ITI at Jiribam with intake capacity of 132 at the cost of Rs 4.5 crores.

Stating that the State Government has enacted 25 labour laws, Parijat conveyed that the Government is checking whether the laws are being implemented properly or not.

Veterinary and Tribal Minister DD Thaisii claimed that out of 153 veterinary hospitals, 105 hospitals are functional at present.

In spite of the shortage of man power in Veterinary Department, many farms under it have been making great improvements.

Moreover, efforts are on to build hospitals of estimated cost of Rs 1 crore in every hill district, Thaisii said.

HSLC, HSSLC exams, Addl power supply assured

IMPHAL, Feb 28 : In view of the upcoming HSLC and HSSLC examinations, the State Power Department has decided to activate the Leimakhong Heavy Fuel Based Power Plant to supplement the existing power supply by 11 MW despite the high cost of generating power from the said plant.

In a statement, the Chief Engineer of the Power Department said that the decision was taken in the interest of the students and reminded the consumers that the cost per unit of the Plant is Rs 12.5 p.

Keeping aside the economic feasibility of supplying the power from the plant, the decision to activate it was taken in public interest, said the Chief Engineer and added that the present cost of the Furnace Oil to operate the units has increased 5 folds from the time of commissioning the plant and also the production cost.

The production cost at the time of commissioning the plant was Rs 2.50 per unit, reminded the Chief Engineer.

Taking these factors into consideration, the Department has appealed to the consumers to use energy efficient items, use electricity strictly according to the requirements and to clear all pending electricity bills as done in the case of school fees, van fare, mobile recharge and telephone bills, etc. The Elec- tricity Dept believes that it can fulfil its commitment only when it provides efficient service and the consu- mers reciprocate by judicio-usly paying their power tariff, he added.

MU pull-out crisis deepens

IMPHAL, Feb 28 : Even as a meeting between the Vice Chancellor, Deans and representatives of the MU Tribal Students’ Union held today failed to resolve the crisis besieging the varsity on the issue of tribal students threatening to pull- out enmass, nine councillors of Manipur University Students’ Union have decided to give up their respective posts if the impasse persists.

While a MUTSU release informed that its representatives walked out of today’s meeting as ‘MUTSU finds no hope on the MU authorities,’ MUSU’s general secretary David Haokip has formally intimated the student body’s president regarding the tribal councillors decision to resign from the post of Department’s councillors and executive members in case MU authorities do not respond positively on the reservation issue within the specified deadline of March 1.

Stating that since the meeting with the VC and Deans could not bring about any definite solution to demands advocated by the ATSUM regarding reservation of tribal students/candidates in admission and job opportunities, the MUTSU said under such situation tribal students have no other alternative but to leave the University from march 1.

“For decades, the tribal students have been fighting for quota in the Manipur University and it is shameful indeed to be a scheduled tribe, but it is not a sin when all the rightful shares are all manipulated by other communities,” expressed the MUTSU release while asserting it would relentlessly strive to claim rights of the tribal students/candidates.

Contending that the VC had been repeatedly promising to do the needful without actually translating the assurance into action, MUTSU said tribal students could no longer tolerate such discriminatory attitude of MU authorities.

“if the VC of MU thinks he is not in a position to take the responsibility, he has no other alternative option but should resign from his post,” it added.

On the otherhand, extending solitary to cause of the tribal students, David Haokip said demand of MUTSU for amendment of the UGC guidelines on the matter of appointments to the teaching and non-teaching posts in accordance with the population ratio of Manipur is a genuine case.

Reminding all concerned that as representatives of tribal students in the University, the MUSU councillors/executive members strongly support the agitation and fully cooperate with the tribal issue, David maintained that if all the tribal students are to leave the varsity on the specified date they too have no reason to hold onto their respective posts.

Reiterating its aspiration that MU authorities redress plight and grievances of the tribal students as jointly pursued by the ATSUM and MUTSU, the MUSU general secretary highlighted to the president that in solidarity to demand for reservation of tribal candidates in the MU establishment the councillors and executive members have decided to join the pull-out agitation.

The councillors who appended their signature in the intimation note to the MUSU president includes the sports secretary (outdoor) Khongdiyang Gangmei, sports secretary (indoor) Poujanglung Panmei, literary secretary Leivon mangboi Kom, presidential committee S benai Kipgen, social & cultural secretary Rimlithang (aboi) Chothe, Widinibou (councillor), Lalgoulen Khongsai (councillor) and editor Echo Bungui Gangmei.

Tml students opt for BSEM

IMPHAL, Feb 28 : Unlike last year, majority of the students of Tamenglong district are likely to appear this year’s HSLC examination conducted by the Board of Secondary Education Manipur, which is scheduled from March 3. Leaving some exceptions, who gave the exam in the Manipur Board by attaching to the Tamenglong Higher Secondary School and who were shifted to Imphal schools, a major chunk of the students from this district went to Dimapur and gave the Nagaland Board of Secondary Education’s HSLC examination last year.

However, majority of the students who appeared in the NBSE’s examination last could not get through.

A teacher of United Builders School, Tameng-long told The Sangai Express that all the 20 students from his school who appeared in the NBSE exam last year could not clear the exam, but out of the 13 students who appeared in the Manipur Board, 11 students passed in first division while two students passed in second division.

A teacher of Don Bosco School, Tamenglong said that 33 students including four NBSE failed students will appear from his school in this year’s Manipur Board exam.

AF Recruitment

IMPHAL, Feb 28: Indian Air Force will conduct a recruitment test for male candidates from the states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland and Tripura to become Airmen in Group Y and Group X categories.

Male candidates born between January 1, 1987 and March 31, 1991 are eligible for the test. The test will be conducted from March 3 to March 7 at Meghna stadium, Solmara Army Cantonment, Tezpur from 7 am onwards. Candidates reporting upto 10 am at the rally venue will be permitted to appear, said a press release. Details of the said recruitment test can be obtained from the PIB (Defence Wing) notice board.
