Maharaja Bodhachandra Singh addressed the newly elected members of the first Manipur state Assembly 1948 on 18th October 1948 at Palace Durbar. But he issued an order No. 38P of 1948 on 19th October 1948 which runs as follows:
“ As the Manipur State Assembly has failed, to elect six Ministers and so the Chief Minister cannot be appointed, I order that the interim council of ministers do hereby continue to act as a caretaker Government till the new Ministry is formed by the Assembly. I further order that this order shall retrospectively operate from yesterday.”
However, six ministers were appointed on 10th November 1948. It runs as follows:
“In the light of Manipur State Constitution Act 1947 His Highness the Maharaja of Mainpur as the constitutional Head of the state appointed the following gentlemen as Ministers of the Manipur state council vide order No. 40P of 10th Nov. 1948.
1) Srijut Arambam Ibotomcha
2) Srijut Dr. N Leiren
3) Srijut Major Khathing BA MBE MC
4) Srijut Ayekpam Gourabidhu
5) Srijut Mr. Teba Killong
6) Srijut Md. Alimuddin
Captain Maharaj Kumar Priyabrata Singh BA was appointed to be Chief Minister of the Manipur state council on 26th Nov. 1948. The appointment order runs as follows: “In exercise of the powers conferred by section 10(e) of the Manipur State Constitution Act 1947, I, Bodhchandra Singh, Maharaja of Manipur do hereby appoint Capt. Maharaj Kumar Priyabrata Singh, BA, to be the Chief Minister of the Manipur state council.
This will take effect from the date on which he takes over charge.” (Vide order No. 45P of 1948 at palace Imphal, the 26th Nov. 1948)
P.B. Singh, the Chief Minister, Manipur Imphal vide council order No. 12 of 1948 dt 27th November 1948 issued an order allotting portfolios to the Ministers. It runs as follows: “Under section 11 of the Manipur State Constitution Act 1948, the portfolios are allotted to the Ministers as:
Captain P.B. Singh, Chief Minister - Home and Revenue
Major R. Khathing MBE MC - Hill
Sgt A Ibotomcha Singh - Finance, Local Self Govt. (Town Fund, Hydro-Electric Board, Water and Vehicle Tax and Chairman Bazar Committee)
Dr. N. Lairen Singh - Education, Press and PWD
Sgt. A. Gourbidhu Singh - Commerce & Industry
Mr. Teba Kilong - Forest, Agriculture & Veterinary
Md. Alimuddin - Jail, Medical, Public Health & Sanitation
The Ministers will take over their respective portfolios on the afternoon of Monday, the 29-11-48.
On 29th November 1948, Bodhachandra Singh, Maharaja of Manipur issued an order No. 48P of 1948 appointing M.K. Captain Priya Brata Singh, BA, to carry on the duties of a Dewan with respect to watching the relations between the Manipur state and the Dominion Government in addition to his personal duties as the Chief Minister of Manipur State.
However, Bodhachandra Singh, Maharaja of Manipur vide order No. 13P of 1949 dt Palace Imphal, the 16th April 1949, appointed Major General Rawal Amar Singh as Dewan of Manipur state. The said order runs as follows:
“In view of the decision by the government of India in the interest of my state and the government of India, I do hereby appoint Major General Amar Singh as Dewan of my state to carry on the administration thereof under his general superintendence, guidance and control. He is hereby authorised to call for papers from any of the Minister in charge of any of the Departments and pass such orders as he may consider fit and proper after consultation with the minister concerned.
He shall hold direct charge of portfolios of
(1) Law and order
(2) Administration of Hill tracts
(3) State forces and
(4) Relation with the government of India.
The distribution of portfolios among the ministers shall be subject to confirmation by him. In the administration of Hill tracts, he will be assisted by Hill Minister (Major Khathing at present). He will consult me in all matters of importance and regarding the practice and usage prevalent in my state. This will supercede my order No. 48P of 1948 dt 29-11-48 and will have effect from the date he joins office.”
Rawal Amar Singh, Major General assumed charge of the office of Dewan with effect from the forenoon of 18th April 1949. He issued an order No. 001 of 19-4-49 which runs as follows:
“In compliance with His Highness the Maharaja’s order No. 13P dated 16th April 1949 Major General Rawal Amar Singh assumed change of the office of Dewan with effect from the forenoon of the 18th April 1949.
Under the existing arrangement law and order is one of the subjects in the portfolio of Maharaj Kumar Priyobrata Singh Chief Minister and the administration of Hill tracts and state forces are included in the portfolio of Major Khathing MC, MBE Hill Minister.
The Chief Minister and the Hill Minister will continue to deal with these subjects as in the past, except that all matters of importance will be put up to the Dewan for orders, papers relating to these subjects will be sent to the council for information or otherwise as and when the Dewan directs.
Relation with the Government of India and the Government of Assam, that is the correspondence with these two governments or all matters will be exclusively carried on by the Dewan. In all cases when a Minister considers that one or both of the two governments has/have to be addressed, papers on such a subject will be put up to the Dewan with a clear and comprehensive note explaining the case fully.
This arrangement has the approval of His Highness the Maharaja and will be brought into force with immediate effect.” (The Manipur state Gazette No. 97 at April 27, 1949). - IFP
