IMPHAL, Dec 8: The recent meeting of the State Level Calamity Relief Fund Committee, SLCRF, held under the chairmanship of the chief secretary has decided to provide a total amount of Rs. 67 crores as relief assistance for bamboo flowering affected families of Churachandpur, Tamenglong and Chandel districts.
The relief will be disbursed to the affected families of the three districts through the respective deputy commissioners of the districts.
According to a highly placed official source, the SLCRF discussed the matter of distribution of relief assistance for bamboo flowering affected families of the three respective districts in a meeting held last month which was attended by its four members, including AN Jha, principal secretary (finance), P Saratchandra Singh, principal secretary (revenue), P Vaiphei, secretary (relief and disaster management) and K Mangi Singh, director (planning).
The meeting said that an amount of Rs. 16.67 crores was approved for release from NCCF by the Central government vide ministry of home affairs on May 29 this year and ministry of finance, department of expenditure on June 2 this year for providing relief assistance to the bamboo flowering affected families of three districts of the state.
Out of this amount a total of Rs. 6.47 crores had been sanctioned for agriculture input subsidy for the three districts which includes an amount of Rs. 2,78,41,218 as agricultural input subsidy for Churachandpur district where 13,920.609 hectares with 14,307 families were recorded affected by the bamboo flowering.
For Tamenglong district a total amount of Rs. 2,70,08,330 was sanctioned as agricultural input subsidy where a total of 13,920.165 hectares of land with 13,879 families were recorded affected, and a total amount of Rs. 98,50,452 was sanctioned for Chandel district as agricultural input subsidy where 4,925.226 hectares of land with 5062 households were recorded affected by the bamboo flowering.
Above this, a total of Rs. 10.16 crores as gratuitous relief would be released to the said three districts based on the number of families affected by bamboo flowering and its consequent rodent menace and harvest failure.
As per recommended district wise break-up a total amount of Rs. 4,42,62,360 was released for Churachandpur district for 14,307 affected households for buying 58,179 adult pigs and 45,379 minor pigs. Likewise, a total of Rs. 4,05,45,240 has been released for Tamenglong district as gratuitous relief for rearing 46,418 adult pigs and 50,735 minor pigs by the 13,879 affected households and a total of Rs. 1,67,76,720 was also released for Chandel district as gratuitous relief for rearing 24,792 adult pigs and 13,546 minor pigs by the 5062 affected households in the district.
On the other hand, the meeting of the SLCRF also directed that the released amount may be disbursed by the DCs in kind i.e. rice, by depositing the amounts at the FCI, Imphal against the additional monthly allocation of 1500 MT of rice at economic cost of Rs. 16,989 per MT.
Apart from this, Rs. 0.04 crores which includes Rs. 1,80,000 for Churachandpur for 1000 lactating mothers, Rs. 1,35,000 for Tamenglong district for 750 lactating mothers and Rs. 1,00,800 for Chandel district for 452 lactating mothers would also be released to the district based on the number of lactating mothers amongst the households affected due to bamboo flowering and its consequent rodent menace and harvest failure by the DC concerned in cash, the source added.
